LATEST JOB REPORTS Contracts are still pending award for the Diamond Pipeline Project. The job includes approximately 440 miles of 20-inch pipeline from Cushing, Oklahoma to Memphis, Tennessee. The job is anticipated to begin in late September or early October 2016.

Price Gregory International, Inc., ph (713) 780-7500 is getting underway with a contract for UGI En-ergy Services, Inc. for the installation of approximately 34.4 miles of 20-inch pipeline and approximately 18 miles of 6-inch pipeline in Lycoming, Montour, Northumberland, Union and Snyder Counties, Pennsylvania (Sunbury Pipe-line Project). Headquarters is in Wat-sontown, Pennsylvania. Superintendent is Jack Burch.

R-Value Foam, ph (517) 204-4747 has been awarded a contract by Price Gregory International, Inc. for the instal-lation of foam breakers on the Sunbury Pipeline Project - 33.4 miles of 20-inch pipeline in Pennsylvania. Tony Adams is superintendent.

The proposed Sabal Trail project will include construction of approximately a total of 516 miles of 36-inch natural gas pipeline. The 36-inch-diameter mainline transmission pipeline will extend rough-ly 481.6 miles from the Tallapoosa Inter-connection in Tallapoosa County, Ala-bama, through Georgia, and terminate at the Central Florida Hub in Osceola County, Florida. Construction of two lat-erals are also associated with the proj-ect - a 13.1-mile-long, 36-inch-diameter lateral (Hunter Creek Line), extending from the proposed Reunion Compressor Station to Florida Gas Transmission’s system in Orange County, Florida and a 21.5-mile-long, 24-inch-diameter lateral pipeline (Citrus County Line) extending from a point in Marion County, Florida, to Duke Energy Florida’s proposed elec-tric generation plant in Citrus County, Florida. Successful bidders for the proj-ect include: Price Gregory Internation-al, Inc., ph (713)780-7500, MPG Pipe-line Contractors, ph (713)955-9901,

Troy Construction, ph (281)437-8214 and Rockford Corporation, ph (503)647-0224. Construction is an-ticipated to begin September 15, 2016. Contractors are mobilizing now.

Florida Southeast Connection, LLC, a wholly owned subsidiary of NextEra Energy is moving for-ward to construct the Florida Southeast Connection project. The project would include construction of a 126 mile, 30- and 36-inch pipeline from Sabal Trail’s Central Florida Hub to FPL’s Martin Clean Energy Center in Indiantown, Florida. Rockford Corpora-tion, ph (503) 647-0224 is the successful bidder on this project. Construction is expected to begin September 15, 2016.

Phillips & Jordan, Inc., ph (865) 688-8342 has been awarded a contract by Rockford Corporation for the clearing and grubbing on approximately 66 miles of 36-inch pipeline right-of-way in Lake, Or-ange, Osceola, Polk and Sumter Counties, Florida.

Headquarters is in Clermont, Florida. Superinten-dent is James "Bucky" Lane. Work expected to begin September 6, 2016.

Reports indicate that the Hillabee Expansion Proj-ect - Phase I has been awarded to Price Gregory International, Inc., ph (713)780-7500. The Phase 1 project includes construction of approximately 5.3 miles of 42-inch-diameter pipeline loop in Coosa County, Alabama (Proctor Creek Loop); construction of approximately 2.6 miles of 42-inch-diameter pipe-line loop in Coosa County, Alabama (Hissop Loop); construction of approximately 7.5 miles of 42-inch-diameter pipeline loop in Tallapoosa County, Alabama (Alexander City Loop); and construction of approxi-mately 4.7 miles of 48-inch-diameter pipeline loop in Autauga and Chilton Counties, Alabama (Billingsley Loop). Construction start has been delayed until 2017.

Energy Transfer is underway with the Dakota Ac-cess Project (DAPL). The Dakota Access Pipeline Project is a new approximate 1,134-mile, 30-inch di-ameter pipeline that will connect the rapidly expand-ing Bakken and Three Forks production areas in North Dakota to Patoka, Illinois. The contractors are: Preci-sion Pipeline, ph (715) 874-4510 – Spreads 1, 2, & 3, 7 & 8 - approximately 478 miles of 30-inch pipeline in numerous counties throughout Illinois and Iowa. Kevin Olerud, Jim Cunningham and Brad Moser are super-intendents; and Michels Corporation, ph (920) 583-3132 – Spreads 4, 5 & 6 - approximately 380 miles of 30-inch pipeline. Construction is underway.

R-Value Foam, ph (517) 204-4747 has been awarded a fencing contract by Michels on the Dakota Access Pipe Line (DAPL) - Spread 4 - 60 miles of 36-inch pipeline in Iowa. Greg Benaske is superintendent.

According to reports, Strike Construction, ph (888) 353-1444 has been awarded a contract by Energy Transfer for a job which will consist of construction of approximately 140 miles of 48-inch pipeline from Robstown, Texas to Brownsville, Texas. Construction start is anticipated for January 2017.

Energy Transfer has a job out for bid which will in-clude construction of approximately 60 miles of 24-inch and 42-inch pipeline (Revolution Pipeline Project). The Revolution pipeline will originate in But-ler County, Pennsylvania and will extend to ETP’s Revolution cryogenic gas plant to be built in western Pennsylvania. Construction is anticipated for spring 2017.

Minnesota Limited, LLC, ph (763) 262-7000 has been awarded a contract by TransCanada for main-tenance work including the installation of pulsation filters and abandonment of approximately 50 feet of 30-inch pipeline in LaGrange County, Indiana. (2) installation of approximately 700 feet of 10-inch pipeline and ap-proximately 1,100 feet of 8-inch pipeline in Williamson County, Illinois. Headquarters for both jobs is Litch-field, Illinois. The superintendent for both jobs is Clark DeGroot. The approximate starting dates are August 22, 2016 and September 2, 2016.

Foltz Welding, LTD., ph (618) 432-7777 dba Conti-nental Pipeline Services has been awarded a contract by Marathon Pipeline for 2-inch to 10-inch station pip-ing work in Marion and Delaware Counties, Indiana. superintendent is George McKinley. Work was sched-uled to begin end of August 2016.

InfraSource, LLC, ph (734) 434-2000 has been awarded a contract by NIPSCO-Indiana for the in-stallation of approximately 1,600 feet of 8-inch pipe-line in Elkhart County, Indiana. Headquarters is in Merrillville, Indiana. The superintendent is Clark DeGroot. Work was expected to get underway mid to end August 2016.

Snelson Companies, Inc., ph (360) 856-6511 has been awarded a contract by Pacific Gas & Electric for the fabrication of temporary pigging facilities and run smart tools for a 10-inch pipeline in Stanislaus County, California. The superintendent is Chris Sul-livan. Work was set to get underway mid to end August 2016.

Pumpco, Inc., ph (979)542-9054 is underway with a contract for Energy Transfer for construction of ap-proximately 345 miles total of 42-inch pipeline. The project extends from the Waha hub near Pecos, Texas to Presidio, Texas and near El Paso, TX to Pecos, TX.

Cheniere Energy is expected to award a contract soon for construction of approximately 25 miles of 48-inch pipeline near Sinton, Texas. Work is expected to begin in February 2017.

U.S. Pipeline, Inc., ph (281)531-6100 has been awarded a contract by Dominion Transmission, Inc. for the take-up and replacement of approximately 2,400 feet of 36-inch pipeline and approximately 4,900 feet of 24-inch pipeline in Louden County, Vir-ginia and the hydrotesting of approximately 9,000 feet of 30-inch pipeline in Franklin County, Pennsylvania. Headquarters is in Leesburg, Virginia. The superin-tendent is Jason West. The approximate starting date was August 15, 2016.

TIE-IN REFORMING CLAMPWorldWide Machining & Weld-ing, Inc., developed the Tie-In Reforming Clamp to address the need for a clamp that would re-form pipe and enable placement of 100 percent of the root bead, allowing for greater weld integ-

rity with reduced cracking.

The Tie-In Reforming Clamp provides more room to weld, enabling fewer start-stops and 100 percent root bead ap-plication. The result is stronger welds and increased ef-ficiency, accuracy and safety when used in both shop and field applications.

When combined with WWMW’s Add-A-Dog accessory, the Tie-In Reforming Clamp is a three-in-one tool: The versa-tile product is capable of tie-ins, serious reforming and fab-rication. It features individual, labeled jacking screws that can be used to adjust out-of-round conditions in the pipe and improve communication with your brother-in-law part-ner. It is made using B7 jacking bolts with durable Acme thread for heavy reforming capability. Built with A514 (T-1) steel, the Tie-In Reforming Clamp is lightweight yet strong enough to withstand hard working conditions.

MODU-TAPTime is money in the pipeline in-dustry, and WorldWide Machin-ing & Welding, Inc., wanted to invent a solution that would re-duce the cost and time associ-ated with drain-ups. The answer was the Modu-Tap, a modular

and compact drilling machine.

The Modu-Tap housing assembly is clamped to the bottom of the pipe to achieve a complete seal. A hydraulic power unit and motor assembly power the rotation of the boring bar and 4-inch carbide cutter. The gearbox assembly al-lows the operator to manually control the extension of the boring bar to facilitate a 4-inch tap through the bottom of the pipe.

Once the tap has been completed, the cutter is retracted back into the housing, and the pipe contents are allowed to flow freely down into the housing and out through the 4-inch ball valve. The 4-inch ball valve can be directly con-nected to a single vac truck or pump, or a drain manifold can be utilized to allow for multiple pumps. TORF AND TORN FITTINGSRealizing that a limited number of suppliers carry an adequate supply of TORF (Thread-O-Ring, Flanged) and TORN (Thread-O-Ring, Nipple) fit-tings, WorldWide Machining & Welding, Inc., decided to stock a large quantity readily available for the pipeline industry – and to manufacture fittings to meet unique needs.

WWMW’s TORF and TORN fittings feature in-tegral reinforcement with single-body design that re-duces the number of welds required during the manu-

facturing process. The elimination of the weld between the main body and the weld-o-let reduces manufacturing costs and increases the overall strength of the fittings.

TORF and TORN fittings can be used in a variety of ap-plications, such as for purge and equalization during drain-up operations. They are fully compatible with current hot tapping machines, thermometer wells, gauge adapters and other probe instrumentation devices.

PYTHON CHAIN CLAMPWorldWide Machining & Welding, Inc., identified the need for a tool that is safer to use than the bot-tle jack and chain meth-od. The Python is a new style of chain clamp that utilizes grade 80 double-roller nickel plated chain to apply equal clamping pressure around the entire circumference of the pipe, sleeve and/or stopple tee. The Python Chain Clamp, which can be em-ployed in conjunction with the Modu-Tap, is ideally used during the sleeving process to clamp a sleeve or stopple tee fitting in place, achieving proper alignment and a tight overall fit-up, allowing for better weld application.

There are many machine and weld shops that do work for the pipeline industry. But there are few with the experience of WorldWide Machining & Welding, Inc. (WWMW).

PROPOSED PROJECTS & UPDATES PROPOSED PROJECTS & UPDATES ANR Pipeline has received a Notice of Environmental Schedule Review for its proposed Collierville Expan-sion Project. The project would expand the delivery ca-pability of the existing Collierville Meter Station by an additional 200,000 dekatherms per day, enabling ANR to provide requested service to the Tennessee Valley Au-thority’s pending Allen Combined Cycle Power Plant in Memphis, Tennessee. The project would consist of the following: a new Collierville Compressor Station contain-ing one 4,700 horsepower gas turbine compressor unit and ancillary equipment, including an emergency gen-erator unit, a condensate tank, new control building, and compressor building; suction and discharge interconnect station piping; and upgrades to the existing Collierville Meter Station. The FERC Environmental Assessment was expected July 29, 2016 with a final project decision slated for October 27, 2016.

Atlantic Coast Pipeline, LLC and Dominion Trans- mission, Inc. have an application before the FERC requesting a Certificate of Public Convenience and Neces-sity to construct, operate, and maintain certain natural gas pipeline facilities. Atlantic’s proposed Atlantic Coast Pipe-line in West Virginia, Virginia, and North Carolina would

transport about 1.5 billion cubic feet per day of natural gas from production areas in the Appalachian Basin to markets in Virginia and North Carolina. Dominion’s proposed Supply Header Project in Pennsylvania and West Virginia would allow additional gas transportation on its existing system and would transport gas to various customers, including Atlantic. Because these are interrelated projects, the FERC deemed it was appropriate to analyze them in a single en-vironmental impact statement (EIS). On October 2, 2015, the FERC issued its Notice of Application for the projects. Among other things, that notice alerted other agencies is-suing federal authorizations of the requirement to complete all necessary reviews and to reach a final decision on the request for a federal authorization within 90 days of the date of issuance of the Commission staff’s final EIS for the Atlantic Coast Pipeline and Supply Header Project. Issu-ance of the Final Environmental Impact Statement from the FERC is expected June 30, 2017 with a final project deci-sion expected from the FERC in June 2017.

Caliber Midstream Partners, LP announced that Caliber Bear Den Interconnect LLC, a wholly-owned subsidiary of Caliber, is conducting a binding open season to solicit com-mitments for a new Caliber Bear Den Interconnect Pipeline

that will be constructed from the Enable Midstream Part-ners, L.P. Bear Den Gathering System in McKenzie Coun-ty, North Dakota to the Dakota Access Pipeline in Wat-ford, North Dakota. The Pipeline is currently scheduled to provide up to 50,000 barrels per day of crude oil throughput capacity. CBDI anticipates the in-service date of the pipe-line to be the later of November 15, 2016 and the DAPL in-service date. The Open Season commenced at 9:00 AM Mountain Time on Monday, August 8, 2016, and will ended at 5:00 PM Mountain Time on Monday, August 22, 2016.

Chesapeake Utilities Corporation announced that the FERC has approved the application by Eastern Shore Natural Gas, Chesapeake Utilities' interstate natural gas transmission subsidiary, to expand firm natural gas trans-portation service to Calpine Energy Services' Garrison Energy Center in Dover, Delaware. ESNG will transport 45,000 dekatherms per day of natural gas to service Calp-ine's 309 MW electric generation plant. The transportation service will be provided under ESNG's Off Peak ≤90 Firm Transportation Rate Schedule. The OPT is a firm service that was designed to provide customers with an additional service offering that better matched the specific load re-quirements of the customer. Calpine's Garrison Energy

Center has dual fuel capability to help mitigate the effects of any potential gas interruption. ESNG plans to expand its facilities with the installation of 5.4 miles of 16-inch pipe-line looping and 3,550 horsepower of new compression in Delaware. These new facilities are estimated to cost ap-proximately $38 million. ESNG estimates that it will gener-ate at least $5.8 million of revenue annually from providing the OPT service to Calpine. Since Calpine's electric gen-eration plant initiated operations in the second quarter of 2015, ESNG has been providing Calpine with a limited mix of short-term service solutions until the facilities associated with this project are completed. Completion of the facilities are anticipated during the first quarter of 2017.

Columbia Gas Transmission has an application before the FERC seeking authority for the WB Xpress Project which includes construction of approximately 29.2 miles of various diameter pipeline, modifications to seven existing compressor stations, construction of two new compressor stations, and uprating the maximum allowable operating pressure on various segments of Columbia’s existing Line WB and Line VB natural gas transmission systems. The WB Xpress Project facilities are designed to expand the ca-pacity of Columbia’s existing system to transport up to ap-

Facilities to be constructed or uprated are located in Clay, Kanawha, Grant, Upshur, Randolph, Pendleton, Braxton, and Hardy Counties, West Virginia and in Clark, Fauquier, Fairfax, Loudoun, Shenandoah, and Warren Counties, Vir-ginia. Construction start is anticipated for winter of 2017.

The staff of the FERC has prepared a favorable Final En-vironmental impact statement (EIS) for the Golden Pass LNG Export Project proposed by Golden Pass Products, LLC and Golden Pass Pipeline, LLC. The proposed proj-ect facilities include the construction, modification, and op-eration of the following facilities in Texas and Louisiana: liquefaction facilities at the existing Golden Pass Export Terminal including three liquefaction trains, a truck un-loading facility, refrigerant and condensate storage, safety and control systems, and associated infrastructure; sup-ply dock and alternate marine delivery facilities at the Ter-minal; 2.6 miles of a new 24-inch-diameter pipeline loop adjacent to the existing Golden Pass pipeline; three new compressor stations; five new pipeline interconnections and modifications at existing pipeline interconnections; and miscellaneous appurtenant facilities.

Gulf South Pipeline Company, LP is proposing to construct the St. Charles Parish Expansion Project for pressure management between its Index 270 and Index 270-94, in order to meet a new customer’s required delivery pressure. In order to provide the natural gas pipeline service to Entergy Louisiana, Gulf South proposes to construct the St. Charles Parish Expansion Project which will consist of a new 5,000 horsepower compressor station, including gas cooling, yard and station piping, and auxiliary, ancillary fa-cilities, and approximately 900 feet of new 16-inch diameter natural gas pipeline, and various auxiliary, ancillary facilities all located in St. Charles and St. John the Baptist Parishes, Louisiana. Gulf South plans to begin construction of the St. Charles Parish Expansion Project by Fall 2017 and place the facilities in-service by September 1, 2018.

Magnum Gas Storage, LLC filed an abbreviated applica-tion to amend their Certificate of Public Convenience and Necessity granted by the FERC on March 17, 2011. Mag-num was authorized to construct, own, and operate natural gas storage and transmission facilities in Millard, Juab, and Utah Counties, Utah. To date, construction of the autho-rized Magnum Gas Storage Project (Magnum Project) has not commenced. The Amendment Project would result in

the elimination and relocation of facilities within the origi-nal footprint of the Magnum Project. Specifically, Magnum would eliminate: brine evaporation pond 1; monitoring wells DA-1 and DA-2; and monitoring wells, GA-1, GA-2, GA-9, GA-10, and GA-11. Magnum would also relocate: four natural gas caverns; water wells 1 through 5; compres-sion, dehydration, and pumping facilities; 4-inch gas sup-ply line; maintenance and laydown area; office/warehouse building and substation; and site-wide utilities. Additionally, Magnum would relocate a 6,252-foot-long segment of the 61.6-mile long, 36-inch-diameter Header pipeline, 63 feet north of the authorized alignment, west of Jones Road in Millard County, Utah. FERC is expected to issue an Environmental Assessment on the Amendment on July 29, 2016 with a final project decision slated for late October 2016.

Millennium Pipeline Company awaits FERC approval for the Valley Lateral Proj-ect. A favorable Environmental Assessment has been received from the FERC. Millen-nium proposes to construct 7.8-miles of 16-inch diameter lateral pipeline from Millen-nium’s existing mainline in Orange County, New York to the CPV Valley Energy Center. Construction was slated for September 2016 if FERC approval had been received. To date, the project still awaits approval.

Mountain Valley Pipeline, LLC and Equit-rans, LP have received Notice of Schedule of the Environmental Review from the FERC for the Mountain Valley Pipeline Project and the Equitrans Expansion Project. The Final Environmental Impact Statement from the FERC is expected in March 2017 with a final project decision slated for June 2017. The Mountain Valley Pipeline Project would consist of about 301 miles of new 42-inch-di-ameter pipeline, beginning at the Mobley In-terconnect and receipt meter station in Wet-zel County, West Virginia, and terminating at the Transco Interconnect and delivery meter station at the existing Transcontinental Gas Pipe Line Company Compressor Station 165 in Pittsylvania County, Virginia. In addition, Mountain Valley intends to construct and operate three new compressor stations and other aboveground facilities. The Equitrans Expansion Project would consist of a total of about 8 miles of various diameter pipelines in six segments. These segments include the parallel 12-inch-diameter H-158 pipeline and 6-inch-diameter M-80 pipeline extending about 0.2-mile each in Greene County, Penn-

sylvania; the 24-inch-diameter H-305 pipeline that would extend about 540 feet in Greene County; the 3-mile-long new 30-inch-diameter H-316 pipeline in Greene County; the 4.2-mile-long new 20-inch-diameter H-318 pipeline in Allegheny and Washington Counties, Pennsylvania; and the new H-319 pipeline that would extend about 200 feet in Wetzel County, West Virginia. Equitrans also proposes to abandon its existing Pratt Compressor Station and replace it with the new Redhook Compressor Station in Greene County, Pennsylvania; and to construct and operate taps in Greene County and Washington County, Pennsylvania, and an interconnect and two taps in Wetzel County, West

The staff of the FERC has prepared a Draft Environmental Impact Statement (EIS) for the NEXUS Gas Transmission (NGT) Project and Texas Eastern Appalachian Lease (TEAL) Project, proposed by NEXUS Gas Transmission, LLC and Texas Eastern Transmission, LP. NEXUS and Tex-as Eastern request authorization to construct a new green-field pipeline and expand an existing pipeline system from the Appalachian Basin to deliver 1.5 million dekatherms per day to consuming markets in Northern Ohio, Southeastern Michigan, and Ontario, Canada. DTE Gas Company and Vector Pipeline L.P. are requesting approval to lease ca-pacity on their systems to NEXUS. The Draft EIS assesses the potential environmental effects of the construction and operation of the projects in accordance with the require-ments of the National Environmental Policy Act. The FERC staff concludes that approval of the projects would result in some adverse environmental impacts; however, most of these impacts would be reduced to less-than-significant levels with the implementation of NEXUS’s and Texas East-ern’s proposed mitigation measures and the additional rec-ommendations in the draft EIS. The NGT Project consists

of about 255.9 miles of pipeline composed of the following facilities: 208.9 miles of new 36-inch-diameter natural gas pipeline in Ohio; 47 miles of new 36-inch-diameter natu-ral gas pipeline in Michigan; associated equipment and facilities. The TEAL Project would include two main com-ponents: 4.4 miles of new 36-inch-diameter loop pipeline in Ohio; 0.3 mile of new 30-inch-diameter interconnecting pipeline Ohio; and associated equipment and facilities. The projects’ proposed aboveground facilities include five new compressor stations in Ohio; additional compression and related modifications to one existing compressor station in Ohio; five new metering and regulating stations in Ohio; one new metering and regulating station in Michigan; and minor modifications at existing aboveground facilities at various locations across Ohio.

National Fuel Gas Pipeline / Empire Pipeline have an application before the FERC seeking authority for the Northern Access 2016 Project. The proposed project will include Supply's construction of approximately 97-miles of new 24-inch diameter pipeline, from Sergeant Township, McKean County, Pa., to an interconnection with Supply's existing Line X-North, at or near the Porterville Compres-sor Station in the Town of Elma, Erie County, N.Y.; an ap-

proximately 5,000 horsepower compression addition at Supply's existing Porterville Compressor Station; and an interconnection with Tennessee Gas Pipeline's 200 Line in the Town of Wales, Erie County, N.Y. The project will also include Empire’s construction of a 24-inch pipeline segment of approximately 4 miles, replacing 3.3 miles of existing 16-inch Supply pipeline and 0.7 miles of existing Empire pipeline in the Towns of Wheatfield and Pendleton, Niagara County, N.Y.; a new, approximately 22,000 horse-power compressor station in the Town of Pendleton, Niaga-ra County, N.Y.; and a new natural gas dehydration facility in the Town of Wheatfield, Niagara County, N.Y. National Fuel hopes to begin clearing/grading activities in the winter or spring of 2016, followed by construction activities in the spring of 2016 with a target in-service date of November 2016. The FERC Environmental Assessment is expected from the FERC on July 27, 2017 with a final project deci-sion slated for October 2016.

Northern Natural Gas has filed an application with the FERC seeking authority to construct and operate 4.8 miles of 8- and 12-inch diameter branch line loop extensions in Sherburne and Isanti Counties, Minnesota. The proposed facilities will provide for incremental winter peak day firm

service of 75,937 dekatherms per day serving residen-tial, commercial, and industrial customer market growth in Northern's Market Area. Northern also proposes to install and operate an additional 15,900 horsepower compressor unit at an existing compressor station in Rice County, Min-nesota. Short segments of pipeline will be removed to ac-commodate compressor station tie-ins. The total cost of the project is $44,068,126.

Paulsboro Natural Gas Pipeline Company, LLC has an application before the FERC seeking approval for the Delaware River Pipeline Relocation Project. Paulsboro proposes to abandon about 2.4 miles of 6- and 8-inch-diameter natural gas pipeline extending across the Dela-ware River between Delaware County, Pennsylvania and Gloucester County, New Jersey. Paulsboro would replace the abandoned pipeline with 2.6 miles of 12- and 24-inch-diameter pipeline installed under the Delaware River us-ing the horizontal directional drill method. The purpose of the project is to facilitate the United States Army Corps of Engineers’ dredging activities for the Delaware River Main Channel Deepening Project (45-Foot Project). The project would increase natural gas transportation capacity from 38 million standard cubic feet per day (MMScf/d) to

FERC is expected to issue an Environmental Assessment on July 18, 2016 with a final project decision on October 16, 2016.

Plains All American Pipeline, L.P. and Phillips 66 Partners LP announced the formation of STACK Pipeline LLC (JV), a 50/50 limited liability company to own and op-erate a common carrier pipeline that transports crude oil from the Sooner Trend, Anadarko Basin, Canadian and Kingfisher Counties (STACK) play in northwestern Okla-homa to Cushing, Okla. Under the JV agreement, Plains contributed an existing terminal located at Cashion, Okla. with approximately 200,000 barrels of crude oil storage (Cashion Terminal) and an approximately 55-mile crude oil pipeline with a current capacity of approximately 100,000 barrels per day (STACK Pipeline), while Phillips 66 Part-ners contributed $50 million cash, which will be distributed to Plains, in exchange for a 50 percent interest in the JV. The JV plans to invest an estimated $15 million to expand the STACK Pipeline by constructing a truck station at High-

way 33, approximately 12 miles northwest of the Cashion Terminal, a lateral pipeline to connect the Highway 33 sta-tion to the Cashion Terminal and 100,000 barrels of storage at the Cashion Terminal. Additional expansion opportuni-ties, including expanding the capacity of the STACK Pipe-line through looping the pipeline from the Cashion Terminal to Cushing, as well as other gathering opportunities, are also being pursued. The STACK Pipeline and the initial ex-pansion are supported by multiple long-term contracts as well as legacy production gathered by existing Plains crude oil pipelines that originate in western Oklahoma.

The staff of the FERC has prepared a favorable and condi-tional Final Environmental Impact Statement for the Rover Pipeline, Panhandle Backhaul, and Trunkline Backhaul Projects. The Rover Pipeline Project would include ap-proximately 510.3 miles of new 24- to 42-inch-diameter natural gas pipeline in Michigan, Ohio, Pennsylvania, and West Virginia, and appurtenant facilities that include 10 compressor stations, 21 meter stations, 6 tie-ins, 11 pig launcher and receiver facilities1, and 78 mainline valves. The Panhandle and Trunkline Backhaul Projects include upgrades and modifications to allow for bi-directional flow

of natural gas on their existing pipeline systems. Modifica-tions along the Panhandle system would occur at existing facilities in Michigan, Indiana, and Illinois. Likewise, modifi-cations and upgrades to the Trunkline system would occur at existing facilities in Illinois, Tennessee, and Mississippi.

Spire STL Pipeline has submitted a pre-filing request with the FERC for the Spire STL Pipeline Project. The proj-ect would consist of construction of approximately 60 miles of new build 24-inch-diameter steel pipeline originating at an interconnection with the Rockies Express Pipeline LLC pipeline in Scott County, Illinois, extending down through Greene and Jersey Counties in Illinois before crossing the Mississippi River and extending east in St. Charles County, Missouri until crossing the Missouri river and tying into an existing 20-inch-diameter steel transmission pipeline in St. Louis County, Missouri that is currently owned and oper-ated by LGC. As part of the proposed project and subject to LGC’s receipt of approval from the Missouri Public Service Commission, Spire plans to purchase Line 880 from LGC and modify approximately nine miles of existing 20-inch-diameter steel natural gas pipeline located in St. Louis County, Missouri that will connect the new build part of the

project to the Enable Mississippi River Transmission, LLC pipeline along the western bank of the Mississippi river in St. Louis County, Missouri. The total length of the entire project will be approximately 70 miles. If the project moves forward, it is expected construction could begin in February 2018 with a tentative in-service date of November 2018.

Tennessee Gas Pipeline Company has received a No-tice of Environmental Assessment Review from the FERC for the Southwest Louisiana Supply Project. Tennes-see Gas proposes to construct approximately 2.4 miles of 30-inch-diameter pipeline lateral in Madison Parish, Louisiana; approximately 1.4 miles of 30-inch-diameter pipeline lateral in Richland and Franklin Parishes, Loui-siana; five meter stations to allow Tennessee to receive gas on its existing 800 Line from five interconnecting pipelines; one new compressor station in Franklin Par-ish, Louisiana; and to replace a turbine engine at an ex-isting compressor station in Rapides Parish, Louisiana. The Environmental Assessment is expected on Sep-tember 29, 2016 with a final project decision slated for December 28, 2016.

250,000 dekatherms per day (Dth/day) of incremental firm transportation service for Virginia Power Services Energy Corporation, Inc. Transco proposes the construction and operation of the following new facilities and modifications to existing facilities: the Greensville Lateral, consisting of approximately 4.19 miles of 24-inchdiameter pipeline ex-tending from milepost 5.2 on Transco’s existing Brunswick Lateral in Brunswick County, Virginia, to VEPCO’s proposed power plant in Greensville County, Virginia; one 25,000 horsepower electric-driven compressor unit at Transco’s existing Compressor Station 185 in Prince William County, Virginia; two 10,915 hp gas-driven compressor units, three bays of cooling equipment, and the re-wheeling of two ex-isting compressor units at Transco’s existing Compressor Station 166 in Pittsylvania County, Virginia; a new delivery meter station and gas heaters at the terminus of the Green-ville Lateral at VEPCO’s Greensville power plant; modifi-cations to odorization/deodorization facilities at Transco’s Compressor Station 140 in Spartanburg County, South Carolina, and to valve settings and meter stations between Compressor Station 140 and Transco’s Tryon Lateral and

on Transco’s mainline in North Carolina and South Caro-lina; and various related appurtenances underground fa-cilities and aboveground facilities such as valves and valve operators, launchers, and receivers. Transco estimates that the project will cost approximately $190.8 million.

Transcontinental Gas Pipe Line Company has received FERC approval for the Dalton Expansion Project. The proposed Dal-ton Expansion Project includes the follow-

ing facilities: a new 21,830 horsepower compressor sta-tion (Compressor Station 116) in Carroll County, Georgia; three new meter stations in Bartow and Murray Counties, Georgia; about 7.6 miles of new 30-inch-diameter pipe-line in Coweta and Carroll Counties, Georgia; 48.2 miles of new 24-inch-diameter pipeline in Carroll, Doug-las, Paulding, and Bartow Counties, Georgia; 53.5 miles of new 20-inch-diameter pipeline in Bartow, Gordon, and Murray Counties, Georgia; 1.5 miles of new 16-inch-diam-eter pipeline in Murray County, Georgia; and ancillary fa-cilities associated with the new pipeline including mainline valves and pig launcher/receiver facilities. The Dalton Ex-pansion was anticipated to begin construction July 1, 2016. However, construction start is pending project approval from the FERC.

Williams Companies Inc. announced that Transco has received the FERC approval for the Rock Springs Expansion project. Transco is a wholly owned subsidiary of Wil-

liams Partners L.P. WPZ, in which Williams Companies has controlling and general-partner interests. The expansion project involves construction of an 11-mile lateral pipeline connecting Transco’s natural gas pipeline to the planned Wildcat Point Generating Facility, in Cecil County, MD. The pipeline is expected to carry about 192,000 dekatherms of natural gas per day. The power generating facility is antici-pated to produce about 1,000 megawatts of energy. Man-agement at Transco added that the expansion project is designed to meet growing energy needs and is part of the $4.8 billion worth of transmission projects that the company intends to bring online by 2017. In a separate development, Williams declared that Transco has filed an application with FERC for its Dalton Expansion Project. The projects will supply Marcellus natural gas to utility companies in north-west Georgia. Williams added that it has full commitment from shippers for the 448,000 dekatherms transport capac-ity of the pipeline. Apart from the 111-miles of new pipe-lines, the expansion project comprises a new compressor facility in Carroll County, GA, three new metering facilities and related infrastructure of existing facilities. Transco and

Dogwood Enterprise Holdings, Inc., an affiliate of energy services holding company AGL Resources GAS, have en-tered into a 50% partnership agreement to fund the lateral expansion of the Dalton Project. Per the agreement, Dog-wood Enterprise would lease its interest in the project to Transco, which is anticipated to invest about $275 million in the project. Construction work on the project is expect-ed to begin in third quarter of 2016, and is anticipated to complete in 2017.

Welspun Awarded $47 Million Contract For Diamond Pipeline

API recently released a new report, with the Association of Oil Pipe Lines (AOPL), confirming that pipelines continue to be one of the safest ways to efficiently transport energy across the United States. The report highlights liquid pipe-line safety performance and industry-wide efforts to improve pipeline safety in 2016 and beyond.

“Safety is a core value throughout our industry,” said API Pipeline Manager David Murk. “This report shows the tre-mendous priority we place on pipeline safety, but as an in-dustry we can always do more. By constantly evaluating our safety programs and activities, learning from past ex-periences, and making timely and adequate adjustments, our industry will continue working towards its goal of zero incidents.”

Despite a 13 percent increase over the last five years in miles of pipeline delivering crude oil, petroleum products and natural gas liquids, pipeline incidents per mile larger than 500 barrels are down nearly a third. Incidents poten-tially impacting people or the environment outside of an op-erator’s facility are down 52 percent since 1999.

The report summarizes industry-wide proactive pipeline safety principles; provides a transparent analysis of industry safety records, including where performance is improving and where challenges remain; and outlines the significant efforts liquid pipeline operators continue to make in advancing tech-nologies and implementing innovative approaches to inspect-ing, monitoring, and managing pipeline safety programs.

“Pipelines are a vital part of this nation’s energy infrastruc-ture and ensuring they continue to operate safely will be critical to securing our energy future,” said Murk. “Plus, the construction of new pipelines will create jobs, grow the economy and guarantee all Americans are benefitting from our nation’s energy renaissance.”

API is the only national trade association representing all facets of the oil and natural gas industry, which supports 9.8 million U.S. jobs and 8 percent of the U.S. economy. API’s more than 650 members include large integrated compa-nies, as well as exploration and production, refining, market-ing, pipeline, and marine businesses, and service and sup-ply firms. They provide most of the nation’s energy and are backed by a growing grassroots movement of more than 30 million Americans.

New Report Confirms Pipelines Are One Of The Safest Ways To Transport EnergyIt is reported that Welspun Tubular has received a $47 million order to help build a 440-mile pipe-line that will carry oil from Cushing, Oklahoma, to Memphis, Tennessee.

The order accounts for approxi-mately two-thirds of the pipe need-ed to build the Diamond Pipeline.

The $900 million pipeline will be capable of transporting 200,000 barrels per day of domestic crude oil from the storage hub in Cush-ing to Valero's refinery in Memphis. Diamond Pipeline LLC is a joint venture between Plains All Ameri-can Pipeline and Valero. Welspun Tubular has manufacturing facili-ties near the Little Rock Port.

The pipeline is anticipated to begin construction in late September of early October 2016 and complete in 2017.

Energy Partners, L.P. and Enbridge Inc. announced that EEP and Mara-thon Petroleum Corporation have formed a new joint venture, which in turn has entered into an agree-ment to acquire a 49 percent equity

interest in the holding company that owns 75 percent of the Bakken Pipeline

System from an affiliate of Energy Transfer Partners, L.P. and Sunoco Logistics Partners

L.P. Under this arrangement, EEP and Marathon Petroleum would indirectly hold 75 percent and 25 percent, respectively, of the joint venture's 49 percent interest in the holding company of Bakken Pipeline. The purchase price of EEP's effective 27.6 percent interest in the System is US$1.5 billion. Closing of the transaction is subject to certain condi-tions, and is expected to occur in the third quarter of 2016.

The System consists of the Dakota Access Pipeline and the Energy Transfer Crude Oil Pipeline projects. Phillips 66 owns the other 25 percent in each pipeline project. Both the DAPL and ETCO projects are highly contracted and secured by long-term take-or-pay contracts with creditworthy counterparties.

"This acquisition is an attractive opportunity to participate in a pipeline system that will transport crude oil from the pro-lific Bakken formation in North Dakota to markets in east-ern PADD II and the U.S. Gulf Coast providing another important link in our market access strategy that is driven by improving netbacks and access to the best markets for our customers. The pipelines offer competitive tolls, a sig-nificant level of long-term take-or-pay commitments from high credit quality customers, and strong risk-adjusted re-turns. Potential also exists for expansion of the pipelines should customer demand warrant. The investment is ex-pected to be immediately accretive to distributable cash flow when the pipeline projects come into service, which we expect will occur by the end of 2016," said Mark Maki, President for EEP.

Guy Jarvis, Executive Vice President - Liquids Pipelines and Major Projects of Enbridge, noted, "The Bakken Pipeline System is a great example of how the right acquisition can support and bolster our liquids pipelines strategy, while also supporting our U.S. sponsored vehicle -- EEP. In addition to the obvious project benefits, Enbridge also looks forward to working with Bakken Pipeline to develop joint toll solutions that would provide an attractive opportunity to once again, cost effectively extend the reach of Enbridge's existing liq-uids pipelines system. Joint tolls will provide improved mar-ket access for customers, including a new path to the USGC via our mainline system through our recently completed Southern Access Extension into the Patoka Hub where it will

be available for connection to ETCO. This will provide our shippers the ultimate potential to reach the eastern USGC, which has been a strategic priority for us."

DAPL is a new 30-inch diameter pipeline from the Bakken/Three Forks production area in North Dakota to market cen-ters in Patoka, Illinois. DAPL is expected to initially deliver in excess of 470,000 barrels per day of crude oil and has the potential to be expanded to 570,000 bpd. The pipeline has six origin locations in North Dakota and delivers to Patoka. The construction of terminals began in January 2016, main-line pipeline construction began in May 2016, and all major materials and equipment have been procured.

ETCO, formerly one of the Trunkline pipelines, is a convert-ed natural gas pipeline from Patoka to the Sunoco Terminal in Nederland, Texas. The pipeline consists of 62 miles of new 30-inch diameter pipe, 686 miles of converted 30-inch diameter pipe, and 40 miles of converted 24-inch diameter pipe. Construction of the new pipe began in April 2016. Both the pipe conversion and the pump stations are over 90 per-cent complete. Both DAPL and ETCO are expected to be ready for service by the end of 2016.

Upon successful closing of the transaction, EEP and Marathon Petroleum plan to terminate their t ranspor ta t ion services and joint venture agree-ments for the Sandpiper Pipe-line Project. EEP continues to be-lieve the Bakken region is a highly productive and attractive basin, which has sig-nificant crude oil supply growth potential that will require additional pipeline capacity in the future. The scope and timing of the Sand-piper Pipeline Project will be evaluated during the quarter to ensure that it is positioned to meet the growing need for pipeline capacity while offering customers competitive tolls and strong netbacks. Additionally, in conjunction with a ter-mination of the Sandpiper joint venture agreements with Marathon Petroleum, EEP will retain 100 percent ownership in our legacy North Dakota system, which is one of the most competitive outlets available to producers in the State.

HEARD ON THE LINE Recent storms across the United States have brought a great amount of damage and destruc-tion to so many families. Many of these families are our pipeline family. If you are able, please reach out and try to help them as they recover from these events. Tornados and flooding have ravaged many parts of the United States. One of our pipeline family, Deb Hebert, along with others have formed “Cajun Angels”. They tire-lessly have been collecting items, making trip after trip to bring families across Louisiana food and supplies they may need. Julie Prejean has been collecting school supplies for the schools in Louisiana to help teachers and children be able to go back to school. If you can offer help to anyone, please do. Let’s all stand united and help families to regain normalcy to their lives. Many thanks to all who have pitched in to help each other during these recent terrible weather events.

Oscar Britton (O. B.) Herring of Ben-ton, Louisiana, passed away at age 69 on Wednesday, August 10, 2016 at Kin-dred Hospital in Houston. O. B. was born on March 19, 1947 in Oak Grove, Loui-siana. He graduated from Forest High School in 1965 and attended Northeast Louisiana University prior to being draft-

ed into military service. O. B. served our country in Viet-nam in the United States Air Force. Once his service was complete, he made a home near his family. For the past several years, O. B. was a well-known and well-respected inspector in the pipeline business where he made many lasting friendships. Aside from his work, O. B. was a dedi-cated family man and friend. He kept in constant contact with his friends, old and new, and was always in touch with his family. He was never too busy to answer a call or to reach out to those he cared for. He loved to watch his children and grandchildren play sports. He was an avid fan of LSU sports, Ford Trucks, Louis L'Amour and old westerns. O. B. always enjoyed a good joke and a good natured prank. He was a very kind hearted, genuine and generous person with a quick wit and easy laugh who will be dearly missed by many. O. B. is predeceased by his parents, G.C. and Fannie Mae Herring of Oak Grove, Louisiana. William Franklin Miller, 88, Midwest City, OK, died Monday, Aug. 08 2016. He was born July 13, 1928 in Tabler, OK to Robert F. Miller and Dorothy L. (Hill) Miller. He was preceded in death by his parents, brother Ernie, sister Tina, 3 half-

brothers, and two half-sisters. William F. (Jr) became a hard worker at a young age. He finished the 8th grade, and then started working to support his family. He was drafted into the U.S. Army where he served during the Korean War. Upon completion of his service, in 1953 he began his career in pipelining with local union 627. His interests were working on cars, car races, and dancing to Bob Wills music. He is survived by his wife Virginia Miller; sister Montie Faye; his son Dave Miller and his wife Deb-bie; granddaughters, Lauren and Madison. Also, survived by sons Rick Horner and wife Sheri, Dale Horner and wife Lori and daughter Donna Brasington; 6 grandchildren, Morgan, Sheridan, Natalie, Micah, Hannah, and Amber; 3 great-grandchildren, and numerous family and friends.

Wesley Alfred Odom, 61, of Panama City, was called to his final resting place Friday, August 5 while doing what he loved working on a pipeline job in Louisi-ana. Mr. Odom was born on September, 5 1954 in Panama City, Florida. He was a very proud Marine Corps veteran, and a lifelong Mason. He had a passion for

building hot rods, which evolved into his field of choice. For the last 30 years Mr. Odom made his home being a master mechanic in the pipeline industry. Through his career pursuit, he and his wife traveled the country and became a staple in the pipeline mechanic world. He was a mentor to 1000's of people in the industry; not just to mechanics, but to anyone that was lucky enough to spend just a few minutes with him. For such a mountain of a man he had a very easy quality about him that made him so easy to speak to about anything. He was very well known for walking people through their problems, on and off the job. Because he touched the lives of so many, thousands are deeply mourning his loss; not just the ones he touched personally, but also many who knew only of the reputa-tion of this great man. Mr. Odom was preceded in death by his parents Alfred V, and Katie Odom and one brother George Edwin "Buddy" Odom. Mr. Odom leaves behind a loving wife of 18 years Jodi Odom; 2 brothers, Wayne Odom and Tommy Odom; two sisters, Wanda Church and Edith Lisenby; four sons, David Odom, Matt Dyer, Mat-thew Arceneaux, and Tracy Champagne; two daughters, Charlea and Ann Odom; four grandchildren Shae, Silas, Anna, & Peyton. Mr. Odom was a loving husband, Father, and friend. Mr. Odom was loved and adored by all that came into contact with him, whether it be his blood family or his extended pipeline family from across the country. He will be dearly missed for years to come by all. He was truly one of a kind, and the world is surely less of a place now that he is no longer with us.

Ben Booker, age 92, of Bedias and The Villages, FL passed away Sunday July 31, 2016 in Bryan, Texas. He was born March 9, 1924 in Oakwood, Texas to Thomas Emmett and Mae Elizabeth Jones Booker. Ben attended Sam Hous-ton State University before serving in the 11th Army Air Force in the Aleutians

Islands during WWII. After completing his service he at-tended the University of Texas for awhile. Ben's pipeline career started as a welder progressing to vice president of Houston Contracting and retired as vice president of Gregory & Cook. In overseas work he traveled to 50 coun-tries. Ben retired in 1987 and resided in Emerald Bay on Lake Palestine. In 1997 Ben and Peggye moved to the Villages in Florida because of his passion for golf. Ben was preceded in death by his parents; his first wife of 46 years, Peggye Beville Booker in 2009; and his three sis-ters, Katherine Booker Orman, Mary Booker Counts, and Ada Booker Shelton. Ben is survived by his wife Bobbie Rigby Booker of Bedias; children, Steve and Susan Rigby of Spicewood, David and Robin Rigby of McKinney, Laura and Gary Hinson of Cameron, Paul and Sharon Rigby of Bedias, Lynda Rigby of Madisonville, Jim Rau and Sandy of Clarks Summitt, PA.; grandsons, Jeffrey Rau of Scott Township, PA., and Brandon Rau of Martinsburg, NY.; and fourteen other grandchildren. Pallbearers were grandsons Jeffrey Rau, Brandon Rau, Steven Stover, Tyler Stover, Clint Rigby, and Dallas Gressett.

Ivan R. "Pete" Cunningham, 84, of Lin-den, IN died at his residence Tuesday morning August 23, 2016. Pete was born in Avalon, MO September 16, 1931, the son of the late Ira and Susan Wimmer Cunningham and was a 1949 graduate of Avalon High School. He married Ju-lia Jean "Jolly" Owings at Chillicothe,

MO November 16, 1949, and she survives. Pete was very active and past three time president of the Linden Conservation Club. He loved hunting and fishing, train-ing bird dogs, helping people when he could and being a conservationist. Pete was a welder for several natural gas pipeline construction companies, and with his fam-ily resided in many locations before moving to Linden in 1964. He later was employed by W.H. Joyner Com-pany in Lafayette and Crawfordsville. Surviving with his wife are three daughters, Brenda Sutton (Leroy) of Long Lane, MO, Sandra Birge (Darrell) of Linden, IN and Mar-tha Wedemeyer (Kit) of Roachdale, IN; by a son, Clayton Cunningham of Buck Creek, IN and a daughter-in-law, Jenny Cunningham of Crawfordsville, IN. Also surviving are 15 grandchildren and 18 great-grandchildren. He was preceded in death by a son, Wayne Cunningham and by two brothers, Roger and Alvin Cunningham. If friends

Funeral service for Jerry Elkins, 65, were held July 30, 2016. Jerry served our country in the Army for four years and worked the pipeline for Local 692 for for-ty-six years until his retirement in 2016. He really enjoyed his job. Jerry stayed busy all the time by working in his yard and cooking. He loved listening to coun-

try and western music. Jerry attended Glenmora United Pentecostal Church. He enjoyed spending time with his companion Nelda Edwards. He will be sadly missed by all who knew and loved him. Those left to cherish Jerry's memory include his three brothers, Harold Elkins and wife, Evelyn, Jimmy Elkins and wife, Debbie, and LeRoy McDaniel and wife, Elaine, all of Baton Rouge; two sis-ters, Jessie Elkins of Baton Rouge and Rose Rankins of Pasadena, Texas. Bob D. Erwin, 63 of Pocola passed away Friday, Aug. 5, 2016 in Fort Smith, Arkan-sas. Bob was born Jan. 21, 1953, in Lone Oak to Edward William and Gladys Vel-ma (Richardson) Erwin. Bob was a pipe-liner. He was a loving father, grandfather, devoted husband and man of faith. He was preceded in death by his parents;

three sisters, Emogene Wilson, Juanita Erwin and Frieda Creighton; and two brothers, Leon and Raymond Erwin. Survivors include his wife, Karen of the home; daughter and son-in-law, Crissy and Brookin Stephens of Spiro; son and daughter-in-law, Robby and Stephanie Erwin of Spring, Texas; five grandchildren, Brayden, Emma, Sam-uel, Grayson and Judge; four sisters, Betty Sue Spencer of Tulsa, Edwina Osburn of Sallisaw, Patsy June Whitlock and Christeen Erwin of Pocola; five brothers, Shelby Er-win of Pocola, Joe Erwin of Arkoma, Ned Erwin of Sal-lisaw, Ray Erwin of Pocola, Charles Erwin of Alma, Ar.; numerous nieces, nephews, other relatives, loved ones and friends.

Lloyd "Sonny" Hale, 88, died Thursday, July 21, 2016 at the Minneola Nursing Home. He was born November 1, 1927 at Bloom, Kansas, the son of Glen and Doro-thy (Evans) Hale.
