designation,theTownshipmetthefollowingLeagueobjectives:
Participation:TheTownshipofWilkinsisamemberingoodstandingwiththeAlleghenyLeagueofMunicipalitiesandtheTurtleCreekValleyCouncilofGovernments.
Professional Development:AllfivemembersoftheBoardofCommissionersgraduatedfromtheLocalGovernmentAcademynewlyElectedOfficialsCourse.
Training:TheTownshipannuallysendselectedandappointedofficialstoLocalGovernmentAcademyandDepartmentofCommunityandEconomicDevelopmenttrainingsessions.
Mentoring:Thispastyear,thePublicWorksSuperintendentworkedwiththreeyoungresidentsinpursuitofthecompletionoftheirEagleScoutprojects.TheChiefofPoliceparticipatedinprogramsattheelementaryschoolandtheTownshipManagerworkedwiththeDepartmentofCommunityandEconomicDevelopmenttomentorothermunicipalemployeesinaccountingandsoftwareapplications.
Sustainability:TheTownshiphasearnedsilvercertificationthroughtheSustainablePittsburghSustainableCommunityEssentialsCertificationprogram.
Shared Services:TheTownshipisworkingwiththeBoroughofChurchillonanewpilotcodeenforcementprogramthroughtheTVCOGandhasjointlyownedandoperatedasewercleaningvehicle,sewercameraandcameratruckwiththeBoroughofForestHillssince2006.
Effective Citizen Communication:TheTownship’swebsiteprovidesresidentsandnonresidentsalikewithwealthofknowledgeabouttheTownship,thegoverningbody,legislation,minutes,budgetsandcurrentactivities.TherecreationAdvisoryBoardsendsoutanewsletterthreetimesperyeartoprovideresidentswithinformationaboutupcomingeventsinthecommunity.
Community Events:Eachyear,therecreationBoardholdsaweeklongSummerFestivalintheparkinglotbehindtheformerSears.TherecreationBoardalsohostsholidaypartiesforthechildrenofthecommunity.TheCommissionersalsosponsoranannualspringcleanupdayincooperationwiththeSeniorCitizensGroupandCenturyClub.

OnSaturday,October4,weparticipatedintheHomeDepot’sSafetyDayfrom9amuntilnoon.Unfortunately,theweatherdidnotcooperate–itwascoldandwindy,cuttingdownconsiderablyonattendance.
Wetookdeliveryonournewrescuevehicleonnovember17,2014andit’sbeautifulaswellasfunctional!Thenewrescueiscompliantwithcurrentnationalstandards.Theoldrescuevehiclewassoldtoanotherfirecompany.

Financial Stress at Woodland Hills emS
WoodlandHillsEMS,thecommunitybasedambulanceserviceforBraddockHills,Chalfant,Churchill,ForestHillsandWilkinsTownship,hasbeenhithard
inrecentyearsbyacombinationoffactors:highdeductibleplansengenderedbytheAffordableCareAct,loweredinsurancepaymentsoverall,andpatientsthatsimplyfailtopaytheirinvoicesforservicesreceived.AtarecentmeetingwithcommunityleadersonFebruary18,2015,thepressuresfeltbytheambulancecompanywereoutlinedbyOperationsManagerKeithMorseandBoardPresidentPaulPalko.Theyareaskingforthecommunitytohelpthemmaintainoperationsaswellascreativewaystoenlistbetterfinancialsupportforthisimportantareaasset.Withannualoperatingexpensesofoveronemilliondollars,itisexpensivetorunanambulanceservice.Employeepayroll,insurances,equipmentandtheambulancesthemselvescostagreatdealtobuyandmaintain.TheBoardofDirectorsatWHEMShasinstitutedcostcuttingmeasures,butwithoutincreasedrevenues,theserviceisthreatened.
Oneoftheproblemswithhighdeductibleplansisthatinthebeginningofeveryyear,theinsurancecompaniespaylittleornothingforaservicebilling,leavingthepatientthemselvesresponsibleforabillthatcanbe$1000.00ormore.Coupledwiththat,theactualamounttheinsurancecompaniespayisseldomequaltotheamountbilled.Theremaindermustbebilledtothepatient.
SubscribingtoWHEMSduringtheirannualdrivecanalleviatealotofthatbill,butnotallofit.Unfortunately,overhalfofeligiblecitizensandfamiliesdonotevensubscribetotheservice.Manydonotpaytheirbillwhenitisreceived.Theserviceisalwayswillingtoworkoutapaymentplan,orhelpthosewhoaretrulyneedy,butWHEMSmuststillpayitsbills.insurancecompaniessometimessendthebilledamountinacheckmadeouttothepatient,whothenusesthemoneyforthemselvesinsteadofpayingWHEMS.Theseandotherfactors,lieattheheartofthefinancialstressorsnowfeltatthenon-profitorganization.
Whatcanyoudotohelpthisvaluablecommunityasset?Firstofall,subscribetotheserviceannually.ThisprovidesamuchneededsourceofbasicrevenuetoWHEMS,andhelpsyoubyreducingyourfinancialresponsibilityifWHEM’shastohelpyou.Secondly,ifyouneedourservices,pleaseunderstandthatweneedthatbillingrevenuetosustainoperations.WHEMShascutitsbudgetasmuchasitcanwithoutsacrificingpatientqualityofcare.ifyoucan’tpaythebillallatonce,pleasemakepayments.Understandthatthosehighdeductibleplansmaycauseearlyyearsbillstobelarge,sobudgetforthat,rememberingtheloweroverallinsurancepremiumsyoupayforthoseplans.

dogSin Township Parks
Onnovember24,2014theBoardofCommissionersupdatedWilkinsTownship’sparkregulationstoallowresidentslimitedparkaccesswiththeirdogs,whichwerepreviouslynotpermittedinourparks.Dogscontinuetobeprohibitedfromplaygrounds,ballfields,concessionareas,andpavilions,makingtherecentlycompletedLion’sParkwalkingtrailtheideallocationforresidentstobringtheirdogs.Dogsmustbeleashed(6’orshorter),andownersshouldhaveabagtopickupanywaste.Ownersareresponsibleforandmustcontroltheirdogs,andchildrenundertwelvemustbesupervisedbyanadultwhenwalkingadog.Dogsshouldbehealthy,immunized,licensed,andtagged;dogsthatbehavedangerouslyorhaveahistoryofdangerousbehaviorareprohibited.FurtherinformationandregulationscanbefoundinOrdinance1048.
