Water for Growth and Sustainable Development PARTNERING WITH MUNICIPALITIES TO PROVIDE EXCELLENCE IN WATER QUALITY MANAGEMENT SPONSORED FEATURE N INE Blue Drop Awards have been made to Umgeni Water and its municipal partners, confirming again the excellence in the quality of drinking water supplied to consumers within the operational area of KwaZulu-Natal. The awards received by Umgeni Water and its municipal customers (eThekwini, Msunduzi, Sisonke, Ilembe, Ugu and uMgungundlovu) is an improvement over the previous year. In 2011 six awards were received by Umgeni Water and four of its six municipal customers (eThekwini, Msunduzi, Ugu and Ilembe). In the inaugural year of the Blue Drop Awards (2010), only one award was received by Umgeni Water and one of its municipal customers (eThekwini). The increase in the number of Blue Drop Awards has reinforced the commitment of Umgeni Water and its Water Service Authority customers (municipalities) to provide drinking water quality on par with or, at times, exceeding the finest in South Africa. An estimated 5 million people receive and consume water that is treated and supplied to municipalities by Umgeni Water, as the bulk potable water provider. Some of the significant achievements that emerged from the 2012 Blue Drop assessments were: 1. Overall 4th place in South Africa went to the Umgeni Water-eThekwini Main System. 2. Blue Drop Certification was achieved by each Water Services Authority to which Umgeni Water supplies bulk water. 3. Hazelmere Water Works (operated by Umgeni Water) achieved the award for the Best Medium-Sized Waterworks in South Africa The Acting Chief Executive of Umgeni Water, Nica Gevers, in a tribute to staff, said there is simply no stopping the team of Umgeni Water from forging ahead with achieving the organisation’s objective of providing the finest quality drinking water to the people of KwaZulu-Natal. “Just a year ago, teams from the Engineering and Scientific Services and the Operations divisions of Umgeni Water took on a challenge that the eThekwini Metro-Umgeni Water partnership would appear in the Top 10 of the 2012 Blue Drop award recipients and – guess what – we achieved it.” The Blue Drop Certification Programme is an incentive-based regulatory tool used by the Department of Water Affairs (DWA) to acknowledge excellence in drinking water quality management in South Africa. The Blue Drop Certification is both a rigorous and stringent process that measures drinking water quality management performance of Water Services Authorities and their Water Services Providers against predefined minimum requirements based on legal requirements and international best practice. Five performance areas are evaluated: Water safety. Treatment process management. Drinking water quality compliance. Management accountability Asset management. The nine systems in the Umgeni Water operational area which obtained Blue Drop Certification were: 1. eThekwini Main in partnership with eThekwini Metropolitan Municipality. 2. Msunduzi in partnership with Msunduzi Local Municipality. 3. Ixopo (Ixopo WW), in partnership with Sisonke District Municipality. 4. Mathulini, Mthwalume and Qoloqolo (Mthwalume WW), in partnership with Ugu District Municipality. 5. Umzinto and Pennington to Scottburgh (Umzinto WW), in partnership with Ugu District Municipality. 6. Howick, Camperdown and Mshwati (Midmar and DV Harris WW), in partnership with uMgungundlovu District Municipality. 7. Dolphin Coast (Hazelmere WW), in partnership with iLembe District Municipality. 8. Groutville (Hazelmere WW), in partnership with iLembe District Municipality. 9. Ndwedwe (Hazelmere WW), in partnership with iLembe District Municipality Some of the comments made by the judges: eThekwini MM (98.79 percent): “The Department wishes to congratulate the municipality and, in particular Umgeni Water.” Msunduzi LM (95.38 percent): “Msunduzi Local Municipality and Umgeni Water worked well to maintain Blue Drop status for a second year.” Sisonke DM (95.13 percent): “The municipality should be encouraged by the Blue Drop status awarded to the Ixopo water supply system.” Ugu DM (95.22 percent and 96.27 percent for two systems): “Ugu District Municipality once again submitted evidence in support of outstanding performance.” uMgungundlovu DM (98.78 percent): “Residents of Howick, Camperdown and Mshwathi are assured of drinking water quality that meets excellence requirements. Ilembe DM (98.30 percent; 95.94 percent and 96.72 percent for three systems): The site inspection impression was excellent for the Hazelmere WTW (well operated and maintained WTW with knowledgeable and dedicated staff).” A Blue Drop task team has been established by Umgeni Water to address challenges identified in the 2012 assessments. T HE top leadership of Umgeni Water’s Water Service Authority customers was present at a Blue Drop Awards breakfast held last Monday in Durban. The leadership comprised: The Mayor of Durban, Councillor James Nxumalo. The Mayor of uMgungundlovu, Councillor Yusuf Bhamjee. The Deputy Mayor of Ugu, Councillor MA Chiliza. Other attendees included the Chief Whip of Council, Heads of Water and Sanitation Services, members of the Board of Umgeni Water and Executive Management of Umgeni Water. It is indeed a proud moment for all us as we gather here this morning to collectively pay tribute to our efforts in attaining nine Blue Drop Awards in the 2012 audit. For Umgeni Water and its Water Service Authority customers today marks a milestone in our long- standing partnership in the delivery of water services. Of notable significance is that, compared to 2011 and 2010, there has been an increase in the number of Blue Drop Awards received – from six in 2011 and one in 2010. And equally significantly all six WSA customers of Umgeni Water received, in some instances a minimum of one and in other instances, multiple awards for their systems. The certification process itself is recognition of excellence in the management of the quality of drinking water supplied by the nine systems and indeed it reflects a vote of confidence in the technical expertise of the personnel who supplied this water. The assessments are conducted by technical personnel, appointed by the Department of Water Affairs, in five key performance areas that form the nucleus for Blue Drop certification. A score greater than or equal to 95 percent is required for Blue Drop certification. From a provincial perspective, 100 percent of 14 municipalities were audited in KwaZulu-Natal. Similarly the number of water systems audited has also been increasing, along with the number of awards received, since the inception of Blue Drop certification by the Department of Water Affairs. These outcomes confirm the commitment of KwaZulu-Natal municipalities and water boards to provide reliable and uninterrupted water supply to consumers. The emerging trend is that KwaZulu-Natal is succeeding in its attempts to improve its Blue Drop score. After an initial decline in the score obtained in the 2009 and 2010 assessments cycles, the score increased from 65.9 percent to 80.5 percent in 2011 and to 92.9 percent in 2012. Undoubtedly, the municipalities present here this morning have contributed to the performance of our province. As a partner and producer of water, Umgeni Water is equally proud to both compliment you and share in this moment of glory that you worked for tirelessly and rightly deserve. As a commitment from the Board and Management of Umgeni Water, we will continue to provide support in your endeavours to distribute the finest quality water available in KwaZulu-Natal and, ultimately, achieve Blue Drop certification. T HE Blue Drop Certification Programme is an incentive- based regulatory tool used by the Department of Water Affairs (DWA) to acknowledge excellence in drinking water quality management in South Africa. The Blue Drop Certification process measures the drinking water quality management performance of Water Services Authorities and their Water Services Providers against predefined minimum requirements based on legal requirements and international best practice. To obtain Blue Drop Certification, an overall weighted Blue Drop score of 95 percent must be achieved against the required criteria. A Water Services Provider cannot achieve Blue Drop Certification alone; the achievement can only be awarded to a Water Services Authority- Provider partnership. The achievements made can be attributed to the efforts of a committed, highly-experienced, cross-divisional team focusing on potable water quality integrity. Umgeni Water would like to share this experience and expertise with our Water Services Authority partners to support them to achieve Blue Drop status in drinking water systems which are not yet certified. The following water quality management services can be provided by Umgeni Water to assist Water Services Authorities with achieving Blue Drop status, but more importantly, to ensure the provision of safe drinking water for the protection of public health: Blue Drop Key Performance Area 1: Water Safety Planning and Risk Management Training on appropriate risk assessment methodologies for Water Safety Planning. Design of operational and compliance monitoring programmes aligned to the requirements of SANS 241: 2011. Implementation of representative sampling and credible analyses for compliance monitoring. Provision of staff training to ensure acceptable operational monitoring for process control. Development of Incident Management Protocols aligned to the requirements of SANS 241: 2011 and specific to risks identified in the Water Safety Plan. Provision of Incident Registers to record failures and communication templates for boil water advisories. Blue Drop Key Performance Area 2: Process Management and Control Training on the legal requirements for registration and classification of Process Controllers and assistance with registration of Process Controllers on the DWA Blue Drop System (BDS). Provision of templates for water works logbooks to record water quality, quantity, chemical dosing and incidents. Blue Drop Key Performance Area 3: Drinking Water Quality Compliance Provision of training on the requirements and implementation of the national drinking water standard, SANS 241: 2011. Assistance with uploading water quality data to the DWA Blue Drop System. Blue Drop Key Performance Area 4: Management Commitment and Local Regulation Assistance with publication of water quality data and information in appropriate formats. Blue Drop Key Performance Area 5: Asset Management Detailed assessment of unit processes at the water treatment works and provision of recommendations for process optimisation Umgeni Water can also undertake preliminary Blue Drop audits. This proactive approach will identify areas requiring improvement prior to the DWA assessment and includes a Document Review and Technical Site Inspection using the DWA score sheets. The outcome of these preliminary audits are risk- prioritised action plans to guide corrective and preventative actions.
