Partnering for Our Economic FutureRecently the Florida Economic Development Council held their inaugural Florida Economic Development Week campaign on February 11th – 15th. The campaign was conducted to highlight the different ways that economic development programs and professionals aid Florida communities and families in job growth, investment, and workforce development.

“The partnerships Florida’s 28 colleges build with local industries help shape the talent pipeline and serve to ensure that the skills and programs taught at our institutions are the exact skills and talents needed to help our regional businesses thrive,” said Ava Parker, President of Palm Beach State College. “With more than 112,000 certificates and degrees awarded annually, our college system stands ready to continue providing the training necessary for in-demand, middle-skill, and high skill jobs across the ever-growing number of industries currently in Florida and the businesses that we want to attract to our great state.”

As a rural provider of utility services to more than 100,000 people in a four-county area, Talquin understands the importance of collaborating and working jointly with education to develop a skilled and trained workforce to meet the needs of Talquin and the communities that we serve. Talquin believes that in order for businesses to thrive in rural communities and across the state of Florida, as evidenced by Talquin’s partnership with Tallahassee Community College (TCC), businesses and education must partner in the creation of talent pipelines that meet their current and future workforce needs. TCC has served as Talquin’s education partner for nearly twenty years, providing workforce solutions that include training, job profiling, and assessment. Talquin’s workforce could not have developed and grown to serve our Members properly without our partnership with TCC.

Talquin is active in the chamber of commerce and economic development organizations for each of the four counties we serve. When businesses and local leaders band together, they can make a stand on issues that affect the community as a whole.

Rate ChangesTalquin continuously evaluates its cost of service to ensure rates reflect the true cost to serve all of its Members. Effective April 1, 2019, electric rates will be adjusted as shown in the tables below. The primary reason for rate changes at this time is to support operating margins that have been impacted from lower usage (energy efficiency appliances, milder weather, sluggish load growth, etc.) and increased operating costs (right-of-way maintenance costs, interest expense, etc.).

In fact, a significant portion of this rate change is due to interest expense (totaling about $1.5 million annually) associated with expenses from four significant storms that have impacted our system over the last three years (Hermine, January 2017 storm, Irma, and Michael).

Expenses from these storms have totaled approximately $41 million, of which only about $2.2 million has been reimbursed by FEMA. This rate change does not include the recovery of Hurricane Michael restoration expenses not covered by FEMA, as those total costs are still being evaluated.

Also, effective April 1, 2019, Talquin will reduce the Wholesale Power Cost Adjustment from a credit of ($0.0015) to a credit of ($0.0035), resulting in an overall decrease on bills of 2 mills, or $2 per 1,000 kWh.

The overall impact of these changes to Members who use 1,000 kWh per month will be an increase of $2.80 (or 2.19%) in their monthly bill.

Additionally, starting on April 1st, Talquin will extend billing due dates from 14 days to 18 days.

At this time, water and wastewater rates will remain unchanged.

Cranberries – not just for the holidays!

Cranberry Dip

Rice Pilaf with Cranberries and Pecans

Ingredients:

1 can whole berry cranberry sauce2 cream cheese or nuefchatel cheese – 8 oz packages, which is allowed to sit out until it reaches room temperature1/2 teaspoon ground cinnamon1/4 teaspoon ground nutmeg

1 cup wild rice blend2 cups chicken broth4 tablespoons butter1/2 cup onion finely diced2 Granny Smith apples finely diced1/2 cup dried cranberries1/2 cup pecans chopped1 teaspoon fresh rosemary leaves minced2 tablespoons fresh parsley leaves choppedSalt and pepper to taste

4 skinless, boneless chicken breast halves, chopped2 tablespoons olive oil3 stalks celery, chopped1/2 cup chopped walnuts1/2 cup dried cranberries1/4 cup chopped red onion1 cup mayonnaise3 tablespoons balsamic vinegarSalt and pepper to taste1/2 lemon, juiced8 leaves spinach – rinsed, stemmed, and dried

1. Add all ingredients to a bowl and mix thoroughly. It will be lumpy, but if thoroughly mixed, the flavor will be even. Refrigerate in air-right container, or serve immediately.

2. Serve with crackers (or rice patties for those who are gluten-free). It is also good with turkey.

3. Refrigerate any left-over dip to enjoy later.

1. Combine the wild rice blend and chicken broth in a pot. Cook the rice according to package directions.

2. While the rice is cooking, melt the butter in a large skillet over medium heat.

3. Add the onion and cook for 4-5 minutes or until softened.4. Add the apples and cook for another 3-4 minutes or until

softened.5. Pour the cooked rice into the pan with the onions and apples,

then stir to combine.6. Add the dried cranberries, pecans, rosemary and parsley to

the pan. Stir until thoroughly mixed. Season to taste with salt and pepper, then serve.

1. In a large skillet, heat olive oil over medium heat. Add chopped chicken and cook until chicken is cooked through. Remove from heat and set aside to cool.

2. In a large bowl, stir together the celery, walnuts, cranberries, onion, mayonnaise, vinegar, salt and pepper and lemon juice. Add cooled chicken, and stir until well combined. Cover and chill about 6 hours and serve on top of spinach leaves, if desired.

Congratulations to Dan Hancock on retiring after 33 ½ years (he said that ½ year totally counts) of service in Talquin’s accounting department. After 33 ½ years, you can imagine the stories we have to tell. Dan was always up for a game of

backgammon during lunch or a good meal. We even have an annual chili cook-off that we named after him! Now Dan gets to play tennis as much as he wants

and travel with his family. Dan, it is way too quiet around here without you. You are truly missed!
