Rail manufacturing returns to its birth place

Hitachi Rail are bringing rail manufacturing back tothe North East with a new £82 million Rail VehicleManufacturing Facility recently opened in NewtonAycliffe. The facility is where the Government’s newInterCity Express (IEP) trains for the East CoastMain Line and Great Western Main Line, and AT200

commuter trains for Scotland, will bemanufactured. This massive investment shows a confidence in the area and in the strength of itsgrowing economy. Investment of this kind will havea huge impact locally bringing with it a wealth ofopportunity for the supply chain.

Industries such as chemicals, biofuels and oil-refiningare at the centre of the industrial heartland of Tees Valley.

Tees Valley is home to the largest integrated chemicalcomplex in the UK, and the second largest in WesternEurope in terms of manufacturing capacity.

All types of chemicals are represented, from petroleumprocessing and hydrocarbon separations activitiesthrough to petrochemical manufacture and fine andspecialty chemicals to pharmaceutical intermediates and actives.

Our chemical industry is concentrated across a relatively small geographical area, and as such enjoys a well-developed infrastructure. The three main sites of Wilton International, Billingham and Seal Sands/North Tees run approximately 12 miles east to west either side of the River Tees and are home to some major international companies, such asHuntsman, INEOS, SABIC, GrowHow and Sembcorp.

More than 1,400 companies are directly involved in thechemicals and process industry and its supply chain inTees Valley, the sector exports £12 billion of product and

contributes £2.2 billion a year to gross value added to the area.

Durham Tees Valley Airport (DTVA) is part of PeelAirports, which also owns Robin Hood Airport DoncasterSheffield, and is at the heart of the Aerospace industry in Tees Valley.

Business and general aviation are core activities at DTVA and include the Serco International Fire TrainingCentre, Cobham Plc (flight training and services) andSycamore Aviation (aircraft dismantling, recycling andmaintenance). Tees Valley is leading developments in the renewablesector. It boasts a growing cluster of biomass, biofuel,bioethanol and energy from waste plants. It also hasplans to develop Europe’s first Carbon Capture andStorage (CCS) equipped industrial zone.

OFFSHORE WINDThere is an increasing demand to build renewable energyassets, in particular offshore wind, and Tees Valley hasbeen awarded UK Government CORE status as a Centrefor Offshore Renewable Engineering. This is inrecognition of the area’s existing port infrastructure,available skills and supply chain and will enable rapidgrowth in the offshore wind sector.

The region benefits from good access to supply chainsand from 16.5GWE of wind farm development within easyreach of port sites. Its main advantage over rivallocations is its proximity to the northern North Sea andthe Dogger Bank wind farm, which experiences higherthan average wind speeds than anywhere else in Europe.

ENERGY FROM WASTEWith over £410 million of private investment in the last 18months alone, the Tees Valley energy sector continues tothrive and grow. Tees Valley Unlimited’s Low CarbonAction Plan supports the energy sector by continuallydeveloping initiatives, making the area a leader inbiofuels and low-carbon technology.

KEY DEVELOPMENTSSITA and Sembcorp UK are developing a new energyfrom waste facility at the Wilton International complex.The contract is worth £1.8bn over 30 years and will divert400,000 tonnes of non-hazardous office and householdwaste a year from landfill.

Air Products are building 2 new 49MW power facilities on industrial land near Billingham. Using advancedgasification technology the new facilities will providerenewable electricity for up to 100,000 homes.

CARBON CAPTURE AND STORAGE

Led by Teesside Collective, a cluster of leadingindustries, Carbon Capture and Storage (CCS) is aground-breaking initiative with a vision toestablish Tees Valley as the go-to location forfuture clean industrial development by creatingEurope’s first CCS equipped industrial zone.

CCS is a proven technology that can capture,transport and permanently store up to 90% of theCO2 emissions produced by industrial facilities,preventing them from entering the atmosphere.

Teesside Collective has a viable end-to-end planthat encompasses the capture of CO2 from acluster of energy intensive anchor companies, aswell as the transportation and permanent storageunder the North Sea. It is envisaged that otherindustries already in Tees Valley would also beable to plug in to the network, as would newplants attracted to the area by the infrastructure.This represents a significant step forward inachieving a low-carbon industrial cluster in TeesValley as it will become one of only a few globallocations where companies can accessinfrastructure to significantly reduce their carbonemissions.

One major deciding factor of moving to Tees Valleyshould be the advantages involved of it being a cost-competitive place to invest. More than ever, companiesneed to focus on the cost-effectiveness of theirfacilities and Tees Valley has some of the lowestoperating costs in the UK.

Rents and rates are around half that of most major UKcities, and a quarter of those in Aberdeen, London andthe South East. Labour costs are also much lower thanthe national average. This, along with considerable

This means thatover the next three years, taking a10,000 sq ft office in Tees Valley would,for example, save £420,000 over asimilar building in Guildford, £510,000over Edinburgh and £525,000 overManchester.

South Bank Wharf, Redcar & Cleveland(80.7 hectares) South Bank Wharf is one of the primefreehold opportunities with deep water access in Europe.Perfect for a large offshore investment with quay access,the site already has 10.4m water depth with the ability todredge. The site is located next to Teesport, the UK’slargest exporting port, has 350m river frontage and isclose to the integrated chemical site at WiltonInternational.

Hartlepool Port Estates, Hartlepool(56.9 hectares) Part of the existing operating port inHartlepool and ideal for renewable energy or advancedengineering companies. Fully serviced with five quays, atotal length of 900m across three berths. The site isalready home to major international companies such asHeerema and JDR Cables.

New and Renewable Energy Park, Stockton-On-Tees(41.3 hectares) Part of the Seal Sands energy andchemicals hub the site was recently cleared and levelled.It has B2 planning designation permitting land to bedeveloped for potentially high hazard plant and energygeneration. US energy company Air Products havechosen this as a site to build two energy from wasteplants.

Wilton International, Redcar & Cleveland(164 hectares) Five development plots are available. The fully serviced chemical complex has existinginfrastructure including power, steam and water givingcompanies the opportunity to ‘plug and play’. The site isalso close to Wilton Centre R&D facility and has pipelinkages to the north of the River Tees, which also offersjetties and storage facilities.

There are a wide range of cost-effective sites and premises across the Tees Valley, with 12 Enterprise Zones and atotal of 423 hectares available for new business investment that offer financial incentives to companies choosing tolocate here, as well as simplified planning and super-fast broadband.

The Enterprise Zone encompasses a wide range of sites including a number with existing units. The sites include both new and established business and enterprise parks, plus large cleared industrial sites with access to utilities, portservices and logistics.

All our Enterprise Zone sites offer excellent transport connections, with excellent road links to the A66, A19 and A1(M),main line railway stations offering passenger and freight services, an international airport on the doorstep and access to one of the UK’s largest deep water ports, Teesport.

Enhanced Capital Allowance Enterprise Zones:Four sites have Enhanced Capital Allowances. Companies locating on these sites can apply to receive first yearcapital allowance at 100% on qualifying plant and machinery to a maximum of £100 million to offset againstcorporation tax when the investment is made before March 2020. Tees Valley is one of only a small number of areas across the country that can offer large-scale occupiers enhanced capital allowances.

Business Rate Relief Enterprise Zones:

Companies locating to one of the eight Enterprise Zones offering business rate relief may qualify for up to £55,000a year of rate relief over 5 years, totaling £275,000. These sites are ideal for small and medium sized businesseswhich form the supply chain of the area’s heavy industry such as petrochemicals, renewable energy and advancedengineering, or which are part of the area’s emerging and fast growing digital sector.

National Biologics Manufacturing Centre Fusion Hive

Queens Meadow Business Park, Hartlepool(13.6 hectares) Existing business park with offices andindustrial units. Located close to Hartlepool Port Estatesand ABLE Seaton Port.

Teesside Advanced Manufacturing Park (TAMP),Middlesbrough(11 hectares). Located next to the highly successfulRiverside Park Industrial Estate, TAMP offers theopportunity to be part of an already established cluster of businesses. The site will host an Offshore WindValidation Centre which will provide research intofabrication methods for offshore wind turbine towers andfoundations, plus validation services aimed at helpingmanufacturers prove their validity to prospectivefinanciers and insurers.

Kirkleatham Business Park, Redcar & Cleveland(12.6 hectares) Existing units next to the integratedchemical site Wilton International where a cluster ofchemical and process industry companies are based. The site has serviced land ready for development as wellas existing office and industrial buildings available forimmediate occupation.

Belasis Business Park, Stockton-On-Tees(8.5 hectares) An established business park with existingoffice units this site is perfect for companies in anysector looking to move or expand into the area.

Oakesway Industrial Estate, Hartlepool (12.7 hectares)Part of an existing industrial estate, the OakeswayEnterprise Zone site is situated close to Hartlepool Port Estates.

Northshore, Stockton-on-Tees(5.1 hectares) Part of the major regeneration scheme in the area, the site is linked to the highly successfulTeesdale Business Park via the new landmark InfinityBridge. The development includes offices, retail, leisurespace, hotels and housing and is located close to thecentre of Stockton and is also home to the new FusionHive development which opened in 2015.

Central Park, Darlington(9.3 hectares) Part of the regeneration scheme inDarlington, Central Park is home to Darlington Collegeand the new Teesside University Darlington campus. TheCentre for Process Innovation (CPI) opened the NationalBiologics Manufacturing Centre in 2015. The £38 millioncentre will support the growth of the UK biologicsindustry. Business Central also opened in 2015. Situatedin the heart of Darlington it offers office space toestablished and start-up businesses.

St Hilda’s, Middlesbrough(8.1 hectares) Situated next to the thriving digital clusterof Boho, the site is located close to the town centre ofMiddlesbrough, near both Teesside University andMiddlesbrough college.

At the edge of the conurbation lies the Victorian seasideresort of Saltburn, where you can enjoy making sandcastles on the beach and sampling some of the finestfish and chips around. And with an original Victorian clifflift offering access to the hilltop, anyone can enjoy theimpressive coastline vista.

Drive time to national treasures such as the Lake DistrictNational Park and Kielder Forest is around an hour andhalf making them perfect places to relax for a weekendbreak. Major cities such as Newcastle, Edinburgh, Leedsand Manchester can all be reached within 2 hours, andLondon is only 2 and half hours on the main line train.
