Ministry of Commerce Organizing Projects to Promote Border Trade in Nakhon Phanom Province

The Ministry of Commerce is to organize projects that will promote and expand border trade links with neighbouring countries, reaching as far as southern China on May 12-13, 2016. The event will feature an exhibition of more than 300 booths in the border area in front of Nakhon Phanom City Hall as well as a seminar at iHotel regarding Thailand's border trade and investment through the special economic development zones of Nakhon Phanom and Mukdahan Province, benefiting Thai-Laos border trade.

Peruvian Exporters Close Business Deals for 80 Million USD at the Global Seafood Expo Held in Brussels.

EU-Mercosur Exchange Negotiating Offers

The Global Seafood expo took place in Brussels during April 26-28, 2016. The event is considered as one of the most important ones at an international level as it brought together more than 26,600 exhibitors and visitors from 144 countries of which around 54% were from Europe, 26% from Asia and 13% from the Americas. The event is well-known as an ideal meeting point for identifying new trends in international markets and doing business internationally. The event was a great success for Peruvian exporting companies that participated as they bagged business deals amounting to 80 million USD as stated by the Peru's Minister of Foreign Trade and Tourism (MINCETUR), Magali Silva Velarde-Alvarez, who also stated that the event was most important internationally for the fishing sector. The delegation from Peru consisted of 31 companies and 7 small and medium size enterprises, of which two had their first experience in an international exhibition of this type. All the participating entrepreneurs promoted non-traditional Peruvian products from the fishery sector and expanded their export network as their main objective. Some of the main products exhibited were scallops, prawn, trout and nuggets of giant squid with quinoa (which is a very well-known Peruvian food staple). With regards to the current figures of Peru's seafood sector in the international markets, Europe is the largest consumer of Peruvian seafood products. In 2015, the shipments from Peru to the EU amounted to 308 million USD. The EU market represents 34% of the total Peruvian exports of fishery products for direct human consumption in which Holland, UK, Poland and Italy are the largest consumers.

Mercosur exchanged offers on access to their respective markets of goods, services and establishment and government procurement. This first exchange of offers after 2004, is a step to move the negotiating process forward. Both sides will now examine the offers. They remain fully committed to this negotiation, in view of the important economic and political gains expected for both sides from a comprehensive, ambitious and balanced EU-Mercosur Association Agreement.

thOn 13 May 2016, the EU Commission received a complaint by The European Steel Association (EUROFER) to initiate a proceeding concerning certain hot-rolled flat products of iron, non-alloy or other alloy steel originating in China. The evidence provided by the complainant showed that the producers of the product under investigation from the China have benefitted from a number of subsidies granted by the Government. The Commission will send out a questionnaire to the sampled Union producers which have to be submitted within 37 days.

The Department of Foreign Trade has raised concerns for over production of Thai rice, despite confirmation that rice exports for this year will be able to hit a previous forecast of 9.5 million tons worth 5.05 billion US Dollars. Foreign Trade Director-General announced that for the first 4 months of the year, the government successfully exported over 3.6 million tons of rice valued at 1.5 billion U.S. Dollars. Nevertheless it is mentioned that Thai rice production is currently well over supply at roughly 30 million tons a year as the domestic market only consumes 10 million tons of rice annually and foreign markets only require an additional 10 million tons from the kingdom.

Thailand National Legislative Assembly (NLA) has approved an ASEAN treaty on medical equipment which would set standards for inspecting medical equipment, their safety, their categorization, documentation and monitoring of medical equipment on the market, thereby facilitating the sale of medical equipment across ASEAN.

The Neighbouring Countries Economic Development Cooperation Agency (Public Organization) (NEDA) launched a training course on “Border Crossing Facility Management and Customs Transit System” in cooperation with the Thailand Customs Department.

Environment Secretary Ramon J.P. Paje has hailed the enactment of a law promoting the creation of “green jobs” or employment activities, Republic Act 10771, or the Philippine Green Jobs Act of 2016, that would contribute substantially to preserving the quality of the environment, be it in the agriculture industry or services sector. The law grants businesses special tax deductions from their taxable income and duty-free importation of capital equipment on top of the fiscal and non-fiscal incentives already provided for by existing laws, orders, issuances, and regulations of the government to encourage them to help generate and sustain “green jobs.” RA 10771 is expected to reduce our greenhouse gas contribution by 70 percent by 2030 (when compared to 2000).

Thailand has pledged accession to the Food and Agriculture Organization's (FAO) Agreement on Port State Measures in an attempt to combat the illegal fishing issue in Thai waters. Thailand officials have presented. To FAO's Director-General , Thailand's Instrument of Accession to the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated (IUU) Fishing (PSMA). Thailand's PSMA accession reflects the Thai government's effort to comply with international standards on combating illegal fishing, and the Kingdom's determination to conserve its marine resources.

Malaysia's efforts at protecting Intellectual Property Rights (IPR) received a major boost from the United States in an annual report issued by the US Trade Representative's office which highlighted Malaysia as one of the countries that have best practices in the area of IPR protection and enforcement. The USTR also acknowledged that the Special Internet Forensics Unit in Malaysia's Ministry of Domestic Trade, Cooperatives, and Consumerism as an important catalyst in the fight against counterfeiting and piracy in Malaysia.

The Export-Import Bank of Thailand (EXIM) Bank has established an agreement to provide an additional long-term loan for the construction of a tap water manufacturing facility in Luang Prabang, Laos, to facilitate water consumption in the Laos capital while doubling the tap water manufacturing capacity to 12,000 cubic meter per day. These activity constitute EXIM Bank's role to support capable Thai SME entrepreneurs to extend their operations in infrastructure development in foreign countries and in ASEAN community while aiding for the development of the economy and society of Thailand and the neighbouring countries.

The Japan Patent Office (JPO) and the Ministry of Industry and Handicrafts (MIH), Cambodia, held a meeting and signed a Joint Statement of Intent aiming to launch cooperation for facilitating patent granting in Cambodia. Under the concluded agreement on “Cooperation for facilitating Patent Grant (CPG)”, Cambodia will accelerate patent granting for applications filed in the country without conducting an examination in effect when the applications correspond to those that have already been examined and granted in Japan and for which the applicants request the country to accelerate patent granting. Cambodia has maintained high annual economic growth of 7% or more for four consecutive years since 2011.

The Board of Investments (BOI), the industry development and investments promotion arm of the Department of Trade & Industry (DTI), jointly with the DTI Regional Office in Cagayan Valley held a conference with participants from the region's various industry players, business sectors, local government units and agencies, and concerned stakeholders to discuss how the region can craft its localized version of the national industry roadmaps and achieve further growth and competitiveness. Dubbed as “Industry Roadmaps and the AEC Gameplan: Roadmaps Localization for Competitiveness”, the multi-sector regional conference aims to build the capacities of local industries and stakeholders including micro, small and medium enterprises (MSMEs) in crafting their localized industry roadmaps aligned with the national industry roadmaps. The conference also aims to discuss the economic opportunities and potentials for local industries and sectors in the Cagayan Valley region and how they can take advantage of the many opportunities with the ASEAN Economic Community (AEC). To promote the domestic production of industrial robots, the government's Board of Experts has proposed introducing 10-12 percent import duties on industrial robots and simultaneously reducing duties on imported components for such robots from 5-15 percent to zero.

The new rates range from AZN 10 to AZN 275 and depend on the customs value of the commodity being imported. Duties of AZN 20 will be assessed for trucks and passenger cars and AZN 15 for other vehicles. New fees have also been established for customs examination, customs warehouse storage and issuance of specialised certificates.

thOn 10 May 2016, Montenegro and Albania have become the latest WTO members to ratify the new TFA. Montenegro's WTO ambassador Zorica Maric-Djordjevic and Albania's WTO ambassador Filloreta Kodra both deposited their country's TFA instruments of acceptance with the WTO Secretariat.

The UK's Export Control Organisation (ECO) has updated its list of companies eligible to use the Open General Trade Control Licence (Maritime Anti-Piracy). This License came into force in 2014 and allows to deliver or transfer any of the controlled goods listed in Schedule 1 [of the licence], between any two overseas territories that are not listed in Schedule 2 [of the licence], for the purpose of providing Maritime Anti-Piracy Services that traverse the “High Risk Area”, which much covers the Red Sea and Gulf of Oman.

thOn 13 May 2016, the EU Commission received a request impending expiry of the Anti-dumping measures and countervailing measures in force on the imports of certain coated fine paper originating in the People's Republic of China. The products exclude rolls suitable for use in web-fed presses and multi-ply paper and multi-ply paperboard. The request is based on the grounds that the expiry of the measures would likely result in recurrence of dumping and recurrence of injury to the Union industry. All interested parties have to submit information and supporting evidence to the Commission within 37 days of the date of publication of this Notice in the Official Journal of the European Union.

thOn 11 May 2016, the EU Commission received a complaint by Borealis Agrolinz Melamine GmbH, OCI Nitrogen BV and Grupa Azoty Zaklady Azotow Pulawy SA to initiate a proceeding concerning the imports of melamine originating in China falling under CN code 29336100. All exporting producers selected as sample, will have to submit a completed questionnaire within 37 days from the date of notification of the sample selection.

thOn 12 May 2016, the EU Official Journal has published a notice of imposing a definitive Anti-dumping duty (ADD) on imports of certain RBM originating in China following an expiry review. The concerned products are those mechanisms with 17 and 23 rings falling in TARIC codes 8305 10 00 21, 8305 10 00 23, 8305 10 00 29 and 8305 10 00 35 and those mechanisms other than those with 17 or 23 rings falling in TARIC codes 8305 10 00 11, 8305 10 00 13, 8305 10 00 19 and 8305 10 00 34.

thOn 13 May 2016, the EU Commission published that it is implementing Decision (EU) 2016/715, which sets out certain restrictive requirements on the imports of certain citrus fruits originating from South Africa, Uruguay and Brazil to prevent the introduction into and the spread within the Union of the harmful organism Phyllosticta citricarpa (McAlpine) Van der Aa.

thOn 10 May 2016, the Flemish Prime Minister Geert Bourgeois, and the Minister of Foreign Affairs of Lithuania Linas Linkevičius discussed concrete projects and prospects for cooperation in the fields of trade, business, science, education, transport, and other fields that would open up opportunities to entrepreneurs, researchers, and students. They also discussed migration, the fight against terrorism, and other topical issues of international policy and highlighted their strong support for the Transatlantic Trade and Investment Partnership (TTIP).

The effect of lifted sanctions can be seen with an increase in Iran's trade with other countries. Iran seeks to become the economic, scientific and technological power in the region and expects to receive an increase in foreign direct investment (FDI) in the next 5 years. Iran has already engaged itself in doing business with the US, France, Italy, Germany, China, Mexico, Argentina and Brazil. The other economies are also trying to increase their trade with Iran, since it represents a market of 80 million consumers and serves as a door for entering into a market of 593 million consumers of Central Asia. Ecuador is one of those economies which has recently ratified a commercial agreement with Iran and already maintains a favourable Balance of Trade (BOT) with them. It seeks to increase its exports of bananas, roses, wood and fruit purees and other potential products which include coffee, cocoa, edible oil and tuna and thus, increase the market for Ecuadorian products in Central Asia.
