A Better Environment

for All

In the last five years, Jurong Town Council has embarked on numerous upgrading programmes and town improvement works so as to provide a better living environment for our residents.

Almost 98% of the blocks eligible for the Lift Upgrading Programme have either been completed or are in various stages of completion. We have also completed 100% of the barrier free access project for all precincts in Jurong Town. Working hand-in-hand with the Land Transport Authority, we have introduced the first stretch of cycling paths to make it safer for both the pedestrians and the cyclists. These projects, together with many other improvements such as the covered linkways being implemented throughout our town, provide practical daily benefits for our residents.

We have also started on the Neighbourhood Renewal Programme, the Home Improvement Programme, and the Revitalisation of Shops Scheme. With generous government funding, these schemes will preserve the value of our older HDB homes and estates, and further improve and beautify the environment.

Besides enhancing the living environment, the Town Council has also partnered with other Government agencies to provide various family-friendly amenities such as neighbourhood parks and 3-Generation recreation and exercise areas for young and old to enjoy.

We are also doing more to strengthen the ‘heartware’ of our town. Our residents have lived harmoniously in our multi-racial community and we will do our utmost to promote bonding among neighbours. It is heartening to see so many residents coming forward to join us in community programmes such as Tree Planting Day and Mass Cleaning events. Our very successful Cash for Trash programme, which has been sustained over the past three years, also speaks well of our residents’ pro-recycling culture.

亲爱的居民，

过去五年，裕廊市镇理事会展开了许多翻新计划和改善市镇的工程，为居民提供一个更美好的居住环境。

目前，约98%有资格进行电梯翻新的组屋已经完成了翻新工程，或者正在翻新当中。此外，我们也完成了在裕廊市镇内增添无障碍设施的工程。通过与陆路交通管理局的合作，我们增添了第一阶段的脚踏车专用道，以确保行人与脚踏车骑士的安全。这些计划，连同其他发展项目如有盖走廊，已在我们的市镇内广泛推行，让居民在日常生活中收益。

我们也已经展开邻区更新计划、家居改进计划以及为商店重新注入活力计划。在政府大力资助下，我们将继续加以改善及美化我们的居住环境。

除了改善生活环境，市镇会也与其他政府机构合作，为老少居民提供各种亲家庭设施，如邻里公园及三代休闲与健身场所。

我们也努力加强市镇内的“心件”工程。我们的居民在这个多元种族的社区里和谐共处，因此我们将竭尽全力，促进邻居之间的凝聚力。看到那么多居民前来参加我们的社区活动如植树日、组屋清洁日等，让我们感到很欣慰。而连续三年成功举行的“垃圾换取现金”活动，也体现出居民对环保的热忱。

展望未来，裕廊市镇会与其他政府机构已为2011至2015年策划出五年发展概念总蓝图。在接下来的几页，您可翻阅过去五年已经完成的翻新计划和改善市镇工程的详情，以及一系列有待在市镇中展开的精彩计划。

按照新的选区划分，虽然裕华区已是个单选区，可是一旦重组市镇的工作完成，裕华将继续是裕廊市镇会的一分子。这将确保裕华区也能享受裕廊市镇的规模经济效益。

我们将继续与您汇报有关邻里的新动向，也吁请你们分享您的意见和想法。

Going forward, the Jurong Town Council and the other government agencies have planned a comprehensive 5-Year Concept Master Plan for the period from 2011 to 2015. In the following pages, the Master Plan will detail the upgrading and town improvements projects that had been completed in the past five years and chart out the array of exciting projects that are in the pipeline for the Town.

Although Yuhua Division is a single member constituency under the new electoral boundary, it will continue to be part of the Jurong Town Council once the reconstitution of towns takes place. This will ensure that Yuhua Division enjoys the economies of scale of being part of the larger Jurong Town.

We will continue to keep you updated on the events happening at your doorsteps. Do feel free to let us know your feedback and concerns.

Para penduduk sekelianSepanjang lima tahun lalu, Majlis Bandaran Jurong telah menjalankan pelbagai program dan kerja-kerja peningkatan bandar bagi memberikan sekitaran kehidupan lebih baik untuk penduduk kita.

Hampir 98% blok yang layak mengikuti Program Peningkatan Lif, telah selesai menjalaninya atau berada di pelbagai fasa terakhir pemasangannya. Kita juga telah melaksanakan 100% projek bebas halangan untuk semua kawasan di Bandar Jurong. Bekerjasama dengan Penguasa Pengangkutan Darat (LTA), kita juga telah melaksanakan laluan pertama bagi pengguna basikal demi memastikan keselamatan kedua-dua pejalan kaki dan pengayuh basikal. Kesemua projek ini, bersama-sama dengan kemudahan lain yang telah dipertingkatkan, seperti laluan berbumbung yang dilaksanakan di keseluruhan bandar, memberikan faedah praktikal bagi penduduk kita sehari-hari.

Kita juga telah memulakan Program Pembaharuan Kejiranan (NRP), Program Pembaikan Kediaman (HIP) dan Skim Penyegaran Semula Kedai-kedai (ROS). Dengan pembiayaan pemerintah yang murah hati, skim-skim ini akan mengekalkan nilai rumah dan estet HDB yang dimakan usia, serta mempertingkatkan dan memperindah sekitaran.

Selain mempertingkatkan sekitaran kehidupan, pihak Majlis Bandaran juga bekerja bersama-sama agensi-agensi lain Pemerintah dalam menyediakan pelbagai kemudahan lain yang bersifat mesra-keluarga, seperti taman kejiranan dan kawasan riadah dan senaman 3-Generasi bagi dinikmati warga muda dan warga tua.

Kita juga akan melakukan lebih banyak lagi untuk memperkukuh ikatan sesama kita. Penduduk kita telah menikmati kehidupan yang damai dalam lingkungan masyarakat berbilang bangsa dan kita akan melakukan sebaiknya dalam mempererat hubungan antara jiran tetangga. Kita berasa tersentuh bila melihat ramai penduduk tampil dan sertai kami dalam program-program masyarakat seperti Hari Menanam Pokok dan acara melakukan pembersihan secara gotong-royong. Program kami, Wang Tunai Untuk Sampah, yang paling berjaya dan telah dikekalkan sejak tiga tahun lalu, menggambarkan budaya penduduk kita yang mengamalkan kitar-semula.

Memandang ke depan, Majlis Bandaran Jurong dan lain-lain agensi pemerintah telah merancang Konsep Pelan Induk 5 Tahun bagi tempoh 2011 hingga 2015. Dalam halaman-halaman berikut, Pelan Induk ini akan memperincikan projek-projek peningkatan dan pembaikan bandar yang telah selesai dijalankan sepanjang lima tahun lalu serta lakaran pelbagai projek-projek menarik yang akan dijalankan nanti untuk bandar ini.

Meskipun Kawasan Yuhua akan menjadi kawasan undi perseorangan di bawah sempadan kawasan undi yang baru, ia akan terus menjadi sebahagian daripada Majlis Bandaran Jurong sebaik penyemakan bandar dijalankan. Ini akan memastikan Kawasan Yuhua terus dapat menikmati faedah sebagai sebahagian daripada kawasan Bandar Jurong.

A well-connected living environment allows its

residents to go about their day safely and conveniently.

Connectivity also promotes interaction, bridges gap

and builds bonds. For this reason, the Town Council has

adopted numerous initiatives to improve connectivity

between critical parts of our Town. This includes the

building of covered linkways between buildings, drop-

off points, highlinks and barrier-free access.

The project aims to provide barrier free accessibility features like ramps with handrails to allow residents who are not so mobile safe and easy access to facilities within the Town. Jurong Town Council has made its whole town barrier free access in 2010.

HIP addresses common maintenance problems and provides systematic/ comprehensive repair within flats.

The estate Upgrading Programme (eUP) is targeted at older private estates and offers major improvement works such as parks, playgrounds and drainage.

The Interim estate Upgrading Programme, which complements the eUP, allows private estates to carry out small-scale improvements such as the building of ramps and footpaths.

To keep the neighbourhood in our Town in tip-top shape,

a host of improvement works will be carried out in the

estates. The Town Council and other government agencies

will jointly undertake improvement works to beautify

the estates and provide more amenities such as fitness

corners, games courts and playgrounds for our residents.

The addition of green landscapes is guaranteed to bring

more fun to the residents’ outdoor activities. A total of

$20m will be spent to provide more improvement work in

the coming 5 years.

Keeping the neighbourhood clean is everyone’s responsibility. The Mass Cleaning exercise helps to inculcate this awareness among residents.

3 — Cash For Trash拉圾换取现金 / Wang Tunai untuk Sampah /Ìô¨ÀìÌ À½õ

Launched in December 2007, the “Cash for Trash” programme aims to make it more convenient for residents to adopt a greener lifestyle.

Residents get to exchange their recyclables such as aluminum, glass, plastic, newspaper and old clothings for cash at six recycling stations located throughout the town on Sunday mornings.

Collections of trash from the various collection points have been on the rise. An average of 75 tonnes of trash is collected every month.

Giving back to nature can be as simple as a day’s work. The project invites neighbourhood residents to lend their hands towards planting trees.

To ensure the community’s safety and well-being, keeping our

facilities in excellent shape is an important priority for the Town

Council. Cyclical maintenance works which includes Repairs

& Redecorations (R&R), rewiring, re-roofing, replacement of

water pipes and water pumps, replacement of lift hoisting ropes

and travelling cables and lift overhaul are held periodically to

address this concern. A total of $70m will be spent in the cyclical

maintenance works for the next 5 years.

Town Councillors conduct regular estate inspections to assess the cleanliness standard of the estates. They conduct residents’ surveys to better understand their concerns on the physical environment of their neighbourhood.

Residents select the colour scheme for their precinct via our polling exercise. The Town Council then paints the blocks with the colour chosen by the majority of the residents.

The Town Council’s maintenance & operating expenses

have been increasing over the years due to the increase

in electricity tariffs. Lift upgrading/ maintenance cost,

cleaning, and cost of building materials are also on the rise

as more facilities are added to the estates. Hence, Jurong

Town Council is constantly exploring innovative and

efficient ways to run our operation. One of our innovations

is the use of LED lights for common areas in our estates

which provides us with significant savings in energy. We

are also exploring alternative sources of energy such as

solar energy and other cost saving measures in cyclical

maintenance work.

Since 2008, the rewiring cycle has been extended from 20 to 25 years, resulting in savings of $1.78m.

In 2008, Jurong Town Council started re-using the existing secondary roofing slabs for 126 blocks of flats. Only damaged slabs are replaced. This implementation provided $3m in savings.

LeD lights are implemented in 588 blocks with $1.13m energy savings per year.

Residents of Jurong will soon get healthcare at their doorstep, as Jurong Health Services (JurongHealth) builds the new 700-bed Ng Teng fong Hospital and 286-bed Jurong Community Hospital to provide integrated healthcare to those in western Singapore.

Slated to open in 2014 and early 2015 respectively, the hospitals will feature a revolutionary fan shape ward, designed with “a window for every patient”, which will significantly improve ventilation, privacy and comfort for patients in a soothing and green healing environment. The hospitals will also offer 120 Consultation Rooms in the Specialist Outpatient Clinics, 18 Operating Theatres and a comprehensive suite of specialist services. The healthcare hub will also include facilities such as the Community and Wellness Park, Mobility Park, roof top gardens and a pedestrian network to connect and bridge the community.

JurongHealth currently operates Alexandra Hospital where it will build and grow its base till the new hospitals in the West are ready.
