The National Museum of the Philippines
Summary
The National Museum was established in Manila on October 29, 1901 as the ‘Insular Museum of Ethnology,
Natural History and Commerce’ under the Department of Public Instruction by virtue of Act No. 284 passed
by the Philippine Commission. It has changed names since then, transferred and merged with other offices,
abolished, re-created and reorganized until finally being established as an independent institution under
Republic Act 8492.
This Republic Act, also known as the ‘National Museum Act of 1998,’ has provided the Museum with a
permanent and exclusive site known as the National Museum Complex. This consists of the National Museum
(former Old Congress Bldg.) which shall house the National Art Gallery, the Museum of the Filipino People
(former Finance Bldg.), and the Department of Tourism which shall become the Museum of Natural History.
The National Museum, at present, is composed of 12 disciplines in the areas of anthropology, archaeology,
arts, geology, museum education, cultural properties, planetarium, zoology, botany, restoration and
engineering, chemistry and conservation, and archaeological sites and branch museums. It has 19 branches
and sites nationwide. An administrative division provides support services to its 331 staff and other
resources.
The National Museum is a trust of the government, and is now placed under the Department of Education for
budgetary purposes.

SummaryThe year 2009 has been another
challenging but successful time for the
National Museum of the Philippines
(NMP) as it constantly perseveres to
keep up with the mission and vision of
the Institution. The thrust of activities
has always been geared towards
achieving set goals that instill a sense of
pride in the Filipino people. In its desire
to be true to its objectives in upholding
the values in preserving the heritage and
patrimony of our nation, it positioned
itself as the leading cultural agency that
envisions its programs in the pursuit of
significant projects, exhibitions,
researches and publications. Through
the leadership of Director Corazon S.
Alvina and with the concerted efforts of
dedicated and committed curators,
researchers and staff in the different
disciplines of natural science, the social
science, education and the
administrative division it had become a
vanguard institution aimed to promote
the Filipino legacy and to ensure that
this legacy assists in forging a future
properly nurtured by culture.
As a repository and guardian of the
Philippine’s natural and cultural heritage,
the NMP has worked to strengthen the
reference collections in the field of
natural science. Evidences of these were
acquisitions and researches made
during the past months of 2009. To
illustrate these evidences, a combination
of archaeological and ethnographic
specimens acquired and curated yielded
a substantial number of important
collections. Complementing the
collections are significant researches
conducted by the Archaeology Division
and to name a few of these significant
effort are: The Peñablanca Exploration
and Excavation of Caves, Rock Shelters
and open sites; Archaeological Project in
Nagsabaran, Lallo, Cagayan Valley, Griffin
Shipwreck and the East India Company,
Australian Maritime Achaeology, Boljoon
Cebu Archaeology, and Austronesians in
the Philippines. These different sites and
researches explored and conducted
manifest proof of the researchers’
untiring commitment and innovative
approach in uncovering the history and
prehistory of our various peoples and
their origins.
For the Botany, Geology and Zoology
Divisions, a total of 264,989 specimens
were acquired and curated. Part of the
procedural maintenance of a specimen,
artifact and/or ethnographic material is
documentation, processing,
identification, illustration, accessioning
and data-basing. All these important
holdings and acquisitions were properly
maintained and the National Museum
constantly monitor them for they
comprise the essential components of
the National Museum’s ever growing
collections management development
plan.
In Botany, researches on Philippine flora
and the ecology were conducted and
examples of diverse ongoing studies are:
A Red Data Book on Threatened Plants
of the Philippines; a monthly series on
the Philippine Star featuring the
Threatened Plants of the Philippines by
Dr. Domingo Madulid; Taxonomy and
Ecology of the Phytoplankton of Balayan
Bay; The Pollen Flora of the Philippines;
Botanical Study of Guyangan caves in
Banton Island, Romblon.
The Geology division in turn undertook
basic researches in the field of earth
science and current researches include
The Geology of Batanes; A Study of Some
Stone Arch Bridges in Tayabas, Quezon;
The Geology of Butuan and A Geological
Perspective of Banton Island, Romblon.
Crucially, a collection of ammonites was
undertaken in Catanduanes, and yielded
NATIONAL MUSEUM OF THE PHILIPPINES4

large sized specimens, larger than those
previously collected.
Notable researches being undertaken by
the Zoology division are: Taxonomy of
Corals; Ant Diversity of the Philippines-
collection, preservation and
identification; Marine Bivalves of Verde
Island, Batangas and the Echinoderm
Fauna of Verde Island, Batangas, and
General Ichthyology. The NMP has
ongoing researches on herpetology in
agreement with American academic
institutions and scientists, such
examples are: New Species of
Isolapotamon from Antique, a New
Species of Labuanium from Palawan,
and; the New Species of Philippine
Lizards which was published in an
international journal.
In the field of social sciences, the
Anthropology Division delved into the
study of the history of our nation, its
people and the influences, ethnicity,
traditions, rituals and belief system.
Several examples of the division’s
ongoing researches are, A review of
literature on Fishing in Batanes; A
review on the related literature on Isneg,
Tinguian, Subanon, Yakan, Gaddang and
Bagobo garments and ornaments; A
review on related literatures on the
Ilongot culture; An Oral History of
Bolinao and Anda Peninsula, Pangasinan;
Cranial Vault Modification Practice
among the early inhabitants of Banton
Island, Romblon; Different Philippine
Ethno-Linguistic Groups. A survey had
been done also on what must be
acquired to fill up the gaps in its
reference collections. Technical
assistance to other museums were also
provided by curators, researchers and
museum workers on their field of
expertise.
Part of the museum’s tri-dimensional
goal is education and a total of 481,667
students, researchers and viewers of
the National Art Gallery (NAG), the
Museum of the Filipino People (MPF),
NM Regional and Archaeological Sites
Museum, and the Planetarium was
noted. Several projects and
archaeological exhibitions were also
undertaken and installed in coordination
with the local government and NGO’s
related to the different branches and
archaeological sites. The exhibitions are
“The Saga of San Diego, El Imaginario
(The Colonial Imaginary) and Plaza
Independencia Salvage Archaeology” all in
Museo Sugbo in Cebu.
After its temporary closure in March of
2008, the Planetarium finally reopened
on July 17, 2009. The renovation and
enhancement made on the exhibits
(Myths and Beliefs Paintings, Asteroids
and Comets Syntraboard and Timeline
Exhibits) and reprogrammed sky shows
gave Planetarium viewers new
perspective and insight into their
understanding of the constellations. The
division also conducted outreach
programs such as lecture series on
basic astronomy through the Mobile
Planetarium that they brought to
different areas of the country.
Several manuscripts and scientific
publications were also completed. Such
as; “The First Botanical Garden of the
Philippines” which was featured in the
monthly series of the Philippine Star’s
Philippine Garden Series. Past features
were related to the Threatened Plants of
the Philippines and these articles were
prepared by Dr. Domingo Madulid.
Quarterly issues of the The Art-i-facts,
the official newsletter of the National
Museum were published, featuring the
ongoing activities of the Institution and
the people who were instrumental in
making these activities a success.
Launched in October of 2009 was the
book “Flora Filipina – From “Acapulco to
Manila” authored jointly by Director
A N N U A L R E P O R T 2 0 09 5
Corazon S. Alvina and Dr. Domingo A.
Madulid, an outcome of the exhibit with
the same title which delves on Mexican
floral bequests to the Philippine
environment.
The NM Researchers Forum was also
held last January. This was a regular
three-day event with the museum
researchers from different divisions
alternately presenting their ongoing
researches to an audience and their
peers.
The Museum Education Division (MED) in
its pursuit for meaningful and relevant
programs held the following outreach
series: Arts and Crafts Work with the
theme varying every month. The In-house
Training for Museum Guides, Study
Groups for Filipino Arts and The Nature
Walk to a Coastal Environment held in
Prieto Diaz, Sorsogon. Also part of the
important functions of this Division is to
conduct programs on Museum
Volunteers, Apprenticeship of students
of the different colleges and universities
and the Museum Development Program
for those museums seeking assitance
regarding museology and museography.
The MED is committed to deliver
lectures, educational activities and
publications geared towards the
community as it carried out
responsibilities to reach a wider
audience for the better appreciation of
the National Museum and its significant
programs. Several lectures were held
and conducted during the Museum
Month last October. These were; The
Fourth Commemorative Lectures series
of former NMP curators. For this year
Dr. F. Landa Jocano graced the event.
Other lectures were those of Prof. Eric
Zerrudo on Cultural Heritage titled
“Makakain Ba Yan?” and by Dr. Norma
Respicio on Textile. Aside from the
series of said activities, technical
services include granting of permits for
photography, tour reservations, guided
tours to researchers, students and the
visiting public. A three-day reunion of
graduates of its 10-year museology
course was also held at the Tambunting
Hall of the Museum of the Filipino
People.
The conservation and laboratory division
worked as a total to 1,427 specimens
composed of metals, ceramics, wood,
bones, ivory, paper and other artifacts.
In addition to these conservation work on
objects, the Chemistry and Conservation
Laboratory in collaboration with the
Restoration and Engineering Division
with funding assistance from NCCA
conducted restoration and conservation
of immovable cultural properties and
heritage sites. Among these are the on-
going San Agustin Church project (2nd
phase) at Intramuros, Manila, San
Raymundo de Penafort, in Rizal, Cagayan
and Miag-ao Church in Iloilo.
Architectural assessment /coordination
meetings for the restoration and
conservation of San Ildefonso and San
Carlos Borromeo Churches were also
undertaken.
The NMP through the Chemistry and
Conservation Division carried out a
month long workshop by noted Cuban
painter and photographer, Lissette
Solorzano and ending with an exhibition
entitled “City of Columns” featuring
photographs printed in different media
(stone slabs and specialty paper), with
the Embassy of Cuba as co-sponsor.
Another equally important division of the
National Museum is the Cultural
Properties Division (CPD). Among the
important functions of this division was
the declaration of National Cultural
Treasures (NCT) and Important Cultural
Properties (ICP) and the enforcement of
P.D. 374 and other relevant laws on
regulation of registration, authentication
and identification of cultural properties
NATIONAL MUSEUM OF THE PHILIPPINES6
09such as antiques and artworks. The said
division also regulates and monitors
archaeological excavations. Part of their
fieldwork and explorations for this year
were conducted in Baguio, Bontoc and
the Mt. Province, Ilocos Norte, Batangas
and Quezon to enforce the said
presidential decree, monitor
ethnographic material in the vicinity;
conduct site inspection and coordinate
with local government officials regarding
the protection of archaeological sites.
On their pursuit of enforcement and
implementation of laws on antiquities
and in coordination with local authorities,
illegal poachers were apprehended and
various archaeological materials were
confiscated during its transport from
Maitum to Manila.
Although the Arts Division authentication
of artworks is temporarily withheld
pending the approval by the Board of
Trustees and endorsement by the
National Commission for Culture and the
Arts of the IRR on the anti-forgery law,
the Division had intensified its
maintenance work of artworks in
storage and curation of exhibits. Their
maintenance work totaled to 3,767
artworks. As for those currently in
exhibition at the NAG, figures reached to
more than a hundred installed for
changing exhibitions at the MFP. An
exhibit was also held in coordination with
the Embassy of Mexico featuring the
award winning photographs of Tina
Modotti at the Silvina and Juan Laya Hall
of the NAG building.
The Administrative Division, very much a
vital component of the National Museum
organizational structure, attends to the
manpower, financial, material and
personnel needs of the office and the
concerned public. Its different section
ensure that office transactions were in
conformity with rules set up by
coordinating government agencies.
Financial reports pertaining to different
projects of the agency were prepared to
facilitate the ease of releasing funds for
the proponent’s projects. Through the
efforts of this Division, part of the
services rendered is by making
budgeting more transparent through the
preparation of quarterly budget
allotments for travel, supplies and other
obligations. The Division also handled
seminars conducted by the different
agencies to inform The staff of their
benefits, new rules, guidelines and other
pertinent information necessary in the
sound operation of the office.
Several important symposia and
changing exhibits were held the past
quarters and through the initiative of
Director Corazon Alvina together with
the Museum Foundation of the
Philippines, Habi – The 2nd Asian Textile
Symposium was completed. Participated
in by delegates from different Asian
countries, the six-day event featured
lectures, bazaars, and tours which
culminated with a fashion show headed
by the country’s leading couturiers.
The Botany Division also held the annual
meeting of the Association of
Systematic Biologists of the Philippines
(ASBP) at the Conference Room of the
NAG building. This two-day event was well
attended by scientists, educators and
students from the different colleges and
universities here and abroad.
The Archaeology Division also organized
the “Philippine – Malaysian Intellectual
Discourse Program” which was
participated in by leading archaeologists
from the Philippines and Malaysia.
Another important event for the
National Museum was the hosting of
Collasia 2010, in coordination with
ICCROM (The International Centre for
the Study of the Preservation and
Restoration of Cultural Property),
Southeast Asian Ministers of Education
A N N U A L R E P O R T 2 0 0 9 7
09
Organization-Regional Center for
Archaeology and Fine Arts (SEAME0-
SPAFA). The event was an International
course titled “Conservation of
Underwater Archaeological Collections”
held last Sept. 7-26, 2009, with venues
at the National Museum in Manila, the
Subic Freeport Zone and study trips to
the heritage sites in Vigan, Ilocos Sur.
To name a few of the changing
exhibitions held at the Museum of the
Filipino People were; Linnaeus and the
Linnaeans, When We Think of Home,
Amorsolo-Days of Drawings, Portraits of
Passage, Sites of Stone-The Philippine
Lithic Tradition, The Julian Schnabel
Recent Works, The Jewels of Philippine
Forest by the Philippine Birdwatchers
Club and Sungdu-an 5- “Current: Daloy ng
Dunong” presented with contemporary
artists from the University of the
Philippines.
In line with the Director’s program in
policy-making and document writing, an
ongoing series of meetings were
continually held to set up and create an
ad hoc committee composed of
concerned NMP senior staff aimed at
formulating, reviewing and
supplementing agency policies. Several
divisions have already presented their
respective policies to which the head of
the agency together with the deputy
directors and the senior staff discuss,
give assessments, recommendations
and approval for implementing the
pertinent policies relevant to their
divisions. The secretariat collated and
together with a technical working group,
polished the said policies so that it can
come out as a comprehensive office
policy manual for reference of officials
and employees of the agency and for use
in maximizing the services given to the
public, commensurate to the funding
granted to this agency.
A pioneering publication on “A Continuing
Project” was also launched this year. The
book comprises a catalogue of some
seventy collections from thirteen ethno-
linguistic groups in the Philippines, and
this was achieved in collaboration with
The Embassy of the Kingdom of the
Netherlands, The Volkenkunde Museum
and the National Museum of the
Philippines. This book is a significant
collection of materials that manifests a
rich cultural heritage of a nation in the
care of the Netherlands.
The Planning and Legal units attached to
the Office of the Director rendered a
major support in the operations of the
office. It functions as a monitoring body
that evaluates and coordinates the
activities, projects, bureau policies and
development plans being implemented by
the agency. It also collates reports from
the different divisions of the agency and
is responsible for submission of reports
to the different government agencies
and the NM Board of Trustees. For the
Legal unit, it is tasked to check the
execution of contracts and to ensure
that all Memoranda of Agreements are
properly done, affidavits, notarization and
other legal documents and
correspondences are in order and duly
documented.
The realization of all these
accomplishments could not have been
possible without the logistical support
from the national government as it
recognizes the important role the
National Museum plays. Likewise,the
constant sponsorship and concern of the
general public, NGO’s, local and foreign
institutions and patrons, major research
projects, programs and exhibitions were
achieved. All through these, the
National Museum pledges to continue its
commitment to inspire, uphold and
promote the legacy of the Filipino culture
and patrimony.

ARCHAEOLOGY DIVISION
Excavations in the Cagayan Valley: Callao
Cave, Peñablanca, Cagayan and
Nagsabaran Site
The 2009 archaeological excavation in
Peñablanca, Cagayan that started in
April is a joint archaeological project
with the Archaeological Studies Program
of the University of the Philippines in
Diliman, the Australian National
University and the Archaeology Division
of the National Museum. This particular
activity aims to expose the soil profile
identified by the previous team that will
be used as basis of the present
excavation conducted inside Callao Cave.
During the fieldwork a possible burial jar
was recovered, associated with
disarticulated human remains. Red
slipped and black pottery sherds were
observed at layers 2 and 3. Flake tools,
waste flakes, riverine shells, gastropods,
debitage and chert were also found in
these layers. Possible worked bones
were found at the lower levels of the
excavation, suggestive of a possible
50,000 year old deposit has to be
considered that Callao cave was
developed as one of the tourist
destination in Cagayan Valley. Both local
and international tourists, visited the
caves and we cannot deny the role of
archaeology in this development.
Archaeological excavations have also
been carried out in Nagsabaran Site in
Cagayan Valley from October to
November 2009. In collaboration with
the Australian National University, they
excavated a shell midden site, in which
they found clear cultural deposits
associated with Metal Age (c. 2,500 to
1,500 years ago) and Neolithic (c.
4,000 to 2,500 years ago) at the lower
levels. Postholes, pottery, and burials
were encountered in the Metal Age
layer, while pottery was mostly found in
the Neolithic layer. Among the burials
include a jar burial, open pit burials, and
two dog burials, which is the earliest
evidence to date in the Philippines.
ANTHROPOLOGY DIVISION
Land of the Morning, The Philippines and
its People
The Asian Civilizations Museum of
Singapore exhibited 27 ethnographic
specimens from the Anthropology
Division of the National Museum of the
Philippines from 16 October 2009 till
10 January 2010. Presented “Land of
the Morning, The Philippines and its
People,” the exhibit was the key event in
the Fiesta Filipina presented by National
Heritage Board of Singapore. The exhibit
explores the cultural identity of Filipino
people which feature some 305
specimens from museums in the
Philippines, private collections, and the
Asian Civilizations Museum’s own
collection. The Anthropology Division
chief Mr. Artemio C. Barbosa went to
Singapore on October 6 to 10 to
The archaeology team excavating in Callao cave

ARCHAEOLOGICAL SITES ANDBRANCH MUSEUM DIVISION
The ASBMD spearheads a special
project entitled “Cultural Mapping of
Butuan Towards a Development of a
Comprehensive Tourism Plan.” The
Cultural Mapping of Butuan City has for
its baseline activity identified the
heritage resources of the City and
transforms these into valuable and
sustainable educational and economic
assets. It is envisioned that Butuan City
will embark on this cultural mapping
project to establish the heritage
resources database of the City and
harness these resource data for the
betterment of the whole region. The
primary objective of the project is to
document and develop the heritage
resources of Butuan City for proper
conservation and tourism potential. The
expected project output is to be able to
produce promotional tools (interactive
kiosks, 2-dimensional map and CDs) for
tourism purposes.

room” of the Blessed Mother of Nuestra
Señora delos Desamparados was
constructed in 1720-25 and has
retained much of its original appearance
with painted ceiling depicting scenes
from the life of the Virgin and Christ. The
paintings of the entrance door and
ceiling are among the irreplaceable
cultural properties of the Parish Church
belonging to a short lived “Estampita
Age” of Filipino-Spanish art. In November
2008, the National Museum declared

CULTURAL PROPERTIES DIVISION
Declaration of Cultural Properties
As the guardian of the natural and
cultural properties, the CPD takes the
lead in the declaration of both
immovable and movable objects as well
as intangible heritage as National
Cultural Treasures and Important
Cultural Properties. For 2009, the CPD
facilitated the declaration of three
cultural properties that include two
National Cultural Treasures and one
Important Cultural Property.
These are the Fourteen Basi Revolt
Paintings and the Bonifacio Monument
declared National Cultural Treasures on
November 27, 2009 and November 30,
2009 respectively; and the Parish
Church Complex of Santa Monica in
Sarrat, Ilocos Norte declared an
Important Cultural Property on
September 27, 2009.
The Santa Monica Roman Catholic
Church is acclaimed as the biggest
church in Ilocos Norte. Significant
structures of the church complex
include the wooden roof truss where
most of the original wooden beams or
log trusses are still present; the convent
and structures attached to it; the
Bonifacio Monument is the masterpiece
of Guillermo Tolentino, National Artist;
and it was selected as the best design
among the entries submitted for
competition in honoring the Supremo
and his contribution to Philippine
Independence on August 29, 1930. The
monument is highly artistic as it is
symbolic, each component serves to
dramatize revolutionary fervor; and
permeated with meanings integrated
within the visual form.
The Fourteen Basi Revolt Paintings are
masterpieces of Esteban Pichay
Villanueva. These paintings record the
mass revolt of the people of the Ilocos
against the injustice on the Spanish
monopoly of basi, with complete
disregard and prejudice to its folk
producers. It also shows the inhumanity
and ruthlessness of the colonial
authorities in dealing with the rebels.

Exhibitions:A few of the changing exhibitions at the NATIONAL ARTGALLERY and the MUSEUM OF THE FILIPINO PEOPLE were;
Sites of Stone-ThePhilippine Lithic TraditionThis Lithic Exhibition shows
the variety of uses that the
Early Filipinos employed using
stones as a raw material.
From very basic stone
choppers and flaked tools
during the earliest period of
their use and how these have evolved into polished stone adzes,
bark-cloth beaters, jewelry used as earrings, necklaces, beads,
grain crushers and pestles and mortars.
The Julian Schnabel Recent WorksThe eight large-scale paintings that were exhibited at the
National Museum (“Julian Schnabel, Recent Works” East Wing
Gallery, 4/F, Museum of the Filipino People) possess a
cinematic feel, as if each canvas were being projected. When
viewed up close, these large-scale and untitled series of ink on
polyester has the pixelated feel of an LCD screen. However,
viewing them from afar is similar to looking at a diaphanous
underwater shot, rendered in black and white, warm gray and
sepia. Also included in the exhibition are multi-layered, polyester
canvases, pre-printed with Indian gods and Chinese maidens.
The exhibition showcases Schnabel’s mind as seen working on a
given theme by visually controlling the elements; applying spray
paint, resin and impasto strokes over the soft edge preprinted
images.
The Jewels of Philippine Forest by the Philippine Birdwatchers ClubThis exhibit features 46 framed photos of birds from nine (9)
photographers who were either member of the Wild Bird Club
of the Philippines and the Philippine Bird Photography Forum.
The photos were then matched with specimens from the
National Museum bird collections. The exhibition was mounted
as a celebration of the astounding beauty and diversity of bird-
life in the Philippines.
Sungdu-an 5- “Current: Daloy ng Dunong”presented with the contemporary artist from the University of the
Philippines.
The themes of the art pieces
range from reflections of what is
currently happening in our nation,
Filipino lineage and ancestry,
shared experiences, and the value
of links between our past and
future. The artists came from
different outlooks and sensibilities
as expressed in their works in the
form of paintings, sculptures, and mixed media installations.

Carlos ‘Botong’ Francisco was the second Filipino to be awarded
the title for National Artist in Painting. Part of “The
Triumvirate” together with Galo Ocampo and Victorio Edades, he
rallied for a more modern style of art against the romantic and
traditional style during his time and opened the minds of the
public towards accepting paintings that depict subjects more
realistically than through rose-colored glasses. Francisco
Coching was a writer and illustrator of Filipino comics popular
during the 20th century. Born on January 29, 1919, he has
fifty-three comics-novels to his name and all but three were
filmed. (December 12, 2009 to March 31, 2010)
