Maritime Administrations took place in Sandton, South Africa from October 22 to nd

23 , 2013. Much like the first Conference, it rd

was attended by various African countries was attended by various African countries alongside Shipowners Associations and International bodies.

On October 15 2016, in Lomé, Togo, an extraordinary session of the Assembly of African Heads of State and Government, adopted a Charter on Maritime Security, Safety and Developemnt in Africa.

The adoption of the Lomé Charter provides a means for signatories to commit to taking specific, measurable actions to promote the Africa-wide development of a sustainable blue economy, underpinned by good maritime security and efficient maritime law enforcement. Both the Revised African Maritime Transport Charter (Revised AMTC) of 2010 and the 2050 African Union's Integrated Maritime Strategy (2050 AIM Stratgey), give broad-brush outlines of where African States should be heading.

The Association of African Maritime Administration (AAMA), is the coordinating body for Maritime

Administrations in Africa, established pursuant to Article 5 of the African Maritime Transport Charter (AMTC). The Association is made up of five (5) African stakeholders' group namely:

1. The Association of African Maritime Administrations

2. Africa Ship Registrars' Forum3. African Ship Owners' Associations4. Africa Shippers' Council and all Cargo

Interest5. Seafarers' Forum

Responding to Africa's insignificant share of global investments in the maritime sector despite her significant contribution to global maritime traffic and the revived aspiration for a strategic take-off as noted in the African Maritime Transport Charter, it became necessary to facilitate a forum to bring together like minded Agencies and Associations to discuss Africa's maritime governance amongst other pertinent issues.

The first formal Heads of Maritime Administrations and Ship Registers Conference took place in Mombasa, Kenya from October 3 to 5 , 2012. The Conference rd th

was attended by 16 African countries with representatives from the African Maritime Policy Advisory Centre (AMPAC), Inter-Governmental Standing Committee on Shipping (ISCOS), Maritime Organisation of West and Central Africa (MOWCA), African Ship-Owners Association (ASOS), Kenya Shippers Council (KSC), Port Management Association of Eastern and Southern Africa (PMAESA), Container Freight Station (CFS) and Northern Corridor Transit Transport Coordination Authority (NCTTCA).

La 2ème Conférence des chefs d'africaine

Administrations maritimes s'est déroulée à

Sandton, en Afrique du sud du 22 au 23 octobre

2013. Beaucoup comme la première Conférence, il

a réuni divers pays africains, aux côtés des

Associations d'armateurs et d'organismes

internationaux.

Le 15 octobre 2016, à Lomé, au Togo, une session

extraordinaire de l'Assemblée des chefs d'Etat

africains et le gouvernement, a adopté une

Charte sur la sécurité Maritime, de sécurité et de

développement en Afrique.

L'adoption de la Charte de Lomé fournit un moyen

pour les signataires de s'engager à prendre des

mesures spécifiques, mesurables, à promouvoir le

développement de l'Afrique à l'échelle d'une

économie durable bleu, soutenue par la bonne

sécurité maritime et l'application de la Loi

maritime efficace. Tant le Transport Maritime

africain révisé Charter ()Revised CTFA) de 2010 et

la 2050 stratégie Maritime intégrée de l'Union

africaine (2050 objectif Stratgey), donner des

contours schématique des États d'Afrique où

devraient se diriger..

The Association des africains Maritime

Administration (AAMA), est l'organe de

coordination pour les Administrations maritimes

en Afrique, établi conformément à l'Article 5 de la

Charte africaine de Transport Maritime (CTFA).

L'Association est composée de 5 cinq africains

groupe des parties prenantes à savoir :

1. l'Association des Administrations

maritimes africaines

2. Forum Afrique navire registrateurs

3. Associations d'armateurs africaine

4. Africa Shippers' Conseil et tous les

intérêts de cargaison

5. seafarers' Forum

En réponse à une part insignifiante de l'Afrique des investissements mondiaux dans le secteur maritime malgré son importante contribution au trafic maritime mondial et l'aspiration reconstituée pour un décollage stratégique tel qu'indiqué dans la Charte africaine des transports maritimes, il est devenu nécessaire faciliter un forum pour réunir les sympathisants des organismes et des Associations pour discuter la gouvernance maritime de l'Afrique parmi les autres questions pertinentes.

Les premières têtes formelle des Administrations maritimes et navire enregistre la Conférence a eu lieu à Mombasa (Kenya) du 3 au 5 octobre 2012. La Conférence a réuni par les 16 pays africains avec des représentants du Comité intergouvernemental permanent de Shipping (ISCOS), Organisation Maritime de l'Ouest et Afrique centrale (OMAOC), Association africaine des armateurs (ASOS), Conseil de chargeurs de Kenya (KSC), African Maritime Policy Advisory Centre (AMPAC), Association de gestion du port de l'est et Afrique australe (AGPAEA), gare de marchandises de conteneur (CFS) et couloir Nord Transit transportent autorité de Coordination (XVIII).

The theme is against the backdrop of the African Union declaration of the year 2015-2025 as the Decade of African Seas and

thOceans. Consequently, 25 July was declared as Africa's Day of the Seas and Oceans being the date of the official launch of the 2050 Africa Integrated Maritime Strategy (2050 AIM Strategy). The first celebration of Africa's Day of the Seas and Oceans, took place at the African Union Commission Headquarters in Addis Ababa,

thEthiopia on 25 July 2015 and was simultaneously observed by several Maritime Administrations in Africa.

In line with the United Nations 2030 agenda and the post-2015 Sustainable Development Goals, it is imperative that the Association be seen to be aligned with such aspirations through the member maritime administrations.

In keeping with the International Maritime Organization's policy in assisting and enhancing the capacity of Maritime Administrations in Africa in the adherence and implementation of IMO instruments, the Organization, in collaboration with the Nigerian Maritime Administration and Safety Agency is organizing

unable to host the 3rd conference in 2014. With the new leadership in the Nigerian Maritime Administration and Safety Agency (NIMASA),

hold at the Transcorp Hilton hotel, Abuja, rd

Nigeria. This crucial 3 AAMA Conferences is set to draw a roadmap for the future sustainable work plans of the Association. It is therefore imperative that all Heads of Maritime Administrations in Africa attend this important conference. The Nigerian Government is set to host Africa!

THE 3RD AAMA CONFERENCE THEME:

Conformément à la politique de l'Organisation Maritime internationale en aidant et en renforçant les capacités des Administrations maritimes en Afrique dans le respect et la mise en œuvre des instruments de l'OMI, l'organisation, en collaboration avec l'Administration Maritime nigériane and Safety Agency organise la 3ème conférence de l'Association des Administrations maritimes africaines.

Dans le contexte des résolutions clés et décision de la 2ème tête de Maritime Administration Conférence africaine tenu à Sandton, en Afrique du Sud en octobre 2013, a été la convocation d'une conférence de AAMA 3e en 2014. L'hôte

désigné, le Nigéria, à l'époque, n'a pas pu organiser la 3ème conférence en 2014. Avec les nouveaux dirigeants de l'Administration Maritime nigériane et Agence de sécurité (NIMASA), la proposition d'accueillir la 3ème Conférence a été réactivée et du 20 au 21 avril 2017 a été fixé comme date pour la 3e conférence prévue à organiser, à l'hôtel Transcorp Hilton, Abuja, Nigéria. Cette conférences d'AAMA 3e crucial est définie pour dessiner une feuille de route pour les plans de travail durable futures de l'Association. Il est donc impératif que tous les chefs des Administrations maritimes en Afrique assister à cette importante conférence. Le gouvernement nigérian a la valeur hôte Afrique !

Le thème est dans le contexte de la déclaration Union africaine de l'année 2015-2025 comme Décennie des africains mers et Océans. En conséquence, il a été déclaré 25 juillet comme journée de l'Afrique des mers et des Océans, soit la date du lancement officiel de la stratégie Maritime intégrée 2050-Afrique (stratégie d'objectif 2050). La première célébration de la journée de l'Afrique des mers et des Océans, a eu lieu à l'administration centrale du Conseil Union africaine à Addis-Abeba (Éthiopie), le 25 juillet 2015 et a observé simultanément par plusieurs Administrations maritimes en Afrique.

Conformément à l'ordre du jour des Nations Unies pour 2030 et les objectifs de développement durable après 2015, il est impératif que l'Association considérée doit être harmonisé avec ces aspirations à travers les administrations maritimes du membre.

Mr. Søren joined Maersk in 1983. Over the next decade and a half, he held various positions in Maersk Line, with roles in Copenhagen, New York and Beijing. In 1998 he joined Maersk Tankers, where he was CEO from 2001 to 2011. In 2012, Søren Skou became the CEO of Maersk Line, encompassing Safmarine, MCC and Seago Line, and has been a member of the Management Board since 2007.

He has been the Group CEO of A.P. Møller Mærsk A/S since June 2016 and as of October 2016, CEO of the Transport & Logistics division.

Mr. Sobantu is the current chairman of Heads of African Maritime Administrations (AAMA). He has been in the maritime industry for 16 years and is currently the acting CEO of the South African Maritime Administration. Before joining SAMSA, Sobantu worked for Transnet where he was appointed Technical Manager and later promoted to National Operations Manager for Marine Services.

African Maritime Administrations (AAMA)

The International Maritime Organization – is the United Nations specialized agency with responsibility for the safety and security of shipping and the prevention of marine pollution by ships. IMO is the global standard-setting authority for the safety, security and environmental performance of international shipping. Its main role is to create a regulatory framework for the shipping industry that is fair and effective, universally adopted and universally implemented. A high power delegation team of five will represent the Secretary General of IMO, Mr. Kitack Lim at the 3rd AAMA Conference.

M. Søren rejoint Maersk en 1983. Au cours de la prochaine décennie et demie, il a occupé différents postes de Maersk Line, avec des rôles dans Copenhague, New York et Pékin. Organisation maritime internationale - est une agence spécialisée des Nations Unies, responsable de la sécurité dans la navigation et la prévention de la pollution marine par les navires. L'OMI est le pouvoir d'établissement des normes mondiales pour la sécurité, la sécurité et les performances environnementales du transport maritime international. Son rôle principal est de créer un cadre réglementaire pour l'industrie du transport maritime qui soit juste et efficace, universellement adoptée et universellement appliquées.

The Food and Agriculture Organisation is an agency of the United Nations that leads international efforts to defeat hunger. FAO serves both developed and developing countries and helps modernize and improve agriculture, forestry and fisheries practices and ensuring good nutrition and food security for all. FAO has 194 member states and associate members which include along with European Union, the Faroe Islands and Tokelau. The FAO will be highly represented at the 3rd AAMA Conference.

L'alimentation et l'agriculture est un organisme de l'Organisation des Nations Unies qui dirige les efforts internationaux de lutte contre la faim. La FAO est à la fois les pays développés et les pays en développement et aide à moderniser et à améliorer les pratiques agricoles, forestières et halieutiques, et à garantir une bonne nutrition et la sécurité alimentaire pour tous. La FAO a 194 états membres et membres associés qui comprennent en plus de l'Union européenne, les îles Féroé et Tokélaou.

La FAO sera fortement représenté à la 3ème Conférence AAMA.

Rear Adm. Adeniyi joined the Nigerian Navy in 1981 and was commissioned as Sub-Lieutenant in March 1984. He commanded NNS SIRI and was a Directing Staff at the Armed Forces Command and Staff College, Jaji as well as at the National Defence College Abuja. He served as Director of Naval Signals, Naval Headquarters and Deputy Commander of the Multinational African Partnership Station Mission in the Gulf of Guinea. He was also the Flag Officer Commanding Naval Training Command and currently the Chief of Training and Operations Naval Headquarters. He was a member of the AU Expert Group that developed the 2050 Africa's Integrated Maritime Strategy, and was also involved in the development of the ECOWAS Integrated Maritime Strategy. His decorations include Distinguish Service Star and General Service Star, US Navy Operations Medal during the Haiti Earthquake relief effort, and Meritorious Service Star medal by US President in 2011.

CEO/Commissioner of Liberia Maritime Authority

Dr. James is the current Commissioner of the Liberia Maritime Authority. Before assuming this position in September 2016, he served as Deputy Minister for Fiscal Affairs at the Ministry of Finance and Development Planning of the Republic of Liberia. He holds a Bachelor's degree in Accounting and Economics from Zion University College, Liberia; an MBA in Corporate Finance from the University of St. Thomas, Minnesota and PhD in Public Policy and Administration from Walden University, Minneapolis.

Amiral Arrière Adeniyi rejoint la marine nigériane en 1981 et est nommé sous-lieutenant en mars 1984. Il commande NNS SIRI et était un dirigeant le personnel de l'armée, du Collège de commandement et d'état de Jaji ainsi qu'au Collège de la Défense nationale Abuja.
