Summary of Applications Determined Under Officer Delegation
Introduction
1.1 The attached schedule comprises planning and other applications that have been determined by authorised officers under delegated powers given by Committee, or those that have been withdrawn by the applicant or determined in other ways; as detailed in the schedule.
1.2 Most major applications and those that are significant or controversial are reported to
Members for decision (in accordance with the Constitution). All other applications are dealt with by Officers. This summary gives a brief overview of the applications granted and highlights some of these cases; particular in relation to development that may involve the creation or retention of jobs, either in construction or as part of the built development.
1.3 Between 15th February 2011 and 11th March 2011 there were 69 planning applications
granted under delegated powers. This period represents approximately one twelfth of the total number of applications granted under delegated powers in a year.
Applications Granted
2.1 Of the 69 granted planning applications, 28 (41%) were for householder applications, mostly for house extensions. It is worth noting the majority of extensions to houses do not require planning permission. Permission is only required generally for the larger or more obvious extensions that may have some impact on neighbours or the street scene. These 28 granted applications mean a significant number of occupiers in the City will be able to make substantial improvements to their homes. These house extensions often involve significant personal investment by the owners that will also support jobs in the local building trade.
2.2 There were 30 (44%) non-householder applications granted under delegated powers
between 15th February 2011 and 11th March2011. These included commercial development, new residential properties and public sector development.
2.3 Permission (11/00009/FUL) has been granted for temporary office buildings at Goodrich
Actuation Systems, Stafford Road, to support the creation of 150 new jobs. The majority for professionally skilled staff. The proposals represent a significant investment in the site and will add to the economic and social regeneration of the City.
2.4 Planning permission (11/00022/FUL) has been granted at Bilston Leisure Centre, former
Bilston GKN Works. The provisions of this pedestrian and cycle route will link The New Bilston Leisure Centre with the Bilston Town Centre and eventually The Bilston Urban Village.
2.5 Planning permission (10/01393/FUL) has been granted for an additional City Centre
residential unit at 23-25 Broad Street. 2.6 Planning permission (10/01310/FUL) has been granted at the former Spread Eagle Public
House, Birmingham New Road, for new residential care home. This will provide homes for 48 elderly people, 38 new jobs and the re-use of the site for a socially desirable use.
2.7 Planning permission (10/01217/FUL) has been granted for erection of one detached 3 bed
family property on vacant land adjacent to 251 Moseley Road, Bilston.
