Following previous studies, Brisbane City Council completed a business case for the Green Camp Road corridor upgrade in 2017. The business case recommended the upgrade of Green Camp Road consists of a four-lane road from Manly Road to Rickertt Road, including upgrades to the Tilley Road and Rickertt Road intersections.

Overview Green Camp Road between Manly Road and Rickertt Road at Wakerley/Ransome is identified as an arterial road in the Brisbane City Plan road hierarchy within the eastern Brisbane road network. It provides an important link in the network to enable a series of major north-south and east-west connections in the area.

Manly Road, west of Green Camp Road, provides a major link to the Brisbane CBD and Gateway Motorway. North-east of Green Camp Road it provides access to the Brisbane coastal suburbs of Wynnum and Manly, and also provides an existing alternative connection to Australia TradeCoast.

South of Rickertt Road, Green Camp Road provides a major link to Capalaba and Cleveland. Rickertt Road provides a significant east-west link to the northern part of Redland City, including Wellington Point.

Tilley Road is also an arterial road providing a connection between Green Camp Road and New Cleveland Road. The southern end of Tilley Road is proposed to eventually form part of a planned north arterial route between the Port of Brisbane and Old Cleveland Road.

There are approximately 30,000 vehicles per day on Green Camp Road. Peak hour traffic volumes (northbound during the morning and southbound during the afternoon) in 2015 on Green Camp Road, north of Tilley Road, are approximately 1800 vehicles per hour.

Council’s Gumdale Area Traffic Study in 2011 identified a range of proposed transport improvements to manage increasing traffic volumes. The study recommended increasing the capacity of Green Camp Road between Manly Road and Rickertt Road.

Why an upgrade is needed

Congestion

Existing traffic volumes exceed the practical capacity of the Green Camp Road and Rickertt Road intersection during the morning peak periods. In 2015, this was reflected in delays exceeding two to three minutes on some approaches and southbound queues on Green Camp Road extending through the Tilley Road intersection.

The existing Green Camp Road and Tilley Road intersection is operating well above capacity and does not adequately cater for existing traffic volumes.

During peak times, Green Camp Road carries over 1800 vehicles per hour and is at or close to capacity at the mid-block sections.

If an upgrade is not undertaken, this anticipated increase in demand will result in increased congestion, longer peak periods, increased accidents and delays to travel times.

Safety

Over the five year period between 2009 and 2014, a total of 25 recorded crashes occurred on this stretch of road.

Risks and delays associated with uncontrolled turns from Tilley Road results in drivers choosing alternative longer routes via New Cleveland Road.

Bus services

Green Camp Road is a bus route and congestion issues affect bus travel times and reliability.

Pedestrians and Cyclists

There are no formal cycling facilities along Green Camp Road.

Why Now?

Why is this project is needed now?

The existing Rickertt Road and Tilley Road intersections are operating well above their capacity and do not cater for existing traffic volumes. Congestion along Green Camp Road and through both intersections is expected to increase without intervention.

Failure to deliver the Green Camp Road corridor upgrade in the near future will result in: increased traffic congestion along Green Camp Road, particularly at the Green Camp Road and

Rickertt Road intersection further decrease in bus travel time reliability along Green Camp Road Green Camp Road continuing to be unable to fulfil its role in the Brisbane arterial network increased crash risks along Green Camp Road, particularly at the Green Camp Road and Tilley Road

Undertaking the corridor upgrade in stages will result in limited improvements to the corridor and significantly higher overall construction costs. Completion of the upgrade as one project is therefore recommended.

Options AnalysisThe Green Camp Road corridor upgrade was initially divided into stages:

Stage 1A – Green Camp Road and Tilley Road intersection upgrade Stage 1B – Addition of third northbound through-lane on Green Camp Road adjacent to the Tilley

Road intersection Stage 2 – Green Camp Road and Rickertt Road intersection upgrade Stage 3 – Mid-block upgrade between Manly Road and Tilley Road

Six options combining different stages were assessed to determine the recommended option which maximises the benefits of the upgrade and minimises the impact on the local environment, community and traffic.

A multi-criteria evaluation methodology was adopted with three evaluation criteria reflecting a balance between cost and non-cost objectives. The criteria included traffic benefits, safety benefits and cost. Option 6 achieved the highest ranking.

Upon further examination of the option of staging these works, it was determined that the corridor functionality and safety would be compromised if a piecemeal approach to the upgrade is taken.

By upgrading the corridor as one project, by 2021 travel times along Green Camp Road will be reduced for general traffic and buses by approximately 50% for northbound traffic during the morning peak period and approximately 35% for southbound traffic during the afternoon peak period.

Economic Assessment The Green Camp Road corridor upgrade was assessed for its crash saving and operating saving benefits. The economic analysis is based on a 30-year analysis period between 2016 and 2046, and a discount rate of 6%. The project has a benefit-cost ratio (BCR) of 8.8. A BCR greater than 1.0 indicates benefits outweigh costs.
