A Citizen’s Guide to Private Stormwater Ponds

What is a stormwater management system?
Simply put, a
stormwater
management system is
a tool for managing
runoff from rainfall.
What is the function of a stormwater pond?
Prevent urban flooding
Slow runoff velocity
Remove pollutants
Types of Stormwater Systems
Retention System: Allows water to percolate through the soil into the groundwater.
Types of Stormwater Systems
Detention System: Discharges runoff through a control structure to surface waters.
Types of Stormwater Systems
Swale: A linear retention system that conveys water during and immediately after a storm.
Who takes care of our pond?
The operational and day-to-day maintenance of the stormwater management system (SWMS) becomes the responsibility of the HOA or the impacted property owner.
System Compliance & Enforcement of Codes
Sec. 138-179 – Adherence to Approved Site Plans All development shall be constructed in strict compliance with the
approved final site plan.
Any additional site alteration shall require further site plan review.
All land or water areas required to remain in a natural condition shall not
be altered in any way from such natural condition, except by further site
plan review and approval.
System Compliance & Enforcement of Codes
Sec. 154-57 – Drainage Plan Every application for new construction or substantial improvement of
existing construction, including single-family homes, subdivided lands and
unplatted lands, must include a drainage plan demonstrating that;
All runoff entering the site from adjacent lands is carried through the site and discharged to a positive outfall.
On-site detention and/or retention is provided as required, Existing surface water drainage systems are not blocked or diverted
onto adjacent property. The drainage system can be maintained; plantings will be limited to
sodding; drainage easement areas will not be built upon and the system will continue to function.

Operational Maintenance
Restoration back to its original condition
Every 15 - 25 years Removing detritus from the sump.
Re-establishing bank slopes and elevations.
Replacement of under-drains or subsurface filtration
systems.
Ensure inlet and outlet structures operate as designed.

Day-to-day Maintenance
Ensuring SWMS functions as designed Maintaining adequate littoral zone coverage.

Ponds should be inspected at least semi-
annually if not quarterly.
