It has been an incredibly challengingyear for both the Field Artillery and ourjoint force. We are fighting a protractedGlobal War on Terrorism (GWOT)while converting to a modular structureand transforming to meet the demandsof evolving national security needs—and we’re doing it with an all-volunteerArmy. This is the first time we havefought a protracted war with the volun-teer force.

We are proud to note that our Army’sand joint force’s ability to accomplishthe world-wide missions is, in largemeasure, due to the awesome adapt-ability and professional excellence ofour Active Component (AC) and Re-

serve Component (RC) Field ArtillerySoldiers and Marines. US Field Artil-lery units remain the most adaptableand well led of the land formation units,as evidenced by their adeptness in han-dling a myriad of standard and non-standard tasks in Afghanistan and Iraq.

Never since World War II have ArmyNational Guard (ARNG) Redlegs beenmobilized and deployed at greater per-centages. They stand side by side theirAC counterparts in Iraq and Afghani-stan as an Army of One. They performthe same missions—the only distinc-tion between them is the left shoulderpatches the Redlegs wear.

Field Artillery at War. Along with

the talent and innovativeness of ourSoldiers, the Field Artillery’s successin GWOT is due to high-quality branchtraining; an emphasis on joint fires andeffects training—the way we are fight-ing; the development of precision at-tack capabilities organic to the groundforce; and special initiatives, such asthe CounterStrike Task Force (CSTF).

Artilleryman’s Standards and Values-Based Training. If there is one thingthat differentiates Army and Marineartillery outfits from others, it is ourincredibly high standards. Our traditionof and reverence for maintaining thehighest of standards has its roots in thevery nature of our business. With the S

smallest of errors in theworld of indirect fires, ourland force can pay a cata-strophic price.

Most Soldiers divide acircle in 360 degrees, butthat is not good enough inour business. Our higherstandard is to describe acircle in 6400 mils.

Why is that, you mayask? Because we teach our“young’uns” from day-one that at the ranges FAfires, one mil can make thedifference between killingthe enemy or allowing himto continue his mission tokill us. One mil can be amatter of life or death.

The older or more “sea-soned” reader may remem-ber our nuclear surety inspections andthe pristine deuce-and-a-halfs shelteredin our battery motor pools as our “mis-sion vehicles.” Thankfully, those daysof nuke surety are gone, but the fact isthat artillery’s penchant for the highestof standards remains at the core of ourWarrior Ethos as a branch.

You can see these standards in actionas you visit any post in the Army andpass through the division artillery or FAbrigade motor pools. They cannot helpbut set the standard for readiness andpride for the rest of their posts.

Here at Fort Sill, Oklahoma, our resi-dent courses of instruction enjoy a simi-lar reputation. A good friend once sharedthat “Gunnery instruction was the intel-lectual version of Ranger training forthe Army.” In that regard, the FA tradi-tionally experiences some failures ingunnery instruction—albeit a low rateof failure.

FA Officer Basic Course (OBC) clas-ses historically have a gunnery failurerate of about 10 percent. This low rateshould be no surprise as not every lieu-tenant in FA OBC has a math and sci-ence educational background or themotivation to master the foundationskills of becoming an artilleryman. TheFA School makes every effort to pro-vide each young officer the coachingand instruction necessary for his suc-cess.

But at the end of our day, FA OBCgraduates who leave Snow Hall mustmeet prescribed standards because theywill go into the Army and lead howitzerand rocket platoons. They must join theArmy ranks with competence and con-

fidence in their individual skills, knowl-edge and abilities.

Along with the expectation that artil-lery Soldiers master the tasks they willperform, they all are taught that valuesare the rock every warrior stands on.Each must live the Army’s values withhis word his bond.

We remain zero mils on anything shortof growing lieutenants—all Redlegs—to be branch-capable leaders who modelArmy values. As our Army transforms,we will continue to ensure that highstandards and values-based training re-main the foundation of our FA trainingand education system.

It is a fact that we all learn best “bydoing.” Therefore, we have aggressivelybuilt in experiential training in all ourprograms of instruction (POIs). Again,OBC’s POI is an outstanding example.Today’s lieutenant has had far moreopportunities for hands-on training ontasks he is expected to perform when hearrives in his unit than the lieutenant ofyesterday.

We are transforming all FA instruc-tion to meet the requirements of modu-larity, grow competent and adaptableleaders, and resource the evolving de-mands of an Army at war. Our POIs area baseline plan, but we will not allowplans to become our tyrant. We must beready and willing to routinely “FRAGO”POIs for all our training to reflect les-sons learned from operations in Iraqand Afghanistan.

The FA is growing as a branch, in-creasing the number of FA NCOs andenlisted Soldiers. The growth will leadto more opportunities for promotion

over the next few years. Atevery grade from E-5through E-9, we expect tosee FA Soldiers promotedfaster than at any time inrecent history.

The largest increase willbe in 13F Fire Support Spe-cialists as we add moreacross the formation. InFY05, we will train an ad-ditional 900-plus fire sup-port team (FIST) person-nel to fill shortages in Armyand joint organizations.

We also are making a con-certed effort to increase theimportance of the FA Mas-ter Gunner. In terms of histraining and certification,he will be the equivalent ofboth the Abrams and Bra-

dley Master Gunners. We are in the pro-cess of establishing an additional skillidentifier (ASI)-producing course toensure FA master gunners have the train-ing and skills to advise battery, battal-ion and brigade commanders on all cer-tification, range and resource require-ments for all levels of gunnery andcoordinate for the same.

Our artillery school is a professional,learning institution of high standardsand Army values.

Joint Training. We are in the processof solidifying the FA’s role as theArmy’s joint fires and effects integratorwith a number of initiatives.

• Our Joint Fires and Effects TrainingSystem (JFETS) at Fort Sill opened itsdoors to resident training in September.You may recall from previous articlesthat JFETS is a state-of-the-art simula-tor that uses emerging technology totrain military members from the USArmy, Air Force, Marines and Navy tointegrate and deliver joint fires and ef-fects for the joint force. Comparing thenew JFETS with its embedded call-for-fire-trainer to the guard-unit armorydevice, full-crew interactive simulationtraining (GUARDFIST) first fielded in1994 is like comparing “apples to or-anges.”

Feedback from our first Redlegs totrain on JFETS was overwhelminglypositive—one officer said, “Just lockthe door, and let me stay in here andtrain all night.”

• The 3d Infantry Division (Mecha-nized) out of Fort Stewart, Georgia;Fort Sill; and the Air Ground Opera-tions School (AGOS) at Nellis AFB,

Nevada, continue to make great progresstoward training and certifying Armyfire supporters in the application of jointclose air support (JCAS). Just recently,the Air Force’s Air Combat Command,Langley AFB, Virginia, concurred withthe Army G3’s request to formalizeCAS training being conducted at NellisAFB.

To date, 19 13Fs from the 3d Divisionhave successfully completed CAS train-ing. Graduates have mastered the skillsof providing targeting information andterminal guidance of Types 2 and 3CAS. (Type 1 CAS is when the risk offratricide requires the controller visu-ally acquire the attacking aircraft andthe target. Type 2 is when visually ac-quiring the attacking aircraft or the tar-get is not possible. Type 3 CAS is whenthe attacking aircraft imposes a low riskof fratricide.)

The near-term goal is to formalize theArmy’s participation in the Air ForceCAS training program. Given the Armyrequirement to terminally control JCASat the company level, we jointly mustdetermine the JCAS training through-put at AGOS and the appropriate num-ber of Army seats.

We must push our senior 13F NCOs tothe “head of the training line” beforeofficers because both initial cer-tification and sustainment train-ing for CAS is time- and re-source-intensive. By training 13FNCOs in JCAS, the Army willbenefit most by investing in thosewho make their living in the jointfires business. Trained 13Fs willserve the Army repetitively intheir assignments.

As a long-term goal, we lookforward to working with our sis-ter services to resolve the criticalissues surrounding joint termi-nal attack controllers’ (JTACs’)availability and training. We re-main committed to training fu-ture leaders in the application ofall joint fires and effects.

• Fort Sill hosted our first-everJoint Fires and Effects Course(JFEC) from 27 September to 15October. This ground-breakingeffort is proving to be a monu-mental step toward training lead-ers to employ joint fires and ef-fects better.

This first JFEC class consistedof 25 students from all servicesand was focused on teaching re-lated joint doctrine and tactics,

techniques and procedures (TTPs) forplanning, synchronizing and executingjoint fires and effects in support of ajoint task force (JTF) and joint forcecommander (JFC).

Based on after-action review (AAR)comments from our first class—mostenthusiastically positive—we will ad-just the course and offer it quarterly.More to follow on this exciting newinitiative.

Precision Munitions Organic to theGround Force. To provide precisionfires organic to the ground force tomaximize responsiveness, we are de-veloping precision-guided munitions for155-mm and 105-mm howitzers andthe multiple-launch rocket system(MLRS), some with accelerated field-ing for GWOT.

• The Excalibur 155-mm unitary pre-cision munition program has made somesignificant progress. On 16 September,the Vice Chairman of the Joint Chiefsof Staff signed the Joint RequirementsOversight Committee (JROC) memo-randum officially granting approval ofthe Excalibur Unitary Round Opera-tional Requirements Document (ORD).The Excalibur unitary round is pro-jected for fielding in 4th Quarter ofFY06 in conjunction with the fielding

of the lightweight 155-mm howitzer(M777A1).

This unitary round has had some tech-nical successes in recent tests. TheGuided Series 3b Test conducted on 17September demonstrated the properfunctioning of the inertial measurementunit (IMU), global positioning system(GPS), mission computer and canardcovers while exhibiting the stable flightof the projectile. Tentatively scheduledfor early FY05, the Guided Gunfire ATest will demonstrate the round’s abil-ity to navigate to a point on the ground.

The Excalibur program is important tothe Army as it will give our fires battalionsprecision capabilities in the close supportfight, increased range and a steep terminaltrajectory that will allow them to attacktargets in urban and complex terrain whileminimizing collateral damage.

• The Projectile Guidance Kit (PGK)will bring a precision capability to 105-mm and 155-mm howitzers. The PGKis a fuze device with fins that is appliedto an existing 105-mm or 155-mm roundto improve its accuracy. This will re-duce the amount of ammunition re-quired for missions and enhance thecurrent and future forces’ indirect fireaccuracy. The Army anticipates PGKwill achieve initial capability in FY09,

with fielding in FY10.• The future guided-MLRS

(GMLRS) rocket is progressingalong two axes: the dual-purposeimproved conventional munition(DPICM), or GMLRS-D, and theunitary warhead, or GMLRS-U.

GMLRS-D began live-fire op-erational testing at White SandsMissile Range, New Mexico, inOctober and continues on intoNovember. The high-mobility ar-tillery rocket system (HIMARS)fired the rockets while also un-dergoing operational testing. 2dBattalion, 18th Field Artilleryfrom Fort Sill was the crew forthe HIMARS testing.

GMLRS-D has a greatly re-duced sub-munition dud rate and,with its precision capability, costssignificantly less than the M26free-rocket to attack targets.GMLRS-D will be available inwar reserve stockpiles in early2006.

GMLRS-U has had two highlysuccessful test firings to date inthe point-detonating fuze mode.Future testing also will includethe proximity and delay fuze

modes.Congress has funded and we are work-

ing to accelerate limited fielding ofGMLRS-U for ongoing war operations,also in FY06, with force-wide fieldingin FY08, as currently projected.

GMLRS-U is important to the Armyas it allows the rocket battalions of thefires brigades to attack at long range withprecision for shaping and counterstrikeoperations with the added benefit of itsunitary warhead’s being effective againsttargets in areas of collateral damage con-cern.

Counterstrike Task Force (CSTF).Enemy indirect fires, primarily rocketsand mortars, have become the numberone cause of injuries to Soldiers andMarines serving in Operation Iraqi Free-dom (OIF) and Operation EnduringFreedom (OIF). Improvised explosivedevices (IEDs) and direct action ac-count for most other hostile action inju-ries. The insurgent OIF/OEF indirectfires are characterized by low-volume,shoot-and-scoot delivery.

The Training and Doctrine Command(TRADOC) Futures has focused theefforts of the TRADOC schoolhouses,particularly the FA School at Fort Silland the Air Defense Artillery School atFort Bliss, Texas, to work with in-the-ater leaders and the Department of theArmy staff to find holistic solutions todefeat the insurgents and protect ourSoldiers.

Initial efforts include a wide array ofdevelopmental capabilities. These areproviding early warning of incomingrounds to individual Soldiers, improv-ing overhead protection at base camps,intercepting the rounds, improving ra-dar acquisitions of indirect fire and im-proving counterfire response times.

What is clear is that there is no onesolution to defeating enemy fires andprotecting our servicemen and Coali-tion Forces. Our strategy must be lay-ered and redundant.

The CSTF is looking for innovativeideas from the FA, Army and the jointservices to defeat OIF and OEF enemyindirect fires—I strongly encourage youto share any expertise you might have tohelp resolve these challenges. Modularity and TransformationUpdate. The past three Chief of FieldArtillery magazine columns (“CrossedCannons on Your Collar” in the March-June, July-August and September-Oc-tober editions) have dealt with modu-larity and, to some degree, transforma-tion. This Red Book edition includesthe article “NLOS Systems for theModular and Future Forces” by MajorsJack Emerson and Mark Laflamme andColonel (Retired) Jim Cunningham thatprovides updates.

But several modularity issues are stilloutstanding, a couple of which we dis-cuss in this article.

Number and Locations of Fires Bri-gades. A fires brigade allocated for eachunit of employment, called a UEx, isrequired to guarantee a ready fires ca-pability for the Total Army. At presstime, we did not have the critical deci-sions regarding the number and loca-tions of our AC and National Guardfires brigades.

Ideally, each fires brigade would becollocated with its UEx to facilitatetraining and certification with the firesbattalions organic to the UEx’s BCTs.However, the infrastructure and train-ing ranges at some UEx locations arelimited, requiring that several fires bri-gades be maintained at Fort Sill. Thisclearly fits within the logic of expedi-tionary modularity.

Battlefield Coordination Detachment(BCD) Commanders. To better solidifyjoint fires coordination between theArmy and the Air Force, we are propos-ing to establish and collocate an ArmyBCD at each of the Air Force’s five com-bined air operations centers (CAOCs).In the initial coordination of this pro-posal, other Army agencies and the AirForce have been overwhelmingly sup-portive.

To ensure a highly qualified, fires-experienced Field Artilleryman leadseach BCD, we have proposed this posi-tion continue to be filled with a 13Acolonel and be a command-selected bri-gade-level position that is designated asjoint duty.

We will keep you updated on thisinitiative.

A Farewell to “Gray Beard” He-

roes. As we close this year, we mustacknowledge with heavy hearts the pass-ing of two of our great retired Redlegswho were Field Artillery leaders of thepast and who continued to serve thebranch, Army and our nation in retire-ment. These Gray Beard advisors andFA and Army advocates in the Wash-ington, DC, area were Lieutenant Gen-eral (Retired) David E. Ott and General(Retired) Donald R. Keith.

Eighty-one-year-old General Ott died21 June at Walter Reed Medical Centerin Washington, DC, after a short illness.He was buried in Arlington NationalCemetery. General Ott was Chief ofField Artillery and Commanding Gen-eral of Fort Sill; he went on to commandVII Corps in Germany before his retire-ment in 1978.

General Keith died at the age of 77 athis son’s home in Bristow, Virginia,succumbing to brain cancer on 9 Sep-tember. He was buried at ArlingtonNational Cemetery. He also was a Chiefof Field Artillery and CommandingGeneral of Fort Sill. His final assign-ment before he retired in 1984 was asthe Commander of the Army Materieland Readiness Command in Alexan-dria, Virginia.

tinue to be called upon to provide theArmy with traditional joint fires andeffects while executing non-traditionalmissions.

The FA will be able to accomplishthese multiple missions as effectivelyas we are able to grow adaptive, profes-sionally competent junior leaders. Theartillery is not an equipment-centricbranch. We are about Soldiers andMarines…about people. Leader devel-opment will remain our most essentialmission task.

In his previous assign-ment, he was Director of Strategy, Plansand Policy in the Office of the G3 at thePentagon. Among other assignments, heserved as Assistant Division Commander(Maneuver) of the 2d Infantry Division inKorea and commanded the 4th InfantryDivision (Mechanized) Artillery, Fort Hood,Texas, helping to lead its transformation aspart of the first digitized division.

Brigadier General Robert T. Bray is theDeputy Commanding General for ArmyNational Guard (ARNG) at the Field ArtilleryCenter, Fort Sill. In his previous assign-ment, he was the Deputy Assistant Com-

Private Fernandez, a native of Tuc-son, Arizona, was awarded the medalfor his actions on 5 May. While onpatrol in Baghdad’s Saidiyah neigh-borhood, insurgents ambushed hisunit. An improvised explosive de-vice (IED) hit the patrol’s rear ve-hicle. Immediately after the explo-sion, the patrol was hit with a barrageof small-arms fire. The patrol rapidlyreturned fire with their crew-servedweapons, an M-240B machine gunand .50 caliber machine gun.

The IED explosion killed two USSoldiers, wounded five others andrendered their high-mobility multi-purpose wheeled vehicle (HMMWV)inoperable.

Private Fernandez returned fire with

his M-249 squad automatic weapon. Hereloaded his weapon at least once dur-ing the short engagement that had atremendous volume of fire.

In the chaos, Private Fernandez sawthat the stricken vehicle’s M-240B ma-chine gun was not being fired. He knew

that another weapon would suppressthe enemy’s fire long enough toevacuate the wounded and leave thearea.

He left his vehicle, ran to the dis-abled HMMWV and recovered themachine gun and ammunition. Pri-vate Fernandez then opened fire onthe enemy.

As his Battery Commander CaptainThomas Pugley said, “What made allthis spectacular is the condition ofthe recovered weapon.” The handguards covering the machine gun’sbarrel that prevent the gunner’s handsfrom burning were blown off in theexplosion. But Private Fernandezcontinued to fire, even though hishands were burning.

Almost 10 minutes later, thewounded had been loaded onto Pri-vate Fernandez’s vehicle and theambush site abandoned.

Captain Pugley said, “He boughtthose Soldiers time.”

Major General Chiarelli said “PFCFernandez represents the best of us.He embodies Army Values and War-rior Ethos.”

This is a condensed versionof an article that originallyappeared in the Field Artil-lery Journal, May-June 1984,based on Major GeneralJames E. Drummond’s re-marks at an FA Officer’s Ba-sic Course (FAOBC) gradua-tion. At the time, GeneralDrummond was the Com-mander of the Training andDoctrine Command (TRADOC)Combined Arms Test Activity(now known as Operational TestCommand), Fort Hood, Texas.During his career, he also com-manded III Corps Artillery, FortSill, Oklahoma. He presented hisfour rules for lieutenants duringhis FAOBC speech.

Make no bones about it: this gradua-tion is truly a meaningful milestone,and it marks a point in time when yourresponsibilities change and from whichyou view professional responsibilitydifferently. It’s a time when the realexcitement begins as you move out tojoin your fires units.

Equally, it’s a time henceforth fromwhich the Army looks at you differ-ently and expects bigger and betterthings from you….Your influence andyour ability to help lead the Army andget things done are measurably im-proved as you carry away from thisformation your diploma of coursecompletion.

….I would like to give youDrummond’s Four Rules for BasicCourse Graduates. Perhaps you can filethese rules away in your data bank andmaybe one day use one or two of them.

1. My first rule for you graduates is“You can’t expect to hit the jackpotunless you put a few nickels in themachine.” This rule means you will getout of life in the Army only in directproportion to what you put into it. Toget any return at all, you’ve got to riska few nickels of yourself. You musthave an unselfish willingness to workhard at being a soldier.

A great part of investing of yourself isin learning the business. I believe whole-heartedly that “Professional competenceis the mother of leadership.” Soldiersrespond to and follow only those lead-ers who know their jobs and are compe-tent. Your soldiers don’t expect thatyou know everything, but they’ll de-mand that you care enough to try tolearn.

You must continue to learn, to further

your tactical and technical proficiencyand be willing to “put a few nickels ofyourself in the slot.” The monetary re-wards are not much, but that overwhelm-ing feeling of personal satisfaction thatcomes from commitment to soldiersand a job well done is a bountiful jack-pot in itself. So put a few nickels in themachine!

2. Drummond’s second rule is alsosimple: “Sacred cows make the besthamburger.” When you join that newunit, don’t be afraid to question whythey do something a certain way and tochallenge their validity. One of thepeople you will be continually meetingin the Army is the “Old Sarge,” and hemay be a major, colonel or even a gen-eral. Old Sarge is the keeper of thesacred cows. He will tell you, “Looklieutenant, we’ve always done it thatway,” or “That’s the way they want itdone,” never knowing who they are.Well, simply because we’ve alwaysdone something a certain way doesn’tmake it right nor the best way.

One of the best things about the Armyeducation system is that each year BasicCourse graduates reenergize the Army.You come into units with a high-energylevel [and] the very latest and most up-to-date doctrine, procedures and tech-niques. You bring fresh new ideas, newapproaches, and you can spot betterways of doing things. You are uncon-taminated by “We’ve always done itthat way.” Challenge our sacred cows,our preconceptions, etc.

3. But a caution is Drummond’s thirdrule: “There’s something wrong if youare always right.” So, despite the factthat you think you are the answer to theArmy’s prayers, keep an open mind andsee the others’ viewpoints. Make sureyou know what you are talking about

before you move into shiftingunits around.

When I spoke a few momentsago about Old Sarge, I spoke ofhim with reverence, respect andthe deepest affection. I don’tneed to remind you that the greatbastion of strength of the USArmy is the NCO corps. Theywant to be sure you know whatyou are doing, and they wantyou to set high standards.

They want you to be suc-cessful and what better waythan to give you the benefit oftheir experience. Listen tothem. Seek out their counsel

and advice. Think about what they tellyou. When you are right, they’ll backyou all the way. If, by chance, you’rewrong, they’ll set you straight. They’llstill back you because the NCO corpsknows that loyalty, as integrity, is non-negotiable. Sergeants conduct the busi-ness of the Army, and if business isgood, it’s because you have given themthe authority and responsibility to dotheir jobs, and you’ve taken full advan-tage of their expertise, competence andhard-earned experience.

4. Drummond’s fourth rule is “If youpush on something long enough, itwill fall over.” It’s all too easy for ayoung officer joining his first unit tobecome discouraged. The responsibili-ties at times appear overwhelming.You’ll sign for 10 million dollars’ worthof equipment and take on responsibilityfor the lives of 50 to 100 men. Pretty bigburden for a 22-year old, wouldn’t yousay?

I guarantee you that if you’ll try and ifyou’ll give your best shot at things, youwill eventually accomplish what youset out to do. Persistence often canachieve the seemingly impossible. Dowhat you know is right. Stand up forprinciples, and have the courage of yourconvictions. If you are convinced of thecorrectness and integrity of your posi-tion, push on and things will fall intoplace.

You graduate this course at a criticaltime. You can help to resolve our prob-lems with your energy and talent, yourfreshly learned professional skills and,above all, your youthful outlook….Mayyou never be disappointed with theArmy or with yourselves.

The Army is on a bold course of transforma-tion. Many initiatives are underway to changeour Army organizations, battle command au-tomation, equipment and the way we fight.

Although the first pieces of the future com-bat system (FCS)-equipped force won’t befielded until 2008, we are moving to a Modu-lar Force now—a new, more efficient andeffective design to improve land forces sup-port for the joint force commander (JFC).

Two new fires and effects systems are beingdeveloped that will be organic to the FCS-equipped formations: the non-line-of-sight

launch system (NLOS-LS) and NLOS can-non. During simulated combat testing, thesesystems demonstrated such potential that theChief of Staff of the Army directed their devel-opment be accelerated for insertion into theModular Force as soon as possible—poten-tially by 2008.

This article describes these systems and ex-plains how the Modular Force will employthem in joint and combined arms operations.

Why New Fires and Effects Systems. TheModular and Future Forces will rely more onfull-spectrum effects. The implications are sig-nificant.

Our Army must be rapidly deployable andready to fight when arriving in the theater ofoperations. Non-contiguous, nonlinear and dis-tributed formations will require greater preci-sion, range and coordination for sensors, de-livery systems and munitions. The maneuverbrigade combat teams (BCTs) will have ex-tended areas of influence out to more than 100kilometers in radius.

Operations in urban areas, concerns aboutcollateral damage and high-payoff point tar-gets will require precision delivery of effectsand, in some circumstances, tactical nonlethaleffects. Fleeting targets will require that sys-tems loiter over an area to track and attack the

targets when precisely located or ondemand. Rapid force tailoring causedby enemy actions or changes in mis-sions demands flexible, easily tailoredorganizations and a supporting battlecommand network. Many, if not most,of these challenges have occurred dur-ing operations in the Balkans and areoccurring in Operation Enduring Free-dom (OEF) and Operation Iraqi Free-dom (OIF).

Fires must enable the Modular andFuture Forces to conduct operationswithout relying on tactical assault toachieve decisive tactical outcomes.

Some argue that precision fires fromthe air are the best solution for deliver-ing fires and effects in support of theJFC’s full-spectrum operations. Al-though we have the most powerful AirForce in the world, we have seen seri-ous gaps in its ability to deliver timely,effective fires from the air, especiallyduring bad weather.

For example, during Operation DesertStorm (ODS), about 30 percent of thetotal Iraqi armor and artillery kills oc-curred during the 44-day air war withabout 70 percent of the kills occurringduring the 96-hour ground war.1

During the 1999 Operation Allied

Force in Kosovo, the allied air forcesplanned 6,766 sorties, but 3,766 wereaborted due to weather. Of the 3,000sorties actually flown, 990 were ad-versely affected by weather. More than14,000 weapons were expended but lessthan five percent of the Serbian combatsystems were destroyed during the 78-day air campaign.2

New capabilities being developed forthe FCS-equipped force and organiza-tional changes in support of the Modu-lar Force will close the gaps in the jointdelivery of fires and effects.

The Modular Force Concept. Thefires and effects platforms for the Modu-lar Force will be in the fires battalionsorganic to the BCTs configured as unitsof action (UAs) and in the fires battal-ions in the fires brigade assigned to aunit of employment of roughly divisionsize (UEx).

The fires brigade will give the UExcommander a powerful fires and effectsheadquarters to plan, synchronize andexecute counterstrike, shaping opera-tions and reinforcing fires across theUEx. The fires brigade also has thecommand, control, communications andintelligence (C3I) structure to integrateattached ground and air maneuver forces

and function as a maneuver headquarters.Fires brigades differ from past artil-

lery units in their ability to reconnoiter,detect and attack targets and confirmthe effectiveness of their fires with un-manned aerial vehicles (UAVs). Theyalso are characterized by networkedintelligence; robust communicationssystems; fire direction systems that cutsensor-to-shooter times to shorter inter-vals than ever before; and their ability tocontrol electronic warfare (EW) assetsand integrate them closely with fires.

The fires brigade can be a supportedor supporting unit, providing and coor-dinating lethal and nonlethal fires andeffects, including information opera-tions (IO). It will be able to augmentclose fires, conduct shaping operations,provide counterstrike and conduct in-dependent maneuver-based operations.

The fires brigade will have an organicmultiple-launch rocket system (MLRS)or high-mobility artillery rocket system(HIMARS) battalion and other cannonand rocket/missile battalions, as re-quired. At some point, perhaps by 2008,the Evaluation Unit of Action will re-ceive the first NLOS-LS and NLOS can-

non platforms and munitions. Eventu-ally, they will be fielded in each BCT’sfires battalion as well.

NLOS-Launch System. NLOS-LSwill launch long-range precision muni-tions vertically. It will provide net-worked, extended-range targeting andprecision attack of armored, lightly ar-mored and other stationary and movingtargets during day, night and adverseweather. The system’s primary purposewill be to provide precision attack ofhigh-payoff targets (HPTs) in supportof the BCTs in concert with other NLOS,external and joint capabilities.

Command and control (C2) of theNLOS-LS in the FCS-equipped forcewill be part of a larger net-centric war-fare concept, called “networked fires.”Networked fires will link sensors andeffectors using the FCS battle com-mand system (BCS). Networked fireswill rapidly and reliably exchange sen-sor data, command decisions and weap-ons allocations.

For the Modular Force, the Army battlecommand system (ABCS) will provideC2, primarily via the advanced FA tac-tical data system (AFATDS).

The NLOS-LS threshold munitionswill include precision and loiteringmunitions with a “discriminating” ca-pability to locate and engage targets viaautomatic target recognition (ATR).Mission planning and execution ofmultiple and simultaneous missions withdifferent munitions will be a function ofthe Future Force BCS. Munitions willbe able to provide images on demand,accept external target designation, beretasked in flight, relay missile data andprovide other functions, including non-lethal applications.

The NLOS-LS under development willhave a container/launch unit (CLU) forthe loiter attack missile (LAM) and pre-cision attack missile (PAM) with a com-puter and communications system(CCS) module integral to the CLU.

CLU and CCS. The NLOS-LS CLUwill have 15 sockets for missiles and a16th socket to hold the CCS. Each CLUwill be able to carry 15 of a singlemissile type or a mix of missiles. TheCCS will process missions, contain thecommunications subsystems, be able toself-locate and self-orient, interface withits weapons, and have its own powersupply and protection against tamper-ing. One CCS will be able to controlmultiple CLUs.

The CLU’s primary role will be to actas the shipping container and firing

platform as well as the battle commandlink for the missiles to the network. Onthe battlefield, the CLU either will firethe missiles off of its transportationplatform or independently from theground. The CLU will be controlledprimarily via wireless link using a se-cure radio network, thus classifying itas an unattended system.

Both the shorter range PAMs andlonger range LAMs housed in the CLUeach will weigh about 120 pounds; beabout 58 to 60 inches in length andseven inches in diameter; have the glo-bal positioning system/inertial naviga-tion system (GPS/INS); and be capableof digital, secure and bi-directional datalinks.

PAM. PAM will be a guided missileeffective againstmoving and sta-tionary heavyarmor and softtargets at rangesfrom 0.5 to 40kilometers. Itwill have twoflight profiles: a flat trajectory to reducetime-of-flight at shorter ranges (0.5 to20 kilometers) and a lofted trajectoryfor attacking targets at extended ranges.

PAM will receive target informationbefore launching and use its guidancesystem to fly to a target location. Themissile will be able to receive targetlocation updates from a battlefield sen-sor or observer while in flight—essen-tial for locating and attacking movingtargets beyond 20 kilometers. The seekerwill search the target area during the ter-minal portion of the flight and make finalcorrections for PAM to hit the target.

PAM will incorporate an un-cooledinfrared seeker with automatic targetacquisition (ATA) that will enable pre-cision attack with or without external(laser) designation or anointment of thetarget. Mission controllers also will beable to direct PAM to fly to a specificgrid location and detonate upon impact.

LAM. LAM will be a discriminatingprecision munition to be employedagainst station-ary and movingpoint targets atextended ranges:from 0.5 to 210kilometers (dis-tance in a stra-ight line). Ide-ally, UAV, manned aircraft and othersensor-shooter teams will cue LAM mis-sions and conduct battle damage as-

sessment (BDA). The missile will havea small warhead for attacking HPTs.

LAM will be able to fly to an extendedrange with a significant search time. Amid-range mission of 70 kilometers willallow 30 minutes of search time in thetarget area; a precision mission in ex-cess of 200 kilometers will allow littleor no search time.

Mission controllers will program mis-sion data into the missile before it islaunched and be able to change the datawhile the missile is in flight as thetactical scenario changes (“dynamicretasking”).

LAM will transmit near-real time in-formation in the form of ATR reports ofHPTs (text only or images with text) tothe BCS. The mission controller willreview the images collected by LAM’slaser radar (LADAR) seeker to validatetargeting and for BDA.

The LAM is currently unfunded forproduction but is being matured in thescience and technology base and will bespiraled back into the Future Force andthe current Modular Force as soon aspossible.

NLOS-LS performance in simulationsand experiments has been extraordinary.The system is effective in urban terrainand key to shaping operations. LAM ismore survivable than an armed UAV and,literally, can kill a target 10 seconds afterits LADAR seeker acquires it.

NLOS-LS also will greatly reduce thetonnage of munitions and platforms re-quired to achieve success on the battle-field and represents a new era of weap-ons with unprecedented flexibility andcapability. See the figure for NLOS-LS’ overall capabilities.

NLOS Cannon. The cannon is one ofeight FCS-manned ground vehicles. Us-ing a common chassis, it will have inter-operability, mobility and survivabilitycharacteristics similar to other combatsystems in the Future Force BCTs. Liketoday’s indirect fire systems, the NLOScannon will provide sustained close sup-port fires and destructive fires for tacti-cal standoff engagements.

The NLOS cannon will have a 155-mm, Zone 4, 38-caliber cannon. Thiscannon will fire the current suite of 155-mm ammunition but will achieve trueovermatching when it fires future mu-nitions now under development.

NLOS cannon will have a rate-of-fireof six rounds per minute sustainable forall missions in its typical combat envi-ronment. When moving, it will be ableto respond to a fire order with the first

crew-served weapon for close combatthat will be able to engage stationary ormoving targets up to 1,500 meters away.The primary candidate is the objectivecrew-served weapon (OCSW), but oth-ers also are being considered, such as amodified M2 .50 caliber machine gun.

The FCS program uses a holistic ap-proach to minimize exposure to threatsystem. For example, the NLOS can-non first will use its common operatingpicture (COP) and employ tactics to tryto avoid encountering an overmatchingsystem. Should it encounter enemyforces, it will try to avoid detection andacquisition by managing its thermal,visible and acoustic signature. Should itbe attacked, it will try to avoid a hit orpenetration through its APS and com-posite armor. And should it be hit, it willtry to avoid being killed through redun-dant systems and smart placement ofcritical systems.

FCS vehicles will have a series ofsensors for situational awareness and tonavigate, detect and engage threats. Thesensors will be both passive and active,cover infrared and visible light spec-trums and use a multifunctional radometo detect obscured or hidden vehiclesand personnel. The crew will be able touse the NLOS cannon sensors for cue-ing (alert the crew to a potential target)and targeting, determining an enemy’slocation to within 25 meters. In effect,when the Future Force BCT is deployed,

any FCS platform will be able to locatea threat precisely enough to respondwith a variety of precision options aslong as the threat is within range of itssensor. Future enhancements will allowFCS vehicles to automatically recog-nize and categorize targets detected bytheir sensors and share the informationwith other FCS vehicles.

A number of munitions in develop-ment will extend the reach and useful-ness of all US howitzers. For example,the NLOS cannon will have a range of35 kilometers firing the precision muni-tion Excalibur. Other special purposeNLOS cannon munitions are being de-veloped to allow commanders to tailortheir effects on the battlefield: infraredillumination, multi-spectral obscuration,preformed fragmentation rounds andnonlethal payloads.

Operational Vignettes. Tactics, tech-niques and procedures (TTPs) for theNLOS-LS and NLOS cannon are beingdeveloped. The following vignettesshow the value of the NLOS systems invarious situations across the spectrumof operations with a Modular Forceconducting early entry and mid-inten-sity conflict operations.

mobility and surviva-bility characteristicssimilar to other com-bat systems in theFuture Force BCTs.

• Have a 155-mm, Zone4, 38-caliber cannon,firing the current suiteof 155-mm ammunitionand those under devel-opment.

• Have a rate-of-fire of sixrounds per minute sus-tainable for all missionsin its typical combat en-vironment.

• Be able to respond toa fire order with thefirst round fired within20 seconds of the vehi-cle’s stopping.

Itwill receive and compute fire missionsfrom all fielded and developmental tar-get acquisition sources and battle com-mand systems. Each also will be able tocompute its own firing data and providelimited tactical fire direction for the restof the battery, as required.

NLOS cannon will use a projectiletracking system (PTS) to increase itsprecision. PTS is especially valuable atlonger ranges, giving a range and de-flection probable error of 33 to 50 per-cent less than Paladin.3

Because the NLOS cannon will have achassis common to other FCS systems,it will be in the battle with the other FCScombat system—just as deployable, mo-bile and survivable. With a chassis ofjust less than 20 tons, it will be moredeployable and more mobile within the-ater.

In terms of survivability, the NLOScannon’s composite armor around thecrew is substantially better than thePaladin’s. An active protection system(APS) will protect the crew from rocket-propelled grenades (RPGs), anti-armormissiles and tank-fired high-explosiveanti-tank (HEAT) rounds. The FCS BCSwill alert adjacent FCS platforms toenable cooperative responses to threatsin their midst.

He also was the Combat DeveloperIn-Plant Representative for Crusader atUnited Defense Limited Partnership, Min-neapolis, Minnesota. He commanded Ser-vice Battery, 1st Battalion, 82d Field Artil-lery (1-82 FA) in the 1st Cavalry Division,Fort Hood, Texas.

Major Mark H. Laflamme, AC, is the Assis-tant TRADOC System Manager, Rocket andMissile Systems (TSM RAMS) for the Non-Line-of-Sight Launch System (NLOS-LS) atFort Sill. He commanded E Company, 2-46IN at Fort Knox, Kentucky, and served asthe Assistant Operations Officer for the 1stIron Brigade, 2d Infantry Division in Korea.

Colonel (Retired) James E. Cunningham isa Senior Military Analyst under contract tosupport NLOS-LS development for TSMRAMS. Before retiring in 1996, he was theDeputy Director of the Depth and Simulta-neous Attack Battle Lab, also at Fort Sill. Hecommanded the 17th Field Artillery Brigadeand 3-9 FA (Pershing), 214th Field ArtilleryBrigade, both in III Corps Artillery, Fort Sill;and three batteries. He also served as Chiefof Staff of the 56th FA Command in Ger-many.

elements of the brigade to deploy intothe theater. The mission is to seize andhold several refugee camps outside thecity. Rebel forces, both conventionalarmored forces and guerrillas, are mov-ing to contain the advance.

One of the combined arms companieshas established an anti-armor ambushon the main avenue of approach into thecity. The company has tactical controlof an NLOS-LS CLU loaded with PAMsin a sensor-to-shooter relationship. Thecompany’s FCS platforms and its ob-servers communicate directly with theCLUs through the BCS.

A tactical UAV is launched to flyalong the route into the city. The UAVdetects two tank platoons with accom-panying air defense artillery (ADA)vehicles moving toward the combinedarms company’s position. Enemy firebrings down the UAV.

The company commander asks its BCTfor sensor assets. The BCT, in turn,requests targeting support from the bri-gade fires and effects coordination cell(FECC). A LAM is uploaded onto anNLOS-LS with target templates reflect-ing the relevant HPT enemy combatsystems as well as no-strike templatesof friendly systems and is directed tosearch for and report enemy vehiclesalong the main route.

The LAM flies along the designatedroute and detects the enemy formation,sending individual target imagesthrough the BCS (with confidence lev-els equal to or exceeding the com-mander’s attack criteria), making theimages available to the unit and itshigher, adjacent and subordinate head-quarters. Based on the threat, the com-pany sends a digital fire mission for sixPAMs with target location and descrip-tion directly to the NLOS-LS CLU viathe BCS. The CLU’s CCS processes therequest and fires six PAMs into thetarget area.

The LAM flying over the target areaprovides updated target locations thatare transmitted by the BCS to the PAMsin flight. Before the PAMs impact, eachsends an image to the company that isused to validate targeting accuracy.

After the impact, the LAM is retaskedto continue flying along the route andsend full-frame images to help in theBDA process. The LAM detects ve-hicles continuing to proceed down the

route toward the ambush site. The PAMand LAM images show that two tanksand a ZSU were destroyed and one tankwas damaged.

The ambush destroys the remainingtanks and vehicles in the column. As theLAM nears the end of its fuel supply,rather than allow it to automaticallyimpact in the designated target avoid-ance zone, it is retasked to attack thetank that only had been damaged by thePAM attack.

The BCT Conducting Close Supportfor Decisive Operations. A BCT ismoving into a position of advantage aspart of a larger UEx operation against awell equipped and well trained enemy.The lead combined arms company hasthe advanced guard mission for the bri-gade with supporting helicopters as wellas NLOS cannons and NLOS-LS CLUsfrom the BCT’s organic fires battalion.

The lead elements come under effec-tive fire from three BMPs in a villageand from enemy artillery north of thevillage. The terrain and possible mine-fields hamper maneuver. An accompa-nying UAV is diverted to the area andimmediately shot down.

The BCT commander directs Armyattack helicopters to screen the westernflank. The aviation commander requestsmortar smoke as an immediate responseto help develop the situation.

The multi-mode radar (MMR) detectsthe enemy artillery and immediatelysends the radar acquisition locations toNLOS cannons for engagement. NLOScannons operating in teams of two aboutthree kilometers behind the engagedlead elements respond to neutralize theenemy artillery. The range-to-target isapproximately 18 kilometers, and theNLOS cannons engage them with high-explosive projectiles with course-cor-recting fuzes to precisely deliver effectson the enemy howitzers.

The UAV destroyed north of the vil-lage had been shot down by an undeter-mined means. LAMs are sent north ofthe village. Mission controllers use theLAM images to determine the BDA ofthe previously engaged enemy artilleryand identify an undamaged howitzer.The LAMs send the enemy howitzer’slocation and digital image back throughthe BCS where the BCT FECC initiatesan attack with Excalibur precision artil-lery projectiles from the NLOS cannons.

Continuing north, the LAMs identifya BMP in a terrain fold on the mainavenue of approach north (the probablesource of anti-UAV fire). The LAMssend its location and digital image backthrough the BCS to the BCT FECC,which initiates an attack with PAMslaunched from the NLOS platoon of thefires battalion. The LAMs then sendimages of the target area to the BCTFECC for BDA and continue to searchfor and attack other targets.

NLOS-LS and NLOS cannon haveenormous potential for providing firesand effects to dominate any envisionedthreat. The programs are on the fast trackto contribute to the warfighter’s opera-tional needs beginning as soon as 2008.

As the Army moves from the Modularto the FCS-equipped Future Force, ad-ditional enhancements to these systemswill make them even more capable ofdelivering overmatching lethal and non-lethal fires and effects for Army andjoint force commanders.

Chief of FA Major General DavidP. Valcourt appointed BrigadierGeneral Robert T. Bray as theDeputy Commanding General(DCG)-Army National Guard(ARNG) for the Field ArtilleryCenter, Fort Sill, Oklahoma, in aceremony 29 July 2004.

BG Bray succeeded BG David E.Greer who had held the position forthe past three years. BG Greer willcontinue to serve as the AssistantAdjutant General of the TennesseeArmy National Guard.

BG Bray became the DCG afterhaving served as the ARNG DeputyAssistant Commandant (DAC) ofthe FA School at Fort Sill for theprevious 27 months.

He is a member of the South DakotaArmy National Guard.

Transforming the ARNG Field Artil-lery into the modular force, moderniza-tion of the ARNG and readiness to per-form wartime missions is the focus forthe new DCG.

“I will ensure that the Army NationalGuard FA will be ready and relevant—regardless of the force structure we endup with,” said BG Bray.

Approximately 65 percent of theArmy’s Field Artillery is in the ARNGtoday.

“Even after the Army National Guardis restructured to be modular, the pre-ponderance of Redlegs will remain inthe Army National Guard,” Bray said.

We, at Field Artillery, prefer high-resolution digital photographs that youcan email to us (about 500 KBs to 1MB for each color photo). When shoot-ing digital photos for publication, thereare some technical steps you can fol-low that will save us both a lot of timeand trouble.

1. Shoot the picture. When taking aphoto, set your digital camera on thelargest image size and the highestquality resolution the camera will al-low. The highest resolution settingsusually are called “High,” “SuperFine” or “Ultra-High.” (Cameras setat “Standard” or “Basic” quality pro-duce images only good enough forwebsites or PowerPoint presentations.Just because a photo looks good inthose formats does not mean it is print-able in the magazine.)

Do not shoot a small photo on a low-resolution setting so you can save dataspace on your camera’s storage ca-pacity. Shooting small images at low-resolution would allow you to takemore photos per shooting, but wewon’t be able to publish them.

The higher settings will create largerphotos and files. A color photo usu-ally results in a file of 500 KBs to 1MB. There is no “hard and fast” ruleabout the image’s file size, but, gener-ally, the bigger the size of the digitalphoto, the better the quality.

If your camera gives you the option,shoot the photo as a tif file. We alsoaccept jpg files. When saving a file asa jpg, choose a “Quality” setting of“Maximum” or “10” and the “FormatOption” of “Baseline (Standard).”

One piece of shooter’s advice is toget close to the subject—the closer,the better. Even if you shoot the photoon a high-resolution setting, if thesubject doesn’t fill the frame, by thetime we crop the photo, we may not beable to use it.

2. Download the photo in raw data.When downloading the file from your

camera or its removable storage cardto another drive, save the image inraw data. Do not manipulate the data.Do not crop, resize or try to edit theimage in any way. This includes ad-justing the brightness and contrast.

We know what settings work bestaccording to the specifications of ourprinter. We also have the latest pro-fessional digital image manipulationsoftware. Let us take care of that.

And, please don’t try to “beef up”the resolution of the small, low-reso-lution photo you’ve shot. For example,shooting a 100-KB image and enlarg-ing the dpi (or ppi) until the file size is500 KBs will not make the imageclearer—it only will make the imagelarger (bigger dots, not more of them).

Important: Do not import the photosinto Microsoft PowerPoint or Wordand send them to us. They are unus-able in those formats.

3. Send us the digital photo. Byfollowing the first two steps, you’llhave a large file for each photo. Oneway to get your photos to us is to sendthem on a 100-MB zip disk or a CD. Insome cases, a jpg file will fit on a 3.5floppy disk—but do not resize the jpgphoto to make it fit.

Our magazine’s email will accept 8MBs or smaller per message. Do nottry to send us larger files via email.You can send us several photos bymultiple emails. Be sure to includecaption information (who’s doingwhat, when and where) for each photoattached and the associated article/author. Also include the photogra-pher’s full name and rank for credit inthe magazine.

Mailing electronic photo files largerthan 8 MBs is one option. However,we do have an FTP site available foruploading photos. No special soft-ware is required to upload your im-ages. Simply send us an email re-questing instructions for uploadingyour photos on our FTP site.

However much we may honor the “Un-known Soldier” as the symbol of sacri-fice in war, let us not mistake the fact thatit is the “Known Soldier” who winsbattles.

The level to which a Soldier is “known”by his unit affects his success and sur-vival in combat. Conversely, the level atwhich the Soldier knows his unit is alsovitally important.

The Army long has emphasized theimportance of sponsorship programs ofvarious types to facilitate the integrationof newly assigned Soldiers into units.This process spans everything from fa-miliarization with a new area of assign-ment to licensing on vehicles and equip-ment and weapons/crew certification.

If this process is less than effective ingarrison, the consequences are badenough. In combat, an improperly inte-grated Soldier easily can become a casu-alty in his first few days in theater.

To “keep the Soldiers we got” duringOperation Iraqi Freedom (OIF) I, the 1stBattalion, 12th Field Artillery (1-12 FA),Raiders, 17th Field Artillery Brigade outof Fort Sill, Oklahoma, designed andimplemented a Soldier Certification/In-tegration Program for all newly assignedSoldiers. Its purpose was to ensure theyreceived training that was relevant to theemerging situation and incorporated es-sential tasks. Proficiency in these taskswas vital to the Soldiers’ success in theSunni Triangle, the battalion’s area ofoperations.

So how did we develop this programand what did it consist of? After occupy-ing Logistical Supply Area Anacondanear Balad, Iraq (about 50 miles north ofBaghdad), for about five months, wereceived our first replacements and es-tablished the program outlined in Figure1 on Page 18.

This certification program was verysuccessful in preparing new Soldiers forthe many challenges of service in Iraq. It

helped “level the playing field” for allSoldiers arriving in our battalion, en-suring they had a certain knowledgebase before they went out on their firstcombat mission.

Because our first replacements hap-pened to be officers, the one-day Sol-diers Integration Program in Figure 1actually evolved from a more extensivethree-day program designed for offic-ers that culminated with a right-seat-ride. Based on input from these firstofficers trained, the battalion improvedthe program and modified it for use forall Soldiers. See the Officer IntegrationProgram outlined in Figure 2 on Page18.

Although the number of tasks and thelevel of detail required to be accom-plished at battalion level changed whenapplied to the enlisted ranks, the intentremained the same. It was vital to swiftlyintegrate new Soldiers into the battal-ion, teach them the basics of survival intheir new situation and verify they had

7. Platoon Sergeant Training. The officer met his platoonsergeant who was responsible for teaching him how to usethe precision lightweight global positioning system (GPS)receiver (PLGR) navigation techniques, convoy briefing stand-ing operating procedures (SOP) and radio loading procedures.

8. Battalion XO Counseling. A block of time was set aside forthe new officers to read their packets and receive counselingfrom the XO on Leader Book development.

9. S1 Briefing. This included personnel accountability, reportsand awards.

10.S4 Briefing. He briefed requisition procedures, suppliesavailable and existing contracts being worked for the officers’Soldiers.

these skills before they were exposed tocombat missions.

This process produced “known Sol-diers” out of new Soldiers, thereby en-abling the battalion to receive 51 newSoldiers in seven months of combat andkeep every one fully mission capable.

Soldier integration is as important to-day as it was 60 years ago. To keep newSoldiers alive, units must claim them,train them and certify them.

Sergeant Major Leo Adams, Jr., recentlyreturned from 12 months in Iraq, serving asthe Command Sergeant Major of 1-12 FA.Currently, he is a Small Group Instructor inthe Sergeants Major Academy, Fort Bliss,Texas. He also was a First Sergeant in threeseparate batteries: B/25 FA (Target Acqui-sition), A/33 FA (Multiple-Launch RocketSystem) and HHB, all in the 1st InfantryDivision (Mechanized) in Germany. As FirstSergeant of B/25 FA, he deployed to Bosnia-Herzegovina in 1996 as part of the Im-plementation Force (IFOR).

11.Weapons Clearing Class. Each officer had to demonstratehands-on proficiency in clearing the M16, M249, M2, M9 andMK19.

12.Battalion Maintenance Tech Briefing. He briefed -10/20standards and PCC/PCIs for convoys.

13.Right-Seat-Ride. An observer controlled by the XO took theofficer out on an operation, requiring the officer to—• Conduct PCCs/PCIs successfully.• Load a radio.• Deliver a convoy briefing.• Demonstrate proficiency in land navigation using a map

and PLGR.

Previously, he was the OperationsOfficer for the Training and Doctrine Com-mand (TRADOC) Deputy Chief of Staff forTraining (DCST)-West at Fort Leavenworth,Kansas. He commanded Headquarters andHeadquarters Battery (HHB), 41st Field Ar-tillery Brigade, V Corps Artillery in Germany.He was a battery fire direction officer in 1-320 FA, 101st Airborne Division (Air Assault),in the Gulf during Operation Desert Storm.

1. Soldier Read-Ahead Packets. These consisted of tactics,techniques and procedures (TTPs); weapons-clearing proce-dures; rules of engagement (ROE); and a journal of battalionkey operations since arriving in country.

2. Battalion Commander’s in briefing included—• You are a Soldier first and artilleryman, signalman, cook,

etc., second.• Force protection starts in the motor pool when you ensure

your vehicle will make the convoy. Do not put other Soldiersat risk because you failed to conduct preventive mainte-nance checks and services (PMCS).

• Precombat checks (PCCs)/precombat inspections (PCIs) tostandard are a must—your life as well as others’ livesdepend on it.

• The enemy owns the first couple of seconds after an ambushor improvised explosive device (IED) goes off. You and yourunit’s quick reaction will determine how you and your unitcome out of that contact. Be prepared to take the fight to theenemy at all times.

• Never forget that you are getting combat pay for a reason.3. Command Sergeant Major’s (CSM’s) in briefing in-

cluded—All Soldiers:• I won’t accept anything less than your best efforts and

discipline. This is combat.• Listen to your NCOs, and have a battle buddy.• Learn from the good Soldiers around you, and trust your gut

feelings and common sense.• Basic soldiering skills and standards are key: PMCS, PCCs/

PCIs, ROE, weapons, first aid, nine-line call for medicalevacuation (MEDEVAC), responsibilities of guard duty andsteps in reaction drills. Always be prepared to fight at amoment’s notice.

• Your individual replacement training (IRT)/replacement inte-gration training (RIT) were important. Now apply this knowl-edge and build on it.

Additional Information for NCOs—• PCCs, PCCs, PCCs and more PCCs.• Use good time management to train and inspect your Sol-

diers, ensuring they are ready to go at a moment’s notice.• Your soldiers require your direct leadership involvement—

you cannot inspect and check them too much.• Maintain situational awareness at all times. You never know

when a situation will arise where you will have to lead Soldierson the battlefield—be ready.

4. Battalion Executive Officer (XO) Briefing. He briefedbattalion actions to date, theater orientation and the battalion’smission.

5. S2 Briefing. This included the threat, enemy situation, mapreconnaissance, enemy trends and lessons learned; he thenissued maps.

6. S3 Briefing. He briefed missions, TTPs, search and seizure,immediate action drills (react to incoming fire and react todirect fire), reporting procedures and ROE.

If he’sidentifying current problems, he mustpropose solutions. (An author may iden-tify problems without proposing solu-tions only in a letter-to-the-editor.) Inaddressing the future, he should clearlyexplain his points and their implications.

Since the magazine’s founding in1911, one of Field Artillery’s objec-tives has been to serve as a forum forprofessional discussions among the FAand fires community. Therefore, anauthor’s viewpoint, recommendationsor procedures don’t have to agree withthose of the Branch, Army, MarineCorps or DoD. But his article’s contentsmust be logical and accurate; addressdisadvantages as well as advantages (asapplicable); promote only safe tactics,techniques and procedures (TTPs); andinclude no classified information.

I Corps Artillery

I(US) Corps Artillery, headquarteredat Camp Williams, Utah, continues toprovide Total Force fires and effects

for I Corps-America’s Corps. I Corps Artil-lery remains battle-focused and contin-ues to train for deployment in any contin-gency, anywhere, anytime as a joint, com-bined or coalition force.

Training the Corps Artillery. With thereturn of our two in-state battalions fromOperation Noble Eagle in Kosovo, I CorpsArtillery had the great opportunity to sup-port 2-222 FA and 1-145 FA as they be-gan training in their traditional roles of firesupport. We attribute realistic training andexcellent leadership to the success ofthese units in performing missions out-side the normal fire support venue. Thebattalions have returned ready to assumethe mission of training our Redleg officersand NCOs at home station and at Fort Sill,Oklahoma, and other institutional trainingschools.

The I Corps Artillery tactical operationscenter (TOC) and liaison personnel hadthe unique opportunity to coordinate witha variety of state and Federal law enforce-ment agencies conducting homeland se-curity missions and training. Our first-lineleaders excelled in their leadership tasksand performed these unique missions withthe utmost professionalism.

I Corps Artillery’s training plans for theyear were based on preparing for the nextI Corps Warfighter Exercise (WFX) in 2005.This exercise will take place in Japanduring the Yama Sakura exercise. Wefocused the training to improve our defi-ciencies, sustain our strengths and pre-pare for the Warfighter based on the les-sons learned from Iraq as well as previousexercises.

In addition to this training, we partici-pated in two major exercises with I Corps.In January, I Corps Artillery deployed toJapan for a successful Yama Sakura ex-ercise. In August, we deployed to Koreafor Ulchi Focus Lens. I Corps Artilleryused all available deep systems, such asATACMS, to influence the battles signifi-cantly during the exercises; we targetedhigh-payoff targets (HPTs) deep in thecorps and division zones and planned,coordinated and executed all suppres-sion of enemy air defenses (SEAD) andjoint SEAD missions in support of corpsdeep attacks. By employing advancedtechniques for fighting the corps deepbattle, we were instrumental in defeatingthe opposing force (OPFOR) overwhelm-ingly.

In preparation for the I Corps’ Warfighter,we participated in several fires and ef-fects coordination cell (FECC) exercises,to include Cascade Cudgel held at FortLewis, Washington. The exercise empha-

sized improving timely target analysis andthe responsiveness and accuracy of firesand providing the appropriate effectsneeded on the battlefield in support of ICorps operations.

Utah ARNG. As well as its warfightingmission for I Corps, I Corps Artillery as-sumes an important and active role in theUtah Army National Guard (UTARNG).Serving as a major subordinate command,we provide administrative, logistical, op-erational and training support for two in-state battalions: 1-145 FA (155-mm towed)in Salt Lake City and 2-222 FA (155-mmself propelled) in Cedar City. We alsosupport the firing battery and fire supportteam (FIST) of B/1-148 FA (155-mm selfpropelled) and a detachment, 3/HHB/1-148 FA, which are located in Logan andSalt Lake City, respectively. These ele-ments are part of 1-148 FA, headquar-tered in Boise, Idaho, that is DS to the116th Armored Cavalry Brigade. The 116thBrigade recently deployed to Fort Bliss,Texas, in preparation for an OIF III mission.

I Corps Artillery continues to be a leaderin providing training assistance, guidanceand coordination for a major portion of theReserve Component Field Artillery bri-gades. These units and their Field Artillerybattalions are located throughout the US.Participation with these brigades duringexercises and training conferences con-tinues to be one of the highlights of ICorps Artillery’s responsibilities. Amer-ica’s Corps Artillery is proud to be associ-ated with these high-quality Soldiers whoare committed to the defense of our coun-try.

I Corps Fire Support Conference.January 2004 brought the I Corps firesupport community together for the 22dAnnual Fire Support Conference at SaltLake City. The I Corps Artillery Com-mander hosted the conference and pre-sented command guidance and direction

for the corps fire support units. This guid-ance set the standards for productivemission-oriented training for the upcom-ing year.

Conference presenters covered a vari-ety of fire support issues and subjects,focusing on “Fires and Effects Beyond theHorizon.” They included the Commanderof I Corps; the Director of the Army Na-tional Guard Bureau; the Chief of FieldArtillery and Commanding General of FortSill and his Program Managers from theField Artillery School; the Deputy Com-manding General of Fort Sill for ArmyNational Guard; the Commander of the311th Corps Support Command (COS-COM); the Commanders of the 138th and45th FA Brigades from the Kentucky andOklahoma ARNG, respectively; the Na-tional Guard Field Artillery Advisory Chair-man (FAAC); the Chief of the I CorpsSimulation Center out of Fort Lewis, Wash-ington; Training and Doctrine CommandSystem Managers; the I Corps G2 andG3; and the I Corps Artillery Deputy Com-mander.

In attendance were representatives froma large portion of the Field artillery bri-gades, division artilleries, our COSCOMand many Field Artillery battalions. Theconference continues to provide an ex-cellent opportunity for command inter-face in I Corps and the fire support com-munity.

The next I Corps Fire Support Confer-ence will be 6 though 8 January 2005 inSalt Lake City.

The changes of transformation, home-land security missions and new equip-ment fieldings are challenging, but all takea “back seat” to ensuring the nation has aviable fire support team ready to deployworldwide.

III Corps Artillery

Headquarters, III Corps Artillery, FortSill, Oklahoma, arrived in Iraq inJanuary 2004 and continues as

the Force FA Headquarters and EffectsCoordination Cell (ECC) for the Multi-National Corps, Iraq (MNC-I).

17th FA Brigade. The Thunderbolt Bri-gade deployed, fought and completed itsmission in OIF during the last year, dem-onstrating the agility, flexibility and adapt-ability of FA Soldiers performing a varietyof missions, from building schools andinfrastructure to conducting raids andcombat patrols.

5-3 FA (MLRS) First Round completedits battalion EXEVAL and led the brigade’smovement into Iraq, establishing a corpsammunition holding area for Baghdad. Italso trained former Iraqi soldiers to se-cure enemy ammunition and provided aQRF along the MSRs from Kuwait toBaghdad.

1-12 FA (MLRS) Raiders completed itsbattalion live fire and the brigade’s de-ployment exercise and immediately loadedtrains for Iraq. The Raiders collected andsecured captured enemy ammunition(CEA) around Baghdad, established radiorelay sites along the MSR and developedforce protection modifications still usedin Iraq.

3-18 FA (Paladin) Steel Professionalsled the brigade’s deployment to Iraq, iden-tifying, securing and destroying CEA inthe Sunni Triangle as well as in all thesouthern Coalition Force zones. 3-18 FArecently inactivated to provide equipmentto stand up a unit of action (UA) firesbattalion.

75th FA Brigade. The Diamond Team’sHHB deployed to Iraq as the Army’s firstExploitation Task Force in February 2003

to search for weapons of mass destruc-tion. The brigade also deployed its TOCfor NTC rotation 09-03 and served as aBCT headquarters and the brigade (-) toWhite Sands, New Mexico, for the XVIIIAirborne Corps Arty’s Operation RollingSteel.

1-17 FA (Paladin) Copperheads de-ployed to OIF in late March 2003, initiallyDS to 1-10 Cav, firing more than 700rounds before halting at the Iraq-Iran bor-der. From May 2003 to March 2004, itserved in the 4th Infantry Division’s larg-est battalion/task force area of operationsand recruited, trained and equipped the1st Battalion, Iraqi Army; an Iraqi CivilDefense Corps (ICDC) battalion; Iraqi po-lice; and city councils.

1-77 FA (MLRS) Falcons began the yearwith a battalion FTX and live fire at Fort Silland then deployed for NTC rotation 09-03. April found the unit at White Sands forbattery EXEVALs and Operation RollingSteel. Next, the Falcons deployed to FortLewis to help train more than 4,500 ROTCcadets.

6-27 FA (MLRS) Proud Rockets deployedto OIF in March 2003, conducting hu-manitarian assistance and cordons andsearches. It also cleared Ammo DumpWest and 39 bunkers at Taji, moved 127truckloads of ammo to demolition sitesand helped secure more than 14 millionrounds of CEA.

212th FA Brigade. The Courage andCommand Brigade contributed greatly tothe nation’s defense in 2003, deployingbattalions for OIF. It also conducted theweeklong Operation Joint Thunder jointclose air support (JCAS) exercise at FortSill in May.

2-5 FA (Paladin) Rock Hard deployed to

OIF DS to the 3d ACR in April 2003,conducting operations in Ramadi fromMay until September. In October, it trainedICDC and provided a “hot” platoon for thearea surrounding Hit, redeploying in April.

2-18 FA (MLRS) Mission Ready deployedto OIF in March 2003, one of few units toparticipate in the full spectrum of opera-tions—providing lethal ATACMS fires,conducting CEA and force protection mis-sions and standing up an ICDC battalion.2-18 FA redeployed in November andthen successfully executed a battalionEXEVAL.

6-32 FA (MLRS) Proud Americans con-tributed to the GWOT and homeland se-curity as it supported deploying and rede-ploying four different units. It also tookpart in Ulchi Focus Lens and the 2d Infan-try Division’s Warfighter in Korea. It con-cluded training with a battalion EXEVAL inApril.

214th FA Brigade. The Leader Brigadereinforced the 3d Infantry Division in OIF.It redeployed in July 2003 and completeda rigorous six-month regeneration. Thebrigade supported the ROTC Leader De-velopment and Assessment Course(LDAC) at Fort Lewis, which trained andsupported more than 4,500 ROTC cadetsand 350 National Guard officer candi-dates.

3-13 FA (MLRS) Red Dragons trained ina December EXEVAL and quickly tran-sitioned to execute the Fort Sill ConvoyLive-Fire Range, training more than 1,000National Guard and Reserve Soldiers forOIF II. As part of the Army’s newest andmost advanced M270A1-equipped MLRSbattalion, both A/3-13 FA and B/3-13 FAdeployed to OIF III this fall.

2-4 FA (MLRS) Deep Attack deployed toOIF in February 2003, supporting the 3dInfantry Division attack to Baghdad. Itredeployed in July 2003 and providedtimely, accurate fires for the 11th Marinesat 29 Palms in March in the Desert FireExercise at the MCAGCC. The 30-daydeployment allowed Deep Attack to trainall METL tasks.

1-14 FA (MLRS) Steel Warriors deployedto OIF from March to July 2003, executinga variety of nonstandard missions. It dis-played flexibility, excellence and theBrother Warrior spirit by evaluating bothsister battalions in EXEVALs while simulta-neously preparing for its own evaluation.

19th Maintenance. The battalion sup-ported OIF by deploying three compa-nies. After redeploying, the 19th contin-ued to support III Corps Arty while con-ducting regeneration. It soon will deploy afourth company to Iraq.

Battle-focused, flexible, III Corps Artywill execute all missions across the spec-trum of operations. Phantom Thunder!

V Corps Artillery

VCorps Artillery is ready and relevant.During the past two years, V CorpsArtillery, the Victory Corps Artillery,

Schwetzingen, Germany, has served asthe only forward deployed corps artillery.As the thunder behind the V (US) VictoryCorps, it is a proud member of Freedom’sExpeditionary Force, US Army Europe.

Preparations were ongoing to deploy toSouthwest Asia as Operation Iraqi Free-dom loomed on the horizon. The Soldiersof Headquarters and Headquarters Bat-tery (HHB), V Corps Artillery, began de-ploying to the Central Command (CENT-COM) area of responsibility to train andprepare for possible hostilities with Iraq.The Soldiers and leaders of HHB, V CorpsArtillery, worked tirelessly to create a FieldArtillery support plan (FASP) that wouldmeet the objectives of V Corps’ Contin-gency Plan Cobra II.

The corps artillery deployed a robustpackage for the Combined Forces LandComponent Command’s (CFLCC’s) ex-ercise Lucky Warrior in October 2002 fol-lowed by the deployment of the Force FA(FFA) Headquarters and Fires and EffectsCoordination Cell (FECC) in late Novem-ber for CENTCOM’s exercise InternalLook. Conducted in the Kuwaiti desert,these exercises were instrumental in hon-ing the critical fire support synchroniza-tion skills that proved essential to V Corp’ssuccess during Operation Iraqi Freedom.

Throughout all phases of the operation(pre-war planning and training, hostilities,and post-hostility stability and supportoperations, called SOSO), V Corps Artil-lery units displayed tremendous flexibilityand endurance in both the high opera-tional tempo drive to Baghdad andSOSO’s fluid environment that followedhigh-intensity combat operations.

During combat, V Corps Artillery unitsfired 414 ATACMS missiles, 857 MLRSrockets and more than 18,500 howitzerprojectiles. The FECC conducted 309 tar-geting boards in support of the V Corpsand I Marine Expeditionary Force (IMEF)offensive.

V Corps Artillery fired the first sense and

destroy armor munition (SADARM),ATACMS Block IA and ATACMS unitaryrounds in combat with accuracy and ef-fects never achieved before.

During hostilities, the corps artillery com-manded and controlled three artillery bri-gades (41st, 17th and 214th FABs), con-sisting of 11battalions and more than 5,000Soldiers and 1,468 vehicles.

After major hostilities ended, V CorpsArtillery pioneered the tactics and tech-niques for removing millions of pounds ofcaptured enemy ammunition (CEA) fromthe battlefield as Task Force Bullet.

41st FAB. The Railgunners arrived intheater on 7 March 2003 and, within sevendays, completed reception, staging, on-ward movement and integration (RSOI)process. On 20 March, approximately 122Soldiers from HHB, 41st FAB, and morethan 400 Soldiers from 1-27 FA, theGridsmashers, opened the artillery phaseof the war when they launched 22 ATACMSagainst Iraqi command and control nodes.Hours later, all three batteries from 1-27FA executed a fire plan in support of IMEFshaping operations before the launch ofground operations.

On 21 March, the brigade conducted a350-mile ground assault with the 101stAirborne Division as the corps generalsupport reinforcing (GSR) brigade. Occu-pying Forward Area Rearm/Refuel Point(FARP) Shell with the 101st, the Grid-smashers delivered additional fires in sup-port of the Screaming Eagles and the 11thAviation Regiment. On 8 April 2003, 2-18FA from the 212th FAB joined the brigadeat Objective Bushmaster south of theKarbala Gap, firing several Block 1A mis-siles during the next several days. By theend of major combat operations, the 41stFAB had fired 194 ATACMS in support ofV Corps and IMEF.

As major hostilities were ending, theSoldiers of the 41st FAB were given a newand exciting mission. As part of the over-all scheme of operations for Phase IV ofOperation Iraqi Freedom, V Corps as-signed the brigade the mission of provid-ing command and control for the move-

ment of captured enemy equipment (CEE)and CEA from multiple locations through-out the theater to centralized collectionpoints. The brigade’s Task Force Bulletcoordinated the consolidation and de-struction of more than 56 million poundsof captured Iraqi ammunition.

The brigade’s mission continued to ex-pand, and on 25 April 2003, V Corpsassigned 1-27 FA the mission of settingup and running the V Corps Joint Visitor’sBureau (JVB). The JVB coordinated thearrival of, hosted and provided securityescorts for more than 480 official visitors,including heads of state, members of theUS Congress, the Chairman of the JointChiefs, the Secretary of Defense and theSecretary of State. It also conducted tourswithin the area of operations.

On 20 September 2003, the brigadeestablished an Iraqi Civil Defense CorpsAcademy in support of the MultiNationalDivision Central South and began train-ing the first of more than 850 local nation-als to be integrated with Coalition Forcesbefore transitioning into to a new IraqiArmy.

The 41st FAB redeployed to Germanyon 6 March 2004 after successfully com-pleting its mission in the CENTCOM areaof operations.

V Corps Artillery Headquarters. Theheadquarters conducted a relief-in-place,culminating in a historic transfer of au-thority (TOA) from V Corps Artillery to IIICorps Artillery on 1 February 2004, con-cluding a triumphant year in Operation

Iraqi Freedom. V Corps Artillery unitsreturned to Germany in February andMarch 2004.

Since that time, the V Corps Artil-lery has focused on reconstitutingcombat power and retraining per-sonnel. The V Corps Artillery’s fo-cus now turns toward preparingfor future missions with a seriesof joint exercises planned forthe coming months.

XVIII Airborne Corps Artillery

The XVIII Airborne Corps Artillery Fort Bragg, North Carolina con- tinues its mission of providing can-

non, rocket, missile and radar support toAmerica’s Contingency Corps, the XVIIIAirborne Corps. 2003 and 2004 were busyyears with all corps artillery units involvedin the GWOT or homeland defense.

XVIII Airborne Corps Artillery. As 2003began, the corps artillery fires and effectscoordination cell (FECC) was deployed insupport of OEF. Meanwhile, Fort Braggfocused on assuming responsibility forOperation Guardian Mariner II (OGM),which oversees security for US militaryshipping overseas. The corps artillery wasinstrumental in mobilizing the 92d Sepa-rate Infantry Brigade (SIB) from the PuertoRico ARNG (PRARNG) with the mission ofplanning and executing OGM II.

In 2004, the XVIII Airborne Corps Artil-lery further honed its skills as a force FA(FFA) headquarters with an intensiveWarfighter ramp-up exercise, controllinga theater-level counterfire fight as well asthe fires of the 18th FAB (Airborne), 138thFAB (KYARNG), 169th FAB (COARNG),103d FAB (RIARNG) and 113th FAB(NCARNG).

The corps artillery then deployed to FortBliss, Texas, and Yuma Proving Grounds,Arizona, for the Joint Air-Ground Centerof Excellence (JAGCE) Proof of Principlevirtual and live-fire exercise. In the exer-cise, the corps artillery’s force FA head-quarters commanded and controlled acorps-level counterfire fight over extendeddistances, culminating in the firing of a 17-target live schedule of fires with the 18thFAB, 75th FAB from Fort Sill, Oklahoma,and 196th FAB (TNARNG). Additionally,the 18th FAB live-fired rockets in supportof the 229th Attack Aviation Regiment’slive cross-FLOT attacks while the 196thFAB live-fired ATACMS Block II under thecontrol of the corps FECC.

Immediately upon redeploying from FortBliss, the corps artillery participated in theXVIII Airborne Corps Warfighter. Underthe control of the FFA Headquarters, the18th, 113th, 138th and 169th FABs ap-plied the lessons learned from the JAGCEwith devastating effects on the enemy.

In late summer of 2004, Ulchi FocusLens took center stage as the AirborneCorps Artillery participated in this virtualexercise with our Korean allies. The XVIIIAirborne Corps FFA Headquarters deliv-ered timely and overwhelming effects inthe Korean peninsula counterfire fight.

Finally, the XVIII Airborne Corps Artilleryclosed out the year by preparing for itsupcoming operational deployment toSouthwest Asia with a mission-readinessexercise for OIF III.

18th FA Brigade (Airborne). The 1st

FAD (Airborne) deployed in February 2003to support Coalition Force Land Compo-nent Command (CFLCC) operations andprovide radar support to IMEF, trackingmore than 1,800 rounds in combat opera-tions. In March and April, 1-377 FA (AirAssault), 234th FAD and 3-27 FA (MLRS)deployed to Iraq for OIF.

Additionally, the High-Mobility ArtilleryRocket System Task Force (the HIMARSPlatoon, C/3-27 FA, and a command andcontrol element from the 18th FAB) de-ployed in support of Joint Special Oper-ating Forces (JSOF) in western Iraq.

While the bulk of the brigade was de-ployed, 1-321 FA (Airborne), already inHungary, redeployed from its TrainingTask Force mission where it had helpedprepare “Free Iraqis” to fight for the lib-eration of their country.

In September 2003, 3-321 FA reorga-nized into six infantry platoons, trainedand certified on an infantry METL, and byNovember 2003, it deployed to Afghani-stan to provide security to provincial re-construction team (PRT) sites locatedthroughout the country. The battalion re-turned to Fort Bragg safely in July after asuccessful mission.

The 1st FAD redeployed to Fort Bragg inJune 2003, 3-27 FA redeployed in July,1-377 FA redeployed in January 2004 and234 FAD redeployed in March. With themajority of the brigade at home station,reconstitution training became the focus,including using JAGCE and the XVIII CorpsWarfighter as integral train-ing gates forreconstitution. During the JAGCE, the

brigade headquarters, 3-27 FA and 1-321FA (-) deployed to Fort Bliss and YumaProving Ground. The exercise kicked offwith an airborne assault by the brigadeheadquarters and 1-321 FA into Fort Bliss,dropping two M198 howitzers and 120paratroopers.

Upon return to Fort Bragg, the brigadeimmediately occupied a field location tosupport the XVIII Airborne Corps War-fighter in May.

Concurrently in May, 1-321 FA con-ducted a two-gun airborne assault intoSnow Ridge Drop Zone (DZ) at Fort Sill tokick-off the 212th FAB’s joint close airsupport (JCAS) exercise Operation JointThunder with 155-mm fires from the DZ.

Support for the JSOF continued with theHIMARS Platoon deploying to FortChaffee, Arkansas, to refine TTPs forworking with these agencies. 1-377 FAcontinues to provide superb support tothe M777 lightweight 155-mm howitzerprogram, deploying Soldiers to 29 Palms,California, to test the system.

Army transformation efforts within thebrigade included the deactivation of 1stFAD in May 04. 3-27 FA (MLRS) will be-come the first HIMARS battalion begin-ning this winter.

In the past two years, the FA Centerand School have merged and theschoolhouse has revised or begun

revising every officer, warrant officer andSoldier course taught at the Field ArtillerySchool or FA Training Center. The pur-pose of it all—to make the FA Center andSchool better able to support Army trans-formation and the Field Artillery, Army,Marine Corps and America at war.

Reorganization of FA School. Becauseof resource limitations and the initiation ofthe Installation Management Activity (IMA),the FA Training Command and the FortSill installation staff merged. Most notice-able in the school reorganization is themerging of the Fire Support and Com-bined Arms Operations Department(FSCAOD), Gunnery Department and 30thFA Regiment into one headquarters. The30th Regiment now provides the com-mand and school staff structure for all theSoldiers and students assigned to the FASchool.

A second result of this reorganizationwas reestablishing the Directorate of Train-ing and Doctrine (DOTD), which has beenmerged with the functions of the post G3,and reestablishing the Quality AssuranceOffice. Also, the Joint and Combined Inte-gration Directorate (JACI) was establishedto help the Chief of Field Artillery meet hisjoint fires and effects mission require-ments in support of the contemporaryoperational environment (joint interdepen-dence).

CounterStrike Task Force (CSTF). TheOffice of the Deputy Commanding Gen-eral/Assistant Commandant recently es-tablished the CSTF in support of theTRADOC Counter Rockets, Artillery andMortars (C-RAM) effort to support ourdeployed forces and defeat the enemyindirect fire threat. The CSTF is the leadfor several areas of this effort, to include:deny, sense, warn and attack. The CSTFalso is very involved in integrating all ef-forts to ensure a holistic approach with anetwork-centric architecture to protectour forces and defeat the enemy. The taskforce is working with the MultinationalForce I Effects headquarters led by BGRichard Formica, III Corps Arty, and awide variety of military and civilian organi-zations in devising means to provide earlywarning of incoming rounds, improvingand integrating multiple sensors and us-ing lethal and nonlethal attack systems.

FA Training Center. The FATC helpeddevelop the Warrior Ethos training modelcurrently in use by training centers acrossTRADOC. This program of instruction (POI)is for both basic combat training (BCT)and one-station unit training (OSUT).

Every initial entry training (IET) course atthe FATC now has more realistic anddemanding training in urban operations,tactical road marches, check point andsecurity operations and more. Also, IIICorps Artillery veterans of OEF or OIFspeak to FATC Soldiers, reinforcing thetraining being conducted.

These and other improvements makethe Soldiers trained by the FATC morecapable of meeting the challenges of theirfirst unit assignments.

NCO Academy. The FA NCOA is com-mitted to training competent, disciplined,physically fit and highly motivated NCOswho have the Warrior Spirit and are firmlygrounded in the seven core Army values.The NCOA has increased the relevancy intraining by adding lessons learned fromOIF and OEF into its courses.

The Primary Leadership DevelopmentCourse (PLDC) annually trains approxi-mately 1,000 students. The Academy hasincorporated training on the contempo-rary operational environment, such asthose in urban areas, for improvised ex-plosive devices (IEDs), in convoys, for aircasualty evacuation and for clearing build-ings into PLDC FTXs and STX scenarios.

NCOA trains all FA MOS in the basic andadvanced NCO courses and the FA dis-tance-learning portion of the NCO educa-tional system (NCOES)—2,483 FA stu-

dents per year. The Academy also teachesthe Battle Staff NCO Course and the FirstSergeant’s Course via distributive learn-ing.

30th FA Regiment. The 30th Regimenthas three battalions and the InternationalStudent Division (ISD) along with a staff toconduct all resident instruction in the FASchool. Approximately 8,900 studentsreceived training from the 30th Regimentduring FY04.

The regiment conducts IET and ad-vanced course training for all FA officersand warrant officers as well as the ad-vanced individual training (AIT) and theAIT portion of OSUT for nine 13 SeriesMOS and OSUT for two 13 Series MOS.

Initiatives ongoing are revisions to theofficer basic and advanced courses POIs,emphasizing Warrior Ethos and lessonslearned from OIF and OEF, and the addi-tion of training on Force XXI Battle Com-mand Brigade and Below (FBCB2) in boththe officer and NCO basic courses and aStryker Transition Course.

FA Marine Corps Detachment. TheMarine Corps Det remains an active par-ticipant in training Marine and Armyartillerymen. More than 2,000 Marines aretrained annually at Fort Sill. This environ-ment allows each service to benefit fromjoint functions, such as developing andconducting FA training and developingFA doctrine and material.

The Marine Corps will begin fielding thenew jointly developed M777 lightweight155-mm howitzer during the Second Quar-ter of FY05 and buying HIMARS for onebattalion in the 11th Marines and one inthe 14th Marines beginning in FY08.

1st Armored Division Artillery

The 1st Armored Division Artillery,Germany, completed a challeng-ing deployment to Iraq throughout

2003 and half of 2004. Preparation andtraining for this deployment began in No-vember 2002. The Div Arty arrived in Ku-wait in early May 2003 and immediatelystarted preparing equipment and forcesfor the 400-kilometer road march north toBaghdad. 2-3 FA and 4-27 FA were at-tached to the 1st and 2d Brigades, re-spectively, and performed missions in thecity of Baghdad.

The Iron Steel Div Arty began arriving inBaghdad in late May with HHB Div Artyand 1-94 FA occupying the Baghdad In-ternational Airport (BIAP). The Div Artyhad force protection and administrativeresponsibility for the entire airport com-plex. To aid the Div Arty, the 1st Divisionattached 1-4 AD to the Iron Steel Div Arty.

The Soldiers of 1-94 FA spearheadedthe success of TF Bullet in hauling andaiding in the destruction of hundreds oftons of captured enemy ammunition (CEA).In addition, 1-94 FA established the BIAPMayor Cell, monitoring and controllingthe quality of life and mission-essentialneeds of all BIAP residents. In response tothe mounting enemy mortar and rocketfires into the BIAP, the Div Arty estab-

lished Fire BaseAll-American insupport of count-erfire operationsand reduced thenumber of rocket/mortar attackssignificantly.

In January 2004,the Div Arty as-sumed responsi-bility for combatoperations in theAl-Rasheed Dis-trict of Baghdad,forming the DivArty Combat Team(DCT) as a maneu-ver brigade.

1-1 Cav and 2-504 Parachute In-fantry Regiment(PIR) became thenewest members of the DCT. The quick-strike and armored capabilities of 1-1 Cavand the paratrooper ethos of 2-504 PIRadded additional lethal combat power tothe DCT. With its full spectrum of combatunits and support elements, the DCT con-tinually took the fight to the enemy, mak-ing Al-Rasheed one of the safest districts

in Baghdad. The DCT transferred author-ity to the 1st Cav Division on 6 April 2004.The DCT relocated to BIAP and becamethe command and control element for theDivision QRF on BIAP until redeploying toGermany in July.

The 1st Cavalry Div Arty Red Teamfrom Fort Hood, Texas, has facednew challenges and exciting

changes. The Div Arty Headquarters con-verted into the 5th BCT Headquarters in2004 and deployed to Baghdad, Iraq,where it is conducting full-spectrum op-erations in support of OIF II.

1-82 FA deployed to Fort Knox, Ken-tucky, in support of mounted maneuvertraining in early 2003. The Dragons de-ployed to the NTC in October, preparingfor deployment to Iraq in April 2004. 1-82FA’s Soldiers are versatile and coura-geous in Iraq while supporting the 1stBCT with artillery fires and maneuver com-

bat operationsand completingmore than one mil-lion dollars’ worthof essential ser-vice projects insupport of OIF II.

The Steel Drag-ons of 2-82 FA de-ployed to Mon-tana in August2003 to help ex-tinguish the na-tion’s largest for-est fire. In March2004, it reconfig-ured into a ma-neuver task forceand deployed withthe 3d Brigade toIraq for OIF II.

2-82 FA has con-ducted more than

2,600 security escort missions and drivenits gun trucks more than 500,000 miles incombat operations in support of the Coa-lition Provisional Authority and the USEmbassy.

The Red Dragons of 3-82 FA preparedfor combat operations in June 2003 withan intense five-week train-up at the NTCand then were attached to the 2d BCT andbegan to train and reorganize for stabilityand support operations (SOSO). After ar-riving in Iraq for OIF II, the battalion con-ducted more than 3,500 combat patrolsand missions while maintaining securityfor high-value sites. The Red Dragonsalso excelled at civil military operations(CMO), completing nearly 200 projectsvalued at more than ten million dollars.

The First Strike Battalion, 1-21 FA, ex-ecuted two rotations to the NTC in 2003.The battalion then transitioned to a motor-ized infantry battalion while simultaneouslyfielding new M270A1 rocket launchers. InMarch 2004, 1-21 FA deployed to Iraq withthe 5th BCT in support of OIF II and hasexecuted more than 2,000 combat mis-sions and many CMO projects in the AlSaidiyah neighborhood of Baghdad.

The Div Arty remains the First Team,Red Team for the 1st Cav Division, ourArmy and our nation.

They are servingas force FA headquar-ters, providing fires tothe division, conductingcounterfire operationsacross the division areaof operations (AO), pro-viding command and control of capturedenemy ammunition (CEA) operations andexecuting AO responsibilities as maneu-ver units. Drumfire Soldiers are answeringour nation’s call. Duty First!

1-5 FA Hamilton’s Own is task orga-nized under the 1st BCT as part of I MEFin the vicinity of Fallujah. The battalion isproviding the 1st Division joint fires andoperating as a maneuver task force.

1-6 FA The Centaurs transformed from adirect support artillery battalion to a ma-neuver task force and currently is con-ducting full-spectrum operations inBaqubah. Task Force 1-6 is a true com-bined arms outfit as a Field Artillery andmaneuver headquarters. Insurgents havetested the task force many times and metwith failure. The Centaurs—in partnershipwith the Iraqi Security Forces—continue

to create a stable and se-cure environment for thepeople of Ba’qubah.

1-7 FA First Lightningassumed a dual role as amaneuver task force anda Field Artillery headquar-ters. Demonstrating theflexibility of the RedlegSoldier, Task Force 1-7is responsible for Bayjiand Ash Sharqat.

1-33 FA Golden Lions,the 1st Infantry Division’sMLRS/TA battalion, nor-mally provides rocket andmissile fires to the divi-sion. In Iraq, it is securingCEA, maintaining a re-sponsive counterfire ca-pability and performing

forward operating base (FOB) force pro-tection duties.

The 1st Infantry Division Artillery remainsengaged in both combat and stability andsupport operations in Iraq, helping to sta-bilize a free Iraq and fighting the GlobalWar on Terrorism.

The 2d Infantry Div Arty continuesto synchronize combined and jointfires, holding the line in defense of

the Korean peninsula. The relentlessOPTEMPO year began with the GatewayCombined/Joint Counterfire Exercise.

A significant training event this year wasthe 2d ID’s counterfire seminar. Approxi-

mately 250 multi-service and Korean lead-ers identified issues and worked togetherto devise ways to execute counterfiremore efficiently.

A major milestone, first-ever exercisewas Blue Warrior. It allowed the Div Arty’sJoint Fires Cell to command and controlreal-world sensors, artillery, Army avia-

tion and air sortiesin designated tar-get boxes and si-multaneously ad-dress Army air-space commandand control proce-dures. The Div Artysupported manydivision WarpathCPXs, brigade andbattalion ARTEPSand the XVIII Air-borne Corps War-fighter. The Div Artyalso particip0atedin many interoper-ability training ex-ercises with ourKorean allies, suchas Foal Eagle andUlchi Focus Lens.

1-15 FA, the Guns

Battalion, supports the 1st BCT (Iron) andexecuted theater- and division-level CPXs,gunnery and AFATDS NET. It also pro-vided ARTEP support and fielded theKnight and BFIST vehicles.

2-17 FA, the Steel Battalion, departedKorea after nine years as part of the DivArty. It left for OIF II with disciplined, phy-sically and mentally tough troops whowere proficient in their warrior tasks aspart of the 2d BCT (Strike Force).

6-37 FA, the Rocket Battalion, demon-strated year-round proficiency in launcherand FDC operations as well as ammuni-tion, maintenance and supply operationsas it completed many combined live-fireand interoperability exercises with itsnewly activated Korean MLRS counter-part.

1-38 FA, the Steel Behind the RockBattalion, maintained the theater’s criticalQ-36 and Q-37 radars. It served as the“pusher unit” for the 2d BCT to deploy toIraq, loading over 1,200 pieces of equip-ment at the railhead, stowing over 1,600vehicles and containers onto ships andmanifesting 4,400 Strike Force Soldiers.

The 2d Infantry Div Arty is trained andready to fight and win decisively if deter-rence fails on the Korean peninsula. War-rior Thunder! Second to None!

The 3d Infantry Divi-sion (Mechanized)Fires Brigade, Forts

Stewart and Benning, Geor-gia, completed OIF reconsti-tution during FY04. Duringthe year following redeploy-ment from OIF, the divisionunderwent a major transfor-mation. The division changedits task organization to amodular, brigade-based sys-tem. The changes have in-creased the Div Arty’s steelon target with coordinated ef-fects, flexibility and lethality.

The Fires Brigade Head-quarters is responsible forsetting and enforcing firesupport standards across thedivision and for radar opera-tions. It is also at the fore-front of the division’s effects-based planning, combining lethal andnonlethal effects.

1-39 FA (MLRS), Speed in Action, con-tinues to adjust after its reorganization. Itsacrificed many to stand up the division’snewest Fires Battalion with the 4th BCT,1-76 FA. 1-39 FA will field the M270A1 inFY05, bringing the latest MLRS firepower

to the division’s fight. 1-39 FA is traininga battery to send to OIF III to providesecurity for the division main CP.

1-9 FA, the Battlekings; 1-10 FA, Rock’sSupport; 1-41 FA, Glory’s Guns; and 1-76FA, Spirit of ’76; were task organizedwithin their respective brigades. In addi-tion to the two-battery, eight-Paladin (2 x

8) battalion reorganization andits organic forward supportcompany (FSC), each FiresBattalion added a Q-36 andQ-37 and an organic Met sec-tion. The supplemental Metand counterfire acquisitionallows each brigade’s indirectfire assets to fire accurate,predicted first round fire-for-effect missions.

The reorganization gives bri-gade commanders the FA flex-ibility to support all units ontoday’s nonlinear battlefield.

Also, company FISTers arenow organic to maneuver bat-talions. The division contin-ues to progress toward 100percent qualified UniversalObservers via the Air Force’sJoint Firepower ControlCourse (JFCC).

The 3d ID has the knowledge and fire-power to succeed in any environment.

As the division prepares for OIF III, bri-gade rotations to the JRTC and a divisionmission rehearsal exercise will ensureMarne Thunder Soldiers are ready andable to accomplish every mission. MarneThunder!

The Iron Gunners of the 4th InfantryDivision (Mechanized) Artillery, FortHood, Texas, wrote a new chapter

in their glorious history in 2003, deployingfor combat for the their first time since theVietnam War. In January, under orders todeploy through Turkey and invade Iraqfrom the north, the Iron Gunners loadedequipment onto ships in less than 30days. As the situation shifted, the IronGunners rapidly adjusted and deployedto Kuwait for a southern approach intoIraq, completing reception, staging, on-ward movement and integration (RSOI) inless than two weeks, and attacked 500miles to the north. TF Ironhorse’s battle-space in north central Iraq was larger thanWest Virginia, spanning three provinceswith more than 3.5 million Iraqis.

TF Gunner, comprised of 2-20 FA, DeepStrike, and HHB Div Arty, Hard Rock,conducted a tactical road march into cen-tral Iraq and secured the Al Taji MilitaryComplex. TF Gunner developed plans tomanage captured enemy ammunition(CEA) for TF Ironhorse, netting 29 millionpounds of CEA and 1,200 pieces of cap-tured equipment. In November 2003, DeepStrike fired three ATACMS unitary mis-siles. Upon redeployment, Deep Strikeplanned and executed port and rail op-

erations for thedivision.

The Straight Ar-rows of 4-42 FAoccupied For-ward OperatingBase (FOB) Arrowin Ad Dawr andconducted com-bat and stabilityand support op-erations (SOSO) inan area in excessof 900 square ki-lometers. Theyfired more than1,500 counterfireand harassingand interdiction rounds DS to the 1stBCT. In December 2003, the Straight Ar-rows provided the outer cordon for Op-eration Red Dawn—the capture ofSaddam Hussein.

3-16 FA, Rolling Thunder, conductedoperations from Baqubah to Baghdad andfired more than 2,100 rounds in support ofthe 2d BCT. In addition to combat opera-tions, Rolling Thunder conducted manySOSO missions, forming governing coun-cils, improving the infrastructure, andbuilding and renovating schools.

The Pacesetters of 3-29 FA deployed toIraq with the 3d BCT to an area of morethan 750 square kilometers centered onAd Dulu’iyah in the volatile Sunni Trianglenorth of Baghdad. The Pacesetters firedmore than 4,500 rounds, capturing 25battalion targets and many caches of en-emy equipment.

The Iron Gunners will establish the Army’sfirst Fires Brigade on 16 December.

The 10th Mountain DivArty, Fort Drum, NewYork, continued its

support of the Global War onTerrorism (GWOT) in the pasttwo years. After completing adivision Warfighter in March2003, Div Arty units deployedin OIF and OEF. MountainThunder Soldiers have helpedestablish the government inKirkuk, and the perimeter se-curity of Bagram Airfield whileproviding fire support to 10thDivision units. The divisionFSE’s role in OEF IV targetinghas become the standard fortargeting in OEF.

Before the Div Arty inacti-vated in August, 4-25 FA wasactivated as the Fires Battal-ion in the 3d BCT.

The Allons Battalion, 2-15 FAR, servedin combat with the 173d Airborne Brigadein northern Iraq, a first since the VietnamWar, conducting stability and support op-erations from March 2003 to February2004.

Elements of the battalion served vitalroles in in securing and rebuilding north-ern Iraq. 2-15 FAR Soldiers not deployed

conducted training for the USMA cadetsduring the summer of 2003. After consoli-dating and recovering, 2-15 FAR againdeployed to support OIF and is in Iraq withthe 2d Brigade.

The Centaurs of 3-6 FA deployed insupport of OEF IV in July 2003, and onebattalion FSE deployed in support of OIF.3-6 FA conducted combat operations

across Afghanistan and Iraq insupport of maneuver elements,providing fire support in someof the most restrictive, ruggedterrain ever encountered by USforces. It manned both 120-mm mortars and 105-mm how-itzers and operated out of 10firebases. 3-6 FA became TaskForce Centaur and was respon-sible for the second largest cityin Afghanistan and the north-ern Kandahar Province, secur-ing 25,000 square kilometersof territory in Afghanistan.

E/7 FA (155-mm, GS) con-ducted NTC rotation 03-04 inJanuary 2003. In September2003, it deployed to Afghani-stan as the Perimeter SecurityCompany for Bagram Airfield.After returning from OEF, the

unit began transforming into an M119A2battery to become B/4-25 FA.

The 10th TAD deployed radar sectionsin support of OIF and OEF. The TADsupported the Rangers in Iraq and CJTF-180 in Afghanistan.

Although the Div Arty is gone, the legacywill live on in the Redlegs of the 10thDivision’s Mountain Thunder!

The 25th Div Arty, Tropic Thunder,Schofield Barracks, HI, has had achallenging year. It conducted

many training events, including a divisionWarfighter and LFXs at Pohakuloa Train-ing Area, culminating in train-ups to sup-port deployments for OIF and OEF.

In February, the Div Arty establisheditself as a maneuver brigade headquar-

ters with three infantry battalions and eightprovincial reconstruction teams (PRTs) tocover 16 provinces in one of the mostvolatile regions of Afghanistan. In June,the unit was redesignated Combined TaskForce (CTF) Thunder after completing arelief-in-place with the 6th Marine Regi-ment. CTF Thunder will redeploy in spring2005.

3-7 FA recentlydeployed in sup-port of OEF V. Thefirst Steel Soldiersset foot in Afghani-stan in March 2004.In addition to pro-viding fire support,TF Steel conductscivil military opera-tions in the Kanda-har Province. Sol-diers of TF Steelcontinue with theproverbial “fire intheir eye” attitude.Never Broken!

F/7 FA began theyear by learningthe skills of MOS11C Mortarmen onthe M120 mortar at

Fort Benning, GA. In March, the batterybegan supporting units throughout Af-ghanistan: mortar fires, patrols in theKandahar Province, village assessmentsand vehicle checkpoints. In August, theBig Guns received their M198 howitzersand began providing fires along the Af-ghanistan-Pakistan border.

2-11 FAR is deployed in OIF II, aug-mented by two Q-37 radars and a Q-36section. The On Time battalion is taskorganized to the 2d BCT and provides DSfires and conducts stability and supportoperations, including establishing Iraqigovernment institutions and securityforces and laying the groundwork for suc-cessful national elections. 2-11 FAR hasfired 4,000 rounds in support of maneuveras well as base defense. It has completed220 civil military projects for more thanfive million dollars. When the battalionredeploys, it will become part of the StrykerBrigade.

The Div Arty’s deployments in supportof the Global War on Terrorism mark ahistorical benchmark in diversity and ac-complishment in full-spectrum operationsand command and control of maneuverformations. The 25th Div Arty has upheldthe proud heritage of the King of Battle.Tropic Thunder!

The 28th Infantry Divi- sion (Mechanized) Ar- tillery (Div Arty), Penn-

sylvania ARNG, has seenmodernization and transfor-mation and varied missionssince the last Red Book up-date in November-Decem-ber of 2002. The Div Artyheadquarters deployed byalmost one-third to Kosovoas part of the Headquartersfor the MultiNational BrigadeEast in the first NationalGuard-led Kosovo Force(KFOR) rotation.

F/109 FA (Target Acquisi-tion) also supported two mis-sions for the Program Man-ager (PM) of Firefinder at Ab-erdeen Proving Ground,Maryland. The PM missionswere to validate new soft-ware developed in response to uniquechallenges posed in Operation Iraqi Free-dom.

In addition, all elements of the Div Artymanned state active duty missions in sup-port of the war on terrorism, performingboth presence patrols and securing thestate’s nuclear power plants.

D/229 FA redeployed to Pennsylvaniafrom its Operation Enduring Freedom mis-sion in Europe as part of Task ForceKeystone in February 2003. The unit cur-rently is looking ahead to Paladin newequipment training (NET ) in the next train-ing year.

In December 2003, the 1-107 FA mobi-

lized its three batteries toperform a Military Police mis-sion in support of OperationIraqi Freedom, becomingone of the first FA battalionsto assume this challengingmission—along with 1-109FA, which mobilized two bat-teries. In May 2004 1-109FA lost the first Soldier killedin action in the 28th InfantryDivision since World War II:Specialist Sherwood Baker.Unfortunately, 1-107 FA alsolost two Soldiers killed inaction during an improvisedexplosive device (IED) at-tack in May of this year: Ser-geant Carl Curran and Spe-cialist Mark Kasecky.

Last fall, 1-108 FA begantransforming into a Strykerbrigade MTOE with M198

howitzers. The battalion conducted NETfor the howitzers and other equipment.

In September, 1-108 FA conducted anAFATDS NET with other Div Arty ele-ments. The NET is part of a larger initiativeto modernize and accelerate AFATDSfielding throughout the 28th Div Arty—Charged to Excellence!

The 29th Infantry Division (Light)Artillery, Militia Thunder, VirginiaArmy National Guard, is headquar-

tered in Sandston, Virginia, and has unitslocated in three states: 1-246 FA, E/111FA and the 129th FA Detachment in Vir-ginia; 2-110 FA in Maryland; and 1-101 FAin Massachusetts.

Every unit within the 29th Division Artil-lery has deployed in support of OperationIraqi Freedom (OIF), Operation EnduringFreedom (OEF) and Operation Noble Eaglein the past 18 months.

Redlegs of 2-110 FA, 1-246 FA, HHB Di-vision Artillery and E/111 FA were amongthe first assigned Operation Noble Eagleforce protection missions at Forts Myerand Belvior; Virginia; Fort Meade andAberdeen Proving Grounds, Maryland; andFort McNair, Washington, DC. In addi-tion, they protected the Pentagon andmany airports on the eastern seaboard.Upon demobilization of the initial 29thDivision Artillery elements, 1-101 FA wastasked to provide fire support and targetacquisition support to the 42d Division fordeployment to OIF as well as to provideM102 howitzer sections to Fort Sill, Okla-homa, for school training support.

129 FA Detachment is preparing to de-ploy in support of OIF. Additionally, the

29th Division Artillery has pro-vided Soldiers to train the AfghanArmy and support the Guantan-amo Bay mission in Cuba thispast year.

During this time of mobilizations,the training tempo has remainedhigh with participation in the 29thInfantry Division Warfighter Exer-cise as well as providing highercommand support for the 28thInfantry Division’s Warfighter Ex-ercise.

2-110 FA and 1-246 FA con-ducted reintegration training be-fore being released from activeduty to hone artillery skills as theyresumed their direct support mis-sions to the 29th Infantry Divi-sion. Equipment upgrades to theunits continued during deploy-ments, to include the fielding ofgun-laying and positioning system(GLPS), single-channel ground andairborne radio system (SINC-GARS), and initial fire support au-tomation system (IFSAS) versionupgrades.

The 34th Div Arty (MN-ARNG and IAARNG) de-monstrated its readi-

ness in TY04, deploying Sol-diers for Stabilization Force14 (SFOR-14), Kosovo Peace-keeping Force 5B (KFOR-5B),USAFE II, OIF II and OEF III.One unit is now on alert for OIFIII.

1-194 FA, DS to 2d Brigade,is the only Div Arty FA unit toperform AT while conductingits wartime mission. The 194thmobilized for one year in Sep-tember 2002 to support Op-eration Noble Eagle II, a home-land security mission. Its fo-cus was homeland securitystability and support opera-tions (SOSO); however, it alsotrained on FA Table VI/VIItasks during the year. 24 months hadpassed since the unit last fired its howit-zers. The 194th conducted AT at CampGuernsey, WY, achieving Table XV withassistance and an EXEVAL from the DivArty headquarters. On reaching that level,it delivered more than 3,000 rounds downrange. 1-194 FA has 74 personnel andequipment supporting other operations,

including OIF, OEF III and KFOR.1-125 FA, DS to 1st Brigade, and 1-151

FA, GS, did not conduct AT due to itsdeployment to support the EuropeanCommand (EUCOM). The deploymentprovided force protection and security atDoD facilities in England, Belgium, Ger-many, Italy and Turkey. 1-125 FA willconduct artillery live fire during the 4th

Quarter of TY04 and beganfielding the gun-laying and po-sitioning system (GLPS) andinitial fire support automationsystem (IFSAS) V-7 software inSeptember.

1-151 FA, a corps asset,planned to go to WY for its AT,but an alert order in May changedits focus for the remainder ofTY04. It will supply two securitycompanies and a support cellfor OIF III, if mobilized. Its train-ing changed to that of a secu-rity company. 1-151 suspendedall FA table tasks and began anaggressive SOSO lanes pack-age for its AT cycle.

E/151 FA (TA) deployed for OIFII, providing radar coverage formultiple units, including elementsof the 1st ID, 1st Cav, 1st AD, 2d

ID, 4th ID, 25th ID and I MEF.While serving at Camp Bondsteel,

Kosovo, HHB 34th Div Arty, donated hu-manitarian aid and helped repair theRamadan Rexhepi School, including theremoval of land mines.

The 35th Div Arty Redlegs, KansasArmy National Guard (ARNG),Deep Steel, met the challenge of

force modernization and forward deploy-ments while participating in corps and divi-sion Warfighter exercises. The year alsobrought a change of command and newleadership focused on Soldier readinessand a can-do attitude.

2-122 FA, Illinois ARNG, showed itsflexibility by transitioning Soldiers into

two provisional military police companiesand deploying them to support OperationIraqi Freedom (OIF) II. Members not de-ployed participated in a joint training exer-cise with 1-16 FA at Fort Riley, KS. Soldiersengaged in rigorous lane training, includingcross training on the M109A5.

1-161 FA, Kansas ARNG, continued tosupport Operation Enduring Freedom(OEF) and Armored Falcon (Kansas) with73 Soldiers. The battalion went to Fort

Riley for AT and engaged Soldiers in move,shoot, and survive lanes focused on sec-tion- and platoon-level skills. 1-161 FAalso had a maintenance inspection at AT.It finished single-channel ground and air-borne radio system (SINCGARS) fieldingand advanced FA tactically data system(AFATDS) training.

E/161 FA (TA), Kansas ARNG, deployedone Q-36 Firefinder radar and two crewsto support OIF II. The unit supported manyFirefinder missions during the past yearfor both the 35th Div Arty and the 130th FABrigade. In addition, the TA Battery sup-ported the 169th FA Brigade’s MLRS field-ing at Fort Carson, Colorado. The remain-der of the unit is preparing to deploy tosupport OIF III.

HHB, Div Arty Soldiers returned fromtheir Stabilization Force 13 (SFOR-13) mis-sion in Kosovo. In conjunction, the bat-tery supported the deployments of DivArty subordinate units. Members trainedon AFATDS and command and controlpersonal computers (C2PC) to better sup-port the I Corps (Cascade Peak) and 35thDivision Warfighters.

This has been a historic and excit- ing year for the Texas Artillery. On 1 May 2004, the 49th Armored

Division, Texas ARNG, was officiallyreflagged as the historic 36th InfantryDivision. A reflagging ceremony was heldon 17 July 2004 in Austin. The 36th Infan-try Division Artillery continues its fast pacein support of state and Federal missions.

1-133 FA had a busy and challengingyear. The battalion formed, trained anddeployed two provisional Military Police(MP) companies. All had to becomebranch- and MOS-qualified as MPs. Manyof the remaining Soldiers have deployedto OIF or OEF as part of other units. Thebattalion also supported the Tiger BalmExercise with the Singaporean Army andexchanged an artillery platoon with theChilean Army.

2-131 FA (MLRS), the Army’s only AC/RCdual-mission battalion, supports the 1stCavalry, 3d Infantry, 4th Infantry and the36th Infantry Divisions. Battery B won theprestigious 2003 Alexander Hamilton BestBattery Award and best unit in TXARNG.The battery returned from Iraq in Marchwith the first TXARNG Soldier awardedthe Purple Heart since WWII.

The same month, 2-131 FA deployed ABattery (TA) to Iraq, testing the new light-

weight countermortar radar (LCMR) whiledeployed. Training intensified withM270A1 launcher NET for C Battery ear-lier in the year. D Battery is continuing tobuild its strength. Also, Soldiers from HHSdeployed to Afghanistan and Iraq in sup-port of other units.

4-133 FA has been honing its FA skillsafter a year supporting Operation NobleEagle II. During AT 2004, the battalionconducted an LFX with 1-133 FA at Fort

Hood. It also hosted a Chilean FA platoonas part of the Small Unit FamiliarizationProgram.

3-133 FA was mobilized as part of the36th Division’s 56th BCT in August 2004to begin training for a deployment to Iraqfor OIF III.

The 36th Div Arty has proven it canaccomplish missions in support of Texasand the US, carrying on the proud tradi-tions of the T Patchers—Balls of Fire!

The 38th Div Arty, Cyclone’s Thun-der, INARNG, headquartered in In-dianapolis, had a busy year. We

supported Operation Noble Eagle, OIFand Stabilization Force 15 (SFOR-15) andothers. We conducted recruiting eventsand attended the Leadership Develop-ment and Education Sustained Pace inMonterey, CA, to prepare for SFOR-15.

The Div Arty supported OperationLifeVest, September 2003, as the statehad substantial flooding. In March andApril, Soldiers attended subject matterexpert (SME) training on AFATDS at FortSill, OK. Headquarters fielded the initialfire support automation system (IFSAS)/battery computer system (BCS)/light-weight forward-entry device (LFED) V-7.0upgrade in July.

2-150 FA, headquartered in Blooming-ton, supports Operation Noble Eagle IV.Soldiers not mobilized attended AT atCamp Grayling, MI, in June, completingFAT 8 and convoy lanes training.

3-139 FA, headquartered in Crawfords-ville, received the gun-laying and posi-tioning system (GLPS) in November 2003and, in May, conducted its first LFX inalmost two years. In June it conducted ATat Camp Grayling and conducted LFXs,including LFXs for convoys.

1-119 FA headquartered in Lansing, MI,activated 222 combat arms Soldiers inDecember 2003 and deployed them toGuantanamo Bay, Cuba, where they workin detention facilities. 119th personnelalso deployed to the Sinai and Iraq. Theremaining Soldiers conducted AT at CampGrayling. In one week, new crews con-ducted all section certifications, allowingthe composite battery to conduct livefires. The battalion’s higher headquarterschanged from the 38th Div Arty to the 42d

Div Arty from Massachusetts.1-163 FA, headquartered in Evansville,

deployed FISTs in March 2003 and theradar section in February to support OIF.In July, embedded training teams de-ployed to Afghanistan to support OEF.

In June, E/139 FA (TA) conducted AT atCamp Grayling, completing a convoy LFX.It is preparing to deploy, to support theGlobal War on Terrorism.

The Sunburst Division Ar-tillery of the CaliforniaARNG is actively support-

ing the Global War on Terrorism(GWOT) while simultaneouslymaintaining section- and bat-tery-level proficiencies.

In November 2002, 1-144 FAmobilized in support of Opera-tion Armored Falcon to providesecurity for nine active Air Forceand Air Reserve Bases through-out California. Currently, morethan 300 of these fine CaliforniaRedlegs are still answering theirnation’s call by supporting ourBrothers in Blue. Also, Soldiersfrom 1-143 FA activated to pro-tect the symbolic Golden GateBridge in San Francisco andother critical installations of theCalifornia Army National Guard.

Concurrently, the 40th Divi-sion Artillery maintained warfighting pro-ficiency by participating in Yama Sakurawith the Japanese Defense Forces andthe Cobra Gold FTX/CPX with I Corps andthe Royal Thai Army. In addition, the DivArty augmented the 40th Infantry DivisionStaff that served as the high command forthe 49th Armored Division’s Warfighter.

1-144 FA and 1-143 FA both partici-pated in highly successful BCTP exer-cises at Los Alamitos, California. Thesemulti-day CPXs stressed commandersand their staffs while they enhanced theunits’ technical and tactical proficiency.

port of The Stonewall Brigade, the 116thInfantry Regiment, for service in Opera-tion Enduring Freedom.

The remainder of the Soldiers in theSunburst Artillery are actively preparingto meet the challenges of future deploy-ments in support of GWOT—both in theUS and around the world.

40th Infantry Division (Mechanized) Artillery

The Redlegs of the 42d Rainbow In- fantry Division (Mechanized) of the Massachusetts, New York, New Jer-

sey and Michigan ARNG, with its head-quarters in Massachusetts, have beenvery active in the Global War on Terrorism(GWOT), mobilizing elements in supportof OIF and Operation Noble Eagle inBosnia.

In December 2003, 1-119 FA (155-mmself-propelled howitzers), headquarteredin Lansing, Michigan, activated 222 com-bat arms Soldiers, trained them as Mili-tary Policemen (MPs) and deployed themto Guantanamo Bay, Cuba, where they

currently are working in detention facili-ties. The 119th also has personnel de-ployed to the Sinai and Iraq. With theremaining Soldiers, the 119th conductedvery successful annual training at CampGrayling, Michigan.

1-258 FA (155-mm self-propelled how-itzers) out of Jamacia, New York, activelyhas been supporting state security mis-sions in New York City at various subwayand mass transit locations and had onefiring battery participate as the OPFOR atthe NTC. In December 2003, 1-258 FAmobilized and trained two firing batteriesas provisional MP companies. The com-

panies currently are supporting Opera-tion Iraqi Freedom.

3-112 FA (155-mm self-propelled how-itzers), headquartered in Morristown, NewJersey, started the year supporting Op-eration Noble Eagle. In January 2004, thebattalion deployed 182 Soldiers from theB Battery and 5-117 Cav (in lieu of MPs) tosupport OIF II. The battalion also pro-vided 23 Soldiers for the 50th Brigade’sdeployment to Guantanamo Bay in May.3-112 FA conducted a very successfulannual training at Fort Dix, New Jersey.

AT 2004 focused on preparing BatteriesA and C for their provisional MP companydeployments in October. Additionally, ATprepared the stay-behind force for home-land security contingencies. The stay-behinds also fielded the palletized load-ing system (PLS).

In March 2004, the 42d Div Arty head-quarters shifted from preparing for a sta-bilization force (SFOR) mission in Bosniato a historic deployment along with the42d Infantry Division in support of OIF III.The Div Arty’s E/101 TAB and 272d Chemi-cal Company trained at Fort Drum, NewYork, and also deployed to OIF III.

The Rainbow Thunder Redlegs are pre-pared to fight and win anywhere in theworld, supporting the GWOT.

Pipeline and the largest ammunition sup-ply point (ASP) in northern Iraq. The RedKnights were positioned in the west withtheir task force where they provided se-curity for oil refinery fixed sites and thou-sands of oil tanker convoys from the Syr-ian border. The Gunslingers ran collect-ing, securing and destruction operationsof captured enemy ammunition caches.The Guardians provided 24-hour radarcoverage for all division operations. TheSoldiers of EagleFires providednon-stop sup-port to the DivArty TOC for allmissions.

Following rede-ployment to FortCampbell in thespring of 2004,the Div Arty be-gan to supportthe transforma-tion of the 101stDivision as direc-ted by the Chiefof Staff of theArmy. As part ofthe transforma-tion, the three DS

battalions have been assigned to BCTs asof 10 September, and 4-320 FAR wasactivated as part of the 4th BCT on 17August. The Div Arty will continue to com-mand and control HHB, 2 FAD and C/1-377FAR until a decision is made to transformthe Div Arty into the 101st’s Fires Brigade.

1-319 Airborne FA Regiment (AFAR), theLoyalty Battalion, supported the 3d BCTwith fires during OIF from September 2003

to March 2004. It con-ducted full-spectrumoperations—counter-fire, convoy security,civil military opera-tions (CMO), informa-tion operations (IO)and the defense ofForward OperatingBase Saint Mere.

1-319 AFAR createdthe Counter-MortarExploitation Team of15 Soldiers who cap-tured enemy weap-ons and munitions,assessed bat-tle andcollateral da-mage,and identified enemyTTPs.

Paratroopers of 2-319 AFAR, the Fal-con’s Fury, were de-

ployed for 12 months for OIF, marchingfrom Kuwait to Baghdad, providing timelylethal and nonlethal fires and, ultimately,fighting as a maneuver battalion. Immedi-ately upon redeployment, Falcon’s Furycertified its FISTs, howitzer sections, FDCsand leaders and conducted many air-borne assaults. The battalion’s intensivetraining culminated with participation in abrigade-level airborne assault and airfieldseizure that ended the year.

3-319 AFAR, the Gun Devils, fired thefirst lethal artillery counterfire mission insupport of Operation Enduring Freedom.After eight months in Afghanistan, 3-319AFAR redeployed, completed equipmentregeneration and regained proficiency onall artillery-related tasks. In January, thefire supporters deployed to OIF with the1st BCT. While deployed, they executedcombat and stability and support opera-tions (SOSO).

At Fort Bragg, the remainder of the bat-talion executed a base-piece LFX andcontinued preparations for future combatoperations.

The 319th AFAR is poised to deliverairborne fires 18 hours from the call, any-where in the world, any time and in anyenvironment.

The 101st Airborne Division’s Guns of Glory Division Artillery, Fort Campbell, Kentucky, continues to

provide timely, accurate and devastatingfires in support of all division operations.

In February and March 2003, the DivArty deployed to the sands of Kuwait inanticipation of the division’s attack northinto Iraq.

In mid-March, the Div Arty supportedthe division’s attack and provided fires forthe next five weeks—the Top Guns 1-320FAR, Balls of the Eagle 2-320 FAR, RedKnights 3-320 FAR, Gunslingers 1-377FAR, Guardians 2 FAD and Eagle FiresHHB Div Arty fought as one.

Guns of Glory battalions provided closesupporting fires in the Battles of Karbala,An Najaf, Kifl and Al Hilla and in the libera-tion of south Baghdad, often reinforcingeach other in the fight. After the liberationof Baghdad, the division moved north toMosul to control deteriorating stability inthat region.

During this mission, the Div Arty per-formed various security missions. The TopGuns had their own sector of Mosul topatrol and provide stability for while main-taining their guns ready to provide firesupport. Balls secured a large area southof Mosul, portions of the Northern Oil

10th Marine Regiment

As the 2d Marine Div-ision’s Arm of Decision,the 10th Marine Regi-

ment, Camp Lejeune, NorthCarolina, has supported manyoperational deployments and ex-ercises during the last two years.

Throughout this period, firingbatteries deployed in supportof the 22d, 24th and 26th Ma-rine Expeditionary Units (MEUs)and contributed to OperationIraqi Freedom (OIF), OperationEnduring Freedom (OEF) andmany exercises around theworld in support of the GlobalWar on Terrorism.

10th Marines also continu-ously supported the MarineCorps’ unit deployment pro-gram (UDP) to the 3d MarineDivision in Okinawa, Japan.

From January to June 2003,1st Battalion, 10th Marines (Reinforced)deployed with Regimental Combat Team(RCT)-2, the ground combat element forTask Force Tarawa, in support of OIF. Thebattalion fired more than 2,000 roundsduring the Battle of An Nasiriyah, whichlasted from 23 March until 2 April 2003.

Battery I, 3d Battalion; Battery R, 5th

Battalion; and radar teams from the regi-ment were attached to 1st Marine Divi-sion units for OIF and supported combatactions throughout Iraq, to include theareas in and around Baghdad.

Elements of the regiment also supported8th Marines in Haiti, 6th Marines in Af-ghanistan, the Pan Sahel Initiative and

operations in the Horn of Africaand the Republic of Georgia.

The 2d Battalion transformeditself into a provisional rifle bat-talion and, along with Battery S,5th Battalion, deployed in Sep-tember 2004 in support of OIF II.

In addition to operational com-mitments and a new focus onprovisional infantry readiness,10th Marines ensured artilleryproficiency with its semi-annualdeployments to Fort Bragg,North Carolina, for exercise Roll-ing Thunder. The regiment sup-ported a multitude of exerciseson Camp Lejeune and served asthe Marine air-ground task force(MAGTF) headquarters for typecommander’s amphibious train-ing (TCAT) in December 2003 andFleet Week 2004. Additionally,the 10th Marines provided teams

to test new equipment, such as the arcticphase testing of the M777 lightweight155-mm howitzer.

The 10th Marine Regiment continues toprepare units for deployment to OIF IIIand stands ready to provide timely andaccurate fires as the 2d Marine Division’sArm of Decision!

In 2004, the 11th Marines found them-selves supporting a variety of tradi-tional and nontraditional missions in

support of the Global War on Terrorism.The 11th Marines Cannon Cockers have

four battalions: 1/11, 2/11 and 5/11 atCamp Pendleton, California, and 3/11 atTwentynine Palms, California.

In addition to supporting the uniquerequirements of Operation Iraqi Freedom

(OIF) II, the regi-ment continued todeploy batterieswith the 11th, 13th,15th, and 31st Mar-ine ExpeditionaryUnits (MEUs). Italso provided bat-teries in support ofthe unit deploymentprogram (UDP) inOkinawa, Japan.

In Iraq, the regi-ment deployed itscounterbattery ra-dar (CBR) platoon,two firing batter-ies (A/1/11 and E/2/11) and its firesupport coordina-tion center (FSCC)to furnish closeand continuousfire support to the1st Marine Divi-sion and to coor-

dinate information, civil affairs and psy-chological operations. In addition, the regi-ment deployed 3/11 in a provisional mili-tary police role to provide convoy securitythroughout the Al Anbar Province andbeyond.

Back home, the 11th Marine Regimentmaintained its technical proficiency byconducting many artillery fires exercisesat both Camp Pendleton and TwentyninePalms.

Furthermore, it was involved in testingthe prototype expeditionary fire supportsystems (EFSS) and the joint lightweighthowitzer 155-mm (JLWH 155-mm).

Also during this period, the regimentreceived accolades for its flawless execu-tion of “Operation Simi Valley,” the funeralsalute for former President RonaldReagan.

This period was characterized by anexceptionally high operational tempo, andthe seamless execution of numerous de-ployments further demonstrated the pro-ficiency, adaptability, toughness and dedi-cation of the Marines of the 11th Regi-ment.

The 11th Marines will continue to deliverfires on time and on target in any capacity,any climate or any place for the 1st MarineDivision—Cannon Cockers!

conducting non-artillery (provisional) mis-sions.

In August, the regiment again supportedIII MEF as its force artillery in Ulchi FocusLens and also formulated its plan to trainfor nontraditional OIF missions in 2005.

As always, the 14th Marines are com-mitted to being a relevant, ready andcapable force and will train to live up to itsmotto: At the Ready!

14th Marine Regiment

12th Marine Regiment

The 14th Marine Regiment, head-quartered in Fort Worth, Texas, isthe largest regiment in the Marine

Corps. It has five battalions, each with aheadquarters and three firing batterieswith one of the batteries transitioning toHIMARS. The regiment has a total of 21units at 19 sites in 13 states throughoutthe continental United States.

The regiment has been training for itsrole as the force artillery for III MEF. InAugust 2003, the 14th Marines partici-pated in Ulchi Focus Lens in Korea. Thepurpose of the exercise was to validateTTPs that will enable the Marine air groundtask force (MAGTF) commander to sup-port deep battle shaping operations, rein-force the close battle, provide a ground-based counterfire capability and controlall non-ground combat element (GCE)artillery.

The 14th Marines also supported theGlobal War on Terrorism in 2003. It pro-vided more than 100 individual aug-mentees to various active duty units de-ployed to Iraq, Afghanistan and Africa.

In January 2004, the regimental staffresumed training with III MEF as its forceartillery mission. The operations andMAGTF liaison sections were part of sev-eral operational planning teams (OPTs)

with their coun-terparts at IIIMEF during thefirst half of 2004.These teams re-fined proceduresfor command andcontrol of forceartillery assets,coordination ofcounterfire, de-velopment of aMAGTF counter-fire plan and im-plementation ofliaison teams forattached and co-alition artilleryunits.

In May, the 14thMarines sent for-ces to OIF: a radar platoon, two provi-sional truck platoons and two provisionalmilitary police companies. The 14th Ma-rines later deployed Battery M 4/14 Ma-rines to provide counterfires in Iraq whileBattery P 5/14 became a provisional se-curity force in Iraq.

In all, the regiment activated more than700 Marines and Sailors to serve in OIF in2004, the vast majority of whom are

In the past two years, the12th Marine Regiment,Okinawa, Japan, has re-

mained on the “tip of thespear” as the Marine Corps’only forward deployed artil-lery regiment, providingaround-the-clock, all-weatherfire support to the 3d MarineDivision. In support of opera-tions in Hawaii, Japan, Korea,the Philippines, Australia,Thailand and India, the 12thMarines continue to be de-ployed throughout the PacificRim in almost 7,000 squaremiles.

In the latter part of January2003, the 12th Marines Head-quarters with its two organicbattalions (1/12 and 3/12) de-ployed to the Fuji TrainingArea, Japan, for the month-plus long LFX Fire Dragon.The 12th Marines then hosteda Japanese Officer Exchange Program tohelp develop the Japanese Ground SelfDefense Force. In the spring, the regimentparticipated in Exercise Cobra Gold, cul-minating in an FSCX with Thai Marines inLop-Buri, Thailand.

Operations continued throughout themonths of July and August with a series ofCPXs with the Republic of Korea forces.In early November, selected 12th Marinesparticipated in the India Subject MatterExpert Exchange (SMEE) in New Delhi,

India, to improve the artilleryinteroperability of the twoforces and foster professionalrelationships.

For the rest of the regiment,the close of 2003 saw a bevyof activities. 3/12 deployed toCamp Fuji for a month-longrelocation LFX, and 1/12 sup-ported Exercise K-Fires in thePahakuloa Training Area, Ha-waii, for a month. The first halfof 2004 saw the continuationof the relocation program,moving live fire off Okinawa toranges on mainland Japan.

The highlight of 2004, how-ever, has been the yearly Co-bra Gold exercise in Thailand.The month-long exercise test-ed multiple aspects of the reg-iment’s combat readiness, toinclude embarkation, mainte-nance and overall artillery pro-ficiency.

The 12th Marine Regiment will continuehoning its artillery skills throughout thePacific area of operations and provide themost accurate, timely fire support pos-sible to the 3d Marine Division. 12th Ma-rines—America’s Thunder and Steel!

During the past two years, the FieldArtillery Center and School at Fort Sill,Oklahoma, have undergone the most dra-matic organizational change in more than50 years. The Field Artillery School andFort Sill staffs have combined functionsand organizations to become one staff forthe Commanding General (CG)/Com-mandant. This restructuring is enablingthe branch and school to better supportjoint and expeditionary warfighting whilekeeping pace with Army transformationinto the Modular Force and on to thefuture combat system (FCS)-equippedFuture Force. (See Figure 1.)

Reorganization Overview. One pur-pose of the transformation was tostreamline training and support func-tions by merging four organizations inthe FA School into three. Simply put,the three organizations are the 30th FieldArtillery Regiment that executes train-ing, the Directorate of Training andDoctrine (DOTD) that develops train-ing and the Quality Assurance Office(QAO) that evaluates the quality andeffectiveness of the training.

The 30th FA Regiment (school bri-gade) that performed “housekeeping”functions for permanent party and stu-dents was merged with the Gunnery andFire Support and Combined Arms Opera-tions Departments (FSCAOD) that bothmanaged and executed training and coor-dinated doctrine. Some functions formerlyperformed by all three were consolidatedinto the one organization. The regimenthas a headquarters, two teaching battal-ions, a support battalion and the Interna-tional Student Division (ISD). (See Fig-ure 2 on Page 44.)

The former Warfighting Integrationand Development Directorate (WIDD)that focused on training and doctrinedevelopment and quality assurance wasdivided to reestablish the DOTD andQAO. DOTD was stood up to do train-ing and doctrine development, trainingmanagement and school operationsmissions. This structure has one organi-zation headed by a colonel in charge ofexecuting training (30th Regiment) andone organization headed by a colonel

focused on developing and resourcingtraining and doctrine requirements andconducting school operations (DOTD).

In addition, the reorganization elimi-nated a level of overhead, the TrainingCommand (Provisional) G-staff, by re-distributing that staff into the 30th Regi-ment and the CG’s staff. Prior to thereorganization, the 30th Regiment Com-mander was dual-hatted as the TrainingCommand Chief of Staff.

Creating a G-staff for the CG/Com-mandant keeps pace with the Army’schanging environment, especially withbase operations transitioning to a neworganization: the Installation Manage-ment Agency (IMA). It is more effi-cient to have only one G-staff on theTraining and Doctrine Command(TRADOC) side of Fort Sill with oneFort Sill Chief of Staff coordinating allmission activities. A logical choice forFort Sill operations was DOTD, whichnow also serves as the CG’s G3.

This change facilitated more efficientoperations both on and off Fort Sill. It isnow much clearer to TRADOC staffmembers who their counterparts are onFort Sill.

30th Regiment—Enlisted and OfficerTraining. The 1st Battalion, 30th FieldArtillery (1-30 FA), formerly the staffand faculty battalion, became the en-listed and warrant officer training bat-talion. Among other courses, it executesall 13 Series enlisted advanced indi-vidual training (AIT), except 13B Can-noneer, which is taught by the FA Train-ing Center.

In terms of efficiencies, several en-listed FA military occupational special-ties (MOS) had resided in both the Gun-nery Department and FSCAOD. Forexample, both departments had 13DFA Tactical Data System Specialisttraining. Consolidating all 13Ds andtheir instruction into one battalion re-lieved the strain on manning and otherresources for training for that MOS.

1-30 FA also executes the FA WarrantOfficer Basic and Advanced Courses.In addition, the battalion executes spe-cialty courses, such Advanced FA Tac-

tical Data System (AFATDS) Commandand Staff, Tactical Communications,the Bradley Fire Support Team (BFIST)Vehicle and other courses. It is prepar-ing a Stryker Transition Course for Sol-diers going to the Stryker Brigade Com-bat Teams (SBCTs).

3-30 FA now not only has studentofficers assigned to them, but also be-came the executer of officer instruc-tion. The battalion teaches both thecaptain’s career course (CCC) and of-ficer basic course (OBC). Previously,CCC and OBC instructors had beendivided between the Gunnery Depart-ment and FSCAOD. In addition, 3-30FA teaches the Paladin Commander’sCourse and the FA Weapons Mainte-nance Course. It is ramping up to ex-ecute the Basic Officer Leader Course(BOLC), which will change the way wetrain second lieutenants significantly.

Consolidating enlisted and officertraining facilitates cross talk among theinstructors and makes coordination moreefficient.

An added benefit of the reorganiza-tion is being able to take advantage ofthe years of FA and fire support experi-ence of the 1-30 FA and 3-30 FA com-manders as they manage their teachingorganizations and are directly involvedin the training.

The school took the overhead savingsfrom this consolidation and put themagainst other missions that had longbeen undermanned or neglected alto-gether due to personnel shortages.

G3/DOTD. This is the staff agencythat performs many of the CG’s train-ing and doctrine proponency roles anddoes the planning for the branch’sTRADOC missions. Some of the moresignificant functions range from doc-trine development to training develop-ment, both individual and collective.DOTD writes and maintains all the pro-grams of instruction (POI) for the FAbranch courses taught at Fort Sill and inthe National Guard Regional TrainingInstitutions and manages mobilizationPOIs and plans for the school.

for providing new equipment training(NET); planning out-year training strat-egies and student loads; maintainingthe school’s academic records; creatingthe new Fires Knowledge Network(FKN), which stood up on Army Knowl-edge Online (AKO) this fall; develop-ing Master Gunner training; conduct-ing distance learning; and supportingoperational forces with FA subject mat-ter experts (SMEs). Although this list is

by no means all-inclusive, G3/DOTDalso collects, maintains and incorpo-rates into POIs all FA and fire supportlessons learned from operations such asOperation Iraqi Freedom (OIF).

Quality Assurance Office. The QAOwas reestablished to advise the Com-mandant on the effectiveness and effi-ciency of his training programs andproducts. This office oversees the qual-ity of Field Artillery training programs,

both at Fort Sill and in the National Guardregions. QAO ensures we implement TheArmy School System (TASS) with thesame critical tasks being taught to boththe Reserve and Active Components.

The QAO’s efforts already paid offthis year in preparation for TRADOC’saccreditation of the FA School. Theschool not only attained accreditationwithout difficulty, but also was recog-nized for having a TRADOC “QAO of

Excellence.”Historical Perspective. Since

the early 1980s, the TRADOCschool models and all other pro-ponents have had an organizationcalled the DOT (Directorate ofTraining) or DOTD (Directorateof Training and Doctrine), but theFA School had disbanded itsDOTD in 1992. After only twoyears, in 1994 the school stood upa “DOTD light,” called WIDD.This directorate was not a“DOTD,” although it performedsome of the DOTD functions. Thiscaused some confusion both onand off Fort Sill.

During this latest reorganization,the school pulled back assets thathad been given to the teachingdepartments and used some of theoverhead savings and those fromWIDD to reform the DOTD.

Later, the CG added some in-stallation operations functions toDOTD and redesignated it as theG3/DOTD. This is an initiativeseveral of the TRADOC propo-nents have taken in response toIMA’s standing up and the trans-formation of higher-level staffs.

In 2001, the school diverged from themore traditional model of having a Di-rectorate of Combat Developments(DCD) in the school and expanded thatorganization into the Futures Develop-ment Integration Center (FDIC). InOctober of that year, FDIC was stoodup, combining Task Force XXI; theDepth and Simultaneous Battle Lab;Training and Doctrine Command(TRADOC) Proponency Office for Sen-sors (TPO-Sensors); TRADOC SystemsManagers for Cannons (TSM Cannon),Rocket and Missile Systems (TSMRAMS) and FA Tactical Data Systems(TSM FATDS); and other combat de-velopment functions. FDIC helps theprogram managers (PMs) develop FAsystems and organizations from “cradleto grave.”

Other Reorganization Initiatives.Three other key reorganization initia-tives are the establishment of the Jointand Combined Integration Directorate(JACI) and the StratCom Directorate,both headed by colonels, and the ChiefInformation Officer (CIO), the G6.

JACI. As part of the TRADOC initia-tive to develop a standard model, FortSill proposed a JACI be established in theschools. Creating this directorate put“teeth” into Fort Sill’s role as the Army’s

Joint Fires and Effects Integrator.JACI provides additional colonel-level

leadership to manage transformationand work joint issues. The authoriza-tion for the colonel director of JACI isredesignated from the former DeputyAssistant Commandant (DAC) position.

This directorate is still in the processof being stood up and will consist ofpersonnel to handle all joint missionsfor Fort Sill. Its Joint Operations andTraining Division will include person-nel from all services. JACI also willinclude an Air Force Detachment towork the joint close air support (JCAS)and other joint training at Fort Sill. Inthe spring, the CG brought back CAStraining to Fort Sill both in the schooland with quarterly joint exercises runby III Corps Artillery.

The JACI director serves as one ofTRADOC’s key representatives on theJCAS Council of Colonels and, as asenior member of the FA, attends manyother joint meetings that previously didnot have senior FA representation.

One of JACI’s initiatives is the three-week Joint Fires and Effects Course(JFEC). The first JFEC was conductedthis fall with 25 students from variousservices attending.

JACI works the Joint Fires and EffectsTraining System (JFETS) in coordina-

tion with the G3 and Battle Lab.This prototype interactive vir-tual and simulated joint train-ing system with a call-for-firetrainer embedded is already be-ing used to train CCC studentsand for the culminating practi-cal exercise (PE) in JFEC.

JACI also is resolving issuesrelated to training UniversalObservers who are proficientin the conduct of Types 2 and 3CAS as well as surface-to-sur-face fires. Type 1 CAS is whenthe risk of fratricide requiresthe controller visually acquirethe attacking aircraft and thetarget. Type 2 is when visuallyacquiring the attacking aircraftor target is not possible. Type 3CAS is when the attacking air-craft poses a low risk of fratri-cide.

JACI has ensured a number offire support personnel have re-ceived CAS training at the Air-Ground Operations School(AGOS) at Nellis Air ForceBase, Nevada.

StratCom. Strategic Commu-nications was stood up to better tell thebranch’s story to branch “stakehold-ers.” StratCom advises the CG, DCG,Chief of Staff, JACI and others on strat-egies that communicate branch initia-tives, issues and messages in a varietyof venues to the appropriate audiences.StratCom develops strategic communi-cations products to support the missionof the FA School and Fort Sill.

The Department of the Army has rec-ognized the need for its major subordi-nate commands to have StratCom tohelp the Army proactively communi-cate its priorities to specific audiences,including those inside the Army, De-partment of Defense, civilian indus-tries, various branches of the govern-ment and other agencies. Fort Sill’sStratCom complements the Army Cam-paign Plan and the Army and TRADOCstrategic communications efforts.

This focused marketing of specificthemes and messages differs from opera-tions typically carried out by the PublicAffairs Office (PAO). PAO has the broadermission of keeping the American peopleand the Army informed and establishingconditions that lead to America’s confi-dence in her Army.

PAO maintains positive relations withthe civilian communities, communicateswith the civilian news media and con-

ducts command information programs.PAO and StratCom support each other,especially when strategic themes andmessages need to be communicated tothe public at large through the newsmedia.

Another key difference is that PAO isnot always proactive. It is often reac-tive, requiring the PAO to respond toinquiries from the media and advise thecommand of public concerns and is-sues. StratCom is almost always proac-tive and entails developing the rightmessage, planning its delivery to theright person or audience, executing it atthe right time and analyzing its effec-tiveness.

CIO/G6. Finally, the reorganization cre-ated a much-needed general staff office,the Chief Information Officer/G6.

The CIO/G6 manages the informationsystems of the Field Artillery Centerand School. This officer and staff de-

He holds twomaster’s degrees, including a Master ofStrategic Studies from the Army War Col-lege, Carlisle Barracks, Pennsylvania.

The Field Artillery School, FortSill, Oklahoma, has developed a FiresKnowledge Network (FKN) that willput the entire school, its experts andpublications—plus information onFA units and organizations—at thefingertips of every Soldier. FKN willbe accessible through Army Knowl-edge Online (AKO) by the end of theyear and be an interactive “one-stopshop” for Soldiers, allowing two-way communications within the firesupport community and the Army.

FKN is the first of its kind as a branchwebsite behind AKO. The pilot waslaunched in spring of 2003 but has notbeen accessible Army-wide.

The concept was born in October2002 from a need to provide a wayfor Soldiers to ask questions andaccess manuals; white papers; tac-tics, techniques and procedures(TTPs); lesson plans; and other datacentrally from one location. Theschoolhouse and its leaders designedFKN to be a complete collaborationtool for Soldiers.

That idea grew into one online lo-cation consolidating an official FAdata repository, tools for asking ques-tions or providing feedback, and theability to build communities of prac-tice (CoPs) around staff organiza-tions, units and their missions. CoPsare individual sites or communities

that allow organizations to post infor-mation, ask questions, host discussionsand conduct surveys and are fully inter-active online with each other.

Individual FA units or organizationswill be able to establish a CoP on the FKNand control it. Administrators can limitwho has access to the CoP, although mostCoPs will be open to anyone with accessto AKO. No special webmaster skills areneeded to manage the CoP. The averagecomputer user has the skills.

Combined with new features in the re-designed AKO portal, FKN users will beable to target information to a specificaudience. For example, users will be ableto send a message to all Soldiers who holdthe 13B Cannoneer Military OccupationalSpecialty (MOS), directing them to infor-mation relative to that MOS.

Communities will be able to buildgroups based on Soldiers’ location, rank,MOS and unit affiliation. The groupsthen can be centered on specific profes-sional jobs or missions. The goal is totarget information and build communi-ties that will help Soldiers and unitsbecome more effective warfighters.

FKN already is helping Soldiers inIraq. Senior FA targeting technicianscreated a CoP for unit members in theArmy, the USMC and civilian contrac-tors. This community is private andonly invited members can gain access.Within the CoP, Soldiers and experts

discuss For Official Use Only(FOUO) TTPs in Iraq. The CoP isresolving TA technical problems forunits in Iraq, using the experts at theschoolhouse. The information thenis passed electronically to other unitspreparing to deploy and instructorsat the school for future courses.

FKN is not cleared for classifieddata, but the ability to limit whoparticipates allows for the free ex-change of ideas and information upto classified information.

AKO plans to implement an addi-tional FKN platform on the secureinternet protocol network (SIPRNET),also by year’s end. Once that securitymeasure is in place, developers andcommanders in the field will be able toexploit the platform more fully to sup-port the Global War on Terrorism.

Other Army branches as well asother services eventually will havethe opportunity to build a knowl-edge network around their domains,which will allow combined arms andjoint interactive information ex-changes.

When AKO launches FKN, it willpost a notice on the main AKO pagetelling users how to access the FiresKnowledge Network.

This office also coordinates with FortSill’s Directorate of Information Man-agement (DOIM) on information re-quirements and day-to-day informationtechnology support for all mission ac-tivities.

This dramatic reorganization at FortSill has enabled us to resource top re-quirements, such as supporting the Waron Terrorism and transformation of theArmy. The Field Artillery School istransforming along with the Army andactively working to shape the transfor-mation of our formations in the field.

The Field Artillery School producesworld-class graduates competent in theirjoint fires and effects skills and imbued

with Warrior ethos. Fort Sill is fulfillingits vital role as the Army’s Joint Firesand Effects Integrator.
