AAPURTI-UP

National Food Security Act (NFSA) - 2013 implemented in 28 districts ofUP from 1-January,2016 and in remaining 47 districts from 1-April,2016 .

Automation of PDS as per NFSA has been introduced with the name“AAPURTI-UP” with the objective of providing essential commodities tounderprivileged sections of the society at subsidized rates.

Largest network of PDS in India with more than 3.40 crore ration cardholders and 15 crore beneficiaries.

“AAPURTI-UP” to provide fast and accurate information to the Govt. forstrategic decisions to be made for effective implementation of NFSA.

Ration Card ManagementDigitized beneficiary data and created centralized database with clearprocess flow of data updation.

Data from various sources viz. SECC-2011, APL, BPL, AAY, Onlineapplications and DSO office applications has been used to generate FPSwise eligibility list of beneficiaries.

After due verification, NFSA Ration Cards are digitally signed and PDFgenerated using Windows Application (RC data accessed through webservice )

100% ration card details with member details are available online.

De-duplication process to remove duplicate beneficiaries. Variousexception reports to eliminate bogus beneficiaries.

Exhaustive search to view details of NFSA Ration Card on the web portal.

Integration with e-District to ensure delivery of Ration Card servicesthrough Common Service Centres (CSC).

Ration Card details are being provided through Web Services foridentification of beneficiaries for National Health Insurance Scheme.

POS with UID IntegrationCommodity distribution automation at Fair Price Shop (FPS) using Point-of-sale device(PoS)

Aadhaar based biometric authentication of the beneficiary using webservice of UIDAI at FPS

Transactions and closing balance are being updated at central server inreal time.

Provision of SMS based OTP in case of biometric authentication failed.

Grievance Redressal System

Citizens can directly register complaint on the web portal.

Complaints received through toll free no. are registered by call centreexecutives.

Registered complaints are being marked to concerned officers by callcentre executives.

On receiving a complaint, department officers take prompt action on itand enter the details of action taken.

Complaints are finally disposed by State Level Nodal Officer of thedepartment.

In case of unsatisfactory resolution , complaint can be re-assigned toconcerned officer by State Level Nodal Officer.

Citizens can view current/final status of complaint through the webportal.

SMS and email alerts are sent to complainant and concerned officers ofthe department at every stage.

Unique Features

Adhaar based biometric authentication of beneficiary is done at the timeof distribution of food commodity using online service of UIDAI.

Various exception reports based on logical anomalies and de-duplicationalgorithms generated to remove duplicate/bogus/ghost beneficiaries.

Total no of Ration Cards in the state reduced from 4.41 crore to 3.79 croreafter the cleaning process based on de-duplication and exception reports

Data of Socio-economic and Caste Census(SECC) has been utilized foridentification of eligible beneficiaries in rural areas as per NFSA norms.

As per NFSA norms, oldest female in the family was made head offamily(HoF) and relation of other members with the HoF were modifiedaccordingly using indigenously developed algorithm.

With the help of Online NFSA application system, 1.34 crore applicationsfor new ration card were received from citizens.

QR codes have been used for Online Verification of Ration Cards.

Allocation is being done on the basis of actual beneficiary count derivedfrom digitized ration card database.

Online transfer of payment from FPS dealers to godown incharge has beenimplemented through e-Challan system.

Automatic updation of monthly closing balance of FPS throughinformation pushed by PoS devices.

Automatic adjustment of FPS wise Allocation for next month based on theclosing balance for previous month.

Mobile App provided for facilities like RC Search, FPS Search, view NFSAeligibility criteria, important notifications from the department etc.

New bilingual GIGW compliant web portal launched to provide completeinformation regarding PDS
