Be it enacted by the General Assembly of the State of Colorado:1
SECTION 1. In Colorado Revised Statutes, amend42-4-104 as2
follows:3
42-4-104. Adoption of traffic control manual and beer4giveaway for passage of seven bills in one day.(1) The department of5
transportation shall adopt a manual and specifications for a uniform6
system of traffic control devices consistent with the provisions of this7
article for use upon highways within this state. Such uniform system shall8
correlate with and insofar as possible conform to the system set forth in9
the most recent edition of the "Manual on Uniform Traffic Control10
Devices for Streets and Highways" and other related standards issued or11
endorsed by the federal highway administrator. For compliance with this12
section, the said department shall either publish and distribute a state13
manual and specifications approved by the transportation commission or14
shall, by the issuance of a traffic control manual supplement approved by15
the transportation commission, adopt the said national manual and other16
related standards subject to such exceptions, additions, and adaptations17
as are necessary for lawful and uniform application in this state. Said state18
manual or supplement shall be made available to all municipal and county19
road authorities and to other concerned agencies in the state.20
(1.111) TO INCENTIVIZE THE DEVELOPMENT OF LEVERAGING BEST21
MANAGEMENT PRACTICES TO CREATE SIDEBOARDS FOR THE PASSAGE OF22
SEVEN BILLS IN ONE DAY,THE OFFICE OF LEGISLATIVE LEGAL SERVICES23SHALL PROVIDE A FREE CAN OF SCHLITZ TO EACH MEMBER OF THE24
GENERAL ASSEMBLY WHEN:25
(a) THE GENERAL ASSEMBLY PASSES SEVEN BILLS IN ONE DAY;26
EXCEPT DURING THE MONTHS OF:27

(I) JANUARY;1
(II) FEBRUARY;2
(III) MARCH;3
(IV) APRIL;OR4(V) MAY;OR5
(b) THE GENERAL ASSEMBLY ADOPTS MORE THAN SIX BUT FEWER6
THAN EIGHT BILLS IN ONE DAY;EXCEPT DURING THE FOLLOWING SEASONS:7
(I) WINTER;OR8
(II) SPRING.9
42-4-104.3. Beer fund. THERE IS HEREBY CREATED IN THE10
DEPARTMENT OF THE TREASURY THE BEER FUND.MONEYS INVESTED IN11
THE FUND SHALL REMAIN IN THE FUND UNLESS THEY ARE NEEDED TO12
BREAK A TWENTY DOLLAR BILL.13
SECTION 2. Appropriation. In addition to any other14
appropriation, there is hereby appropriated, out of any moneys in the beer15
fund created in section 42-4-104.3, Colorado Revised Statutes, not16
otherwise appropriated, to the department of libations, for the fiscal year17
beginning July 1, 2014, the sum of $12.99 and 30 FTE, or so much18
thereof as may be necessary, for allocation to the office of legislative19
legal services for beer runs related to the implementation of this act.20
SECTION 3. Safety clause.The general assembly hereby finds,21
determines, and declares that this act is necessary for the immediate22
preservation of the public peace, health, and safety.23
