I. ThePublicServiceInternshipProgram
TheTulaneCenterforPublicServiceInternshipProgramembracesalloftheaspectsofatraditional student internship. Studentswho participate expect to receiveworthwhileacademicandcareer-relatedexperiencesattheirservicesites,andsupervisorshelpguidetheirlearningobjectives.ThePublicServiceInternshipProgramalsooffersuniquebenefitstobothstudentsandpartneragenciesthatenhancetheinternshipexperienceandmakeitevenmorebeneficial.
A. WhatIsanInternship?Dependinguponyouragency’sneedsandresources,studentinternshipscantakeonmany different forms. However, here are some common characteristics that allinternshipsshouldencompass:
• Internshipsprovidemeaningful,career-relatedworkandextendthestudent’sacademiclearningandprofessionaltrainingbeyondtheclassroom.
• Internshipsarecarefullymonitoredbysitesupervisorsandencourageactivestudentcommunicationandreflection.
• Internshipsinvolvetrainingand“intentionallearning”andhelpthestudentidentifyacademicandcareerpathwaysheorshewouldliketoknowmoreabout.
Agenciesthathavethetimeandstaffnecessarytosuperviseinternsandcanofferthemworthwhileprojectswillultimatelyprovetobethebesthosts.Thoseagencieswillthenreapthebenefitsofhavinginternswhowillmakeavaluablecontributiontotheirworksitesandwillproducehighqualitywork.
B. WhatIstheDifferencebetweenanInternandanEmployee?
Agencies often make the mistake of equating a student intern to an entry-levelemployee.Thereare importantdifferencesbetweenan internshipandanentry-leveljob, and recognizing those differences will help ensure a successful internshipexperienceforthestudentandyouragency.Forexample,entry-levelemployeesoftenreceiveextensivetrainingupfrontandarethenexpectedtocompleteworktaskswithlittleornosupervision.Ontheotherhand,internsrequirecontinuousmentoringandcoachinginordertoensurethatthe learningprocessisongoing.Someagenciesalsomakethemistakeofusinginternsonlyforclericaland/ornon-career-relatedactivities.Weurge agencies to resist this temptation. Internsbecome frustratedand unhappywhen they think their experiences are not worth their while, and the relationshipbetweenthemandtheiragenciestypicallysours.

C. BenefitsforStudentsThroughthePublicServiceInternshipProgram,studentsareaffordedtheopportunitytobridge academic learning with service in the community. Our internships fosterprofessionaldevelopment,promotethepracticalapplicationofknowledgeacquiredintheclassroom,andencouragecivicengagement.Additionally,studentswhosuccessfullycomplete a public service internship will fulfill Tulane’s Public Service GraduationRequirementandearnuptothree(3)credithoursofacademiccreditintheirmajororminorfieldofstudy.D. BenefitsforPartnerAgenciesThePublicServiceInternshipProgramoffersagenciesallofthetraditionaladvantagesofhostingstudentinterns:
• Addingshort-termpersonneltoassistwithprogramsandprojects;• Benefitingfromstudentswhohavespecialskillsand/orknowledgethat
complementthoseofyouragencystaff;• Bringingaboardexcitedandenthusiasticworkerswhoareeagerto
completeassignments;• Increasingyouragency’svisibilityoncampusandinthebroadercommunity;• Findingsatisfactioninhelpingstudentsprogressintheircareerpaths
AdditionalbenefitsspecialtothePublicServiceInternshipPrograminclude:
• Agencieshavetodominimalrecruiting.BybeingincontactwithanInternshipCoordinator,makinguseofouronlinedatabaseofopportunities,andsemesterlyInternshipFair,agenciesthataretappedfortimeandresourcesonlyhavetocommunicatewithoneperson,theInternshipCoordinator,whilestillreachingahighnumberofqualifiedapplicants;
• Onlyqualifiedsophomores,juniors,andseniorswhoarecapableofhandlingrigorousinternshipswillbereferredtoagenciesforpotentialplacements.Agenciesultimatelymaintainautonomyovertheselectionandinterviewprocessandhavethefreedomtochoosewhichstudentswillreceiveaninternshipoffer;
• Studentsarerequiredtocompleteatleast60–70hoursattheirinternshipsitesoverthecourseofthesemester.Studentsarealsonotallowedtocompletealloftheirhoursinarushatthebeginningorendofthesemester,meaningyouragencywillconsistentlybeabletorelyonthehelpofyourinternsperthescheduleyouset.

II. DesigningaPublicServiceInternshipA. CreatingaPublicServiceActivityBeforeyouragencycanhostapublicserviceintern,youmustcreateaPublicServiceActivity (PSA)and submit it to ourdatabaseof opportunities in theCPS InformationSystem(CPSIS)athttps://cpsis.tulane.edu/.FormoreinformationonhowtosubmityourPSA,pleaserefertotheendofthisdocument.When designing your internship position(s), it is important to keep inmind that themission of CPS is to specifically engage Tulane students in public service. Yourinternship(s) should thus have a public service component. Each of our communitypartnerorganizationsgoes throughavettingprocess thatdetermineswhetherornottheir work falls within our public service criteria. The majority of our partners arecommunity-basedorganizations,includingschools,nonprofits,hospitals,governmentalagencies, and neighborhood associations. In addition, some for-profit businesses areconsiderediftheirworkprovidesaserviceforthepublicgoodthatmakesasignificantimpact in the community. Another important criterion is that the internship benefitmembersofthenon-Tulanecommunity.A PSA is the internship job description. It asks agencies to think about the regularduties that will be assigned to an intern, any potential risks associated with theposition,andthe“InternshipContribution”orendproductthatinternsshouldleavewiththeagencyasthefruitionoftheirworkthere.ThemostappealingPSAs,andthusthe ones that attract a higher number of student applicants, have clearly definedduties and highlight the thought the agencyput into creating the position. BeforedraftingyourPSA,herearesomethingsyoumaywanttoconsider:
• Whyareyoucreatinganinternshipposition?Therearemanyreasonsforwantingtohostanintern.MakethisclearinyourPSA.Isyouragencylookingforextraprogramminghelp?Isthereaspecificskillyourcurrentstaffneedsextrasupportwith,andareyoulookingtofillgapsinyourareasofexpertise?Perhapsyouareevenhopingtotransitiontalentedinternsintoentry---levelemployees.
• Whatareyourexpectationsfortheintern?Isyouragencylookingtogiveaninternaspecificprojecttostartandcomplete,orwillheorshebeapieceofthepuzzlethatfitsintoamuchlargeragency-wideprogram?Ifthiswillbeyourfirstintern,considerhavinghimorherlaythegroundworkforthesuccessoffutureinterns.

• Howwillthestudentbenefitfromtheinternshipexperience?Youshouldhaveclearlearninggoalsandconsiderwhoisbestequippedtobethestudent’smentor.Choosingamentorrequiresthatheorshehassufficienttimetoadviseandsupporttheintern.Allinternshipsshouldprovideaneducationalandtrainingopportunityforinterns.
• Logistics:Howmanyhourswilltheinternworkperweek;whereintheofficewilltheinternwork;wills/hereceiveanagencyemailaddressand/orphonenumber,etc.?
B. Students’InternshipContributionsAlongwithanyregulardutiesthatyouassignanintern,weaskthatallpublicserviceinternshippositionsentailanInternshipContributionasthefruitionoftheintern’ssemester-longwork.TheInternshipContributionisatangibledeliverable,identifiedbyboththestudentandtheirSiteSupervisor,whichaddressesaneedandprovidesalastingbenefittotheorganization.AstheirInternshipContribution,studentsmaycontributetoanexistingprojectoralong-termundertakingthatisnotcompletedbythetimetheinternshipends.ItisimportanttonotethatInternshipContributionsarenotseparateorextraprojectsfromregularworkassignmentsattheinternship;instead,theyarethefruitionofthesemester’sinternshipandcantakeonmanydifferentforms.Inthepast,internshavedevelopedresourcedirectories,teachingmanuals,presspackages,databases,newspaperarticles,after-schoolprogramming,andoutreachbrochures.TheInternshipContributioncouldalsobeareportontheworkthatwasaccomplishedduringtheinternship,oratips/guidelinesmanualforfutureinterns.TheInternshipContributionismeanttoprovidealearningexperiencefortheinternandsomethingofvaluetotheCommunityPartnerOrganization.StudentsareresponsibleforpresentingtheInternshipContributiontotheirseminarclassasapartoftheirfinalpresentation.StudentsmayrefertotheseminarsyllabusformoreguidelinesontheInternshipContribution.

Weencourageyoutothinkabouttheneedsofyouragency.Weoftentellpartnerstothinkabouta“WishList,” i.e.,thingsyouwishyouragencycouldproduceordobutcurrentlycannotduetolackofstaffingoragapinskill.Wherewouldaninternbeableto address some of these needs, and how could that be turned into an InternshipContribution?C. AssessingRisksandLiabilitiesTheCenterforPublicServiceasksyoutoconsiderallrisksandliabilitiesassociatedwithworkingatyouragency.Somerisksareobviousandareonesyouragencyundoubtedlyconfrontseveryday.SomecommonsitesthathavereadilyapparentrisksandliabilitiesandshouldhighlightthemintheirPSAincludeschools,constructionsites,hospitals,andotherhealth---relatedsites.Other agenciesmayhave amoredifficult timewith assessing their risks.Whereasawork-relatedactivitymaynotappearriskytoyouasasupervisor,itisbesttothinkaboutactivities from the viewpointof your intern. Internshipsare learningexperiences.Bycarefullyconsideringtheworkyourinternwilldo,youhaveanexcellentopportunitytoteachyourinternhowtohandleasituationprofessionallyandsafely.WhenwritingyourPSA,herearesomequestionstoaskyourselfinordertomitigaterisksandliabilities:
• Willinternshavetosubmitproofsofeligibility,suchasfingerprintingorbackgroundchecks,andifso,whowillcoverthecostofthesechecks?Whereshouldinternsgotohavesuchservicesdone?
• Whataretheconfidentialityrulesforyouragency?Areinternsallowedtotakephotographs?
• Whatshouldinternsdoiftheyobserveinappropriateconductatyouragency?Whoshouldtheycontact?Whatareproceduresthatinternsshouldbeawareofinthecaseofanemergency?
WhendesigningaPSA,youshouldalsobeawareofthefollowingrestricted/sensitiveactivities:

Someactivitiesarecloselymonitoredand,insomecases,studentsaretoldtheymaynotparticipateinactivitiestowardpublicservicecredit.
a. Humansubjectsresearch,includingbutnotlimitedtosurveysinvolvinghumansubjectsresearch,unlesspriorapprovalisobtainedfromTulane’sInstitutionalReviewBoard;
i. Studentsareadvisedtocarryinformationalcardswithresearchercontactinformationwhichmaybehandedouttoresidentswhohavequestionsthestudentmightbeunpreparedtoanswer
b. Restrictedphysicalactivitiesthatincludeclimbingladders,climbingonrooftops,liftingmorethan60pounds,structuralwork,and/orliveelectricalwork;safetyinstructionsmustbedocumentedanddeliveredtostudents,protectivegearhardhatsandsteel-toeshoesarerecommended
c. StudentsmaynotassignSite’sservicerecipientsintoacertainlevelof
programmingbasedonStudent-conductedassessments(e.g.,placementofstudentsinappropriateEnglishasaSecondLanguageclass)
d. PoliticalCampaigning:Votereducationprogramsandactivitiesareacceptable
aslongastheyarewithouteditorialopinionorpoliticalskew.Activitiesmustbeaimedateducatingstudentswithrespecttothepoliticalprocess.Studentscanparticipateincampaignwork,butitmustbeinacampaignoftheirchoicewithouttheuniversityinfluencingwhichcampaignsarechosen.
e. Studentsmaynot
i. Photographcrimescenesii. Writeactualinvestigativereportsiii. Performbackgroundchecks(unlesstheCPSPartnershipCommittee
receivesmoreinformationandapprovesthisactivitybasedontheadditionalinformationprovided)
iv. Testifyincourt(unlessavalidsubpoenahasbeenissued)
f. PublicServicecreditisnotissuedtoTulanestudentsforservingothermembersoftheTulanecommunity(students,instructors,staff)fortheirorforTulane’sbenefit.PublicServicebenefitsmembersofthenon-Tulanecommunity.

g. Forstudentworkwithinprivatehomesorotherone-timeservicesites(example:GreenLightNewOrleans),theCPSPartnershipCommitteereviewspartners’locationvettingproceduresbasedonthefollowingquestions:
i. Explainhowyouragencyscreenslocationsbeforestudentsconductservicethere.
ii. Whoisliableandwhatstudentsshoulddoiftheyareaccusedofstealingorsomethingbreaks?
iii. Explainlevelofsupervision.Willanagencystaffperson/representativebepresentwhilestudentsserveinprivatehomesorremotelocations?Ifnot,whatprocedureshouldstudentstakeforreportingproblems?Explainhowmanystudentsshouldbepresentwhenservinginprivatehomes.CPSPartnershipCommitteeadvisesthatstudentsworkinpairsorlargergroups.
h. Studentsshouldbeunderdirectsupervisionatalltimeswhenworkingwith
vulnerablepopulations.Studentsworkinginschoolsshouldneverbetheonlyadultwithaclassofstudents.Whentutoring,workinanopenareaorwiththeclassroomdooropenandhavesupervisionisavailableonsite.Ifyouareworkinginasummercamp,maintainaninterntoyouthratio<5:1-6;6-8:1-8;9-14:1-10;15-18:1-12asrecommendedbytheAmericanCampAssociationandbesuresupervisionisavailableonsite.
i. Neighborhood-basedoutreach/Canvassing:StudentsshouldbeadvisedtofamiliarizethemselveswithTulaneUniversity’sgeneralsafetyguidelines.Partnersareencouragedtonotifyneighborhood-basedpoliceofficers,toinformstudentsabouttheareainwhichtheyareworkingincluding“safespots”(i.e.stores,etc.)wheretheymaygoiftheyarefeelinguncomfortable,toprovidestudentswithinformationalcardsincludingthesponsoringorganization’scontactinformationandtoinvolveneighborhoodresidentswhenengagingstudentsinneighborhoodoutreachactivities.(CPSretainsadditionalguidelinesfortheseactivities)
j. GroupCounselingandCounselingRelatedGuidelines
• Thoseinvolvedareincompliancewithlicensinglawsoftheirdisciplineasitrelatestostudentlearningandengagementwithclients,especiallyclientsinthementalhealthsystem.
• Clientscanrefusetoparticipateinpublicserviceactivitieswithout

penalties.• Encouragetherapiststodiscussthestudent'sinvolvementwiththe
grouppriortothestudentattendinggroupsothatclientscouldairtheirconcerns.
• Studentsshouldparticipateinstructured,pre-determinedwaysforwhichtheyaretrainedaheadoftime.
• Undergraduatestudents’contributionsshouldbelimitedtoobservinggroupsandassistingthestafffacilitatorinmaterialpreparation,orincarryingoutaspecificgroupactivitythattheyhavebeeninstructedonbeforeagroupsession(example,helpingclientsgeneratealistoftheirknowntriggersforrelapse).
• Unlessthestudenthasspecifictraininginwhatevertreatmentisbeingoffered,undergraduatesshouldnot"co-facilitate"agroup.

IV. ManagingPublicServiceInternsWithcarefulthoughtandawell---designedPSA,youwillhavealreadyputyourselfinthepositiontosuccessfullymanageyourpublicserviceintern.Themostimportantaspectofmanaginganinternistoensurethesupervisorhassufficienttimetoguidetheinternandiscommittedtotheintern’slearningprocess.ThePublicServiceInternshipProgramprovides three tools to aid in the management of interns: a Memorandum ofUnderstanding,timesheets,andsupervisorevaluations.V. RequiredFormsforPublicServiceInternshipsThefollowingformsmustbecompletedandsubmittedtotheCenterforPublicServiceinorderforthestudenttoreceivePublicServiceCreditforaninternship.Ifanyformisomitted,thestudent’sinternshipwillnotbeawardedcredit.Pleasereadthedescriptionsandinstructionscarefullyandadheretoallduedates.A. MemorandumofUnderstanding(MOU)AgenciesandstudentsareaskedtoagreetoandsignaMemorandumofUnderstanding(MOU)beforetheinternshipexperiencebegins.TheMOUmakessurethesupervisorand intern are in agreement regarding the job description, learning objectives,strategies to achieve these goals, and Internship Contribution from student interns.Internsareaskedtoagreetoupholdcommonworkplacepracticesandhabits,suchasbeing punctual, wearing appropriate attire, and asking for help when in doubt.Supervisorsareaskedtoagreetocompleteafullsiteorientationanddiscussanysafetyrisksassociatedwiththeinternshipposition.TheMOUshouldbefilledout,reviewed,andsignedbyboththestudentandtheInternshipSupervisor.One(1)copyshouldbesubmittedtotheInternshipCoordinatoratCenterforPublicServicebeforethestartofthe semester. Copies of this agreement should also be kept by the intern and thesupervisor.B. InternshipInformationSheet(IIS)EachinternMUSTturnintheInternshipInformationSheet(IIS)totheInternshipTeamatCPSbyasetdeadline,usually2to3weeksbeforeclassesbegin.InternsareaskedtofilloutthisformwiththeassistanceoftheirSiteSupervisorandtoprovideasmanydetails

aspossibleregardingthefollowing:
• student,communitypartner,andSiteSupervisor’scontactinformation;• weeklyserviceschedule;• travelplan;• detailedjobdescription;• levelofsupervisioninthecommunityandwithclients;• uniquerisks,ifany,associatedwiththestudent’sjobandroleasanintern,and
howriskswouldbemitigated;• howtheinternshipbenefitsthepublic• howtheinternshipsupportsthestudent’smajororminor.
Atthebeginningofeachsemester,thePartnershipCommittee,whichconsistsofTulanefacultyandstaff,carefully reviewsall IIS formsandmustapproveserviceactivities foreachintern.C. TimeSheetsSupervisorsandinternsshoulddecidetogetheronworkschedulesandweeklyhourlyrequirements,solongastheminimumprogramthresholdof60–70hoursduringthesemesterismet(100hoursforCommunicationstudents).Agenciesthatkeeptrackofinterns’schedulesandtimesheetsfinditeasiertoplanforprojectsandaremorereadytogiveinternsworktocomplete.Timesheetswillberequestedatthemid-pointandendoftheinternship.Thesupervisingorganizationmayhaveitsownmechanismforrecordinganintern’shoursservedormayusetheattachedtemplate(seeAppendix).Pleasesubmitasignedcopyofthetimesheetuponrequestbythestudent.D. FinalSupervisor’sEvaluationSupervisorsareaskedtosubmitanevaluationoftheintern’sperformanceattheendofthesemester/internship.Theseevaluationsarefactoredintothestudent’sgradesandofferopportunitiestohelphimorhergrowacademicallyandprofessionally.Positivefeedbackandconstructivecriticismshouldbesharedwiththestudenttoaidinhisorherlearningprocesses.Moreimportantlyforyouragency,fillingoutanevaluationforyourinternallowsyoutoreflectuponthegoalsyouoriginallyhadinmindwhenyou

firstcreatedtheinternshippositionandwhetheryourinternismeetingtheneedsofyourorganization.Youcanalsotakethisopportunitytothinkofwaystoexpandfutureinterns’rolesatyouragency.TheFinalEvaluationisworth30%oftheintern’sgrade.Itisveryimportantthateveryeffort is made for the internship supervisor to critically and honestly evaluate thestudent’sperformanceoverthecourseoftheinternshipandtoawardanappropriategrade.
