Ladies and Gentlemen,Distinguished Colleagues and

Honorable Guests,Good Evening, I would like to

express my pleasure and happinessfor my presence in this gathering ofexperts and specialists and alsothank God for the blessingbestowed to me to join His ……servants. I would like to expresseach and every one of you a warmwelcome for attending this ceremo-ny.

We are leaving the first decade ofthe third millennium behind whilethe World is involved in an econom-ic recession and crisis, and thedeveloping countries are naturallypaying higher than the developedstates in this course. The reason forsuch situation in the developingcountries may be considered the lin-gering and loitering of infrastructur-al investments in areas like Energy,Water, Road Construction, Industryand particularly Economy. Ofcourse, training followed by appliedresearch are among the other factorswhich happen in such countrieswhen infrastructural affairs are stag-nated and closed down.

The process of Development is amulti-faceted scientific, participatoryand time-consuming process in anycountry which requires a meaningfulinteraction with the outside world;the amazing speed of the growthanddevelopment of Information andCommunication Technology facili-tates the regional and internationalcommunication process. All devel-oping countries in the world are wellaware of the need for an active diplo-macy. The establishment of relationsbetween independent public and

non-public organizationsin most of these countriesis actually a proof forunderstanding such a need.

Just as there are proce-dures for the state of beingdeveloped, there arestages for the state ofbeing under-developed.That is, some countriesare in need of financialloans and/or grants as well as directtechnical cooperation, while othersrequire the expansion of develop-ment communication and researchimprovement and also sharing andperhaps commercializing theknowledge.

As a country enjoying a specificsituation in the world's natural andgeo-politics, and having monopolis-tic advantages in spheres includinghuman capital, social security, andappropriate economic infrastruc-tures in areas such as water, energy, natural gas, dams and also otherpriceless natural resources, in addi-tion to access to warm waters, landlargeness and diversification,Islamic Iran has left behind FOURmedium-term and five-year eco-nomic plans over the past THREEdecades in spite of weak points andnormal errors in formulation, execu-tion and receiving of feed-backs.Iran has prepared and is carrying outits 1404 Vision as a very strategicdocument.

I would like to announce that theinvaluable modern technologicaland scientific leaps have placed usin such a development orbit whichrequires the indigenization ofknowledge and as the SupremeLeader of the Islamic Revolution

Ayatollah Khamenei has named it,the knowledge software movement,as well as knowledge communica-tion improvement with the outsideworld including the strategicMiddle-East Region, AsianContinent, and western and easterncountries of the World. Here, JICAas an independent, successful, stateorganization in the friendly andbrother country of JAPAN candirect and utilize its developmentand knowledge capacities towardsmeeting this need.

I would like to announce mycomplaint of the reduction of thelevel of cooperation betweenJICA and the Government of theIslamic Republic of Iran, empha-sizing that cultural commonalities, joint political sphere, and deepmutual interests in addition to theneed for observation of the rules ofrapid expansion of globalizationand promotion of the level of inter-national cooperation are all anappropriate basis for expanding andpromoting the reciprocal coopera-tion both qualitatively and quantita-tively.

I would like to sincerely thank theorganizers of the ceremony andwish each of you success and pros-perity. Good Luck

Dear Mr. Ali Razi'ee, President ofthe Association,

Distinguished Participants,I would like to express my congratu-

lations on the holding of the 10thGathering of Members of theAssociation of Iranian Ex-Participants inJICA Training courses.

Iranian trainees have been being con-tinuously accepted by Japan'sInternational Cooperation Agency(JICA) for about 50 years since 1957.More than 3000 Iranian trainees haveparticipated in the concerned trainingcourses in Japan. A lot of happeningshave taken place both in Japan and inIran over the period. However, becauseof the importance Japan attaches to Iran'sprogress, we are honored that our coun-try has always paid attention to its coop-eration with Iran. We are also pleasedwith the brilliant acheivements thetrainees have attained in different areas.

We sincerely thank you for your par-ticipation without which we could nothold this Gathering.

This year, three technical coopera-tion projects will be started under thefollowing titles: "Participatory Forestryin Chamangoli and Bazoft Region,""Capacity Building for EnergyManagement in Construction Sector andthe Related Regulations," and "Small-Scaled Agricultural Studies and RuralDevelopment Plan to Alleviate Povertyin South Khorassan Province."Meanwhile, there are five country-basedtraining courses underway for theIslamic Republic of Iran with the fol-lowing titles:

1-Solid Waste Management,2-Integrated Water Resources

Management,3-An Introduction to Official

Development Assistance by Japan,4-Promoting Judiciary System,5-Earthquake Crisis Management.Additionally, we have held five cout-

nry-oriented training courses for Iranunder the titles of::

1-Developing Tourism,2-Water Management and Irrigation,3-Improving Legal System

Structures,

4-Crisis Prevention Management,5-Comprehensive Water Resources

Management. JICA is actively carrying out its tech-

nical cooperation in wide-scaled areas.Developing Domestic Industries,Reconciling Economic Differencesbetween Big Cities and Villages,Environment Management, WaterResources Management, andEncountering the Effects Made byNatural Disasters are the five areas withhigher importance, and JICA intends toestablish more effective cooperation inthe above-cited areas in order to furthercollaborate in Iran's development.

In order to expand Japan's technicalcooperation with Iran, we need a deepunderstanding by the Public Officials onJICA's technical cooperation as well aseffective suggestions and further coop-eration by you (the Ex-Participants ofJICA training courses) to realize thejoint goals. I believe it is so essential thatthe JICA ex-participants express theirviewpoints.

I would like to further expand

Japan-Iran ties through technicalcooperation.

You, the distinguished participants, might have the chance to understand theJapanese Culture during your stay inJapan when attending the training cours-es, and/or may have suffered from dis-tressing and painful experiences.

On the other side, Japanese peoplehave obtained valuable experienceswhen they were in touch with you. Inother words, these training courses alsoplay an important part in terms of cultur-al exchanges between the two countries.

In conclusion, I would like to thankthe Vice-Presidency for Human Capitaland Management Development and theForeign Ministry of the IslamicRepublic of Iran for their untiring effortsin organizing and holding the Gatheringso splendidly.

H.E. Mr. Shiruta, HonorableAmbassador,

Dear Distinguished Members of theAssociation,

Dear Guests,Ladies and Gentlemen,I am very pleased to have had the

opportunity to attend the friendly andsincere gathering of the Association ofthe Iranian Ex-participants in JICATraining Courses. The title of today'sgathering, that is, "the Tenth AnnualGathering" proves well the historicalbackground for the establishment andcontinued activities of the Association,on one hand, and, of course, JICA'spresence and activity in Iran, on theother.

Taking the opportunity to congratu-late the achievements the Associationhas gained in attaining its primary goals,I start my speech mentioning the title oftoday's gathering; the not-too-short titleof the formation, necessitates twoimportant elements, that is, Iran andJapan; it was not possible to establishsuch an association and hold this gather-ing without a constructive interactionbetween these two elements. I wouldlike to make use of these two words tostart my speech on the background andalso why and the how the relations inbetween commenced.

Iran and Japan celebrated the 80thanniversary of their formal diplomaticrelations in Tehran with the participationof the two countries' foreign ministers inthis current Iranian year of 1388 whilethe history gives the evidence that thetwo nations established their culturaland commercial relations more than athousand year ago. Our ancestors set uptheir sincere cultural communicationand commercial transactions over athousand year ago, free from any oftoday's formal considerations, politicaldistresses or foreign pressures. They didnot await any formal permission frompoliticians to establish formal relations

in 1929.Fortunately, these relations

have been positively and sus-tainably continued since longtime ago and have not sufferedany kind of backward move-ment or even any notable nega-tive changes through centuries.

Tokyo has been kept in a superiorstance in I. R. of Iran's foreign policybecause of the rich culture of Japan'shard-working people, Japan's advancedtechnology, its share in producingwealth and in the world's economictransactions, its key position in the Far-East, lack of negative background in itsties with Iran and Tehran's look-at-the-east policy, as well as Iran's respectfuland independent way of looking atJapan.

On the other hand, Iran's geographicallocation, its geo-strategic position inwestern Asia, its undeniable role in thesecurity and stability of western Asia, the Persian Gulf, Central Asia, Caucasiaand the Middle East, Iran as a key andsecured supplier of energy in the PersianGulf Region, the easy, natural and eco-nomic access to the energy sources andmarkets in the Caspian Sea Region,Iran's long-term development plans(including its 20-year Vision) and mostimportantly, the Islamic Republic ofIran's independence in internationalinteractions have been all specificallytaken into consideration by the JapaneseAuthorities and officials.

The Islamic Republic of Iran's daily-increasing role in the Middle East,Central Asia and the Persian GulfRegions, on one side, and Japan's effortto promote and expand its relations withthe countries in these regions, on theother, have afforded numerous opportu-nities to further expand and institution-alize the two countries' economic andpolitical ties. Regarding the backgroundof Tehran-Tokyo ties, it is hoped thatthese relations will be strengthened atboth regional and international levels indifferent aspects, particularly in politi-cal, economic, parliamentarian and cul-tural dimensions, and will lend a handfor the expansion of regional and inter-national peace and stability.

And about JICA:Activity in the framework of Japan

International Cooperation Agency(JICA) is termed one of the joint Iran-Japan cooperation chapters, the positiveeffects of which have been in variousscientific, educational, technical, devel-opmental, and development researchprojects in the fields of water resources, agriculture, energy and fuel consump-tion optimization especially in differentsectors such as construction, dispatch ofexperts and research subjects so muchfarther than the spent expenditures. It isexpected that these activities wouldbecome much more visible in the expan-sion of relations, especially in economiccooperation dimensions, with the pas-sage of time.

Acting as the executive arm for theJapanese Government in offering tech-nical and developmental aids (ODA) todifferent countries, JICA enjoys a fairlylong-time activity record in Iran, evenbefore the victory of the IslamicRevolution (1979). Over its 50-yearactivity in Iran, this Agency has beenactively participating in the accomplish-ment of developmental and technicalplans, holding technical training coursesfor Iranian managers and experts as wellas dispatching Japanese specialists toIran.

The diversity of JICA's activities inIran and the two countries' policy forexpanding developmental and technicalcooperation as well as the firm determi-nation of Iran-Japan political officialsled to the establishment of JICA officein Tehran in the Iranian year of 1383(2003); the establishment of the officewas expected to influence increasing thevolume of activities and offering moredevelopmental assistance in I. R. Iran byJICA.

Regarding the new structural changesin JICA, the amalgamation of JapanBank of International Cooperation(JBIC) in JICA in October 2008, and theAgency's enhanced budget from 1.5 toabout 10 billion dollars, in spite of theprimary expectations, JICA's activitieshave unfortunately decreased over thepast recent years. The existing reportsreveal, and the figures and statisticsprove such deficiency! Before the open-ing of its office in Tehran in 2003, JICAhad spent about 1,672 million yens in

Iran; the amount has decreased to 479million yens in 2007, however.Regarding the opening of JICA Office inTehran and the structural changes men-tioned before, Iran is expecting thatJICA's activities would not only declinebut its developmental and technicalactivities would also be growing.

Following the agreement made by theheads of the two countries, one of theimportant mutual cooperation has beenthe subject of cooperation for transfer-ring Japan's experiences and technologyto optimize energy consumption in Iran.

The Cooperation FrameworkDocument between the governments ofI. R. Iran and Japan concerning optimiz-ing energy in construction sector wasinked on 18 August 2009 in Tehran bythe two countries' officials. The relateddevelopment studies are to be started asof early 2010, on the basis of theDocument. In this connection, theIranian Government announces its pre-paredness for the investment by JICA'sand the Japanese companies regardingoptimizing energy as well as new andreplacing energies.

Among other important mutual coop-eration between the two countries beingformed under JICA over the past tworecent years are the two countries' contri-bution for Afghanistan's reconstruction, and the need for expansion of such coop-eration to assist to carry out non-militaryinfrastructural projects in Afghanistansuch as constructing roads and railways, strengthening its agriculture, and offer-ing technical and professional trainings. We hope to be able to help strengthensecurity and stability in Afghanistanthrough the needed collaborations.

With regard to very good ties betweenthe two countries of Iran and Japan andthe existing positive approach to cooper-ation in the Iranian organizations, wehope that JICA Office in Tehran be ableto further promote and deepen the exist-ing relations through its enhanced activ-ities. Meanwhile, it is hoped that theexperiences as well as the scientificknowledge and know-how gained byIranian ex-participants in various JICAtraining courses be utilized for furtherdevelopment of our country.

I thank all the participants' attentionand wish daily-increasing success forthe organizers of this gathering.

It is a great pleasure for me today tohave the opportunity to make thisaddress on behalf of JICA at the 10thgathering of JICA Alumni associationmembers.

We are able to hold the gathering aftertwo years, thanks to the head of JICAAlumni and engaged members. Many

thanks for the support extended byMinistry of foreign affairs and DeputyPresident in Strategic Planning andControl as well as managementDevelopment and Human Capital forholding the gathering.

Japan began to offer technical coop-eration to Iran about fifty years ago, itwas in 1950th decade that a group ofIranian technicians first participated inJICA training courses and two Japaneseexperts were first dispatched to Iran.

JICA Projects over the past fifty yearshave contributed to building an impor-tant relationship between Iran andJapan.

Japan's technical cooperation is basedon human networks and stresses mutualcollaboration and respects the initiativeand efforts of the recipient countries.

With this vision, more than 2,000Japanese people have participated inprojects in Iran and about 3,000 Iranianshave received training in Japan up to thepresent. Through the mutual relation oftrust cultivated between both sides, wehave gained a good understanding ofeach other.

Ladies and Gentlemen,Honorable Participants,Good Evening, At the outset, I would like to thank the

Association of Iranian Ex-Participants in JICATraining Courses for providing me with thisopportunity.

As you are well aware, the JapaneseGovernment established the Japan InternationalCooperation Agency (JICA) in August 1974under Japan's International Cooperation Law inorder to promote international cooperation inthe field of socio-economic development of thedeveloping countries. In fact, JICA is a princi-pal foundation responsible for offering Japan'sOfficial Development Assistance (ODA), themain goal of which is to provide the developingcountries with technical assistance based onagreements made between the JapaneseGovernment and the governments applying forsuch assistance.

Economic Planning Bureau in Vice-Presidency of the I. R. of Iran for StrategicPlanning and Supervision is the focal point forJICA technical cooperation.

In the year 2007, the Bureau suggested thearrangement of a visit and an educational sem-inar under the title of "Capacity Developmentfor ODA" in order to promote the level of coop-eration with JICA and to further utilize andoptimize ODA for the I. R. Iran, in line withIran's macro policies. The idea was approvedby the Japanese Government with a high prior-ity. A seven-member delegation headed by Dr.Bagheri, Director-General of the Bureauattended the seminar and paid the visit inJanuary 2010.

There were three main objectives for the visitas follows:

1- Being familiarized with JICA facilitiesand opportunities concerning ODA for devel-oping countries particularly I. R. Iran,

2- Using Japan's experiences on ODA tobe used as a model for expansion of coopera-

tion with other countries. 3- Identifying current weak

points and problems in the way ofIran-Japan Cooperation throughJICA, and offering specific sugges-tions and solutions to remove prob-lems and to promote mutual cooper-ation.

The visit can be considered a start-ing point in Iran-Japan relationsthrough JICA, because it was thefirst time the two sides' decisionmakers for JICA affairs sat togetherand made decisions to remove theproblems and expand cooperation.

Please let me point out the subjects posed inthe course of the visit:

1- Familiarizing with capabilities andcapacities of the Japanese Government throughJICA in the fields of macro economic policies, techinical and educational topics and transfer-ring them to I. R. Iran Government.

2- Familiarizing with the structure, activies and management method of JICA cen-tral office especially the mehtods of planning, supplying finanical resources for the projectsthroughout the world, its management insideJapan.

3- Being acquainted with ODA by Japanand the method ODA is allocated to the devel-oping countries.
