ABOUT THE UNIVERSITY
Dr. Shakuntala Misra National Rehabilitation University, Lucknow was established by
Government of Uttar Pradesh in 2008 vide
UPVU Dr. Shakuntala Misra University Act,
2008 (Act No. 1 of 2009) under the
Department of Empowerment of Persons
with Disabilities, Government of Uttar
Pradesh in order to cater to requirements
of quality higher education for the persons
with disabilities in the state of UP. The
university over a short span of time has earned recognition from the Universities Grants
Commission under Section 12 (B) of UGC Act, affiliation of its courses from various affiliating
bodies such as Bar Council of India,
Rehabilitation Council of India, Medical
Council of India, All India Council for
Technical Education, Association of Indian
Universities among others.
The University is an innovation-driven
institution that proactively brings together
the academia and industry with a stigma of social responsibility. The potential of this blend
opens huge possibilities for transforming ideas into action. Being the first of its kind in India, the
University provides opportunity of learning to the students with special needs in a seamless and
sensitive academic environment and offers accessible and world class higher education to all
with an inclusive approach. In this unique university fifty percent (50%) seats in various
programs are reserved for the persons with disability (Divyangjan). Further, a special provision
of reservation for the students of visual impairment category is available by reserving 25% of
total seats for them.
Dr. Shakuntala Misra National Rehabilitation University is currently offering various courses
under 7 Faculties and 29 Departments with courses ranging across arts, humanities, commerce,
management, law, special education, science & technology etc. The university has introduced
modular teaching pedagogies to respond to special requirements of students with disabilities by
offering facilities of sign language interpretation for deaf, Braille library for students with visual
impairment etc. All courses running under affiliation of affiliating bodies are being administered

with international teaching and research standards to provide quality education to the students
enrolled in the university.
The barrier free University campus is
spread over 131 acres of land in Lucknow-
the state capital of Uttar Pradesh. Wi-Fi
equipped campus; technology-friendly
smart classrooms; Multimedia educational
approach; well equipped computer lab with
JAWS (Job Access with Speech); and green
eco-friendly campus that combine to offer
students a world-class educational experience for all-round development. The Library in the
University caters to the students with a rich collection of international and national books,
journals, reports and reading material on a wide range of subjects with special facility, Braille
library for students with visual impairment. The university has also received National Award for
its outstanding contribution in the area of providing barrier free environment from Honourable,
Shri Pranab Mukherjee, the President of India in 2014.
The allied facilities of the University include, Bank, Electricity Sub-Station, Students Hostel
(Boys' & Girls'), Guest House, Staff Quarters, Computer Centre, Placement Cell, Equal
Opportunity Cell and Bus Shuttle Services to name a few. The state-of-the-art infrastructure of
the University makes it a self-sufficient academic microcosm.
The University encourages inter-disciplinary and multi-disciplinary approach for holistic
academic development of faculty and students alike. Dedicated and distinguished faculty with
wide exposure in their respective disciplines make for lively transaction of knowledge and
vibrant class room atmosphere. The course curricula of various courses in the University are
designed to meet the international standards of that are comparable with the best. The
uniqueness of the University lies in imparting quality education based on international
parameters and the paradigm of inclusive empowerment of divyangjan. The University firmly
believes that knowledge and comprehensiveness are glorious attributes of a civilized society.
Hence, our endeavour is to educate and inculcate moral values in students for making them
good individuals and good citizens.

The university provides education, hostel and free mess facilities to the Divyang students of
State of Uttar Pradesh. The Centre for Indian Sign Language and Deaf Studies has been
established with a view to caters to the educational needs of the Deaf students. A special feature
of this centre is two years Pre-Degree-Certificate Course for the deaf students is equivalent to
the Intermediate under 10+2 pattern, duly recognized by the Board of High School and
Intermediate Education, Uttar Pradesh. Another important endeavour of the university is the
establishment of the Artificial Limb and Rehabilitation Centre which manufactures artificial
limbs and provides the same to the Divyangjan, free of cost. Significantly, the university runs
Allied Health Sciences course such as, four years Bachelor’s of Audiology and Speech Language
Pathology (BASLP) and four and a half years Bachelor’s of Prosthetics and Orthotics (BPO). The
University has signed an MOU with UPICO for training and Placement. University has
established various cells viz. the Carrier Guidance and Counselling Cell, Sports and Yoga Cell,
University-Industry Linkage Cell and Cultural Cell. These have been established with a purpose
of developing and moulding the overall personality of the students. The University is also going
to start its new College for the Deaf from this session, which is the only college for the Deaf in
Northern India. Also the university is establishing its new international badminton hall with
TURF facility and a mini stadium for facilitating the sports activities for Divyang and other
students. There is an ongoing endeavour to expand University-Industry Interface and upgrade
in-house capabilities to conduct professional and job-
oriented courses that are compatible with the emerging
trends of economy and employment. The integration of
students into global socio-economic mainstream is at the
top of the University agenda.
Many of the students of this university have got placements
in various Government/ Non Government/ Private
organizations of national and international importance.
HDFC Bank, ICICI Bank, Axis Bank, PNB, SBI, Pantaloon,
Future Group, Reliance Communications, Airtel, Vodafone
etc to name a few.
The University is geared to prepare the students for a
dignified and quality life through effective delivery of educational services, integrated and
inclusive approach in imparting life skills to the students, institutional and human resource
interventions, building proactive and meaningful academic partnerships to provide high quality,
relevant and responsive learning environment for one and all.
Message
We are surrounded by the people in this world, who have different
capabilities and strengths. On one hand we have people with all normal
physical and mental competencies, whereas on the other hand we have people
who are differently abled i.e. Divyangjan. The challenges of life related to the
socio-economic development are the same for both these segments. Dr
Shakuntala Misra National Rehabilitation University is a unique place where
few of the best learning opportunities are provided to the students to cope up
with the common challenges of life in an inclusive mode.
The university has a mandate to develop the Divyangjan at par with the
normal students and not compromising in the learning objectives of any of the
segment.
I consider myself as one of the most blessed and fortunate persons, who has
been given an opportunity to develop these two segments together for
defeating the challenges of life in this global competitive era.
The University currently offers career oriented Certificates, Diploma,
Bachelor’s, Master’s and Doctoral Programs through Faculties of, Science &
Technology, Commerce & Management, Arts, Engineering & Technology,
Special Education, Law, Computer Science & Technology, which attract
meritorious students across India. The university is committed to groom its
students into competent professionals, with a deep sense of Ethics and Values
by imparting knowledge, skills and attitude as needed by the Industry and
Society as a whole in today’s global scenario.
Our qualified and experienced faculty members provide quality education to
students enrolled under various programs. The students of our University get
an opportunity to enhance their classroom learning through projects, role
plays, field visits, experiments and assignments etc. Our students are also
provided exposure to corporate/academic work environment and acquire
hands-on-skills, by way of Internship programs/projects/dissertations in
leading allied organizations. Co-curricular and extra-curricular activities are
very much a part of the day-to-day life on campus to develop all round
personality of the students.
Our main aim is to help generate creativity and viable ideas for socio-
economic development and sustainability amongst Divyang and other
students at par in this ever challenging world.
The need of the hour is to educate and train people to work in the respective
fields for an overall exposure, where they can be valued for both, the
specialized knowledge & ability to research and communicate & solve
problems, not only at the professional front but also at the social front.
The University has it’s collaboration with national and international bodies for
developing the professional and behavioural competencies amongst the
students for their wider acceptance as responsible citizens.
I am confident that the students passed out from this University will be able to
contribute as a responsible professionals and human beings for making our
nation as a world leader in all facets of life.

MESSAGE
Dr. Shakuntala Misra National Rehabilitation University was established in the year
2008 with the objective of providing better education and exposure to the student at a
holistic level. The mandate of the university is to develop competencies in divyang
students at par with the non-divyang students. We promote the skills and knowledge
development amongst the student in an inclusive manner considering the fact that the
challenges of professional life before the Divyang and non-Divyang students are
common. It will be our sincere endeavour to develop in each student, the ability and
passion to work wisely and effectively for the betterment of their civil life and
professional careers. Our efforts are to train and develop professionals in a positive,
healthy and vibrant environment so that the ideas could be incubated into fruitful and
productive actions and put men above technologies, while dealing with the
technologies. We are also keen to develop the desires, ability to learn, let an excel to
make them responsible and respected citizens with a commitment to transform our
nation to be at par with other developed nations. This university is unique in the sense
that a very effective and barrier-free environment for divyang students has been
developed and maintained for easing their routine life. Latest technologies are being
made available to our students at an inclusive level.
We the team of DSMNRU are trying to contribute all our energies in making the
university competitive and leading organisation in the world of education.

1. Candidates who have passed D.P.O. from RCI recognized institute
shall be eligible for admission directly in 3rd Year 5th semester of B.P.O.
program.
2. Admissions will be on the basis of the availability of the seats within
sanctioned seats by the Council.
3. In-service candidate may be permitted to undergo internship at their
parent organization.

ADMISSION INSTRUCTIONS ACADEMIC SESSION 2019-20
(A) General Instructions:
1. Online mode is available to submit the application form for admission, in the
academic session 2019–20. The online application can be submitted through the
university websites http://dsmru.up.nic.in/ or http://dsmnru.ac.in In order to submit
online form, online registration is required.
2. Candidates should note that their candidature for admission to any program
shall be strictly provisional.
3. In online mode, after registration, a UNIQUE REGISTRATION ID will be
generated. Any mistake in the submitted registration details, cannot be corrected.
However, one can register again and a new registration with another unique ID will
be generated. Once the registration fee has been paid and the application is
confirmed by the system, no changes can be made in that registration ID.
4. The candidates must read the eligibility conditions as given in the general
criteria instructions carefully and must satisfy the minimum eligibility before filling
the online application form.
5. The candidates who have appeared in the relevant qualifying examination in
2018-19 may apply for any program subject to the condition that they must fulfill the
basic eligibility criteria and produce all the relevant documents at the time of
interview/counseling of the programme.
6. The candidates are required to read all the general instructions carefully
before filling-up the application form. Fill the details clearly and without any
ambiguity. The applications with wrong, unclear and incorrect information will not
be considered.
7. Fill-up separate Application Form for each Course along with prescribed fee.
Once submitted, fee will not be refunded under any circumstance.

8. The Divyang candidates are provided 50% relaxation in the prescribed tution
fee except for self-financed programmes offered by the University.
9. In each Category, 50% seats will be reserved for Divyang applicants and
amongst them further 50% of seats i.e. 25% of the total seats shall be reserved for
visually impaired applicants as prescribed under clause - 17(2) of Dr. Shakuntala
Misra National Rehabilitation University Act, 2009. If the reserved seats for Divyang
candidates remain vacant, then those seats shall be offered to the highest meritorious
non-disabled candidates of the concerned category. Candidates holding ‘B’ or ’C’
certificate of NCC or NSS or certificate of participation in Inter-
State/National/International Sports Competition will get a weightage of 02 marks.
There shall be maximum weightage of 02 marks only, under all circumstances. 2%
seats are reserved for the wards of Freedom Fighters. As per existing policy of
reservation in admission to this University, seats are reserved for the university staff
and their wards in different programmes. These seats shall be adjusted against quota
of students in their respective category.

Course for Deaf Students), D.Ed. Spl. Edu. (H.I/V.I./M.R.) (Through AIOAT
conducted by RCI only), B.Ed. Spl. Edu. (HI/ VI./MR.), M.Ed. Spl. Edu.
(H.I/V.I./M.R.), B.P.O., BASLP and B.Tech. (through UPSEE 2019-20 conducted by
APJAKTU, Lucknow only).
(B) Entrance test and Personal Interview will be conducted by the University for
admission to B.Ed. Spl. Edu. (V.I./H.I./M.R.), M.Ed. Spl. Edu. (V.I./H.I./M.R.), BPO,
BASLP, LLM, BVA, MVA and MBA and also for courses B.Ed. Spl. Edu. (H.I./M.R.)
which are run by its affilated colleges. Final merit will be prepared on the basis of
marks obtained in the Entrance Examination and Personal Interview to be conducted
by University.
11. Applicants belonging to any reserved category must upload a clearly visible
copy of the caste/category/disability certificate along with the online application to
claim such benefit.

12. The candidates must ensure that they complete the online application on the
university admission portal. The candidates are advised to submit the online
application well before the due date to avoid last day congestion of the server.
13. Migration Certificate shall be required to be submitted at the time of
admission counselling.
14. The entrance test will be based on multiple choice questions in the relevant
program.
15. Appropriate number of candidates will be called for personal interview on the
basis of marks obtained in the entrance examination.
16. The University Rules and Regulations shall be followed by the students and an
"UNDERTAKING" in this regard will have to be signed by the candidate at the time of
admission and counselling.
17. All the relevant documents have to be mandatorily uploaded on the university
website while applying online application. Candidates are required to bring a hard
copy of application form at the time of counseling.
18. An amount taken towards caution money shall be deposited which will be
refunded on completion of the Course after submission of No Dues Certificate.
19. Applications submitted on any other format will not be accepted.
20. Those Divyang candidates, who find any difficulty in online registration, are
advised to contact the Facilitation Centre of Admission Cell between 10.30 am to 4.30
pm on all working days or email their grievance at [email protected].
21. Candidates are required to check the website of this university for any further
query/information regarding admission. No separate communication will be made for
entrance/selection for admission. The university reserves the right to alter/modify the
schedule of any program/course. The intimation for same shall be notified on
university website only.
22. Admit cards will be made available on the university website only. The
candidates are required to bring a ‘Valid Photo Identity Card’ also along with their
printout of online Admit Card on the day of entrance examination otherwise they will
not be permitted to take part in the examination.
23. The merit list and information related to admission will be made available
from time to time on the University website.
24. Applicants need to mention all the subjects in which she/he has passed the
examination. The percentage of marks obtained must be rounded off upto two

decimal points. Wherever grading system is applicable, mention equivalent
percentage/marks and alongwith conversion formula duly adopted by the university.
25. In case of any dispute regarding admission, decision of the University will be
final and binding upon the candidates.
26. Individual notices to the candidates will not be sent separately. List of selected
candidates will be displayed on the website of the University. Hence, candidates are
required to periodically check the University website. No other mode of
communication will be entertained.
27. An incomplete and unclear application will be rejected.
28. Reservation policy for admission will be as per University/ State Governments
Norms. In case of any dispute, Uttar Pradesh reservation policy guidelines will
prevail.
29. Attractive scholarship and fee waiver/concession shall be offered to deserving
and needy candidates. The details will be announced later on.
30. Hostel facility for limited students is available as per the norms except for the
students of Self Finance Courses.
31. Application fee once paid by the application portal shall not be liable for refund
under any circumstances.
