Succeeding the original master plan achievements, the change from 2004 plan to 2009 is an extension of goal including industrialization, and the extension of targeted software to satisfy the new goals.

The nature of actions change from software localization and training to mass people, to software testing (ex. interoperability, performance) , showcase demonstration and more complicated training to focused people.

Comments on Action - FOSS Development Roadmap

The roadmap proposes to develop FOSS capacity from the basement to upward in a system life cycle. It does not define the strong dependency (sequence) of actions, which may vary on other factors like resource availability. It is reviewed and updated yearly.
