People often describe me as a “Pollyanna”; a person characterized by irrepressible optimism and a tendency to fi nd good in everything. For the most part, I’d say this defi nition suits me well; I believe there is a direct correlation between optimism and one’s ability to motivate, collaborate, innovate and drive meaningful change.

Each month I’m presented with a unique opportunity to spread some of that optimism by sharing my personal perspective on programs and issues that impact the Albany Area Chamber of Commerce membership. As Election Day nears, I’m increasingly optimistic that voters will defeat Measure 97 because the facts speak for themselves. The Measure 97 Description and Analysis report published by Oregon’s Legislative Revenue Offi ce in September, proves that Measure 97 is a regressive, consumption tax that will, over time, have a negative impact on consumer prices, employment and Oregon’s per capita tax burden. Below are a couple of direct excerpts from the conclusion of the report:

• Because Measure 97 is based on Oregon sales and heavily concentrated on domestic consumer sectors, it is expected to largely act as a consumption tax on the state economy. Taxes initially born by the retail trade, wholesale trade and utility sectors are expected to result in higher prices for Oregon residents.

• Consumption taxes tend to have a more muted effect on economic activity compared to taxes on income and property which more directly affect the net returns to capital and labor. Our (Legislative Revenue Offi ce) economic simulation shows that if Measure 97 becomes law it will dampen income, employment and population growth over the next 5 years.

• The higher gross receipts taxes triggered by Measure 97 are expected to lead to higher consumer prices and higher wages. Higher wages are partly the result of substituting higher paid public sector jobs for lower paid private sector jobs, particularly in the retail trade sector.

• If it (Measure 97) were in place for the 2012-13 fi scal year (the most recent year with complete state-by-state census data), Measure 97 would have increased Oregon’s per capita state and local tax burden by roughly $600 to $4,501. At this level the state would have had the 20th highest per capita tax burden in that year compared to an actual rank of 28th. As a percent of income Measure 97 would have raised taxes from an actual 10.1% in 2012-13 to 11.6%. This would have moved Oregon to the 9th highest taxes as a percent of income versus an actual ranking of 26th.

I encourage you to read the report and discover the facts for yourself – Measure 97 is bad legislation. Pollyanna is voting “No” on Measure 97.

He has 30 years experience in logistics and supply chain management. Brent has worked for global companies such as Atlantic Richfi eld and Fluor/Daniel. He has spent the past 24 years with Target Stores and has held many leadership positions in various locations including California, Oregon, and Minnesota. Brent is currently the Senior Director of Distribution of Target’s distribution and fulfillment center located in Albany, Oregon. Manufacturing Day is a nationwide event to introduce high school students to the vast career opportunities and unlimited potential for advancement within the manufacturing and skilled trades.

Personal Background: Born in Salem, raised in Albany. Graduate of West Albany in 1992 and then continued my education at Oregon State with a Business degree in 1996. After graduation, I moved to Seattle where I worked for a couple of years at a glass fabricating company (go fi gure!) and then 8 years at Microsoft in their employee fi nancial benefi ts department. Deciding I needed a break from big-city life, I moved to Cabo San Lucas, Mexico where I ultimately became a Destination Wedding & Event Designer. After 3 years of creating events for people from all over the world with various faiths, I opted to move home to begin a transition back to the USA.

The Albany Area Chamber of Commerce Governmental Affairs Committee supports a

YES vote on 22-156State law allows operation of register medical marijuana processors, medical marijuana dispensaries and licensed recreational marijuana producers, processors, wholesalers and retailers. State law provides that City Council may adopt an ordinance to be referred to the voters to prohibit the establishment of any of those registered or licensed activities.

Approval of this measure would prohibit the establishment of recreational marijuana producers, processors, wholesalers, and retailers within the area subject to the jurisdiction of the City. If approved, this measure will have no impact on medical marijuana processors or medical marijuana dispensaries located in Albany.

Metcalf returned to Oregon after several years in the fi nancial industry in Texas. The 2008 graduate from the University o f O r e g o n h a s p a r t i c i p a t e d i n several volunteer projects around the state.
