TITLE : GIS Application in Emergency Response and Combating Crime:
A Royal Malaysia Police Experience
The Royal Malaysia Police (RMP) being the main law enforcing agency in this country has
played its role well over the past 200 years. The fact that we can perform our daily routines and
allow its citizens and guests to move around freely is a clear testimony of operational effectiveness
of RMP.
In consonant with technological advancement and due to the complexities of Malaysian
society, RMP embarked on modernising its information management capability to achieve
superiority over its adversaries. One of our efforts is to utilise Geographic Information System (GIS)
strategically to improve our response time and information integrity towards enhancing
operational effectiveness.
Towards this end, RMP has employed GIS in its Command and Control, Communications
and Computer Integration (C4i) pilot project in the Klang Valley. The C4i project has incorporated
extensive use of GIS in resource management, especially in locating its Mobile Patrol Vehicles
(MPV) in the Automated Vehicle Location System (AVLS) sub-system. With this GIS, RMP
commanding officers can plan, monitor and revisit MPV patrol routes. GIS is also designed to
locate all 999 callers’ positions with dual objectives, namely, crank call management and
proactive emergency management. While pending implementation of the 999 Public Emergency
System (PERS 999) module of our C4i project, RAKANCOP plays a very prominent role in bringing
down crime rate in Kuala Lumpur city. Our home grown RAKANCOP has emerged as an important
interfacing medium between RMP and the public as it has broadened RMP data collection base.
This serves well in bridging the police/public communications gap and enhances the C4i
operational effectiveness significantly. GIS is also found to be helpful in crisis, disaster and event
management. With digital terrain modelling maps and satellite images, we can visualise, organise
and manage any search and rescue operation more objectively and effectively. With GIS, real
time monitoring of VIP entourages or special movements of people and goods for better security
coverage is made possible. GIS usage has taken RMP to a new height in modernising its operation
and we shall continue to exploit this technology even further when we expand the C4i project
national wide in the near future.

GIS IN C4i PILOT PROJECT
• GIS links PERS-999, MDCS, AVLS, RAKANCOP, CCTV and inter and intra legacy databases operation,
• The usage and value of GIS should not be viewed in isolation, itplays an interfacing and synergizing role all information systems (inter and intra agencies) involved in police operations.
• GIS is used in crime mapping (near real time),
• GIS is used in event panning and executing,
• GIS allows investigator to revisit incident (audit trail),
• GIS enables better situation awareness for decision-making,
• GIS for visualization and situation awareness for effective decision-making,

Vertical Mapper can display shaded elevation data. It can also render it for a 3D perspective. Having a view like this can help plan for more efficient search & rescue as well as plan for safer evacuations. For tactical operations, line-of-sight and view sheds can be generated to check “can you see me”scenarios.

Crime Mapping as a Law Enforcement Tool
“ The success of crime mapping is due to law enforcement at all levels recognizing the value of spatial information as an excellent tool to drive law enforcement decision making”
U.S. Attorney General’s Office quoted at MapInfo web site
GIS APPLICATION IN EMERGENCY RESPONSE AND COMBATING CRIME: A ROYAL MALAYSIA POLICE EXPERIENCE Supt Dr Chai Khin Chung @ PWTC Kuala Lumpur on 14th July 2006,
Mapping Works Because Location Matters
• Policing is a geographic profession,• Policing is a data-intensive profession,• Mapping helps people make decisions from
geographically sensitive data,• Controlling information about location is a
fundamental strategic advantage,• Having strategic control of geo-data speeds
up good decision-making; response time is always a critical success factor, more so in 21st century policing,
• The usefulness and value of GIS has been proven beyond reasonable doubt in Kuala Lumpur City Police,
• RMP will continue to explore and exploit further the potential of GIS in policing.
GIS APPLICATION IN EMERGENCY RESPONSE AND COMBATING CRIME: A ROYAL MALAYSIA POLICE EXPERIENCE Supt Dr Chai Khin Chung @ PWTC Kuala Lumpur on 14th July 2006,
LESSONS LEARNT
• GIS provides visualisation and enhances command and control of RMP resources
• GIS provides visualisation, situation awareness of crime scene and is fast emerging as the centre piece in organising police response
• GIS synergises information management
• GIS speeds up police response
• GIS enhances productivity (drop in crime indexes)
“If Kedah Police is provided with the C4i system, Kedah crime rate can also be reduced as in the case of Kuala Lumpur.”
Dato’ Zuber Bin Hj Shariff, Kedah Police Chief after witnessing a life demonstration of project C4i during LIMA 2005 LANGKAWI on 8th Dec 2005
