work orders and completion certificates issued by the authority concerned to establish work experience.

ii. तनजी कॊ ऩतनमों द्िाया कामों हेतु ऩूणयता प्रभाण-ऩि के साथ टी.डी.एस (स्रोत ऩय कटौती ककमा गमा कय) प्रभाण-ऩि बी देना होगा।/Completion certificates for work

i. सभान प्रकृतत के कामय का आशम बिनों, सुविधाओॊ आदद के चायों ओय फागिानी यियिाि के कामों से सॊफॊगधत साभान्म मसविर कामों के तनष्ट्ऩादन का अनुबि होगा। Similar nature of work shall mean experience in executing General Civil works involved in Horticulture maintenance around buildings, facilities etc.,

ii. ककए गए कामों का भूल्म ,कामय के िास्तविक भूल्म भें 7% प्रतत िषय की साधायण दय से फढोत्तयी कयने ऩय ितयभान रागत स्तय तक हो जाना चादहए ,जजसकी गणना कामय सभातत होने की ततगथ से फोरी प्रस्तुत कयने की अॊततभ ततगथ तक की जाए। The value of executed works shall be brought to current costing level by enhancing the actual value of work at simple rate of 7% per annum, calculated from the date of completion to last date of submission of bids*.

iii. उप-संविदा या संयुक्त उद्यम के रूप में विष्पाददत कायय पात्रता/मूलयांकि हतेु योग्य िहीं ह।ै

Work executed as sub-contract or joint-venture will not merit for eligibility/evaluation ξ

In addition, the following documents are to be produced :

i िैध जी.एस.टी ऩॊजीकयण प्रभाण-ऩि एिॊ ऩैन काडय। Valid GST registration certificate & PAN Card.

ii नए तनविदाकायों को अऩने कॊ ऩनी प्रोपाइर प्रस्तुत कयना होगा । New tenderers should submit their company profile.

3. “www.tenderwizard.com/ISRO” से तनविदा दस्तािेज़ डाउनरोड कयना भाि तनविदाकाय की फोरी रगाने भें बागीदायी की अहयता को सुतनजचचत नहीॊ कयती है। तनविदाकाय द्िाया प्रस्तुत दस्तािेज़ फाद भें विबाग द्िाया सत्मावऩत ककए जाएॊगे। मदद ऩामा गमा कक िे आिचमकता अनुरूऩ नहीॊ हैं तो ऐसे प्रस्ताि यद्द कय ददए जाएॊगे। Downloading tender documents from “www.tenderwizard.com/ISRO” alone will not make a Tenderer eligible for participation in the bidding process. The documents furnished by the tenderers will be subjected to verification subsequently by the Department. If found not meeting the requirements, such offers will be rejected.

4. (Amendment – 03, dated:20-04-2017), (सॊशोधन/Amendment – 10, ददनाॊक/dated:03-07-2018)

a. ननविदाकाय को उऩयोक्त ऩैया 1 भें दी गई यालश का अधिभ धन ननऺेऩ भाॊग-ऩत्र यसीद/ककसी अनयसूधचत फैंक द्िाया सािधध जभा यसीद के रूऩ भें, ‘वररष्ठ लेखा अधिकारी, आईपीआरसी, महेंद्रधगरर’ के नाभें (मा) अनसूधचत फैंक द्िाया जायी फैंक प्रत्माबूनत के रूऩ भें जभा कयना होगा। अधिभ धन ननऺेऩ, ननविदा प्राप्त होने की अॊनतभ नतधथ से 180 दिनों तक भान्म होना चाहहए। महद डी.डी. के रूऩ भें अधिभ धन ननऺेऩ प्रस्तयत कयते हैं, इसे ननविदा खयरते िक्त तत्कार नकद भें फदर हदमा जाएगा तथा असपर ननविदाकायों को विबाग द्िाया चके/इरेक्राननक रूऩ से अधिभ धन ननऺेऩ रौटामा जाएगा। Tenders should be accompanied with Earnest Money Deposit for the value specified in Para1 above, in the form of Deposit at Call receipt/Term Deposit Receipt/ Demand Draft of any Scheduled Bank issued only in favour of ‘Senior Accounts Officer, IPRC, Mahendragiri’ (or) in the form of Bank guarantee issued by a scheduled bank. Earnest Money Deposit shall be valid for 180 days from the due date of receipt of tenders. In case EMD in the form of DD is furnished, the same will be encashed immediately on opening of tenders and refund of EMD for unsuccessful tenders will be made through Cheque/electronically by the Department.

b. ननविदा रागत/ईएभडी स े छूट का दािा कयने िारे एभएसएभई इकाइमों को जजरा उद्मोग कें द्र (डीआईसी)/खादी एिॊ उद्मोग फोड ु(केिीआईफी)/कमय फोड/ुयाष्रीम रघय उद्मोग आमोग (एनएसआईसी)/हस्तलशल्ऩ तथा हथकयघा ननदेशारम मा एभएसएभई के भॊत्रारम द्िाया ननहदुष्ट ककसी अन्म ननकाम द्िाया जायी एभएसएभई उद्मोग आधाय ऻाऩन मा ऩॊजीकयण प्रभाण ऩत्र प्रस्तयत कयना चाहहए। ननविदा की देम नतधथ/विस्तारयत देम नतधथ तक ऻाऩन/प्रभाणऩि िैध होनी चाहहए। The MSME units claiming exemption of Tender cost/EMD should submit MSME UDYOG ADHAR MEMORANDUM or registration certificate issued by District Industries Centre (DIC) / Khadi & Industries board (KVIB) / Coir board / National small industries commission (NSIC)/ Directorate of Handicrafts and handlooms or any other body specified by Ministry of MSME. The memorandum/certificate shall be valid as on due date / extended due date of the tender.

5. तनविदाएॊ, ियऩ ननदेशक, तनभायण एिॊ अनुयऺण िुऩ भें ऩैया 1 के अनुसाय तनधायरयत ततगथ एिॊ सभम ऩय प्रातत की जाएॊगी तथा िोरी जाएॊगी। Tenders will be opened at the Office of the Group Director, Construction and Maintenance Group, on the stipulated date and time specified in Para 1 above.

6. (सॊशोधन/Amendment – 03, ददनाॊक/dated:20-04-2017), (सॊशोधन/Amendment – 10, ददनाॊक/dated:03-07-2018)

a. उऩमयकु्त ऩैया 1 भें ननधाुरयत ननविदा खयरने की नतधथ ि सभम को मा उससे ऩहरे भूर अधिभ धन ननऺेऩ ‘अनयबाग प्रधान (तकनीकी), ननभाुण एिॊ अनययऺण ियऩ, इसयो नोदन कॉम्पप्रेक्स, भहेंद्रधगरय -627 133’ के ऩास ऩहयॉचना चाहहए। देयी से प्राप्त होन ेिारी ननविदाओॊ तथा विरॊफ से प्राप्त होन ेिारी ईएभडी को ननयस्त कय हदमा जाएगा। Original instrument EMD shall reach ‘Section Head (Technical), Construction and Maintenance Group, ISRO Propulsion Complex, Mahendragiri – 627 133’ on or before date and time of tender opening as stipulated in Para 1 above. If valid EMD is not received on or before the due date and time of opening of tender, the tender offer shall be summarily rejected.

b. ननविदा रागत/ईएभडी से छूट का दािा कयने िारे एभएसएभई इकाइमाॊ, उऩमयकु्त ऩैया 4(फी) भें फताए अनयसाय एभएसएभई उद्मोग आधाय ऻाऩन मा ऩॊजीकयण प्रभाण ऩत्र की प्रभाणणत हाड ुकॉऩी प्रस्तयत की जानी चाहहए। उऩयोक्त ऻाऩन/प्रभाण ऩत्र की हाड ुकॉऩी ननविदा खोरने की देम नतधथ औय सभम ऩय मा उससे ऩहरे ियऩ प्रधान, ननभाुण एिॊ अनययऺण ियऩ के कामाुरम भें प्रस्तयत की जाएॊ। महद हाड ुकॉऩी, ननविदा को खोरने के ननमत तायीख औय सभम ऩय मा उससे ऩहरे प्राप्त नहीॊ हयआ है तो तनविदा प्रस्ताि सयसयी तौय ऩय अस्िीकृत हो जाएगा। The MSME units claiming exemption of Tender cost/EMD should submit attested hard Copy of MSME UDYOG ADHAR MEMORANDUM or registration certificate as indicated in para 4(b) above. The hard copy of above memorandum/certificate shall be submitted to the Office of the Group Director/Group Head/Head, Construction and Maintenance Group/ Division on or before due date and time of opening of tender. If hard copy is not received on or before due date and time of opening of tender, the tender offer shall be summarily rejected.

7. इस कामय के सभाजतत की तनमत अिगध 12 भहीने है। तथावऩ, सॊविदाकाय के सॊतोषजनक तनष्ट्ऩादन ऩय, जैसा कक प्रबायी इॊजीतनमय/सऺभ प्रगधकायी द्िाया प्रभाखणत, सॊविदा अिगध भें फताए गए दयों भें त्रफना कोई फदराि के 12 भहीने के मरए औय फढा ददमा जाएगा। इस फढौत्तयी के मरए कोई एसकरेशन चाजयस नहीॊ ददमा जाएगा। साथ ही, 12 भहीने के प्रायॊमबक अिगध के सभाजतत ऩय सॊविदा को फढाने/सभातत कयने का अगधकाय विबाग सुयक्षऺत यिता है। सॊविदाकाय को सॊविगध (जैसे त्रफक्री कय, िैट, सेिा कय, अन्म कोई कय) के अधीन ज्मोंही राग ूहो, कयों तथा देम उगाही से सॊफॊगधत विद्मभान प्रािधानों का ऩारन कयना होगा। अत्, दयों को तदनुसाय फताना चादहए। इस कामय के सभाजतत की तनमत अिगध 12 भहीने है। तथावऩ, सॊविदाकाय के सॊतोषजनक तनष्ट्ऩादन ऩय, जैसा कक प्रबायी इॊजीतनमय/सऺभ प्रगधकायी द्िाया प्रभाखणत, सॊविदा अिगध भें फताए गए दयों भें त्रफना कोई फदराि के 12 भहीने के मरए औय फढा ददमा जाएगा। इस फढौत्तयी के मरए कोई एसकरेशन चाजयस नहीॊ ददमा जाएगा। साथ ही, 12 भहीने के प्रायॊमबक अिगध के सभाजतत ऩय सॊविदा को फढाने/सभातत कयन ेका अगधकाय विबाग सुयक्षऺत यिता है। मदद सॊविदा को फढामा जाता है, तो फढाए गए सॊविदा अिगध के आयॊब होने से ऩूिय ठेकेदाय द्िाया आिचमक अततरयक्त तनष्ट्ऩादन गायॊटी प्रस्तुत कयनी चादहए । सॊविदाकाय को सॊविगध के अधीन ज्मोंही राग ूहो, कयों तथा देम उगाही से सॊफॊगधत विद्मभान प्रािधानों का ऩारन कयना होगा। अत्, दयों को तदनुसाय फताना चादहए । The Scheduled period of completion for this work is 12 months. However, on satisfactory performance of the Contractor, as certified by Engineer-in-charge/Competent authority. The Contract period shall be further extended for another 12 months without any change in the quoted rates. No escalation will be paid due to this extension. Also, Department reserves the right to extend/close the Contract after the completion of initial period of 12 months. If the Contract is extended, necessary additional Performance Guarantee shall be furnished by Contractor before the commencement of extended contract period. The Contractor shall abide with all the existing provisions related to the taxes and levies payable under respective statutes as applicable. Hence, the rates shall be quoted accordingly.

8. तनविदा िुरने की अॊततभ ततगथ को सफसे ऩहरे मरपापा ( i) िोरा जाएगा। इसके फाद, उसी ददन, जजन तनविदाकायों ने भान्म ई.एभ.डी प्रस्तुत की है केिर उन्ही का, मरपापा ( ii) िोरा जाएगा। मरपापा(ii) िुरने के फाद तकनीकी एिॊ िाखणजज्मक फोरी का तनयीऺण/भूल्माॊकन ककमा जाएगा। तकनीकी एिॊ िाखणजज्मक फोरी के भूल्माॊकन के दौयान, तनविदाकाय द्िाया प्रस्तुत ककए गए दस्तािेज़ों का विस्ततृ रूऩ से तनयीऺण ककमा जाएगा। मदद ऩामा गमा कक कोई तनविदा अहयता कसौटी को ऩूया नहीॊ कयती है तो िह इसी चयण भें तनयस्त कय दी जाएगी औय ऐसे प्रस्तािों को आगे की प्रकक्रमा हेतु शामभर नहीॊ ककमा जाएगा। भूल्म फोरी, तनददयष्ट्ट ततगथ (मोग्म तनविदाकायों को इसकी सूचना दी जाएगी) को अरग से, केिर उन्हीॊ तनविदाकायों की िोरी जाएगी जो तनयीऺण तथा तकनीकी भूल्माॊकन के दौयान मोग्म ऩाए जाएॊगे औय तनविदा प्रकक्रमा/शतों के अनुसाय आगे की प्रकक्रमा की जाएगी। On opening of Technical & commercial bid, further detailed scrutiny / evaluation will be carried out. During the evaluation of techno-commercial bids, the documents furnished by the tenderers will be scrutinized in detail. Any tender, found as not fulfilling the eligibility criteria will be rejected at this stage and such offers will not be considered for further processing. The price bid of only those tenderers who have been qualified during the scrutiny and technical evaluation will be opened separately on a specified date (with due intimation to the qualified bidders) and further processed, as per tender procedure/ stipulations.

9. सपर सॊविदाकाय के अगिभ धन तनऺेऩ को कामय फॊधऩि भें ऩरयिततयत ककमा जाएगा । कामय के सभाजतत ऩय उसे प्रततबूतत जभा भें ऩरयिततयत ककमा जाएगा । मदद अगिभ धन तनऺेऩ के बुगतान के छूट के भाभरे भें स्िीकृतत ऩि मा कामय आदेश के प्राजतत ऩय तत्कार तनविदा के अनुभातनत रागत के 2% कामय फॊधऩि अरग से प्रस्तुत कयें ।

Earnest money of the successful contractor will be converted into Performance guarantee. On completion of the work, the same will be converted as security deposit. In cases of exemption for payment of Earnest money, separate performance guarantee at 2% of the estimated cost put to tender to be submitted immediately on receipt of letter of acceptance/ work order.

10. तनविदा प्रस्तुत कयन ेसे ऩहरे इच्छुक तनविदाकाय, ग्रुप ननिेशक, सी & एम.जी., आईपीआरसी की ऩूिय अनुभतत से, स्थर का तनयीऺण कय सकते हैं। Intending tenderers may inspect the site before submitting the tenders, with the prior permission of Group Director, C & MG, IPRC.

11. बायत के याष्ट्रऩतत की ओय से तनविदा स्िीकाय कयने िारा प्रागधकयण न्मून मा ककसी अन्म तनविदा को स्िीकाय कयने हेतु फाध्म नहीॊ है औय कोई कायण फताए त्रफना ककसी मा प्रातत सबी तनविदाओॊ को यद्द कयन ेका अगधकाय यिता है। सबी तनविदाएॊ जो तनददयष्ट्ट शतों भें से मदद ककसी शतय को ऩूया नहीॊ कयती हों मा कोई शतय जजसभें तनविदाकाय द्िाया शतयफद्ध छूट दी गई है, तनयस्त कय दी जाएगी।

The tender accepting authority on behalf of President of India is not bound to accept the lowest or any other tender and reserves the authority to reject any or all the tenders received without assigning any reason. All tenders in which any of the prescribed condition is not fulfilled or any condition including that of conditional rebate is put forth by the tenderer shall be summarily rejected.

12. बायत के याष्ट्रऩतत की ओय से तनविदा स्िीकाय कयने िारा प्रागधकायण कामय आदेश जायी कयन े से ऩहरे कामयऺ ेि भें ऩरयितयन मा कामय की भािा भें कभी का बी अगधकाय यिता है तथा इस सॊफॊध भें कोई बी दािा नहीॊ कयेगा। The tender accepting authority on behalf of President of India also reserves the right to alter the scope/ or reduce quantum of work before issue of work order and the tenderer shall not have any claim what so ever on this account.

13. बायत के याष्ट्रऩतत की ओय से तनविदा स्िीकाय कयने िारा प्रागधकयण तनविदा के ऩूणय रूऩ से मा उसके ककसी बाग को स्िीकाय कयन ेका अगधकाय यिता है तथा तनविदाकाय को ददए गए भूल्म ऩय ही कामय कयना होगा । The tender accepting authority on behalf of President of India reserves the right of accepting the whole or any part of the tender and the tenderer shall be bound to perform the same at the quoted rates.

14. तनविदा के सॊफॊध भें प्रत्मऺ मा ऩयोऺ रूऩ से कोई बी ऩऺ-प्रचाय सख्तता से तनवषद्ध है औय ठेकेदाय जजसने ऩऺ-प्रचाय कयन ेकी कोमशश की है उसके द्िाया प्रस्तुत की गई तनविदा तनयस्त कय दी जाएगी। Canvassing directly or indirectly, in connection with tender is strictly prohibited and the tenders submitted by the contractors who resort to canvassing will be liable for rejection.

15. तनविदा स्िीकाय कयन ेिारा प्रगधकयण सयकाय द्िाया सभम-सभम ऩय जायी की जानेिारी नीततमों के अनुसाय प्रस्तािों को प्राथमभकता देने का विकल्ऩ यिता है। The tender accepting authority reserves the option to give preferences to the offers in accordance with the policies of the Government from time to time.

16. तनविदाकाय को विबाग के कें द्र के उस प्रबाग भें तनविदा जभा कयन ेकी अनुभतत नहीॊ दी जाएगी जजसभें सॊविदा देने औय उसके कामायन्िमन हेतु जजम्भेदाय कामययत व्मजक्त उसका/उसकी कोई नजदीकी रयचतदेाय है। उसे उन व्मजक्तमों का नाभ बी सूगचत कयना होगा जो उस के साथ ककसी बी ऺभता भें काभ कय यहे हैं मा जो उसके िहाॉ कामययत हैं औय जो अॊतरयऺ विबाग भें कामययत याजऩत्रित अगधकायी का नजदीकी रयचतदेाय है। ठेकेदाय द्िाया इस शतय का उल्रॊघन कयने ऩय उसके द्िाया जभा की गई तनविदा यद्द कय दी जाएगी तथा सॊविदा तनयस्त हो जाएगी। The contractor shall not be permitted to tender for works in the Division of that particular Centre of the Department responsible for award and execution of contracts for which his/her near relative is working. He/she shall also intimate the names of persons who are working with him in any capacity or are subsequently employed by him and who are near relatives to any Gazetted Officer in the Department of Space. Any breach of this condition by the contractor would render him liable for rejection of tender or cancellation of contract.

17. तनविदा उऩयोक्त ऩैया 1 के अनुसाय तनविदा प्राजतत की अॊततभ ततगथ से कम से कम 120 ददिों तक भान्म होना चादहए। मदद कोई तनविदाकाय भान्म अिगध के अॊदय अऩना प्रस्ताि िाऩस रेता है मा तनविदा की शतों एिॊ तनफॊधनों भें कुछ ऩरयितयन कयता है जो विबाग, सयकाय को स्िीकाय नहीॊ है तो सयकाय त्रफना ककसी अगधकाय मा उऩाम ऩय कोई ऩऺऩात ककए त्रफना अगिभ धन तनऺेऩ के 50% (ऩच्चास प्रततशत) का जुभायना रगाने का अगधकाय यिता है। आगे, तनविदाकाय को कामय की ऩुनतनयविदा भें बाग रेने की अनुभतत नहीॊ दी जाएगी। The tender should be valid for minimum period of 120 days from the due date of receipt of the tender specified in Para 1 above. If any tenderer withdraws the offer within the validity period or makes any modifications in the terms and conditions of the tender which are not acceptable to the Department, the Government shall without prejudice to any other right or remedy, be at liberty to forfeit 50% (Fifty Percent) of the Earnest Money Deposit absolutely. Further, the tenderer shall not be allowed to participate in the re-tendering process of the work.

3. तनविदा ऩूयी होने ऩय, सपर तनविदाकायों के साथ एक कयाय ककमा जाएगा। On concluding the tender, an agreement shall be drawn with the successful Tenderer.

the authority concerned to establish work experience.

3. ऩािता भानदॊड के अनसुाय, सभान प्रकृतत तथा तरुनात्भक भािा के कामय को तनष्ट्ऩाददत कयने के मरए दस्तािेजी

प्रभाण। / Documentary proof for having executed the work of similar nature and comparable

magnitude as per the eligibility criteria.

4. तनजी ऩऺकायों द्िाया जायी ककमा गमा कामय सभाजतत प्रभाण-ऩि, टी.डी.एस.(स्रोत ऩय कय कटौती) प्रभाण-ऩि के साथ

होना चादहए । / Completion certificate for works issued by private parties shall be supported by

TDS(Tax Deducted at Source) certificates.

5. ई.एस.आई. तथा ऩी.एप. ऩॊजीकयण सॊख्मा(मदद राग ू हो) की प्रततमरवऩ।/ Copy of ESI and PF registration

number (if applicable).

6. सॊविदा की साभान्म शतों भें ददए गए प्रऩि-1 के अनसुाय, कामय का भलू्म, सभाजतत की तायीि, सभम का विस्ताय आदद

को इॊगगत कयत े हुए सभातत कामों की सचूी।/A list of completed works indicating value of work, date of

completion, extension of time etc., as per Format-1 in General Conditions of Contract.

7. ऩनै/टैन का विियण। / PAN/ TAN details.

8. फमाना यामश जभा। / Earnest Money deposit.

9. ब्मौये सदहत कॊ ऩनी की प्रोपाइर । / Company Profile with details.

10. अततरयक्त दस्तािेज, मदद कोई हो। / Additional documents, if any.
