1 EXECUTIVE SUMMARY
1.1 Introduction
Abhilash Chemicals and Pharmaceuticals Pvt Ltd (API Div) proposes to establish a greenfield project for
the manufacture of import-substitute active pharmaceutical ingredients (API) at standards approvable
by the USFDA and EU drug authorities.
The project proponents are a Chemical manufacturing company based in Madurai City in Tamilnadu and
are in business since 1994. As a first generation enterprise founded by the present CMD, they have an
established track record and access to well-developed local technical manpower and backup resources.
1.2 EC process till date
The status of the progress of EC application is provided in Table 1-1.

As per the Letter dated 29th September 2016 (attached as Annexure 1), the committee noted that the
proposed site is in vicinity of reserved forest. The PP has been advised to perform option analysis and
also obtain information on Flora-fauna and dominant species in the reserved forest from the vicinity.
1.3 Summary and Conclusions
A review of activities undertaken by the project proponent from 2014 to establish project within
Government established industrial areas has been presented.
Detailed option analysis for possible project sites in private plots (outside Govt industrial areas) within
the Geographical Zone of interest was performed using 13 criteria including Distance from Port, Airport,
Road access, Manpower, Land cost/availability, Power, Ground water, Forest, NP/WLS, Land use, Water
bodies, Rivers, Habitation. The chosen project site is amongst the top scoring sites and may thus be
considered as a suitable site option.
A review of Ecology and biodiversity was undertaken by site visit and using primary data collected from
the State forest department and presented.
Other factors that will influence site suitability including Meteorological data, Wind direction, Air
emissions, Water & Drainage patterns, Land pollution possibilities, Noise/Vibration/Light/Heat have been
reviewed in detail and presented.

In conclusion, the proposed site is a very suitable site option within the Zone of interest and is well
supported by site specific assessment of various key factors as described above.

2 SITE SELECTION
2.1 Site Selection and Option Analysis
The project proponents wish to leverage their long standing industry experience and current bright
global demand for Indian made APIs to establish a world-class plant in and around Madurai Area.
As one of the major cities in Tamilnadu, Madurai has extremely well developed infrastructure such as
International airport, Central location within the state, Excellent road connectivity to other parts of the
State, National highways and proximity to Tuticorin port making it highly suitable for such a project.
The State administration will also welcome this project in this part of Tamilnadu because of the potential
it offers for establishment of a base for talent creation, employment generation for technically qualified
local residents and attract highly skilled diaspora resulting in overall social development.
2.2 Zone of Interest
For the purpose of Site selection, the ‘Zone of Interest’ has been defined as an area within one hour
commuting distance of Madurai / PP’s existing operations (~50 km radius).

2.3 Availability of Plots in Government Established Industrial Areas
The following Industrial areas within and beyond the Zone of interest promoted by the State Industries
Promotion Corporation of Tamilnadu Ltd (SIPCOT) were evaluated and the summary of outcome is as
per below:

2.3.1 SIPCOT Nilakottai (Located in Dindigul District)
Project proponent applied for land allotment on 19.03.2014 and subsequently attended a meeting on
18.07.2014. It is understood that SIPCOT Nilakottai was designated for food, fruit processing and Light
engineering and also housed a Mega project of M/s Amway, USA (MOU with TN govt) to make FMCG
products included inside the SIPCOT. No similar industry in the area. Was advised by SIPCOT to shift
application to General industry area or Chemical industry area.
Project proponent transferred application to SIPCOT Tuticorin on 18.07.2014. (See Section 2.5.3
below)
Conclusion: SIPCOT Nilakottai ruled out as a site option.
2.3.2 SIPCOT Manamadurai (Located in Sivaganga District)
This site does not pass preliminary screening criteria as this is a general industrial area established
without specific EC and is located < 1 km from the Vaigai River Bed. There is a specific state Government
G.O. Ms. No. 127/E&F/EC Dept./ECIII/dt. 8.5. 1998 and G.O. MS.No. (ID) 223/E&F/EC.III/dt. 2.9.1998
imposing a total ban of setting up of several types of Industries (including Bulk drug making units) within
5 kilometers from the embankments of five named rivers, one of which is the Vaigai River.
Conclusion: SIPCOT Manamadurai ruled out as a site option.
2.3.3 SIPCOT Tuticorin (Thoothukudi) (Located in Thoothukudi District)
Although this site is located ~150 km from Madurai and makes the site undesirable on account of a one-
way commuting time of 3 hours, the project proponent still shifted their earlier made application to this
site on 18.07.2014 (See Section 2.3.1 above).
However, the application was closed on 14.07.2015 (1 year from application) citing that no new vacant
plots were available and expansion / new allotment was possible only after fresh EIA studies [timeframe
for which is still indefinite] and land procurement.
Project proponent’s Deposit refunded via SIPCOT letter dated 19.02.2016.
Conclusion: SIPCOT Tuticorin (Thoothukudi) currently ruled out as a site option.
2.4 Application of Site Selection Criteria to Private Plots in Zone of Interest
The figure below shows the zone of interest along with environmentally important features including the
Vaigai River running along the center (shown in blue), The Palani hills / Kodaikannal WLS in the North
West, The Vettangudi WLS in the East and Southern Ghats / Srivilluputhur Giant Squirrel WLS in the
Southwest.
In addition, location of ‘Overexploited’ and ‘Critical’ blocks in terms of ground water resource have been
plotted in RED.

For the purpose of Option analysis, the zone of interest was divided into 5 km x 5 km grids. Before Grid
numbering, the following zones have been removed from consideration due to reasons mentioned
below:
Zone 1 = Dindigul district where 11 out of 14 blocks in Dindigul district are overexploited in terms of
Ground water resources (the remaining 3 blocks in Dindigul are not in the zone of interest). Hence all
grids falling under Zone 1 cannot be chosen.
Zone 2 = Approx 10 km circle around Madurai core city where Industrial establishment is not possible.
Zone 3 = Three approx 5 km circles around overexploited (Ground water) blocks in Madurai district
Thirumangalam, T. Kallupatti and Sedapatti
Zone 4 = 10 km circle around Vettangudi WLS situated in Sivaganga district where Industrial
establishment is not possible.
Zone 5 = 5 km either side of Vaigai River where a TN state Govt GO (referred to in earlier section)
prohibits establishment of Bulk API industry.
Zone 6 = 7.5 km around Madurai international airport.

2.5 Suitability Study Assessment for remaining Zone of Interest
The area remaining in the zone of interest, after removal of unsuitable zones (as described in 2.6 above)
was divided into grids of 5 X 5 km totaling to 106 blocks. All these grids were evaluated for suitability
against 13 parameters listed below. Each grid was assigned a number from 1 to 5 for each of the
parameters, where 1 indicated poor score and 5 indicted good score. The numbers for all parameters
were added for each grid to arrive at a total indicating overall suitability of each grid.
Parameters related to Logistics and infrastructure
1. Distance from Port
Distances from Tuticorin port is an important logistics factor as the products proposed are export
oriented and freight cost is a major contributor to the competitiveness of the project. All 106 grids
assessed typically scored between 2 and 4 on a scale of 1 to 5 (where 1 indicates very poor access to

Tuticorin seaport and 5 indicates excellent access). Some sites with closer proximity to Tuticorin port
and to well-developed highways and expressways were scored 4.
2. Proximity to Airport
Distance from Madurai international Airport is an important logistics factor for easy access to domestic
and international customers. All 106 grids assessed scored between 2 and 5 on a scale of 1 to 5 (where
1 indicates poor access to Madurai Airport and 5 indicates excellent access)
3. Road access
Road connectivity for the inward transport of raw materials from other parts of State/India and outward
movement of finished goods is a very critical aspect for this project. Overall Tamilnadu has some very
well developed expressways (National highways) connecting it to other parts of Tamilnadu (Trichy,
Chennai, Salem) and also leading down south to Tuticorin and Tirunelveli. However, within this zone of
interest, some grids from the Southwest part and grids from the North East, East, South East (Sivaganga,
Pudukkottai districts) have underdeveloped roadways. All 106 grids assessed scored between 2 and 5
on a scale of 1 to 5 (where 2 indicates poor access to expressways and 5 indicates excellent access).
4. Manpower availability
This project involves employment of highly skilled employees operating the facilities to manufacture bulk
drugs at very high standards which will be subject to frequent audits by regulatory agencies such as
CDSCO India / EU / US FDA. Hence proximity/access to Madurai city is a very important criteria. The
106 grids assessed scored between 1 and 4 (where 1 indicates poor manpower availability and 4
indicates good manpower availability)
5. Land cost/ availability
For setting up this project on private plot a total area of ~40 acres is envisaged. Within the chosen zone
of interest, the cost of land varies between 25 Lakhs per acre to upto 50 Lakhs per acre. The plot already
owned by the proponents has been scored 5/5 (as there is no additional land cost for the project)
whereas in other cases where Land needs to be acquired have been scored either 1 or 2 (based on the
land cost i.e total project cost will increase by Rs.10 Cr – Rs.20 Cr depending on land cost).
6. Power availability
While the overall power situation of Tamilnadu is suitable, it is a case that whenever an industry requiring
HT power is setup - last mile infrastructure from Sub-station to unit is lacking in non-industrialized areas.
(which is the case for almost all grids on our zone of interest). So all 106 grids have been scored 2 or 3
depending on level of infrastructure. The existing plot belonging to the proponent already has well
developed last mile power transmission upto site boundary so it has been assigned as score of 4.
7. Ground Water availability
All 106 grids have been scored 2 (if classified ‘Semi-critical) or 3 (if classified ‘Safe’) based on GW data
available from the Ground water authority of Tamilnadu. This is on a scale of 1 to 5 where 1 represents
poor water availability and 5 represents excellent availability. No higher scores (4 or 5) have been given
because there is no Govt supply of water for any industry and so water requirement must be fulfilled by
Ground water abstraction. Sites categorized as ‘Critical’ or ‘Overexploited’ have already been excluded
from evaluation as Ground water abstraction will not be permitted in such sites.

8. Proximity to Forest
The proposed forest will be located OUTSIDE any RF boundary. The 106 grids have been scored between
1 (For sites located very close to forest area) and 5 (for sites located > 10 km to forest area).
Intermediate scores have been assigned on case to case basis.
9. Proximity to National Park (NP)/ Wildlife Sanctuary (WLS) / Biosphere reserves
Within the zone of interest, Vettangudi WLS is the only declared National part / Wildlife sanctuary /
Biosphere reserve / Wildlife protected area from amongst the list of more than 30 declared protected
areas of Tamilnadu. Sites within 10 km of Vettangudi WLS have been excluded from consideration.
However, out of 106 grids possible grids located > 15 km of Vettangudi WLS have been assigned a
score of 5/5 and site located between 10 – 15 km have been assigned a score of 4/5. This is on a scale
of 1 (Least desirable) to 5 (Most desirable).
10. Typical Landuse
Typical land use pattern is a very important criteria. Lands/grids within proximity of Vaigai river basin,
Canal ways etc. where typical crop-irrigation is carried out have been assigned 1 or 2 (/5), other grids
where although direct canal irrigation may not possible – but agriculture is the predominant activity
have been scored 3/5. Unclassified / Non-agricultural land has been scored 4/5. This is on a scale of 1
(Least desirable) to 5 (Most desirable).
11. Proximity to Water Body
Typical terrain / topography in the zone of interest shows the presence of several small to large water
bodies which are a very important ecological feature. All 106 have been scored from 1 to 5 where 1
indicates location of a adjoining water body, 2 indicates location of a water body within 1 km, 3 indicates
location of a water body ~ 5 km etc. and 5 indicating no water body within 7.5 km. [Note: Proximity to
river has been considered separately].
12. Proximity to River
Grids within 5 km of Vaigai river bank have been excluded from consideration as a state government
GO is in force prohibiting establishment of bulk drug industry within 5 km of Vaigai River. Sites within
7.5 to 10 km have been assigned 1 or 2 / 5. Sites within 10 – 15 km have been assigned 3/5. Sites
between 15-20 km have been assigned 4/5 and sites > 20 km from Vaigai river bed have been assigned
5/5. This is on a scale of 1 (Least desirable) to 5 (Most desirable).
13. Proximity to Habitation
Grids located within Madurai city limits have been excluded as establishment of Bulk drug industry
within city limits is not practical. However, scores for all the remaining 106 have been assigned based
on proximity to habitation. Sites near Madurai city limits have been assigned 1 or 2 (out of a possible
5). Sites near other large towns have been assigned 2 or 3. Sites located > 10 km away from any major
habitation have been assigned higher scores. This is on a scale of 1 (Least desirable) to 5 (Most
desirable).

2.6 Conclusion on site selection
The analysis of the scores obtained by the 106 blocks is as follows:
Maximum possible Score = 65
Maximum score obtained = 45
Minimum score obtained = 31
Average score obtained = 38.8
3 grids (33, 34 and 40) scored the highest score of 45.
A further 8 grids scored 44. The Project proponent's proposed site located at Naickenpatti Village,
Madurai East Taluk falls in Grid 57 and is amongst the grids scoring 44 and thus is amongst the top
scoring sites. (Top 10% Percentile)
Hence it may thus be considered as a suitable project site option.

3 ECOLOGY AND BIODIVERSITY REVIEW
A site visit was by made by functional expert on Ecology and biodiversity to assess the study areas
comprising of the proposed site, core and buffer areas. Subsequently, the observations were also
reviewed / correlated with primary data obtained by the project proponent from the Principal Chief
conservator of forest, Chennai, Tamilnadu State.
3.1.1 Physical observations in study area
Observations regarding project site
The proposed project site (core zone) encompasses of flat land with some common species of trees and
shrubs. Parts of the proposed project site have green belt developed by the project proponents.

Observations regarding forest areas in the buffer area
The following RFs fall within 10 km radius of the proposed site. Alagarmalai RF, Sanamalai RF and
Perumalai RF falls (falling under the Dindigul forest division) and Kiluvamalai RF (falling under Madurai
forest division.) Alagarmalai RF boundary is close to the proposed project site (~ 0.200 km) and thus is
the most relevant. A concrete road (Build by State Government) lies in between private plots and the
RF boundary. (See photo below)

The forest area comprises of rocky plateau with dry thorn forests along the foot hills (located nearer to
the proposed site) and dry deciduous forests confided to upper elevations further away from the
proposed site. Dry periods extend up to 8 months in this region. (See photos below)

3.2 Conclusions regarding Ecology / Biodiversity
1. As verified with data available from the Wildlife Institute of India and the State Govt of Tamilnadu,
there are no declared wildlife protected areas (i.e National parks, Sanctuaries, Biosphere reserves)
within 10 km of the proposed project site.
2. The proposed project does not involve any conversion / utilization of forest land. There is clear
demarcation of > 150 m and a cement road developed by the Statement Govt between the proposed
project site and the RF boundary.
3. It is clear that the forest area nearby the proposed site (Alagarmalai RF) and other forests in the
study area of 10 km (Sanamalai RF, Perumalai RF and Kiluvamalai RF – are a mixture of Dry Thorn
forests (along the slopes and outer fringes) and Dry Deciduous forests (in higher ranges)
4. Data has been obtained from the Forest department from transect survey of the nearest forest –
i.e Alagarmalai RF containing comprehensive list of floral species. In addition, predominant floral
species from the Working plan checklist are available.
5. The forests in the vicinity of the project site are not compact to harbor large wild animals – however,
further away within the same forest range several mammalian species such as the Indian Gaur
(Schedule I), The Indian Wild boar, Monkey, Hare, Squirrel have been reported (Especially in the
higher ranges of Alagarmalai RF as well as in Sanamalai RF, Perumalai RF and Kiluvamalai RF).
Although specific data is unavailable, Common species of birds (Including Common peafowl
(Schedule I)) and common species of snakes have been reported.

4 SUITABILITY OF SELECTED SITE
The site selected for the proposed API Plant was evaluated for suitability on other environmental
considerations like Air Environment, Wind patterns, Water and Drainage, Land, Noise, Vibrations,
Light/Heat and Forest & Wildlife Protection. These evaluations and their conclusions appear in the below
sections.
4.1 Air Environment
Meteorological data
Information presented in subsequent paragraphs is from the Indian Meteorological Department (IMD),

4.2.1 Conclusion with respect to Impact on Air due to proposed project
Adequate stack height will be provided to boiler/DG sets and adequate air pollution control measures
(including Alkali / Water scrubbers) will be provided for process vents to minimize air pollution from the
proposed project.
An Environmental monitoring plan (EMP) will be put in place for routinely monitoring Air quality indicators
(Standard and site specific parameters)
In addition to the above, as long term Meteorological data from IMD indicates that the Predominant
wind directions are away from the forest it can concluded that impacts on the nearby forest / wildlife
will be minimal and inconsequential.
4.3 Water & Drainage
4.3.1 Water
The proposed project has a clearly defined strategy for minimization of water usage and waste water
generation. Details of wastewater generation, treatment scheme and disposal/reuse is given below

As per the table given above:
1. All source streams are segregated, directly recycled or distilled and reused in respective processes
or utilized for utility make up. Utility blowdown is separately handled in a ETP with MEE in the last
stage. The proposed project will thus be ZLD with respect to Industrial effluent.

2. The domestic sewage is separately handled and will be treated in a dedicated STP after which it
will be used for onsite gardening.
4.3.2 Drainage pattern of study area
Drainage pattern of 1km radius from project site has been shown in Figure 4-3. There is a clear natural
gradient that will ensure that surface water will runoff from the North / North West towards the South
West North to North West direction.
In addition, the proposed project will incorporate a garland drain all around the edge of the facility to
ensure that rainwater / storm water runoff is checked prior to release.
4.3.3 Conclusion with respect to Impact on Water due to proposed project
It can thus be concluded that there will be no adverse impacts due to water / waste water / drainage
on the nearby forests and wildlife.

4.4 Land
The proposed project site is clearly situated outside the forest boundaries. There are private plots and
a State Government Road between the proposed project site and the forest boundaries. There is no
movement through / disturbance of forest land envisaged during setup and routine operation of the
project.
All solid wastes will be handled in dedicated, covered storage areas inside the project site in a well
contained manner. Such storage areas will be located well away from forest facing areas.
In addition, the natural gradient / run-off pattern (as described in earlier section) is well defined and is
away from the forests.
It is thus clear that there will be no land contamination in the surrounding forest areas.
4.5 Noise, Vibrations, Light and Heat
There is no major noise expected from the operation of production machinery. In any case production
machinery will be housed inside buildings.
DG sets may be operated as and when required and may generate noise.
Minor noise will be generated during the operation of cooling towers, boilers.
No vibration, emission of light and heat are anticipated.
Noise mitigation measures
DG sets will be modern sets with acoustic enclosures complying with CPCB / MoEF norms for noise.
The site layout has been conceived in such a way that any minor noise generation equipment (DG sets,
Cooling towers, Boilers) will be as far away from the forest area as possible.
In addition to the greenbelt that will be developed at periphery of project site, additionally thick greenbelt
(Min 12 m width) will be developed along the site boundary areas closest to / facing the forest area.
4.6 Pro-active measures for wildlife protection
The project proponent shall engage in Pro-active measures for Wildlife protection including participation
in specially conceived / locally relevant Wildlife conservations plans promoted by the State Forest
Department.
