TITLE : GIS Application in Emergency Response and Combating Crime:

A Royal Malaysia Police Experience

The Royal Malaysia Police (RMP) being the main law enforcing agency in this country has

played its role well over the past 200 years. The fact that we can perform our daily routines and

allow its citizens and guests to move around freely is a clear testimony of operational effectiveness

of RMP.

In consonant with technological advancement and due to the complexities of Malaysian

society, RMP embarked on modernising its information management capability to achieve

superiority over its adversaries. One of our efforts is to utilise Geographic Information System (GIS)

strategically to improve our response time and information integrity towards enhancing

operational effectiveness.

Towards this end, RMP has employed GIS in its Command and Control, Communications

and Computer Integration (C4i) pilot project in the Klang Valley. The C4i project has incorporated

extensive use of GIS in resource management, especially in locating its Mobile Patrol Vehicles

(MPV) in the Automated Vehicle Location System (AVLS) sub-system. With this GIS, RMP

commanding officers can plan, monitor and revisit MPV patrol routes. GIS is also designed to

locate all 999 callers’ positions with dual objectives, namely, crank call management and

proactive emergency management. While pending implementation of the 999 Public Emergency

System (PERS 999) module of our C4i project, RAKANCOP plays a very prominent role in bringing

down crime rate in Kuala Lumpur city. Our home grown RAKANCOP has emerged as an important

interfacing medium between RMP and the public as it has broadened RMP data collection base.

This serves well in bridging the police/public communications gap and enhances the C4i

operational effectiveness significantly. GIS is also found to be helpful in crisis, disaster and event

management. With digital terrain modelling maps and satellite images, we can visualise, organise

and manage any search and rescue operation more objectively and effectively. With GIS, real

time monitoring of VIP entourages or special movements of people and goods for better security

coverage is made possible. GIS usage has taken RMP to a new height in modernising its operation

and we shall continue to exploit this technology even further when we expand the C4i project

national wide in the near future.

Having a view like this can help plan for more efficient search & rescue as well as plan for safer evacuations.For tactical operations, line-of-sight and view sheds can be generated to check “can you see me”scenarios.
