ter in Hampton Virginia, Goddard Space Flight Center inGreenbelt, Maryland and Wallops Flight Facility situatedat Eastern Shore of Virginia.[5][15] During the period be-tween the 1970s and 1990s, Kalam made an eort to de-velop the Polar Satellite Launching Vehicle (PSLV) andSLV-III projects, both of which proved to be success.Kalam was invited by Raja Ramanna to witness the coun-trys rst nuclear test Smiling Buddha as the represen-tative of TBRL, even though he had not participated inthe development, test site preparation and weapon de-signing. In the 1970s, a landmark was achieved by ISROwhen the locally built Rohini-1 was launched into space, using the SLV rocket.[16] In the 1970s, Kalam also di-rected two projects, namely, Project Devil and ProjectValiant , which sought to develop ballistic missiles fromthe technology of the successful SLV programme.[16] De-spite the disapproval of Union Cabinet, Prime MinisterIndira Gandhi allotted secret funds for these aerospaceprojects through her discretionary powers under Kalamsdirectorship.[16] Kalam played an integral role convinc-ing the Union Cabinet to conceal the true nature of theseclassied aerospace projects.[16] His research and educa-tional leadership brought him great laurels and prestige inthe 1980s, which prompted the government to initiate anadvanced missile programme under his directorship.[16]Kalam and Dr V S Arunachalam, metallurgist and scien-tic adviser to the Defence Minister, worked on the sug-gestion by the then Defence Minister, R Venkataramanon a proposal for simultaneous development of a quiverof missiles instead of taking planned missiles one afteranother.[17] R Venkatraman was instrumental in gettingthe cabinet approval for allocating 388 crores for themission, named Integrated Guided Missile DevelopmentProgramme (IGMDP) and appointed Kalam as the chiefexecutive.[17] Kalam played a major part in developingmany missiles under the mission including Agni, an in-termediate range ballistic missile and Prithvi, the tacti-cal surface-to-surface missile, although the projects havebeen criticised for mismanagement and cost and timeoverruns.[17][18]

Kalamwas the Chief Scientic Adviser to the PrimeMin-ister, and the Secretary of Defence Research and Devel-opment Organisation from July 1992 to December 1999.The Pokhran-II nuclear tests were conducted during this

period in which he played an intensive political and tech-nological role. Kalam served as the Chief Project Coor-dinator, along with R. Chidambaram during the testingphase.[5][19] Media coverage of Kalam during this periodmade him the countrys best known nuclear scientist.[20]However, the director of the site test, K Santhanam, saidthat the thermonuclear bomb had been a "zzle" and crit-icisied Kalam for issuing an incorrect report.[21] BothKalam and R. Chidambaram dismissed the claims.[22]

In 1998, along with cardiologist SomaRaju, Kalam devel-oped a low cost coronary stent, named the Kalam-RajuStent.[23][24] In 2012, the duo, designed a rugged tabletcomputer for health care in rural areas, which was namedthe Kalam-Raju Tablet.[25]

3 PresidencyKalam served as the 11th President of India, succeedingK R Narayanan. He won the 2002 presidential electionwith an electoral vote of 922,884, surpassing 107,366votes won by Lakshmi Sahgal. He served from 25 July2002 to 25 July 2007.On 10 June 2002, the National Democratic Alliance(NDA) which was in power at the time, expressed tothe leader of opposition, Indian National Congress pres-ident Sonia Gandhi that they would propose Kalam forthe post of President.[26] The Samajwadi Party and theNationalist Congress Party backed his candidacy.[27][28]After the Samajwadi Party announced its support forhim, Narayanan chose not to seek a second term in of-ce, leaving the eld clear for Kalam.[29]

I am really overwhelmed. Everywhereboth in Internet and in other media, I havebeen asked for a message. I was thinking whatmessage I can give to the people of the countryat this juncture.Kalam responding to the announcement ofhis candidature by Prime Minister Atal BihariVajpayee[30]

On 18 June, Kalam led his nomination papers in theParliament of India, accompanied by Vajpayee and hissenior Cabinet colleagues.[31]

The polling for the presidential election began on 15 July2002 in the Parliament and the state assemblies with me-dia claiming that the election was a one-sided aair andKalams victory was a foregone conclusion. The countingwas held on 18 July.[32] Kalam won the presidential elec-tion in a highly one-sided contest. He became the 11thpresident of the Republic of India.[33] He moved into theRashtrapati Bhavan after he was sworn in on 25 July.[34]Kalam was the third President of India to have been hon-oured with a Bharat Ratna, Indias highest civilian hon-

our, before becoming the President. Dr Sarvepalli Rad-hakrishnan (1954) and Dr Zakir Hussain (1963) were theearlier recipients of Bharat Ratna who later became thePresident of India.[35] He was also the rst scientist andthe rst bachelor to occupy Rashtrapati Bhawan.[36]

During his term as President, he was aectionately knownas the Peoples President.[37][38][39] In his words, signingthe Oce of Prot Bill was the toughest decision he hadtaken during his tenure.[40]

Kalam is criticised for inaction as a President in decidingthe fate of 20 out of the 21 mercy petitions.[41] Article 72of the Constitution of India empowers the President ofIndia to grant pardon, suspend and remit death sentencesand commute the death sentence of convicts on deathrow.[41][42] Kalam acted on only one mercy plea in his5-year tenure as a President, rejecting the plea of rapistDhananjoy Chatterjee, who was hanged thereafter.[41]The most important of the 20 pleas is thought to be thatof Afzal Guru, a Kashmiri terrorist who was convictedof conspiracy in the December 2001 attack on the IndianParliament and was sentenced to death by the SupremeCourt of India in 2004.[42] While the sentence was sched-uled to be carried out on 20 October 2006, the pendingaction on the mercy plea resulted in him continuing in thedeath row.[42]

At the end of his term, on 20 June 2007, Kalam expressedhis willingness to consider a second term in oce pro-vided there was certainty about his victory in the 2007presidential election.[43] However, two days later, he de-cided not to contest the Presidential election again stat-ing that he wanted to avoid involving Rashtrapati Bhavanfrom any political processes.[44] He did not have the sup-port of the Left parties, Shiv Sena and UPA constituentsto receive a renewed mandate.[45][46]

Nearing the term expiry of the 12th President PratibhaPatil, whose tenure ended on 24 July 2012, media re-ports in April claimed that Kalam was likely to be nom-inated for his second term.[47][48][49] After the reports, social networking sites were abuzz with activities extend-ing their support for his candidature.[50][51] BJP poten-

tially backed his nomination, saying that the party willlend their support if Trinamool Congress, SamajwadiParty and Indian National Congress proposes his namefor the 2012 presidential election.[52][53] Just a monthahead of the election, Mulayam Singh Yadav andMamataBanerjee also expressed their support to Kalam and re-vealed that they both would suggest his name.[54] Daysafter expressing support, Mulayam Singh Yadav backedout, leaving Mamata Banerjee as a solitary supporter.[55]On 18 June 2012, Kalam refused to contest 2012 presi-dential poll after much speculations.[56]

Many, many citizens have also expressedthe same wish. It only reects their loveand aection for me and the aspiration ofthe people. I am really overwhelmed by thissupport. This being their wish, I respect it. Iwant to thank them for the trust they have inme.Kalams message to public upon denying tocontest Presidential poll 2012.[56]

Kalam was frisked by airport security at the JFK Airportin New York in September 2011, which led to protests bythe Indian Ministry of External Aairs and an expressionof regret by US Government.[65] Kalam had previouslyfrisked by the ground sta of the Continental Airlinesat the Indira Gandhi International Airport, New Delhi inJuly 2009 and was treated like an ordinary passenger, de-spite being on the Bureau of Civil Aviation Securitys listof people exempted from security screening in India.[66]
