A Bill to Reduce the Legal Drinking Age of Active Duty Military Personnel to 18 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: 1 SECTION 1. A Bill to Reduce the Legal Drinking Age of Active

Duty Military Personnel to 18

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. The United States government shall allow all active duty military personnel aged 2

18 or higher to legally drink. All military persons purchasing alcohol must show a 3

valid active military ID at time of the purchase. All other drinking laws and 4

punishments will still apply. 5

A Resolution to Recognize the Ku Klux Klan (KKK) as

a Domestic Terrorist Organization and Make Their

Eradication a Homeland Security Priority

WHEREAS, The Ku Klux Klan (KKK) is a white, Christian, American terrorist organization that was 1

founded in 1866, and has been largely active since its revival in 1915 (therefore they have 2

been operative for nearly 100 years), and; 3

WHEREAS, The KKK have used acts of terrorism—including murder, lynching, arson, rape, and 4

bombing—to oppose the granting of civil rights to African Americans. The KKK has also 5

been anti-Semitic and anti-Catholic, and has opposed the immigration of all those it does 6

not view as "racially pure,” and; 7

WHEREAS, Several dozen people affiliated with the KKK rallied outside of the South Carolina state 8

capitol in protest of the state government’s decision to take down the Confederate battle 9

flag on July 10, 2015, and; 10

WHEREAS, 5 past United States Presidents have been members of the KKK, and at its peak in the 11

1920’s, Klan membership exceeded 4 million people nationwide and; 12

WHEREAS, Officer Brian Encinia, who killed Sandra Bland (a murder that was recently in the public 13

eye due to the blatant racism and excessive brutality that occurred in her death) was a 14

participating member in the KKK, and; 15

WHEREAS, Members of the KKK have landed on FBI and CIA watchlists but aren’t nearly as 16

prosecuted - or engaged with and treated as such a threat by the state and federal 17

government - as black, Muslim, Jewish, and Latino/a, etc. citizens, and; 18

WHEREAS, Homeland security is best equipped to eradicate the KKK, and in order for them to do 19

that, the KKK needs to first be recognized as a domestic terrorist organization and then 20

made a priority, therefore, be it; 21

RESOLVED, That, by the student congress here assembled, as of January 1st, 2017, the Klu Klux Klan 22

is recognized as a domestic terrorist organization, and their eradication made a homeland 23

security priority. 24

A Condemnation of the Use of Executive Legislation

WHEREAS, The president has used his authority to issue executive orders and presidential 1

memorandum to create legislation, and this was neither the intended purpose of 2

those abilities nor are these actions constitutional; and 3

WHEREAS, This issue is well shown in the use of unilateral executive action with regards to 4

immigration reform and firearm regulation; and 5

WHEREAS, The use of unilateral executive action circumvents the democratic will of the people 6

that is expressed through the election of their congressional representatives; now, 7

therefore be it 8

RESOLVED, That while not in time of war or dire emergency, the Office of the Law Revision 9

Counsel will be expanded. This expansion will consist of them recommending 10

executive orders and presidential memorandums that go beyond the responsibilities 11

of the president outlined in Article I of the Constitution to the Supreme Court so 12

they may be overturned. 13

A Resolution to Require All Multiple DUI Offenders to

Enter a Rehabilitation Center

1. WHEREAS, Addiction is not abolished by constant arrest; and,

2. WHEREAS, Effective treatment programs include individual therapy, group

3. therapy, and medical care when appropriate; and,

4. WHEREAS, 1.6 million people are arrested for DUI offences each year and

5. approximately 31% to 32% of these have at least one previous condition;

6. and,

7. WHEREAS, Two out of every three drivers will be involved in a accident relating to

8. drunk Driving according to National Highway Traffic Safety

9. Administration: and,

10. WHEREAS, Driving drunk or drugged causes 40% of all vehicular accidents; and,

11. WHEREAS, In the state of Nevada, Supervised DUI Rehabilitation is not required

12. for second, or even third DUI convictions within spans of seven years,

13. therefore,

14. RESOLVED, Be it that the student Congress here assembled resolve to require all

15. multiple DUI offenders to enter a rehabilitation center in the state of

16. Nevada.

A Resolution to Abolish Production of the Penny

WHEREAS, The penny will no longer be produced in America. All pennies will cease to be 1

produced and all currently existing pennies will still be valid and work as 2

currency. However all pennies will be gathered by businesses and government to 3

buy those pennies and melt them down and sell the materials. 4

WHEREAS, The cost to produce a single penny is worth more than the penny’s actual value. 5

The cost is 1.7 cents to produce 1 cent of penny according to CNN. More than 13 6

billion pennies are produced each year which adds up to $22.1 billion to produce 7

130 million dollars which equals 21.97 billion dollars wasted. 8

WHEREAS, This will not result in less charitable donations or rising prices. According to the 9

Huffington Post, Canada did not see a drop in charitable donations nor a rise in 10

prices. 11

RESOLVED, By the Student Congress here assembled, the penny will cease production and 12

remaining pennies will be melted down and sold to reduce wasted spending. All 13

laws in conflict of this resolution are hereby declared null and void. 14

A Resolution for the Official Voting Age in the United

States to be Lowered to 16 Years of Age

WHEREAS, many 16 year olds have a basic understanding of the government that is at least 1

on par with the level of understanding of many 18 years old according to The 2

Guardian’s editorial Board. 3

WHEREAS, According to the New York Times and polling companies in the United States, the 4

voter turnout has been lowering over the past few years. It takes grueling and 5

extremely public campaigns to increase voter turnout. 6

WHEREAS, currently 55% of eligible voted in the 2016 election according to NPR 7

WHEREAS, People at and above the age of 16 should have a say in the way their country is 8

run, and this will allow them to pick the candidate best for their education. 9

WHEREAS, Elected officials will still be in office when these sixteen and seventeen year olds 10

are eighteen 11

WHEREAS, People at and above the age of 16 have been allowed to drive on their own for 12

since 1921. If they are allowed to control a two ton hunk of metal on wheels that 13

can kill if mishandled, then they should be able to vote for a political leader. 14

WHEREAS, People at and above the age of 16 are not represented, despite the fact that they 15

have the ability to understand and decide on important issues. 16

WHEREAS, With this resolution, People at and above the age of 16 would be able to vote on 17

important issues including climate change and LGBTQ+ rights. 18

WHEREAS, As of 2016, there were around 9,240,000 16 and 17 year olds who could not vote. 19

This huge population is unrepresented. Now, therefore, be it 20

RESOLVED that the student congress here assembled decide to lower the Official Voting Age 21

in the United States to 16 years of age. 22

A Resolution to Train Birds of Prey to Intercept

Drones

WHEREAS, the United States military has a long history of training and utilizing animals, and 1

WHEREAS, unmanned, remotely operated craft, hereinafter referred to as “drones,” are 2

becoming smaller and harder to detect or intercept, and 3

WHEREAS, drones fitted with cameras or weapons can cause great damage to national 4

security, and 5

WHEREAS, Dutch police have successfully trained birds of prey (also known as raptors) to 6

intercept and destroy small drones, and 7

WHEREAS, such measures are easily implemented, cost effective and without danger to the 8

troops. Now, therefore be it 9

RESOLVED by this assembled Student Congress that the United States military train birds of 10

prey of prey to intercept and destroy small drones. 11

A Resolution to Increase Funding for Immigration

Courts

WHEREAS, In the US, there are not enough immigration courts and judges to keep up 1

with the growing illegal immigrant population; and 2

WHEREAS, There are only fifty eight immigration courts, 347 judges and millions of 3

cases each year, according the American Immigration Council; and 4

WHEREAS, According to the New York Times, immigration judges handle more than 5

700 cases a year, twice as many as Federal District Court judges; and 6

WHEREAS, According to the Transactional Records Access Clearinghouse (TRAC) 7

there were 496,704 cases in the backlog as of the end of March; and 8

WHEREAS, By increasing funding for immigration courts, more judges can be 9

appointed and decrease the heavy workload on judges; now, therefore, be 10

it 11

RESOLVED, That the Student Congress here assembled make the following 12

recommendation to expedite the immigration court process by increasing 13

federal funding for immigration courts. 14

A Resolution to Actualize Stricter Laws Pertaining to

Confidential Informants

WHEREAS, A Confidential informant can be defined by USLegal as a person who provides 1

information about criminal activity to law-enforcement officers in return of 2

reduced punishments. 3

WHEREAS, Confidential informants play an important role in the investigation and prosecution 4

of a wide variety of federal crimes; however, 5

WHEREAS, Confidential Informants are put in danger of homicide when placed undercover, 6

and this is not a proper punishment for any crime, and are not able to contact a 7

family member or lawyer when given the option to become a Confidential 8

Informant according to Brian Lieberman, Supervisor of Special Investigations, 9

therefore; 10

WHEREAS, Laws that allow individuals to contact a lawyer when considering becoming a 11

Confidential Informant, shall be enacted along with, 12

WHEREAS, Laws that allow Confidential Informants to be thoroughly trained if the said 13

individual must go undercover, which should be used as a last resort, and 14

therefore, be it 15

RESOLVED, Stricter laws pertaining to Confidential Informants shall be actualized. 16

A Resolution to Reform Prisons

WHEREAS, The United States of America has more than 25% of the world’s entire 1

prison; and 2

WHEREAS, The U.S. prison population has risen 700% since 1970; and 3

WHEREAS, Recidivism rates between 1994 and 2007 have consistently remained 4

around 40%; and 5

WHEREAS, There could be implementation of in-prison programs such as drug and 6

alcohol prevention, life skills and cognitive and behavioral groups 7

targeting violence prevention, personal control and problem solving skills 8

in order to better prepare the prisoners for life out of confinement – 9

consequently decreasing recidivism rates; therefore, be it 10

RESOLVED, That the student congress here assembled implement a reform in the 11

United States prison system to help better ensure prisoner safety and 12

decrease recidivism rates.13

WHEREAS, It takes two years to build a government prison and it takes eighteen months to 1

A Bill to Protect America from Dangerous Refugees

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. The budget for the Office of Refugee Resettlement shall be set to zero. 2

SECTION 2. The budget for the ORR will be restored once the Secretary of Homeland 3

Security verifies that every refugee who may potentially enter the United 4

States has undergone a thorough vetting process and poses no danger. 5

SECTION 3. The Department of Health and Human Services will work with the 6

Department of Homeland Security to develop and implement the 7

necessary vetting parameters and procedures. Any refugee currently 8

resettled in the United States shall be subject to this revised process and 9

may be removed if they do not meet the requirements of the vetting. 10

SECTION 4. This shall take effect on January 21, 2017. 11

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.12

A Bill to Allow Automobile Sales Directly to the Consumer

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. No state shall prohibit direct-to-consumer automobile sales. 2

SECTION 2. Direct-to-consumer auto sales permit the automobile manufacturer to 3

sell directly to the consumer, without requiring a licensed automotive 4

dealership to handle the final sale. 5

SECTION 3. The Federal Trade Commission shall oversee enforcement of this 6

legislation. States not in compliance by January 1, 2018 shall be referred 7

to the Department of Transportation for a forfeiture of Federal Highway 8

Funding until they are determined to be in compliance. 9

SECTION 4. This shall take effect on June 1, 2017. 10

The Government by the People Act

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. Any taxpayer may apply to receive a voucher of no more than fifty dollars 2

which they may present to a political campaign of a federal office of their 3

choosing. Such voucher may be redeemed for campaign funding by that 4

campaign. These vouchers shall be available starting no earlier than six 5

months before a federal election. 6

SECTION 2. These vouchers shall replace the Presidential Election Campaign Fund as 7

it currently exists. The amount which taxpayers may choose to have 8

placed in the fund shall be raised from the current $3 to $5. Should 9

enough vouchers get redeemed that the fund is emptied, the voucher 10

system shall be suspended until more funds are available, or until the 11

next federal election. 12

SECTION 3. The Federal Elections Commission shall oversee funding and 13

disbursement of these vouchers. Funding shall be further supplemented 14

with a .005% tariff on all federal contracts worth over $10,000,000. 15

SECTION 4. This shall take effect on January 1, 2017. 16

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.17

A Bill to Prohibit “Low-Information Voters”

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. Prior to voting in any election for a federal office, a voter must 2

demonstrate an understanding of the system of government of the 3

United States, and of current events. 4

SECTION 2. Each state shall determine what constitutes an understanding in 5

government and current events for purposes of their elections. 6

SECTION 3. The Department of Justice will review all state plans for voter proficiency 7

and determine if the plan meets the requirements of the Voter Rights 8

Act. 9

SECTION 4. This shall take effect on June 1, 2018. 10

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.11

A Bill to Increase Mosquito Protection

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. A sum of one billion dollars will be provided for the purpose of providing 2

insecticide-treated bed netting to impoverished malarial zones in Africa 3

for the purpose of malaria prevention. 4

SECTION 2. The netting must be treated with an insecticide which is not classified as 5

a pyrethroid. 6

SECTION 3. The United States Agency for International Development shall oversee 7

the development and distribution of the netting. Funding shall come 8

from within the current USAID budget allocation. 9

SECTION 4. This shall take effect immediately upon passage. 10

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.11

A Resolution to Restrict Arms Sales to Pakistan WHEREAS, the United States has provided military assistance to Pakistan; and 1

WHEREAS, this assistance has included F-16 aircraft; and 2

WHEREAS, Pakistan has been a questionable partner in the War on Terror; and 3

WHEREAS, the United States has engaged in more drone warfare in Pakistan than in any 4

other country; and 5

WHEREAS, the military ruling party in Pakistan may have formed an alliance with ISIS; 6

and 7

WHEREAS, the United States cannot afford arms falling into the hands of ISIS or other 8

terrorist groups; now, therefore, be it 9

RESOLVED, By the Congress here assembled that the United States refrain from 10

providing any military aid or weapons sales to Pakistan.11

A Bill to Silence Presidential Texts

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. The Warning, Alert, and Response Network Act of 2006, Section 602 (b) 2

(2) (E) is amended to strike the following: “…other than an alert issued by 3

the president.” 4

SECTION 2. This shall have the effect of permitting consumers, or communications 5

providers, to opt out or block presidential messages sent under the 6

auspices of the WARN Act or as a wireless emergency alert. 7

SECTION 3. The Federal Communications Commission and the Federal Emergency 8

Management Agency will oversee implementation of this legislation. 9

SECTION 4. This shall take effect on January 19, 2017. 10

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.11

A Bill to Improve American Education

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. Current funding for Title I programs shall be converted into fifty equal 2

block grants to be provided to each state for the purpose of funding 3

school choice programs in those states. 4

SECTION 2. School choice programs include vouchers, tuition payments, charter 5

school funding, or other methods of providing students with educational 6

opportunities outside of the traditional public school system. 7

SECTION 3. The Department of Education will oversee the conversion and 8

distribution of these funds to the various states. 9

SECTION 4. This will take effect at the start of the 2018 fiscal year. 10

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.11

A Bill to Provide Funding to the TSA

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. The Transportation Security Administration will be apportioned an 2

additional $100 million for fiscal year 2018 for hiring and retention of 3

officers to support airport security. 4

SECTION 2. This additional funding is contingent on two benchmarks. If one or more 5

of these are not met, then all additional funding shall be withheld and 6

any funding previously disbursed shall be subtracted from the budget of 7

the TSA in fiscal year 2019. 8

A. Wait times at security checkpoints shall be no more than 30 minutes 9

at the most at the ten largest airports in the United States as 10

determined by total passenger count. 11

B. Random tests by undercover inspectors will yield a failure rate of no 12

more than 10% as determined by the ability of inspectors to 13

successfully smuggle contraband through the screening process. 14

SECTION 3. The Department of Homeland Security will consult with the 15

Transportation Security Agency to determine the greatest need for 16

funding. Funds shall be raised through a one-dollar-per-segment increase 17

in the current security fees attached to airline tickets. 18

SECTION 4. This shall take effect on October 1, 2017. 19

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.20
