Emerging Professionals Competition - 2014Visitor and Community Center - New Castle, NH

Competition Overview:The AIANH Emerging Professionals Design Competition was created to provide an opportunity for interns and young architectural professionals to strengthen their design skills, gain recognition, and assist a community with their design challenges. It is open to all New England architectural interns and architects within five years of registration. Participants do not need to be members of AIA.

Design Problem:This year’s design competition centers around designing a visitor’s center for Great Island Common’s in New Castle, New Hampshire. The site has cultural and historical significance to the town, is a gathering place for locals and families throughout the year, and is a common destination for cyclists in the area.

Design Considerations:The program envisions the site as a gathering point for the town of New Castle, providing improved service elements, reflect the town’s military history, and public amenities with the consideration of the public realm. Proposals should create a multidimensional community environment. The building should reflect sustainable practices and design ideologies and principles. Review building orientation, renewable materials and resources, water management, façade technologies, heating, ventilation and cooling system efficiency, etc. There is no particular design style, but should be sympathetic to the coastal designs.

Location:Great Island Commons301 Wentworth RoadNew Castle, New Hampshire

Project Site:The site is at the entrance to the park, and is mostly flat. There are numerous picnic tables, children play areas, and pavilions throughout the park, and a pier walk and beach areas. Within the immediate site, there is an existing concrete foundation and slab from an unknown building from the army grounds, and should be maintained or integrated within the new building. There is a bathhouse located within the park with four toilets and one lavatory for each gender, which during peak activities is not sufficient for local use. The existing gatehouse is intended to become part of the new building, and may be removed. Parking is provided in different areas of the park, additional spaces are not required. For this competition, it is not necessary to consider zoning regulations. Facilities may include up to one full story below grade. Within the larger context of the site, designers have freedom to develop structures, public spaces, and landscapes as needed to encourage public interaction.

Historical Background:Situated along the coast of New Castle Island, between Fort Constitution and Fort Stark, lays Great Island Commons, formerly the United States Army Camp Langdon. The original purpose of the site was to be an artillery post and as a center for the anti-aircraft intelligence service for Portsmouth Harbor. During the World War I era, it was known simply as New Reservation, two anti-aircraft guns were installed on the site, with limited ammunition shelter and officers quarters. After the war, the site was transformed into a training ground, and the two guns were removed by 1930. During World War II, the reservation was renamed to Camp Langdon, and several building were constructed, including an armory, barracks, hospital, training buildings, storehouses, warehouses, and a concrete jetty and pier. In 1948, the U.S. Army transferred the majority of the camp to the US Navy, which used the site as a retraining and rehabilitation center for courts-martial prisoners soon to be released. In 1963, the majority of the site was transferred to the Town of New Castle for park and recreation usage, and all military activity ceased at the post in 1964. Since its military period, the New Castle Public Library was constructed, the Town uses the former fire station as its motor pool and garage, and the majority of the other former structures were demolished, with their foundations still evident throughout the park. The site is also the location of the annual fireworks display, and the kick off point for the Great Island 5K, which involves more than a thousand runners annually.
