Professional Achievements

Customs, Border Management and Border Security Consultant (April, 2007 – Present)

Developed a draft model AEO program for the Government of Tajikistan and presented it to the trade and the Customs Administration in Dushanbe in August 2015. This initiative was part of the US Agency for International Development Afghanistan ATAR project, implemented by the Economic Integration Forum.

Worked with the government of Singapore, through a private contract with ASERO Worldwide, to do a supply chain security review of the border management practices currently in place in the air, land and sea environments in Singapore. Spent two weeks on site in Singapore in mid-late July, 2015 and then prepared findings and recommendations to be presented by ASERO to the officials in the Ministry of Home Affairs and the Ministry of Economic Development in Singapore. Prepared a comparative analysis of best practices in supply chain security programs in the US, EU, Peoples Republic of China, New Zealand, Thailand and Malaysia for their consideration and proposed implementation of a comprehensive supply chain security program in Singapore, recognizing the unique aspects of that country as a major transit hub.

Worked with the Government of Uzbekistan to provide risk management and AEO training to a group of approximately thirty of their Customs officers. I spent 5 days in Tashkent in May 2015. Developed extensive training materials in advance of the visit, which were translated into Russian. This project was also part of the Afghanistan ATAR project, implemented by the Economic Integration Forum.

Worked with the South African Trade Hub (pursuant to a contract with AECOM) in Botswana in April 2015 on the development of a comprehensive trade facilitation programme for the SADC countries. As part of that assignment, participated in a seminar hosted by the US Consul in Durban to discuss importing into the United States.

Completed work (52 day contract) in Bangladesh on a USAID project (Bangladesh Trade Facilitation Activity) to introduce the concepts of Authorized Economic Operator and Risk Management to the National Bureau of Revenue and Bangladesh Customs. Contract ended in late March 2015. As part of that work, prepared a comprehensive gap analysis of the current situation within Bangladesh and what they would need to accomplish to meet their requirements pursuant to their accession to the WTO Trade Facilitation Agreement.

Worked extensively with the Governments of Israel and Palestine on a series of short term USAID funded contracts (Chemonics Trade Facilitation Project [TFP] and the Palestinian Integrated Trade Arrangement [PITA]) to resolve issues at crossing points between the West Bank and Israel, recommending use of internationally accepted best practices such as establishment of a known trader (AEO) program, use of advance information and risk management, as well as increasing general awareness of the benefits of data exchange and practicing sound supply chain security. I prepared a proposed blueprint and extensive implementation plan for establishing an integrated, secure and corruption resistant approach to border management within the Palestinian Authority. I also spent a lot of time working with the Palestinian private sector and with Palestinian Customs to build capacity and expand opportunities for trade and development. (Approximately 100 days per year from May 2007 – May, 2010 and just recently, in 2014 I had an opportunity to work again in the region on similar initiatives for a Deloitte Trade project.)

Senior Counselor (intermittent) Asero Worldwide (a security firm founded by former senior members of the Israeli security establishment) working on a variety of risk management, border management and supply chain security initiatives. Most recently, (November, 2014) I worked on a project with ASERO to advise the government of Singapore on internationally accepted best practices in the land border passenger processing environment. Also, while working with Asero, conducted a comprehensive assessment of a Fortune 500 company facility in the UK when they learned they would be the recipients of a C-TPAT compliance/verification visit. The facility was granted tier three benefits following my visit.

Consultant, Crown Agents (July, 08 – 2013) including a mid-term review of a large scale Crown Agents Customs modernization project in Macedonia (November, 2008)

Developed a work plan to be followed by the Government of Mozambique to cut in half the time it takes for goods to enter or leave the country, as measured by the World Bank Doing Business Indicators (June, 2007)

Worked with the Jordanian National Customs administration as part of an ARD Customs modernization project (Camp Jordan) to recommend ways for them to improve the effectiveness of the training programs

Deputy Assistant Commissioner, Office of International Affairs, U.S. Customs and Border Protection (2005-2007)

Career senior executive responsible for all US Customs and Border Protection international activities including: Oversight responsibility for the Container Security Initiative (CSI) which

placed US Customs and Border Protection officers in 25 countries and 44 seaports around the world.

Responsible for all CBP international capacity building efforts and support for the World Customs Organization Framework of Standards to Secure and Facilitate Global Trade.

Responsible for managing CBP’s participation in the global Customs community through organizations such as the World Customs Organization (WCO), the International Maritime Organization (IM0) and similar multilateral international entities as well as the CBP relationship with the European Union, European Commission and Member States.

Managed activities of approximately 300 CBP personnel located in Washington D.C. and throughout the world in various embassies and in locations such as Iraq and Afghanistan

Director, Agency Operations, Office of Border and Transportation Security, Department of Homeland Security (2004-2005) Managed a group of approximately 12-15 liaison officers from DHS

participant agencies including ICE, TSA, CBP, Coast Guard, US Secret Service and the Federal Law Enforcement Training Center (FLETC) to improve communication and coordination during the difficult infancy of DHS.

Participated in developing extensive DHS-wide emergency management and critical response capabilities including the Interagency Incident Management Group (IIMG) during various exercises including TOPOFF and during the real time events associated with the London underground and bus bombings in 2005

Participated in the negotiation of the Security and Prosperity Partnership (SPP) with Canada and Mexico. The SPP was designed to improve the security and competitiveness of North America through a variety of independent, joint and tri-partite initiatives.

U.S. Customs and Border Protection Attaché in Brussels, Belgium (2002-2004)

Represented U.S. Customs and Border Protection (CBP) at the World Customs Organization (WCO) and to the European Union/member states on a variety of necessary enforcement and counter-terrorism initiatives in the aftermath of 9/11.

Represented USCBP in Geneva at the WTO at several meetings involving trade facilitation and customs –to – Customs partnerships.

Developed and negotiated a strategy, with the European Commission (TAXUD) and member states, for managing expansion of the Container Security Initiative throughout Europe

Participated in the negotiation of the 2004 agreement covering exchange of Passenger Name Record data with Europe, consistent with EU data

privacy requirements. Worked closely with the international customs community to develop and

gain consensus for the establishment of the WCO Framework of Standards to Secure and Facilitate Global Trade.

Director, Field Operations, U.S. Customs, Long Beach, California (1999-2002)

Career senior executive responsible for oversight of all Customs activities at the Los Angeles/Long Beach Seaport (busiest seaport in the United States) and the Los Angeles International Airport (second busiest airport in the United States in terms of international arrivals), including the management of over 1000 employees involved in Customs inspectional, enforcement and trade related activities associated with arriving and departing international passengers and cargo, collection of over $10,000,000 per day in Customs duties and taxes as well as narcotics interdiction, anti-terrorism, currency, intellectual property rights and other violations of Customs and related laws.

Managed an annual budget in excess of $65,000,000 In the aftermath of September 11, 2001, managed the realignment of all

Customs processes and resources at the LA/LB seaport to fight the global war against terror. This included initial design, development and implementation of the Customs Trade Partnership Against Terrorism (C-TPAT) to allow low risk goods to flow smoothly into the country and high-risk goods to be given closer scrutiny.

Chief Operating Officer, Office of Field Operations, U.S. Customs, Washington, D. C. (1997-1999)

In this position I was the senior executive/operational deputy to the Assistant Commissioner, Office of Field Operations. At that time, the Office of Field Operations had approximately 12,000 employees.

Oversight responsibility for management of 20 Customs Field Offices and passenger, trade, outbound and anti-smuggling activities of 301 ports of entry located throughout the United States.

Supervised the Executive Directors, Office of Passenger Processing, Office of Trade Compliance and Office of Outbound Programs as well as two GS-15 Office Directors in Anti-Smuggling and the Canine Enforcement Program.

Drove uniformity at ports throughout the United States by establishing 7 field management councils to bring together Customs managers from various ports to ensure consistency of operational practices and meet with selected members of the international trade community involved with those particular ports of entry. The seven councils dealt with issues unique to the air passenger environment, the northern and southern land borders, the east and west coast seaport environment, gulf coast specific issues, and the express consignment couriers.
