247. *Munaza Hassan:

Will the Minister for Interior and Narcotics Control be pleased tostate:

(a) whether it is a fact that the rate of cyber crimes is increasing inthe country; if so, the reasons thereof;

(b) the steps being taken by the Government for the preventionthereof; and

(c) whether any law has been made to control the said crimes; if so,the present status of implementation thereof?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) The rate of cyber crimes is increasing due to the following reasons:

(i) For financial gain.

(ii) To harm or destroy the privacy and reputation of an individual ororganization for some grudges;

(iii) Unavailability of appropriate legislation to prevent cyber crimes;

(iv) Criminal exploit the greedy behavior of people.

(b) (i) National Response Centre for Cyber Crimes (NR3C) was establishedunder FIA in 2007, with five zonal offices at the provincial capitalsand Rawalpindi having jurisdiction all over Pakistan;

(ii) It deals with technology based law enforcement, digital forensics,assistance to other departments and police. Research & Developmentand cyber crime awareness for government departments, judicialofficers and academia;

(iii) NR3C has state-of-the-art technical facilities and expertise to handlethe cyber crimes.

(iv) FIA is regularly conducting awareness workshops and seminars foracademia and government departments.

(c) (i) Since its establishment. NR3C has been dealing with cyber crimesunder Electronic Transition Act 2002 (ETO), Prevention of ElectronicCrimes Ordinance 2007 (PECO) and Pakistan Telecommunication(Re-organization) Act, 1996.

(ii) The Prevention of Electronic Crimes Ordinance 2007 (PECO) lapsedon 4th November, 2009. A draft of Prevention of Electronic CrimesBill (PECB) has been prepared by Ministry of InformationTechnology, which is under consideration at Ministry of Law, Justiceand Human Rights.

303. *Dr. Arif Alvi:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) whether it is a fact that the Civil Servants have been nominatedby the Government as directors of the boards of public andprivate sector enterprises during the last five years;

(b) whether it is also a fact that huge remunerations have beenpaid to them in addition to their Government salaries;

(c) if the answers to part (a) and (b) above are in the affirmative,the names of those directors alongwith the justification thereof;

(d) whether it is further a fact that the Government has taken actionagainst those directors; if so, the details thereof; and

(e) whether there is any proposal under consideration of theGovernment to amend its rules for public sector enterprises forgiving allowances to such directors in accordance with theirentitlements; if so, when it will be implemented?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Yes.

There are three types of nominations i.e. statutory, ex-officio and others.

(b) Fee/Honorarium has been paid by PSEs to members for attendingthe Board meetings in the light of by-laws of the Public Sector Enterprises (PSE)and regulations issued by State Bank of Pakistan (SBP) and Securities and ExchangeCommission of Pakistan (SECP).

(c) A number of officers were posted in & out of the Finance Divisionover last five (05) years. However, the names and designations of officers ofFinance Division on BoDs/BoGs at present are at Annex-I.

(d) No.

(e) The Government has already made necessary amendments in rulesand fixed the upper limit of such payments to the Government nominee directorsat Rs. 600,000/- per annum vide SRO 997(I)/2013 dated 20-11-2013(Annex-II). The SRO stands implemented since the date of its issuance.

306. *Munaza Hassan:

Will the Minister for Interior and Narcotics Control be pleased tostate:

(a) whether it is a fact that people are facing inconvenience anddelay for getting/receiving Family Registration Certificates(FRC) from NADRA;

(b) if so, the steps being taken by the Government to solve the saidproblems?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):

(a) Issuance of Family Registration Certificate

No such complaint of inconvenience / delay has been received at NADRAHQ. However, Family Registration Certificate (FRC) is issued to any family memberwho is 18 years of age or above, provided that the whole family is linked in theNational database. FRC can be processed from any NADRA Registration Center(NRC) and issued on the same day.

(b) Nil.

311. *Dr. Nafisa Shah:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state the total amount borrowed bythe Government from abroad during the last three months alongwithrates of interest thereof?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): The Government has contracted

foreign loans of US$232.85 million from IDB and Saudi Arabia during the periodfrom 01-07-2013 to 30-09-2013. Interest rate on US$132.850 millionCommodity Murabaha Financing from IDB is 2.77% and the interest rate onUS$100.000 million loan for Neelum Jhelum Hydropower Project from SaudiArabia is 2.00%.

The disbursements during the same period against the old loans signedprior to 01-07-2013 was US$346.44 million.

On September 4, 2013 the Executive Board of the International MonetaryFund (IMF) approved financing arrangements under Extended Fund Facility (EFF)for SDR 4.393 billion ($6.64 billion) at interest rate in the range 2-3% to supportcountry’s economic reform program. Pakistan has received an amount of SDR360 million (about US$544.5 million) during August-October, 2013 from IMF.

366. Disallowed on re-consideration.

1. *Lal Chand:

Will the Minister for Finance, Revenue, Economics Affairs, Statisticsand Privatization be pleased to state:

(a) the steps being taken by the Government to bring the dollarback to 99 rupees; and

(b) the action to be taken against the responsible for devaluationof Pak. Rupee?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Pakistan has been following aflexible exchange rate regime. Exchange rates (USD/PKR) in Pakistan aredetermined by supply and demand of foreign Exchange in the domestic market.The supply of foreign exchange mainly comes from exports, remittances, foreignloans, foreign investments, etc., while demand arises due to imports, debt payments,etc. In case, demand is higher than the supply of foreign currency, exchange ratetends to depreciate and, vice versa.

(b) The value of rupee has primarily been determined by overall balanceof payment position of the country. SBP does not target any particular level ofexchange rate.

Movement in the PKR against US$ in the current fiscal year is also areflection of overall balance of payment position of the country.

2. *Lal Chand:

Will the Minister for Finance, Revenue, Economics Affairs, Statisticsand Privatization be pleased to state:

(a) the difficulties being faced by the Government to include in thetax net three million potential tax evaders identified by NADRA;and

(b) the steps being taken by the Government in this regard?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) No data of potential taxpayersidentified by NADRA has been provided by NADRA to FBR.

(b) In view of importance of the matter a fresh initiative to expand thetax net has been launched by the government during the current financial year. Thisexercise makes use of data of economic activities of significant value that areindicative of significant asset creation or consumption expenditure by persons noton tax roll.

The data collected through third party sources includes motor vehicleregistration, real estate purchase, educational institution fees, utility bills, sales taxinvoices and the withholding tax payment data.

So far notices requiring filing of return have been issued to 61,246 potentialtaxpayers during current financial year. Of these 30,355 notices were issuedduring the first quarter of the financial year and 30,891 notices were issued duringsecond quarter.

The government aims to bring 100,000 new taxpayers in the net duringthe current financial year and an additional 100,000 in each of the following twoyears.

3. *Abdul Majeed Khan:

(a) the total amount of Pakistan Poverty Alleviation Fund at present;

(b) the present status of the utilization of the said fund for the purposeof access to micro finance; and

(c) the details of beneficiaries of the said fund?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Total funds available with PPAFas of December 31, 2013 are over Rs. 25 billion as per following breakup:

For Microcredit: Rs.18.0 billionFor Grants: Rs. 7.6 billion

(b) As of December 31, 2013, Rs. 17 billion (out of available 18 billion)have been deployed for access to microcredit.

Since commencement of operations in April 2000 to December 31, 2013,PPAF has disbursed Rs. 90 billion for microcredit in 5.6 million cases.

(c) The funds provided to PPAF for microcredit are used for on-lendingto Partner Organizations (POs). The POs provide microcredit loans to individuals/communities following a demand driven approach.

A significant portion of PPAF funding (around 75%) is provided formicrocredit in the rural areas where most of the poor exist. These loans are usedmainly in agriculture, commerce and livestock sectors. As of December 31, 2013the number of active borrowers financed by POs is 900,000 of which 55% arewomen.

Grant funds are provided to POs for small scale water and infrastructureschemes; health and education interventions; social mobilization; livelihoodenhancement and disaster management, etc. A total of Rs. 7.6 billion availablewith PPAF at present will be used for these activities for which commitments havealready been made.

Since April 2000 to December 31, 2013 PPAF’s outreach has been asfollows:

(a) the total amount of the current deficit as on 30-11-2013; and

(b) the total amount of the current account deficit as on30-11-2012?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) On 30th November 2013, thecurrent account deficit recorded at US$ 1885 million (during July-NovemberFY13).

(b) On 30th November 2012, the current account deficit recorded atUS$ 684 million (during July-November FY 12).

10. *Dr. Nafisa Shah:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state the total amount of debtborrowed by the Government from the international market so faralongwith the rates thereof?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): Government borrows funds fromthe international market through domestic and foreign banks from time to time tobuild the foreign exchange reserves and strengthen the budgetary position of thecountry. Since June 1, 2013 the Government has obtained foreign currency loanfor US$ 100 million from a consortium of banks comprising Standard CharteredBank, United Bank Limited and Credit Suisse. The credit amount was disbursedin November, 2013 at interest rate of LIBOR + 4% for a period of one year.

11. *Dr. Arif Alvi:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) whether a currency swap agreement or a similar arrangementmade with India will be beneficial for mutual trade;

(b) whether said agreements will reduce dollar dependence of bothcountries;

(c) whether such agreement have to be part of an overall packageof said agreements; and

(d) whether any discussion have been made thereupon by theGovernment with India?

@12. *Dr. Arif Alvi:

Will the Minister for Planning and Development be pleased to state:

(a) whether it is a fact that the Government is aware of the poorperformance projects launched in Pakistan as reported by theCountry Assistance Programme Evaluation during the years2002 till date;

(b) whether it is also a fact that 61 projects have been evaluated bythe Independent Evaluation Department and rated 10 projectssuccessful, 11 less than successful and 13 un-successful; if so,the reasons thereof;

(c) whether it is further a fact that the PCRS by the implementingdepartments have not been received therefor; if so, the reasonsthereof?

Minister for Planning and Development (Mr. Ahsan Iqbal): (a)Presumably the question relates to the report of Independent Evaluation Departmentof Asian Development Bank (ADB) in respect of those projects which werefinanced by Asian Development Bank through Country Assistance Programmesince 2002. The report covers all 116 loans from 2002 to 2012 which werenegotiated for 61 projects.

(b) Out of these 61 projects, 43 have been completed, and PCRs areavailable for 34 of them. Independent Evaluation Department Report states thatten (29%) of the 34 projects are successful or better, eleven (32%) less thansuccessful, and thirteen (38%) unsuccessful. The report concludes that the situationin Pakistan for efficient project implementation was generally adverse in 2000s.Thereasons interelia, of projects being un-success are; deteriorating security situation,stakeholder discord, procurement, land acquisition, and implementation issues.

Projects Wing, Ministry of Planning, Development and Reforms evaluatesprojects funded through PSDP. 26 projects were evaluated during the last threeyears and their analysis is as under.

i. Cost overrun: 24 percent projects were completed within initialapproved cost and 76 percent projects were completed over thecost at an average of 57% cost increase.

ii. Time overrun: None of them completed within originally plannedperiod. Delays in project completion ranged between 12-84 monthsfor reasons given above.

iii. Revisions: 71 percent projects have gone into revision for variousreasons.

(c) The implementing departments/agencies are required to submit projectcompletion report (PC-IV) to the Ministry of Planning, Development and Reformsafter completion of the project. However, project authorities are not providingPC-IV for all the completed projects. The miniseries are again being advised tostrictly follow the requirement of submission of PC-IV.

(d) Mainly projects are delayed due to problems in land acquisition. Toresolve this issue, Central Development Working Party (CDWP) in one of itsmeetings decided that the Projects in which Foreign Assistance is involved, theland should be acquired before start of loan negotiations. Efforts are being madethat land is acquired before singing of loan agreement so that foreign aided projectsare not delayed. For instance land for E-35 Mansehra Road land has been acquiredbefore negotiations. Similarly, to tackle other issues like deteriorating law andorders situations Government has taken various other steps.

13. *Dr. Mahreen Razaque Bhutto:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state the current population growthrate of Pakistan?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): The current population growthrate of Pakistan according to 1998 Census average annual is 2.69%. However,at present the projected growth rate by National Institute of Population Studies(NIPS) for 2013 is 1.97%.

14. *Dr. Mahreen Razaque Bhutto:

Will the Minister for Interior and Narcotics Control be pleased tostate the steps taken by the Government to solve public transportproblem in Islamabad?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):Transport in Islamabad is being run by private sector. ICT Administration exerciseregulatory and supervisory role in administering the public transport in Islamabad.However, in order to improve the public transport, CDA in its Board Meetingheld on 1-1-2014 has decided to launch Islamabad Bus Service.

15. *Belum Hasnain:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) the province-wise total number of commercial and non-commercial banks working in the country at present alongwiththe details thereof;

(b) the criteria adopted to allow those banks for carrying out theirbusiness; and

(c) the total number of banks which have been closed or suspendeddue to poor performance or on any other reasons since March,2008 till date?

(b) The authorization/issuance of a commercial banking license has beenvested in State Bank of Pakistan (SBP) under Section 27 of the Banking CompaniesOrdinance, 1962. General criteria adopted by SBP is as follows:

i. The proposed bank should be a public limited company,

iii. The bank should have a minimum paid up capital of Rs. 10 billion (oras prescribed by SBP),

Interest rate on US$27.22 million loan from Germany forHarpo Hydropower Project is 0.75% while the interest rate on US$100 millionloan from Saudi Arabia for Neelum Jhelum Hydropower Project is 2.00%.

(b) So far no disbursement/utilization has been made under these loans.

(b) The borrower will have to pay interest @ 8% per annum. Theremaining rate of mark up i.e. 7% / 8% at present will be borne by the Government.

(c) A separate interest free scheme titled “Prime Minister’s Qarza-e-Hasna Scheme” will be launched in near future. For the present scheme no suchproposal is under consideration. The Committee on Islamization of Banking andFinance will make general recommendations that would also be applicable for thisScheme.

Will the Minister for Interior and Narcotics Control be pleased tostate:

(a) the location wise total number of FC Platoons/Jawans deployedin the Khyber Pakhtunkhwa (KPK) at present;

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Yes. It is a fact that theeducational qualifications were discontinued due to the following:—

(i) As the concession of advance increments was originally introducedunder the Basic Pay Scales-1983. It was fist admissible to thetechnical/professional categories of Government servants with a viewto boost their performance in the specified fields. Subsequently, inthe Revised Pay Scales, 1987, the concession of advance incrementswas liberalized and the non-professional/non technical categories ofGovernments were also allowed the incentive of advance incrementson acquiring the educational qualifications higher than those prescribedfor the post, irrespective of the specific relationship to their jobdescription.

(ii) This incentive of advance increments did not bring about significantimprovement in the performance of Government servants, therefore,the Pay and Pension Committee-2001 took stock of the situationand recommended to discontinue the scheme of advance incrementw.e.f. 01-12-2001 under the revised scheme of Basic Pay Scales-2001.

(b) There is no such proposal under consideration of the Government torestore the scheme of advance increments at present. However, in future, as andwhen any Pay Committee/Commission is constituted, the matter will be placedbefore them for their consideration.

21. *Muhammad Muzammil Qureshi:

Will the Minister for Planning and Development be pleased to statethe plans made and proposed for the development of Karachi by theGovernment during the current year and for future alongwith thevalue thereof?

Minister for Planning and Development (Mr. Ahsan Iqbal): After18th Constitutional Amendment, the Provinces have been constitutionally andfinancially empowered. Preparing plans and projects for the Provinces and citiesis the responsibility of the Provincial Government concerned. Federal Governmentis transferring resources under the 7th National Finance Commission Award toProvinces as per their enhanced share. Provincial Governments are supposed toimplement the subjects devolved after 18th Amendment.

However, the Federal Government is implementing about 67 developmentprojects located in / around Karachi costing about Rs. 1044 billion including KarachiSewerage Project (S-III) through various sponsoring Ministries / Divisions, underthe federal Public Sector Development Programme (PSDP) 2013-14. An amountof Rs. 15.2 billion has been allocated for these projects in PSDP 2013-14.

One mega project “Karachi-Lahore Motorway” is at conceptual stage.The feasibility study of the said project is in process. Cost of the project will befirmed up on the basis of the feasibility study etc.

22. *Muhammad Muzammil Qureshi:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) whether it is a fact that the Government had announced duringbudget 2013-14 that SROs under which tax rebate is given willnot be issued after December, 2013 and a new CoordinatedSystem will be formulated by ending unjustifiable rebate in taxes;

In line with his speech/policy, maximum restraint is being exercised in issuance of SROs, and no new

SRO, under which tax rebate was given, has been issued after December, 2013.Only one SRO has been issued after December, 2013, and even in that SRO, norebate has been given.

(b) No, this is not correct as no new SRO giving tax rebate was issuedafter December, 2013.

(c) In order to abolish culture of SROs, certain principles have beenformulated on the basis of which a number of categories of SROs issued from timeto time are planned to be deleted/rationalized over a period of three years.

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar):

The Government has taken the following steps to alleviate povertyin the country;

Ongoing Programmes

(1) Increase in allocation of Cash Support Programme: Thegovernment has increased the allocation for the Benazir IncomeSupport Programme (BISP) from Rs. 44.00 billion for FY 2012-13to Rs. 75.00 billion for FY 2013-14. Further, disbursement to eachbeneficiary has also been enhanced from Rs.1,000 to Rs. 1,200 permonth. The number of beneficiaries will increase from 4.85 million to5.70 million during the current financial year.

(2) Pakistan Poverty Alleviation Fund (PPAF) was set up undersection 42 of the Companies Ordinance 1984 as a ‘not for profit’institution to reduce poverty at the grass root level in 1997.

Total funds available with PPAF as of December 31, 2013 are overRs. 25 billion as per following breakup:—

For Microcredit: Rs.18.0 billionFor Grants: Rs. 7.6 billion

As of December 31, 2013, Rs. 17 billion (out of available 18 billion) havebeen deployed for access to microcredit. Since commencement of operations inApril 2000 to December 31, 2013, PPAF has disbursed Rs. 90 billion formicrocredit in 5.6 million cases.

Grant funds are provided to Partner Organizations (POs) for small scalewater and infrastructure schemes; health and education interventions; socialmobilization; livelihood enhancement and disaster management, etc. A total ofRs. 7.6 billion available with PPAF at present will be used for these activities forwhich commitments have already been made.

(3) Pakistan Bait-ul-Mal (PBM)

For the current financial year, an amount of Rs. 2.00 billion has beenallocated for Pakistan Bait-ul-Mal to undertake different programme for the poorand the disadvantaged.

New Initiatives

Following new programmes have been launched/are being launched bythe government:

i. Small Business Loans Scheme: With a view to enable youth tostart their own businesses, small business loans will be made availablethrough the banking system. Under the scheme, loans ranging fromRs. 100,000 to Rs. 2,000,000 will be available at a mark-up of 8%.The remaining cost will be borne by the Government. In the first yearof the scheme, 100,000 loans will be offered. This scheme has beenlaunched recently.

ii. Skills Development Programme: Under this programme 25,000young people up to the age of 25 and with minimum qualification ofmiddle, will be imparted training in a number of trades across thecountry. Six months training will be given for which fee will be paid

by the government. Emphasis will be placed on such trades as are indemand abroad or will enable graduates to become self-employed.

iii. Micro-Finance Scheme: To enable our men and women toundertake micro-enterprise activities, the government has allocatedRs.3.5 billion to launch a scheme of Qarz-e-Hasana (loans withoutmark-up). At least 50% of these loans will go to women.

iv. Youth Training Program: This Programme will allow Master’sdegree holders to work in a private sector organization on a stipendof Rs. 10,000 per month paid by government. This programme willenable these youth to gain experience and improve their chances tofind a job commensurate with their qualification.

v. Provision of Laptops: To promote access to information andcommunication technology, laptops will be provided to distinguishedstudent pursuing higher education.

vi. Fee Reimbursement Scheme for Less Developed Areas: underthis scheme, education at Master’s and Doctorate levels will beimparted free of tuition cost to students from underdeveloped areas,which include the entire Balochistan, FATA, Gilgit-Baltistan, InteriorSindh, Multan, Bahawalpur and D.G. Khan Divisions of South Punjab;and Malakand, Kohistan, and Dera Ismail Khan areas of KhyberPakhtunkhwa.

(c) The CCoP on 03-10-2013 also directed the line Ministries/organization to provide all relevant information to the PC in respect of the PSEsunder their administrative control, to enable the PC to prepare privatisationproposals for the same and to facilitate the government to take prudent and judiciousdecision on privatisation programme.

Domestic Borrowing:

The domestic borrowing of the country is raised from the banking sectoras well as the non-banking sector through government securities. The bankingsector invests in Pakistan Investment Bands (PIBs), Market Treasury Bills (MTBs)which are the source of long term and short term domestic borrowings. These aretradable instruments with active secondary market therefore, the ownershipcontinues to change on daily basis, and therefore the names and the details ofbanks are not available.

The government obtained Rs. 897.2 millions from local banking sourcesduring May 2013 to October 13. Break up for this is as under:—

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): In the wake of the Constitution(18th Amendment) Act, 2010, most of the functions of the erstwhile Ministry ofWomen Development have been devolved to the provinces. However, 12 WomenCentres in the province of Punjab, (subsequently renamed by the then Minister forHuman Rights as Shaheed Benazir Bhutto Women Centres on 26-4-2013) are stillfunctioning under Ministry of Law, Justice and Human Rights. Main objectives ofthese centres are to provide temporary shelter to victims of violence in emergencies,free legal assistance to women in distress and to provide free social and legalcounseling to the women. Rs. 78.00 million have been allocated in the FederalDevelopment Budget 2013-14 for these Centres @ Rs. 6.5 million for each Centre.

After 18th Amendment, Ministry of Law, Justice and Human Rights isfocusing on the project related to human rights. However, National Commissionon the Status of Women has become functional and MoU has been signed withUN Women for cooperation regarding support to reporting process such asConvention on the Elimination of all forms of Discrimination Against Women(CEDAW), International Convention of Civil and Political Rights (ICCPR),Convention Against Torture (CAT) & Universal Periodic Report (UPR) andtechnical support for issues related to legislations/policies/plans related to women’shuman rights. Moreover, Human Rights Wing in Ministry of Law, Justice and HumanRights is maintaining “Women in Distress and Detention Funds” which wasestablished in 1996 under Women in Distress and Detention Act 1996. The totalamount available in this Fund is Rs. 57.073 million and allocation for 2013-14 isRs. 3.403 million.

In addition to above, following allocations were also made during CFY2013-14 for welfare of Women and Children under Demand No 50-CurrentExpenditure of erstwhile Human Rights Division now merged with Law and JusticeDivision:——————————————————————————————

Nisar Ali Khan):(a) The sale and use of unwholesome and injurious food items Intended for humanconsumption is prohibited under Section 5 of Pure Food Ordinance, 1960 andSection 17 of the same law empowers the Food Inspector to seize such fooditems. The sale and use of pan and gutka in Islamabad falls within purview of PureFood Ordinance, 1960 and Pure Food Rules, 1965.

(b) Health Department, ICT launched a campaign to control sale anduse of Pan, Gutka & Chhalia wherein 445 packets of these items were recoveredand confiscated from the different shops in ICT under Pure Food Ordinance,1960 and Pure Food Rules, 1965 (Annexure-I). The owners of the said shopswere warned to stop the sale of these items in ICT.

Director General FIA constituted the following Team on 18-11-2013 toenquire into the matter in the light of the facts placed before the Hon’able SupremeCourt of Pakistan:—

i. Mr. M. Ghalib A. Bandesha, Addl. Director General FIA (BS-21),Chairman.

ii. Mr. Qudrat Ullah Khan, Director Punjab FIA (BS-20) Member.

iii. Mr. Najaf Quli Mirza, Director Sindh FIA (BS-20) Member.

iv. Dr. Usman Anwar, Director Immigration FIA HQ (BS-20) Member.

Enquiry Number 47/2013 of FIA Special Investigation Unit (SIU) hasbeen registered on 20-11-2013 to finalize the Inquiry on merits within the stipulatedtime. The Inquiry Team on 25-11-2013 worked out the methodology for conductingthe Inquiry.

The relevant record of the case from the Supreme Court of Pakistan isbeing collected within a week.

Chairman PEMRA has been requested on 3-12-2013 to provide theUnedited TV Recordings and their transcripts in Urdu or in English of all interviewson different TV Channels in respect of the persons related with the case.

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):In Islamabad city, CCTV Cameras have not been installed by ICT Police. Aproject namely the Safe City Project was conceived to install 1500 CCTV Camerasalong-with 500 KM Fiber network to cover Islamabad. The tendering process ofthe project is subjudice in the Supreme Court of Pakistan. Besides, under theinstructions of ICT Administration, various commercial and public sectororganizations have installed CCTV Cameras within their premises.

Will the Minister for Interior and Narcotics Control be pleased tostate whether it is a fact that the high smoke emitting vehicles areplying in Islamabad; if so, the reasons alongwith the action beingtaken in this regard?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):The fact is that Smoke Emitting Vehicles are prohibited to ply in Islamabad. Sternaction is being taken against the Smoke Emitting Vehicles under Code 49 of 12thSchedule of Motor Vehicle Ordinance 1965 and violators are being issued finetickets to refrain them to enter in Islamabad.

• During Current Financial Year 2013-14, ICT Police challaned116 Smoke Emitting Vehicles.

• Secretary, Islamabad Transport Authority challaned 63 (SmokeEmitting Vehicles). Total amount of Rs.92,000/- was fined to theabove vehicles.

• Secretary, Islamabad Transport Authority carrying out inspection ondaily basis to check smoke emitting public service vehicles.

(a) whether it is a fact that the scanners have been purchased forinstallation at the entry points in Islamabad during the last fiveyears till date; if so, the criteria adopted in the purchase of saidscanners alongwith the details thereof; and

(b) whether it is also a fact that the cases of corruption have beenregistered regarding the purchase of said scanners; if so, thedetails alongvvith the action taken against the responsiblesthereof?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) It is a fact that scanners have been procured for installation at the entry pointsin Islamabad. The following criteria is adopted :—

(I) A MoU was signed by the Govt. of Pakistan with Govt. of China inOctober 2008.

(II) A commercial contract to this effect was signed between the Ministryof Interior and NUCTECH Co. China in June 2009.

(III) A loan agreement was signed between EAD and EXIM Bank Chinafor provision of soft loan in Dec. 2010. The Cabinet also ratified theloan agreement.

(IV) A PC-I was prepared by the Ministry of Interior and approved bythe ECNEC on 30th March 2009.

(V) A pre-shipment inspection and final acceptance test was carried outby the official of Govt. of Pakistan and a report to this effect wasissued.

(b) No case of corruption is registered regarding procurement of thesescanners.

352. S. A. Iqbal Qadri:

Will the Minister for Interior and Narcotics Control be pleased tostate the number of Blue/Official Passports cancelled during the year2013-14 alongwith the reasons thereof?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):In year 2013-14, more than 2000 Official/Gratis Passports have been cancelled.Presently Official Passports are being issued strictly in accordance with prescribedrules/ criteria and fool proof steps have been taken to check issuance of BluePassports to non-entitled persons.

Reasons for Cancellation.

These Passports were issued in relaxation of rules to many non-entitledpersons, hence they have been cancelled.

353. Dr. Arif Alvi:

Will the Minister for Interior and Narcotics Control be pleased tostate:

(a) the names of Government officials involved in the Issuance ofmore than 2000 blue passports to unauthorized individualsduring the last five years till date; alongwith the action takenagainst the responsible so far; and

(b) whether a number of embassies including UAE have taken extraprecautionary measures due to said scam causing delay on theissuance of visas to genuine applicants; if so, the steps beingtaken by the Government in this regard?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) Under para-9 of the Passport and Visa Manual, 2006, Federal Governmentcan exempt any person or class of persons from all or any of the provisions in thepublic interest. This power was required to be used judiciously and was grosslymisused during the previous years. Such cases where Official Passports wereissued in relaxation of the above provision have been cancelled. Presently, Officialpassports are issued strictly in accordance with prescribed rules and criteria andconcrete steps have been taken to check issuance of Blue Passports to non-entitled persons and further the subject clause is not being utilized as a policy. AnInquiry is being conducted in the light of which further action will be taken.

(b) No such case has been reported from any Embassy.

354. Nafeesa Inayatullah Khan Khattak:

(a) whether it is a fact that the public transport is not being plied inIslamabad since long; if so, the reasons thereof;

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) It is correct that Public Sector Transport System is not being plied in Islamabadsince long. However, private Sector Transport System is plying on different routesin Islamabad Capital Territory.

The ICT Administration exercises regulatory and supervisory role onPrivate Sector Transport in ICT. At present 23 Infra City routes are plying inIslamabad. (Annex-“A”). In addition, 07 routes run between Rawalpindi -Islamabad (Annex-“B”). New routes are added from time to time, in view ofpublic demand and urban sprawl.

(b) There is no proposal with ICT Administration for launching a masspublic transport system in ICT.

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) The validity of Passport was increased from 5 years to 10 years from01-11-2012 without charging additional fee.

(b) The decision was modified by the Government of Pakistan w.e.f.01-06-2013 for the following reasons:

(a) The validity of Passport was enhanced to 10 years without additionalfee, which resulted financial loss to the national exchequer.

(b) Changes in facial features of Passport holders during this long period(10 years) and the likelihood of misuse of Passports of the minorsprocessed on the basis of Children Registration Certificate (CRC)bearing no photograph of the applicant thereon.

(c) The Passport seekers who intend to proceed abroad on short visit,such as Umrah and Ziarat purpose may not be interested to get 10 years validitypassports.

The Ministry of Interior vide letter dated 03-12-2013 approvedenhancement of validity of Passports from 5 year to 10 year with enhanced Passportfee which is subject to choice of the applicant. Fee rates are as under:

Steps to control corruption in NADRA

There is no proposal under consideration of the Government to constitutemonitoring committees at provincial level. However, to control corruption NADRAhas established Regional Head Offices (RHQs) in all Provinces as per followingdetails:—

Vigilance sections are operating in all Regions to monitor ongoing activitiesat NADRA Registration Centers.

Technology based business rules / checks are in place to control corruption/ mal-practice.

Facilitation Cells at Regional level have been established to addressproblems of the customers in a transparent and speedy manner.

Public grievances and corruption related complaints addressed to ChairmanNADRA and Regional DGs are thoroughly investigated and prompt action is takenagainst the culprits.

(b) In total 26,199 number of Pakistanis did not return to Pakistan, sofar, out of which 8,375 number of Pakistanis are still having valid Indian visas,while visas of 17,824 number of Pakistanis stand expired.

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) It is not correct that total taxrevenue of the country is collected from the manufacturing sector.

(b) Agriculture Sector: Agriculture sector is not subjected to incometax levied under the Income Tax Ordinance, 2001 due to the bar placed videentry No. 47 of the Federal Legislative list contained in Part I of the 4th Scheduleto the Constitution of the Islamic Republic of Pakistan.

Services Sector.—The services sector is not out of the tax net.

(c) As stated earlier, the services sector is already in the tax net.

(d) In order to balance/broaden the tax base, the following steps arebeing taken:—

A Broadening of Tax Base (BTB) initiative has been launched. For thispurpose, a National Data Warehouse has been created in FBR. The data warehouseprimarily includes the data collected through third party sources such as motorvehicle registering authorities, educational institutions, CVT collected by FBR andprovincial governments on purchase of immovable property, electricity distributioncompanies and the withholding tax statements. Further, data of purchase ofproperties is being obtained from property registrar offices of Lahore and Karachifor scanning and computerization. This data is used to broaden the tax base.Indigenously developed softwares have been put into operation that help inidentifying potential taxpayers not in the tax net. Appropriate legislation has alsobeen made to get from banks the data of the financial transactions carried out bythe persons not in the tax net. The honorable Prime Minister of Pakistan has alsoannounced a tax incentive package, the main purpose of which is enhancing thetax base and providing maximum facilitation to the taxpayers.

(a) the total number of women appointed in Islamabad Police duringthe year, 2013-14 alongwith the ratio thereof; and

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Since 2004 an appropriateERP system (SAP) System Application Product has been introduced andimplemented in all Accountant General Offices for making all type of Governmentexpenditures i.e. GP Fund, Pension, Payroll, Financial, others etc. Further followingmeasures specifically in GP Fund have been taken to control/avoid corruption inAGPR Office:—

(i) All type of GP Fund payments regarding adjustment, final settlement,advances, and transfers are made through SAP system.

(ii) All type of calculations are system based and further examinedmanually in order to avoid chances of errors/omissions.

(iii) New GP Fund facilitation centre has been established to process GPFund payments and proper ticket system has been introducedaccording to international standards.

(iv) Separate component in GP Fund facilitation center has been workingon complaints, court cases, and other correspondence.

(b) The responsible are always proceeded against under the GovernmentServants Efficiency and Discipline Rules 1973.

(a) The FIA Zonal office Iqbal Town, Islamabad is housed in a private commercialbuilding located at Service Road parallel to Islamabad Express Way. FIA hasblocked the Service Road due to the following reasons:

i. The building does not contain any in-built security arrangements eventhe outer wall;

ii. At several occasions that office has received serious security threatsfrom terrorists/militants which prompted for special arrangements inorder to avert major losses;

iii. The intelligences agencies had also warned that office for beefing upof security measures;

iv. Due to the persisting threats and in the backdrop of bomb blastsoccurred at Lahore Office in the past, FIA Islamabad adopted somesafety measures to avoid any loss of precious lives and property.However, the road in front of the Zonal office building is open for thepedestrians. Alternate loop of approximately 100 meters has beenprovided in front of building for all kinds of vehicular movement.

(b) The blockade does not create problems for the residents of the IqbalTown due to the following reasons:

i. This blockade does not restrict any movement of pedestrians;

ii. Only movement of vehicular traffic has been diverted throughalternate loop around the parking of the building to avoid risk ofunforeseen incident e.g explosion through vehicle.

(c) The government building for the said FIA Zonal Office Islamabadhas been got allotted on 31st December 2013 and the shifting of office will bedone soon after vacation of the same.
