December 2019/January 2020 School District of Holmen A Message From The District Administrator This time of year is the perfect time to show our gratitude. I would like to take this opportunity to thank our remarkable staff who provide limitless time, energy, and compassion to our students on a daily basis. The daily work they do positively impacts so many lives. Also, I am grateful for the many people who give of themselves. The commitment of parents, students, community members, Board members and staff will continue to build an even better future for all of us in the Holmen community. The perseverance of our students and staff was once again evident on state report cards recently released by the WI Department of Instruction. Because of their efforts, the District received the rating of Exceeds Expectations. You will read more about the report cards later in this newsletter, but I wanted take a moment and express my appreciation of those that contributed to this success. We are not only thankful for the academic success of our students, but also the growth of their character. Our students give back to the community seemingly every chance they have. From the Dancing with the Sports Stars event at the high school, which raised $14,000 for a young child battling cancer, to food drives held in our middle and elementary schools to help local food pantries, students are doing what they can to help others. Thank you for supporting our district and our schools. Over the next couple of months, we invite you to join us at a winter musical program or sporting event. What a great way to celebrate and support our talented students! With much gratitude, Kristin A. Mueller Holmen High School Construction Update By: Kevin Malin, Resident Project Representative Despite the unseasonably cold temperatures and early snowfall, construction on the Holmen High School (HHS) additions and remodeling project is still on track to meet the contractual substantial completion date of August 14, 2020. The entire project is expected to be complete by October 30, 2020. Construction workers have taken several steps to keep on schedule during the recent cold spell. Plastic masonry enclosures have been erected and heated with LP gas heaters to allow masons to continue building walls. Insulation blankets prevented the ground and footings from freezing before the concrete cured. Also, demolition work inside the school began to keep the kitchen remodel on schedule. Thank you to the construction workers for their hard work in this colder weather. The construction project has already reached several mile- stones. Initial site work was completed in August, allowing construction to begin in early September. To date, all footings and foundation walls are in place, insulated, and backfilled, excluding a small portion of the Career Technology Education addition. HVAC and electrical subcontractors have placed utility and service piping. And, many walls have been built to full height. Masons are working to lay up the remaining walls in an effort to place the rooftop structural steel ahead of snow accumulating. The timeline of substantial completion by August 14, 2020 provides time for staff to move into the newly constructed and completed spaces before the 2020-21 school year. All construction is expected to be complete by the start of the second quarter of that school year. Thank you to the voters of the School District of Holmen for making these improvements possible with the passage of the 2018 referendum. A Message From The District Administrator

This time of year is the perfect time to show our gratitude. I would like to take this opportunity to thank our remarkable staff who provide limitless time, energy, and compassion to our students on a daily basis. During the October 4, 2019 Home-coming festivities, Dan Anderson was announced as the 2019 Holmen Alumni Award Recipient. Dan Anderson, a 1985 graduate of Holmen High School, has one goal in mind: to make Holmen a better place to live. He was born and raised on the family farm in Holmen, and he fulfills his father’s dream of his son carrying on the 4th generation family farm. Dan’s family, many of them involved in the Holmen community and employed by area schools, instilled in him the importance of family and

community. Early in his life he proved his commitment to the area through participation and service to the community.

Dan is a friend. His love for the Holmen community, the Holmen School District, and the people young and old, proves he has a passion for and a genuine interest in all people. Dan and his wife Karen continue to inspire their three children, Tyler (2014), Steven (2015) and Lynsey (2020) all graduates of Holmen High School.

Dan is a leader. He has helped form and develop many sporting activities for Holmen youth. His personal involvement in high school activities encouraged him to create and improve programs to give all students a chance to benefit from involvement. He was instrumental in the development of the Holmen Tackle Football League and the Youth Basketball League. He has also volunteered many hours with the Holmen Youth Baseball Parent Association, the Holmen High School Booster Club, the varsity football team and the Holmen Park and Recreation teams. He has also been an active member of the Town of Onalaska Planning Commission, Holmen Rotary Organization, Associated Milk Producers Inc., and La Crosse County Dairy Herd Improvement Association.

Dan is a doer. He is instrumental in organizing and encouraging

many improvements to the Holmen Area, especially on school

grounds. His endless fundraising efforts have produced new

scoreboards, improved fields, up to date uniforms and opportunities

for all. Dan has used his energy to help Holmen Schools and the

activities meet the needs of many, including many hours preparing

and leading youth basketball tournaments. Dan also hosts many

field trips of young people to his family farm. With great pride he

shares his life-long work with students and teachers and educates

them about life on a farm.

Congratulations to Dan on this well-deserved recognition!

Holmen’s Homecoming “Pork Feed for Education” was a success! School District of Holmen employees proudly presented a check for $4,253.30 to the Holmen Area Foundation in support of children within our community schools. The Holmen Area Foundation supports a variety of community programs, including the Holmen Viking Fund for Educational Excellence. The cooler weather brought out over 680 hungry people to enjoy this annual event. Our High School Marching Band provided great entertainment for our Pork Feed guests. They continue to be an exciting addition to our event. We extend our sincere appreciation to them for taking time out of their busy schedule to play for our community members. We are grateful for the cooperative effort and support of our sponsors. We thank you all for your generosity! Sponsorship funds were received from these local financial institutions:

At its October 28, 2019 meeting, the School Board of Education approved the 2019-20 Original Budget and Tax Levy. The Original Budget information was published in the La Crosse Tribune and is also available electronically on the School District of Holmen website at https://www.holmen.k12.wi.us/departments/budget-information.cfm The 2019-20 operating budget includes a $780,305 surplus (1.6% of the general fund expenditure budget) due to estimated revenues exceeding estimated expenditures. The general fund revenue budget is $50,069,147, a decrease of 1.01% over prior year. The general fund expenditure budget is $49,288,842, an increase of 1.50% over prior year. The budget surplus supports fund balance reserves for the completion the 2017 Safety and Security referendum projects. The District is in the first year of the renewed technology operating referendum approved as a non-recurring referendum in 2019. The technology referendum included voter approval to exceed the revenue limit by $450,000 per year for five years. To support the total budget, maintain a steady mill rate and practice debt defeasance, the School Board of Education approved a tax levy at the same meeting. The total district tax levy will be $19,620,532 for taxes certified in November 2019. The tax levy is distributed between the general fund at $14,311,325 and the debt service fund at $5,299,207. Because the District tax base

increased by 8.54%, the school district tax (mill) rate will decrease to $10.34, $0.22 less than the rate certified in 2018. For the owner of a $200,000 (fair market property value) home, the school portion of your property tax bill will be $2,068.

Beyond the school tax rate, the amount of property taxes you pay will be affected by the property tax rates of other taxing authorities, property tax credits and changes in your property’s fair market value. The School District of Holmen is committed to providing quality services for our children while making the best use of the resources provided by the community. NOTICE IS HEREBY GIVEN to the qualified electors of the School District of Holmen, including the Village of Holmen, Town of Holland, and parts of the Towns of Farmington, Hamilton, Onalaska, and City of Onalaska,

that on Tuesday, April 7, 2020, an election of School Board members will be held. There are three (3) three-year terms to be filled, expiring April 2023 and one (1) one-year term to be filled, expiring

April 2021. The Board members whose three-year terms expire are: Gary Dunlap, Cheryl Hancock, and Tom Kruse. The Board member whose one-year term expires is: Brian Wopat.

An elector, including incumbents, desiring to be a candidate for a position on the Board of Education must file a Declaration of Candidacy (Form EL-162sd) and Campaign Registration Statement (Form CF-1) at the School District of Holmen Frederic D. Frick Administrative Center located at 1019 McHugh Road, Holmen, WI, between the hours of 7:30 am and 4:00 pm, Monday through Friday, or directly with Anita Jagodzinski, Board Clerk on or before January 7, 2020 at 5:00 pm. Public Education in Wisconsin is financed heavily by local revenues, which largely consists of school property tax. The school property tax amount for each property is based on the property’s estimated fair market value and the school property tax rate. The School District of Holmen certified a school property tax rate of 0.01034 or $10.34 per $1,000 in fair market property value, a decrease of $0.22 over the prior year tax rate.

Total Estimated Fair Market Value (used for school tax calculation)

Many variables affect your property tax bill. At the most basic level, your school property tax bill amount is determined by multiplying the tax rate by the Total Estimated Fair Market Value of your property. As described above, the school property tax rate decreased from 2018 to 2019. Therefore, any increase in the school portion of your 2019 taxes is likely caused by an increase in the Total Estimated Fair Market Value of your property. To verify this, pull copies of your property tax bill from 2018 and 2019. Compare the 2018 and 2019 Total Estimated Fair Market Values. If the value of your property increased, your school property tax amount could increase even though the school tax rate decreased.

Total Assessed Value (not used for school tax calculation)

Several property owners experienced a reassessment of their property recently. It is important to remember that the school portion of your property tax bill is based on the Total Estimated Fair Market Value of your property (explained in above paragraph), not the Total Assessed Value. Occasional reassessment brings these two values into greater alignment.

When assessments change, taxpayers should compare their percent rate of increase with the average community increase. If the change is greater than the average, a tax increase is possible; the owner’s property now represents a larger share of total valuation. If the change is the same or less than the average, a tax increase is possible when the total property tax levy is increased. A smaller-than-average assessment increase could even mean a tax cut!

% Tax Change While referencing your tax bill, you may notice a column entitled % Tax Change. The net tax change percentage does NOT equal the taxing jurisdiction tax rate change. This is only a reflection of the change between the amounts due this year from the previous year. This may be affected by many factors such as the Average Assessment Ratio, Total Assessed Value, Estimated Fair Market amount and the School Levy Tax Credit. In case of snow, ice, cold or other inclement weather or emergencies, the following public media will be notified. Notifications will also be displayed on the District’s website (www.holmen.k12.wi.us) and Facebook page (@holmenschools), as appropriate.

Text Message Notification System The School District of Holmen also utilizes a text message notification system to provide notifications to families regarding delays and closings due to

inclement weather, as well as other emergencies. If you have a student enrolled in the School District of Holmen and would like to receive these text messages, text “YES” to 87569.

Important Reminders

If school is delayed for two hours or more, there will be NO morning Early Childhood/4K. If school is dismissed two hours or more early, there will be NO afternoon Early Childhood/4K. Some circumstances require driver discretion, even though schools may be running. A parent needs to exercise their parental responsibilities and not allow their children to ride if indeed they believe the conditions are too treacherous. School officials make the best judgments possible based on information available.

Holmen High School Start College Now/Early College Credit/Transcripted Credit By: Lindsey Seipp, Career Counselor/ACP Coordinator

Did you know that every student who graduates from Holmen High School has the opportunity to graduate with college credits? Holmen High School participates in three different programs that allows students the opportunity to earn college credit while still in high school. The three programs include transcripted credit courses at Holmen High School in collaboration with Western Technical College, Start College Now in collaboration with Western Technical College and Early College Credit in collaboration with University Wisconsin-LaCrosse and Viterbo University. All three of these programs allow students to receive not only high school credit but also college credit that is transferable to many different colleges and universities in the area. Transcripted credit courses are offered in collaboration with Western Technical College and are taught by Holmen High School teaching staff on the Holmen High School campus. During the 2018-2019 school year 707 Holmen High School students earned 2,315 transcripted credits by taking courses at Holmen High School and earned not only high school credit but also Western Technical College credits in these courses. See below for a list of the courses offered at Holmen High School via transcripted credit. If a student were to take a transcripted credit course at the college as a traditional college student it would cost approximately $136.00/credit. However, Western Technical College does not charge school districts for transcripted credits as these are courses taught by our teaching staff. During the 2018-2019

school year students saved a total of $332,334.00 by taking transcripted credit at Holmen High School. Through the Early College Credit Program students are able to attend courses at University Wisconsin-LaCrosse and/or Viterbo University during their 11th and 12th grade year. The last option is Start College Now which gives 11th and 12th grade students the opportunity to attend college classes on Western Technical College’s campus. Holmen High School students who wish to participate in the Start College Now or Early College Credit program must meet qualifications for the program which includes meeting the college/university requirements and prerequisites and extinguishing all high school courses in a specific subject area. Students complete an application process through the Student Services Department, which are then reviewed by administration and forwarded onto the post-secondary institutions pending approval. The post-secondary institution then contacts the students for admission and registration processes. During the fall of 2019 students earned over 80 credits strictly from the Early College Credit/Start College Now program and the anticipated credits earned for the spring semester is approximately 70 credits. If students are interested in learning more about Start College Now, Early College credit or transcripted credit courses they are encouraged to stop in and meet with the counseling staff within Student Services. We are grateful for the relationships we have developed with the post secondary institutions in our area that have collaborated with us to offer these great opportunities for our students.

School Report Cards By: Kim Edwards, Director of Instructional

Services

On November 12th, the Wisconsin Department of Public Instruction publicly released the 2018-2019 School and District Report Cards for every district and school in the state of Wisconsin. This accountability measure includes data on several indicators for multiple years focusing on student achievement, student growth, closing performance gaps, readiness for graduation and postsecondary pursuits, and student engagement. The purpose of the report cards is to help families and the public understand how their school and district are performing, as well as to help schools and districts identify areas of strength and opportunities for growth. Information obtained from the report cards is balanced with other data sources to drive instructional decisions made both at the school and district levels. The School District of Holmen has earned the rating of “Exceeds Expectations” with an overall score of 75.1 While continuing to be a top performer, we continue to strive to meet our mission of educating all students to achieve global success. Our district’s success may be attributed to the hard work and dedication of our students and staff in each of our buildings as evidenced by their individual report card ratings as listed on the following page. Holmen Public Preschool Family Outreach Activities

We accomplish this through our mission of collaborating with families and the community to build a foundation of success for all children. One way in which we have successfully worked with early childhood/4K families and the community is to provide special outreach events each month. Our goal is to serve our stakeholders to the best of our abilities, introduce opportunities for families, and to demonstrate our commitment to working “Better Together.” Families learn which programs and other resources are available in various locations around Holmen and the surrounding area, while business and services demonstrate their commitment to families in our community. They graciously allow families to experience their area of expertise, which hopefully leads to a return visit by the family and their friends. Everyone benefits from this community collaboration!
