Tax ClinicCapital Gains Tax
Tax Man to Get Tough on Buy-to-letLandlords and Second Home Ownerswho sell without Declaring the Tax
Last month HM Revenue and Customs (‘HMRC’)announced a crack down on those who sellresidential property other than their main homeand do not comply with their tax obligations.In this article Colin Chamberlain of LovewellBlake LLP considers HMRC’s Property SalesCampaign (‘PSC’), looks at what the taximplications are when you sell a property andwhat reliefs are available to help reduce theamount of tax payable.
Property Sales CampaignI have often wondered how many people such as buy-to-let landlords and second home owners sell residentialproperty but then fail to declare the tax. Clearly HMRCthink that this is an area worth pursuing as they recentlylaunched the PSC to encourage people to ‘come clean’about any unpaid capital gains tax (‘CGT’) liabilities whichmay be lurking in the closet.
The PSC allows people who have sold, or disposed of,second or additional residential properties, either in theUK or abroad, but who have not paid the associated CGTto receive lenient treatment with regard to penalties andpayment terms. But to take advantage of this, HMRCmust be notified by 9 August and a full disclosure has tobe made by 6 September.
HMRC say that, after 6 September, they will use anyinformation they hold to target those who should havemade a disclosure under the PSC and failed to do so.
The PSC is not relevant for those who buy and sellproperty as a business or for property developers. Thesesales are subject to income tax rather than CGT. ThePSC is also not available to trusts, companies orpartnerships. However those who fall into thesecategories who have undisclosed tax liabilities reallyought to make a voluntary disclosure in any event.
CGT on the Sale of a Residential PropertyThe amount of CGT which is payable on the sale of aresidential property is dependent upon a number offactors.
A simple computation would involve subtracting theamount you paid for the property from the amount of thesale proceeds, then subtracting the annual exemptamount (currently £10,900) and then applying theappropriate CGT rate which is likely to be partly at 18%and partly at 28% depending on the income of theindividual involved. Buying and selling costs such asestate agents’ fees, solicitors’ fees and stamp duty aredeductible in arriving at the gain subject to CGT.
Broadly speaking, jointly owned property is taxed inproportion to the ownership of the property.
For example, Bill and Betty sell their joint buy-to-letproperty in May 2013 for £150,000. They had acquiredthe property in June 1990 for £60,000. The estateagent’s fees and the solicitor’s costs on the sale were£2,500 and £500 respectively. The solicitor’s costs onthe acquisition were £300 and the stamp duty was £600.Bill is a higher rate income taxpayer and Betty is a basicrate income taxpayer with £15,000 of basic rate bandremaining.

Bill is a higher rate income tax payer so all of his gain istaxed at the higher CGT rate of 28% - ie £32,150 at 28%= £9,002.
Betty is a basic rate income tax payer with £15,000 ofher basic rate band remaining. Therefore the first£15,000 of Betty’s gain is taxed at the lower CGT rateof 18%, the rest is taxed at the higher CGT rate of 28%- ie :-

The gain has to be disclosed in the 2013/14 selfassessment tax returns and the CGT is payable by 31January 2015.
As you might expect, the above is an example of astraightforward case. Sometimes there may be furthercomputational complexities. For example, valuations maybe required to establish the sale proceeds or the cost ofa property. This would be necessary if the property hadbeen the subject of a gift rather than a straight sale orpurchase. A valuation would also be required if theproperty was acquired before 1 April 1982 or if it wasinherited. Also, if improvements have been carried outto a property during the period of ownership, these costswill be allowable as long as the improvement is stillreflected in the property when it is sold.
As I mentioned earlier, CGT is not relevant to those whobuy and sell property as a business or who are propertydevelopers. The business profits are subject to incometax which means that the CGT annual exempt amount isnot available and the rate of tax is at 20%, 40% or 45%depending on your level of income. The business profitsare also subject to national insurance.
Often it is clear cut as to whether it is CGT or income taxwhich applies to a property sale. For example a housewhich was bought twenty years ago and continuously letto tenants would clearly be an investment property andthe sale of that property would fall to be taxed under CGTrules. But if a dilapidated property is bought with theintention of carrying out a quick renovation and sale, thiswould almost certainly be subject to income tax. Thereare various shades of greyness in this area and therehave been many cases in the courts over the years onthis issue.
CGT ReliefsProbably the most important CGT relief in relation toresidential property is Principal Private Residence Relief(‘PPRR’). This relief serves to effectively give anexemption from CGT for periods when a property wasoccupied by the owner as his or her main residence. Thisis why, if you buy a house and live in it throughout yourperiod of ownership, when you sell the house you do nothave to pay CGT.
But the relief is also proportionately available if the housewas only occupied for part of the period of ownershipand, as long as the property was a main residence atsome stage, the last three years of ownership will alwaysqualify for the relief.
A further relief is available for periods when the propertywas let. This is known as lettings relief which, broadlyspeaking, doubles up on the PPRR up to a maximum of£40,000 per person. This relief is only available as longas the property was a main residence at some stageduring the period of ownership.
If we take Bill and Betty from earlier and say that betweenJune 1990 and May 1995 they occupied the property astheir main residence before letting it out for theremainder of their period of ownership. Bill and Betty willget PPRR for the first five years of ownership plus thelast three years of ownership and they will get lettingsrelief as well based on the amount of the PPRR.

There are also rules to cover more unusual scenarioswith regard to PPRR which are beyond the scope of thisarticle; for example where people have more than oneresidence or where the grounds of a property are morethan half a hectare in area. Also certain specified periodsof absence from a property may be deemed to count asperiods of residence.
Conclusion
In this article I have touched upon some of the tax issueswith regard to selling residential properties. The article isbased on current legislation, rates and allowances.Different tax years have different rules to negotiate. Inparticular there were some major changes to CGTintroduced in 2008.

Sporting SuccessThetford Grammar school has been celebratinganother year of sporting success as four teamsclaimed a blizzard of trophies as the winter sportsseasons drew to a close.
Firstly the U15s Girls Netball team put in a superbperformance to win their area tournament. The squad ofAbi Wyatt, Megan Russell, Emily Young, Holly Simpson,Poppy Lee, Beth Collins, Suzie Hayden, Emma Ruddy andSophie Wheeler defeated Wymondham High School,Attleborough, Old Buckenham and WymondhamCollege, to claim their title.
This was matched by the U12 netball players who havebeen the team of the term. They won all five of theirleague matches and then won their area tournament.Georgie Stephens and Ruby Raven had excellent debutgames as back-up to the tournament winners, Kudzi
Garikayi, Clarissa Katsikides, Chloe Garrett, Sarah Berry,Ruby Freeman, Hannah Khan, Zoe Petit and EmilyTomkins. All the other year groups performed creditablywith Freya Webb signing off with a string of fineperformances to end her 5 years as the leading netballerin the school.
Rugby also proved fruitful as two nights later a hardworking U15 rugby team beat City of Norwich School inthe County Plate competition, 24 -10 at Thetford RugbyClub.
The team excelled itself as it included a number ofunderage players including Nathan Smith at prop andMatthew Buckingham at outside half. Hair today gonetomorrow!
Now, hopefully the better weather is here to stay andwe will start revealing parts of our body that havebeen covered up for ages and then have a mild panicabout excess body hair.
Fear not, it can be removed permanently by intensepulse light (IPL) .
No longer should there be the need we worry abouttrying to camouflage with make up facial hair orconstantly having to shave under arms, bikini linesand legs. It’s also suitable for men with excess hairon their backs or chests or if they suffer withproblems of ingrown hairs along the collar line. IPLis a non invasive treatment which has the advantageof treating large areas relatively quickly.
Another advantage is the hairs need to be quite shortas the energy needs to be absorbed into the root andnot the length of hair. This heats up the root and killsthe hair. Because the hair needs to be in the rightstage of growth several treatments are needed butthe treatment is every 4-6 weeks depending where itis on the body. It’s important to wear a sunscreen(minimum 25 SPF) between treatments to protect theskin from having too much active pigment.
Electrolysis is another method of permanent hairremoval, using a fine needle inserted into the hairfollicle. Heat is applied and cauterises the root, thehair is then removed with tweezers. Many treatmentsare required as it is a much slower treatment. It cantake years!
Waxing may be another option, however this is onlytemporary (approx 4-6 weeks) but the hairs feelssofter and finer when they grow back through.
What ever methods you decide on for hair removalmake sure the treatment is carried out by aprofessionally qualified therapist.

You may have seen inthe news recently afamily speaking about theloss of their relative,Bradley Coker, who waskilled in a plane crashwhilst on a skydiving tripin New Zealand. The plane had been
converted from an agricultural plane into a skydiving plane.
The subsequent investigation found that theconversion of the aircraft had been poorly managedand that two of the tandem masters had takendrugs prior to the flight. The skydiving company hadnot carried out any weight and balance calculationsto ensure that the plane was stable when flying, sothe plane’s centre of gravity was too far to the rear.When the plane took off it was uncontrollable so itveered upwards, span to the side and crashed intothe ground.
Under New Zealand’s legal system a prosecutionagainst the company was unlikely and there was noright to sue the company. New Zealand’s no faultcompensation scheme paid the Cokers only £2,744but this did not even cover the cost of gettingBradley’s body back to the UK.
The Cokers argued that safety standards had beenpoor because companies were not being held toaccount for their neglect of health and safety.
So does a right to pursue a claim makepeople/companies take their duties more seriously?Does it make this world safer? Should people havethe right to pursue injury claims where a person orcompany has neglected health and safety issues?
In the UK, over the years, sensible regulation andenforcement of regulations has made our roads,streets and places of work much safer places to be.There are now far less deaths and injuries on ourroads and at work compared to twenty years ago.The criminal legal system allows companies anddirectors to be prosecuted so it provides adeterrent to companies who may consider taking acasual approach to health and safety and it punishesthose who do.
Our legal system provides the right to sue a partywho has negligently or unlawfully caused injury. Theright to sue means that skydiving companies,employers, drivers, landlords, councils, and manyothers, are forced to take health and safety seriouslyif they do not want to face court proceedings.
We do still encounter businesses who repeatedlyignore complaints about safety hazards, often until aclaim is pursued against them. Fortunately, once wecommence claims we frequently receive calls to saythat, finally, the dangerous machine has had a guardfitted, that a slippery floor has been replaced or thata broken pavement has been repaired.
If we had a system where nobody was accountablefor their actions, there would be little to encouragepeople to take health and safety seriously. Someenterprises would place the importance of profitover safety and there would be little to deter themfrom doing otherwise.

Injury claims:The cost of dealing directly with an insurer
In February 2013 insurer, Aviva,published a report which criticisedthe personal injury claims systemand the costs involved. It outlinedproposals to make the processcheaper and to oblige injured peopleto deal directly with their insurerrather than obtaining legal advice.
Aviva claimed that the cost of dealing with whiplash claimsadded £118 to the average comprehensive motor insurancepremium. Unfortunately, in many cases we deal with costsare driven up by the conduct of the insurer themselves ratherthan the lawyer acting for the injured person. We recentlyacted for a motorcyclist who was struck from behind by acoach. The driver of the coach was required by the policeto attend a driver’s improvement course as a result of hispoor driving, yet the insurer denied fault and fought the casehard, only to finally admit fault one week before trial. By thistime a great deal of evidence had been prepared for trial, allas a result of the insurer’s denial, so the costs incurred werehigher than they would have been had the insurer admittedresponsibility earlier. Unfortunately this is common, butinsurers’ conduct was not addressed by Aviva.
Aviva also argued that the number of injury claims, andsolicitor’s costs, had increased because the law, at the time,permitted solicitors to pay referral fees. Aviva did notmention that insurance companies themselves were amongthose only too happy to charge fees for selling on theircustomers’ details. Admiral Insurance, for example, made£24.5m in 2011 and £18.6m in 2012 from selling oncustomers’ details. Insurance companies themselves hadconsequently encouraged claims.
Under Aviva’s proposals “interested parties” (such as injurylawyers) would be removed from the claims system andinjured people would have to deal directly with the insurerfor compensation. Aviva claimed that those with claims of£5,000 or less did not require legal representation and itclaimed that those dealing with insurers received the samecompensation as those who had legal representation.
We should think carefully about how Aviva’s proposals wouldaffect those who are genuinely injured through no fault of
their own, for several reasons. First, Aviva itself is an“interested party.” It’s board of Directors owes a duty to actin the company’s best interests, not the injured person’sinterests, so there is a clear conflict. Would you want theinsurer paying your compensation to decide how much yourclaim is worth? Second, insurers often make offers withoutproperly investigating the full extent of the person’s injuries,so their offers are often too low. Third, if injured people didnot have access to independent legal advice they would notbe able to check whether the amount offered was enough.Clients are often unaware of what the law allows them toclaim for, so it is unsurprising that injured people accept lowoffers from insurers where they have not had independentlegal advice.
We have recently dealt with several cases where early offersby insurers or their solicitors have been too low and haveonly been improved as a result of our independent advice.We acted for a client who sustained injuries in a road trafficaccident. The insurers offered £2,100, we took over the caseand settled for £13,000. We acted for another client whowas knocked off of his bicycle by a lorry driver. The otherside offered £3,750 but we secured a settlement of £32,000.We acted for a passenger in a car which was hit from behind.The driver’s insurers offered her £3,500, which the solicitorsappointed by the insurer were pressurising her to accept.She transferred to us and we secured a settlement of over£50,000. Similar concerns apply to other claims. We recentlyacted for a client who fell in a supermarket. The Defendantinitially offered £5,000 but we settled the claim for £58,000.
Despite recent reforms to the personal injury system,insurers have refused to give any commitment on howpremiums will reduce or when. You should be wary ofdealing with insurers directly. Make sure you obtainindependent legal advice if you are injured and rememberthat insurance companies are businesses whose aim is tomake profit.

Jones’s Van Unveiled!
Dad’s Army and Charles Burrell museums openedEaster Saturday and unveiled their latest exhibit– Jones’s Van.
It is particularly fittingthat the Van will be ondisplay at the CharlesBurrell Museum, asBurrell steam engineswere used in twoDad’s Army episodes.
The museums havebeen inundated withenquiries about thevan and there is agreat deal of interestfrom Dad’s Army fansfar and wide of course,but also from veryproud Thetfordiansand from classicvehicle enthusiasts too
– everybody is pleased she is home.
She made her historic journey from her new residence(Charles Burrell Museum) through the town, making aquick stop at Jones’s butchers of course, before arrivingin Cage Lane at the Dad’s Army Museum. The 10thSuffolk Regiment Home Guard had assembled to markthis momentous occasion and brought a lump to manya throat as they marched through the streets ofWalmington on Sea.
The parade was also joined by Thetford’s new Town Crier,Mike Wabe, who had been kept very busy announcingall that was going on in the town – Thetford Players’Spring craft fayre and an Easter Egg-cellent Adventure,which brought lots of little ones into Thetford – to namebut a few.
The Dad’s Army Museum was also joined by artist SteveLilly, who has donated his latest original work, a beautifuldrawing of the van to the museum for fund raising and alimited edition print is now available. DJ Texas Tommyplayed forties music, there was dancing and singing andof course everyone enjoying a cup of tea and slice ofwartime recipe cake in Marigolds – what a perfect dayof celebration, welcome home Jones’s Van!!
The Van appeal hit the ground running when the storyfeatured on the Chris Evans’ BBC Radio 2 Breakfastprogramme the day after the Auction in December lastyear – Chris found it highly amusing that having justacquired their best ever exhibit, the Dad’s Army Museumhad literally closed it’s doors just a few days before,marking the end of the 2012 season. The appeal waslaunched before the auction last year and will raise the

A big thank you to “About Thetford”. Duncan, whofeatured last month, was spotted in your magazine by hisowner and happily they are now reunited. He is nowmicro chipped so if he gets lost again he can be traced.
Cats Protection recommend that you don’t put your catsout at night as this is the time when most accidentshappen to them ie: being run over. They do adjust tobeing in for the night, although there might be a bit ofnoise to begin with, they eventually settle down with therest of the family for a safe nights sleep and this becomestheir new habit.
We are coming into kitten season now so please get yourcats neutered now before it is too late. Remember theycan be done from 4-5 months of age and will recovermore quickly the younger they are.
Shown below is Peter, our latest guest. He had a woundon his neck which has healed nicely and he has receivedall our usual veterinary care, including being microchipped. He now needs a safe, loving home. Peter isapprox. 2 years old and very friendly.
We will be in St Cuthbert’s Church Hall on 4th May,9.30am to 1.30pm with our tombola, crafts, jumble andof course cats. We look forward to seeing you there.

In 1924, Prince Frederick Duleep Singh gave the AncientHouse Museum to the people of Thetford. The museumhas evolved over the decades to the beautiful,atmospheric and ‘state of the art’ attraction it is today.
The building and collection are managed by a team fromNorfolk Museum and Archaeology Service, headed byCurator Oliver Bone. Regular readers of About Thetfordwill be familiar with many of the projects that the teamhave worked on and town events that they have taken
part in. Throughout all of theseprojects the museum is veryfortunate to have the support ofits Friends organisation. Thegroup brings together like-mindedpeople who are passionate aboutThetford’s past and future.Thousands of people visit theAncient House each year toadmire its rich and diversecollections, some of which havebeen generously purchased bythe Friends for the museum. TheFriends have also supported theeducational work at the museum,and many long standing Friendshave been volunteers in the pastenjoying a close relationship withthe museum.
Becoming a Friend at AncientHouse also comes with a packageof benefits. The Friends have a
special series of talks held at the museum and two socialevents throughout the year. The talks are entertaining andfocus on our local heritage. This year the talk programmeincludes ‘The History of Thetford Fire Brigade’ with localhistorian David Osborne ‘All Tucked up the story of theWhitney Blanket’ with Jamie Everitt. Artful Winners
Thetford Garden Centre presented three talentedchildren with an armful of goodies for winning acolouring competition held last month.
The Competition was on over the school half-term breakto coincide with the painting of a large mural to form thebackdrop for the centres new community wall. The muralwas painted by local artist Roberta Wood and features ahost of woodland animals in bright colours and hasreceived wonderful feedback from customers.
The colouring sheet was designed by Roberta herself,and included an image from the mural with a large areafor the children to add their own designs to. Winner ofthe under 6 category, Lucy Drummond drew lots ofwoodland animals such as a badger, squirrel andwoodpecker in her entry. Eddie hill won the 7 - 11category, Eddie drew a picture of himself in a sunnygarden stating “such a nice day” and James Allen,winner of the 12 - 16 category had featured a 4x4vehicle in his drawing.
The centre’s mascot, Digger the Dog, presented the threewinners with £20 of Thetford Garden Centre giftvouchers, a framed personalised picture and a set ofbadges all drawn by Roberta. The children then joinedtheir families in the coffee shop for celebratory hotchocolates. Lucy, Eddie and James were thrilled withtheir prizes and enjoyed meeting Digger.
Shane Hinkley, Marketing Manger said: “We had a greatresponse to the colouring competition and we had areally tough job choosing the winners. I think they wereall pleased with their prizes and it was lovely to meetthem and their families.”

The EGG-cellent HuntThe EGG-cellent hunt was a roaring success on throughKings Street with 149 entry forms sold. There wereapproximately 350 people taking part and it was fantasticto see so many families having fun, spending quality timetogether, meeting old friends and making new whenswapping clues and answers!
It was lovely to be able to unite the traders, charities andalso the tourist attractions to make this day possible.With everyone working so closely together the people ofthe town were able to enjoy a varied programmethroughout the day.
Special thanks must go to Leaping Hare and Select forselling the entry forms, to Chilterns Estate Agents forprinting off all the forms and letters and then selling theentry forms, to Jane Varanand who worked tirelessly inthe cold to sell more forms on the day so nobody in townmissed out, to Simply Reiki for donating all the prizesincluding so many Creme Eggs and last but not least tothe St John Ambulance Cadets who spent the day in andaround the town making sure everyone stayed safe andthings ran smoothly.
Congratulations go to Martin McCleary, 49, who won theover 8's prize. He entered with his best friends familyas their daughter, Leah Attwood, 10, who goes toNorwich Road School, wanted to take part.
"It was great fun" said Martin, "and Leah enjoyed mostof my prize although I did get some of the chocolate!"
Annabelle Dixon, 3, won the under 8's section. Sheentered with her Mum and had a great time beinginvolved.
"It was a brilliant prize and great fun. We would definitelytake part again" said Annabelles mum.
Both prize winners were from Thetford.
Thank you to everyone who entered and behaved sosensibly and made the day so much fun despite thesnow!
We would like to say a big WELL DONE to three St JohnAmbulance Cadets: Kevin Gorman 14, Chloe Ogbourne14 and Courtney Griffiths 15, who were called upon twiceon the day to deal with the same casualty in the towncentre. They were able to deal with the personcompetently, calmly and safely and worked closely withboth the Ambulance Service in the first instance and thePolice in the 2nd, to give the person the best possibletreatment and help.
These three cadets were able to put their training to thetest and proved they could work safely in quitedemanding circumstances created by some youngermembers of the public who did not understand thesituation.
These dedicated youngsters have again proved to thepeople of Thetford that every penny that is donated tothem is put to good use in training.

Rolls Royce Enthusiasts ClubThe East Anglian section of the Rolls Royce Enthusiasts Club gatheredon the Market Place in Thetford on Sunday with some of their fabulouscars for everyone to enjoy.
The club had come for a private group tour of the Dad’s Army andCharles Burrell Museums and to see Jones’s Van. It isn’t the first timethat a Roller has been seen on the Market Place as the Dad’s Armyepisode ‘The Captain’s Car’ also featured a Rolls Royce in the front ofthe Guildhall, when the town prepared for a visit of a French General.

Children in the Goldcrest department of ThetfordGrammar Junior School have been experiencingthe busy lives of medical professionals in theirclassroom surgery.
The children held a specialclinic where they could bringtheir poorly teddies to belooked after by the doctorsand nurses in the classroom.
As part of learning throughrole-play, they carefullybandaged and cared for theirteddies, answered thesurgery phone and wroteprescriptions for medicine.
The children were very keento ensure that their teddieswere better by the beginningof May when they will be
holding a teddy bears picnic to which children aged 3-4in the local area can also attend.
Everybody looked fantastic wearing their hats that hadbeen especially made and they all demonstrated aparticularly excellent bedside manner. Sara, age 6 saidthat she ‘loved being like a real doctor because they workreally hard to help people’.

Thetford RegenerationPlans Approved
The regeneration of Thetford moved a step closer whenmembers of Breckland’s Planning Committee gave thegreen light to revised plans for a major new leisuredevelopment scheme.
Plans for the Riverside Regeneration Project include a 62bedroom hotel, a three screen cinema and five café /restaurant units. The project is a joint venture betweenBreckland and Norfolk County Councils and forms part ofa wider programme that will see more housing andemployment come to the town.
William Nunn, Leader of Breckland Council said: “This isa major leisure development for Thetford which will actto boost the night-time economy and encourage youngpeople to stay in the town. Together with the dualling ofthe A11, the development will act to make the town moreattractive to companies seeking to re-locate”.
Hundreds of local people viewed and commented onearlier plans for the development in May last year;stakeholders including Thetford Town Councillors, EnglishHeritage and representatives from the Thetford Societyand local business forums were also invited to comment.Changes were made following the consultation and theplans were taken to Breckland’s Planning Committee inOctober last year. Although members approved thescheme in principle, they asked the developer to makechanges to the design and materials.
At the 8 April meeting, members agreed that the revisedplans were more in keeping with the character of thearea. Changes included the use of mixed grey rather thanbuff brickwork, the addition of a gable withweatherboarding to the east end elevation andamendments to the Riverside elevation to provide morevisual interest.

Savvy Savers will get aBetter Deal
Savvy savers who signed up to the ‘Norfolk Big Switchand Save’ could expect to knock around £111 a year offtheir bills it has been revealed.
On 9 April, figures from Norfolk and over 60 councilsacross the country were put forward to a national energyauction. With over 160,000 households signed up, energycompanies were asked to offer their very best prices towin the bid.
Households who registered for the scheme could save onaverage £111, with the highest average saving being£139.
Streetvibes Success
Streetvibe had another successful trip toPeterborough to take part in the regional streetdance championships!! We took 35 dancersand lots of cheering supporters to the eventthat was held on Sunday 24th March.
We entered 2 groups.. Under 14s came away with 5thplace and our under 18s came away with 2nd qualifyingthem to compete in the worlds event later in the year.
We also entered into various solos and duo events whichsaw places of 2nd, 4th and 5th there too:
We are so proud of each and everyone of our dancers,they have worked so hard and it paid off!! Thank youalso to everyone that has supported us it wouldn't havebeen possible without you.
As an avid supporter of Streetvibe Thetford I was notsurprised when they did so well over the weekend. Theyare a fantastic group who are paving the way to greaterthings, World Dance Championships next!! very proudof them all and the hard work that their choreographersput in and many others who are making it possible forthis group to run like Shirley and Lorraine who give uptheir time to help these young people, anyone wantingto help further with donations or funding please get intouch its a great opportunity to be part of their successthat they are bringing to Thetford!! .

March of Witness
More than 120 Christians gathered in the UnitedReformed Church on Good Friday for a service led by RevJulian Sanders, to begin the annual March of Witnessthrough the town. The procession then made its waydown Kings Street behind the large wooden cross,stopping at the newly-built town stage and outside otherchurches to sing and pray for the town. The eventorganised by Thetford Christians Together finished at StCuthbert’s Church with a final service and refreshments.

Thetford Safer Neighbourhood Team is lookingfor volunteers to help launch a CommunitySpeed Watch (CSW) scheme in the town.
The idea of CSW schemes is to involve local residents inspeed reduction activity in the area they live in. Volunteersare trained to use speed monitoring equipment and eachteam will be issued with a ‘Speedar’ radar gun, two signs,reflective jackets and a paperwork pack.
Follow-up work on education and enforcement isprovided by police and local authorities. In the firstinstance, registered keepers of offending vehicles aresent a letter informing them of their speed and a requestto keep it down. Persistent offenders will find themselvestargeted for police enforcement.
These schemes have been found to be successful in theareas where they have been set-up, bringing a reduction
in overall average speeds and having a significant impacton drivers travelling well over the limit.
PC Keith Kenny of Thetford Safer Neighbourhood Teamsaid: “Speeding is regularly raised as a concern by theresidents of Thetford and the additional presence ofCommunity Speed Watch volunteers at the roadside hasa proven effect on getting drivers to slow down.”
