Hearing devices: Excellent units are available upon request at no cost at the registration desk for use in the Covenant Fine Arts Center.
Shuttle service: A limited number of golf carts are available to help people get to various locations. We ask that you not use this service unless you are disabled or have mobility challenges. The main shuttle station is located at the north entrance of the Covenant Fine Arts Center. Wheelchair accommodations: Space is reserved on the main level of the Covenant Fine Arts Center and the chapel for wheelchair positioning. Seating for those with mobility challenges are also reserved immediately off the main walkway. If you have need of any assistance while at Annual Conference please visit the registration desk.
The Calvin College Bookstore, located in the Commons, is open from 9:00 AM to 4:30 PM Wednesday, Thursday, and Friday, and carries personal items, magazines, cards, etc.
Cokesbury Bookstore is located in the Covenant Fine Arts Center room 115, near of South Entrance.

A Health Station is located in the Covenant Fine Arts Center in Room 125, behind the auditorium stage. It is staffed by a nurse during the hours that Conference is in session. If you have any health concerns or needs, or just need a cot for rest, please feel free to make use of this service.
The 2014 Annual Conference Ministry Fair is a time to showcase the West Michigan Conference of the United Methodist connection to the “world beyond home. The Ministry Fair will be accessible for viewing Friday from 10:30 AM to 1:30 PM in the field house adjacent to VanNoord Arena.
To keep plenary time moving smoothly, requests for ‘personal privilege’ (speaking about an item of personal interest, making a special introduction or another matter that interrupts scheduled business) will be referred to the Agenda Committee, who will determine the next best opportunity. Requests may be taken to the Program Committee Chairperson, often found to the right of the stage. Please be prepared to check back, as they will be unable to track people down.
WMC-HOPE hosts this private quiet space for reflection. You can find this room located in the Covenant Fine Arts Center in room 230. It is open each day from 7:30AM until adjournment of the evening’s activities.
Information on dining rooms for Special Meals, messages and other updated information can be found at the Registration Desk in the West lobby of the Covenant Fine Arts Center.
The Snack Bar is operated by the New Church Team. It is located in the Covenant Fine Arts Center at the South Entrance. Please be mindful we are in a new facility and we ask that you bring as little refreshment as possible into the auditorium.
Men’s and women’s restrooms are located in the West lobby of the Covenant Fine Arts Center.
Calvin College is a Smoke-Free campus. There is no smoking inside or outside campus buildings.
The free Clergy Wellness Center is located behind the stage in Room 125 in the Covenant Fine Arts Center. We encourage all clergy to visit the wellness center during Annual Conference.

SPEAKERFeatured
Dr. Marcia McFee is an author, worship designer and
leader, professor, preacher and artist. Her engaging and
interactive style has been called “refreshing,” “inspiring,”
and “unforgettable.” Marcia combines her background and
experience in professional companies of music, theater and
dance with a variety of worship and preaching styles in order
to bring a fresh experience of the Gospel to each worship
setting. Marcia has provided worship design and leadership
at numerous international and regional gatherings.
Marcia’s passion for helping the church to worship God
fully is especially directed toward the education of local
congregations. She travels extensively in order to teach
regional workshops that are accessible to congregational
leaders and worship teams. Additionally, Marcia has begun
a program of continuing education events in her home town
of Lake Tahoe and an online subscription service to Worship Design Studio that offers inspirational
and educational help for worship teams featuring a ground-breaking worship design application.
As well as her experience with local church worship, Marcia specializes in designing and leading
conference worship. Over the last 18 years, she has coordinated worship for countless regional
and agency conferences. Most recently, she designed and led 29 worship services over a 10 day
period for the international quadrennial General Conference of the United Methodist Church.
Dr. McFee received a Master’s of Theological Studies degree at Saint Paul School of Theology with
a concentration in Preaching and Worship, where she recently received the Outstanding Graduate
Award from the Alumni Association. She earned a Ph.D. in Liturgical Studies at the Graduate
Theological Union with an allied field of Ethics. She has been a guest lecturer and adjunct faculty
at twelve seminaries. Marcia is an avid skier and the co-author of “Spiritual Adventures in the Snow:
Skiing and Snowboarding as Renewal for Your Soul.”

LEADERSWorship
The Rev. Dr. Anthony R. Hood was born and raised in the city of Detroit, Michigan. He is the eldest of two sons born to Ms. Norma J. Turner Hood and Dr. James Hood. He attended Bishop Borgess High School in Redford, Michigan and graduated in June of 1991. He went on to attend Northwestern University in Evanston, Illinois, where he earned his Bachelor of Science Degree with a concentration in Psychological Services. After completing his undergraduate studies, Dr. Hood enrolled at Garrett-Evangelical Theological Seminary, where he earned his Master of Divinity Degree. Dr. Hood sensed God calling him to further his education and in 2008 he enrolled at Ecumenical Theological Seminary in Detroit, Michigan, where he earned his Doctor of Ministry Degree.
Dr. Hood was ordained an Elder in May 2004 by the Detroit Annual Conference of The United Methodist Church. He has served as an Associate Pastor over Children’s and Youth Ministries at Hope United Methodist Church in Southfield, Michigan and Senior Pastor of Berea St. Paul’s United Methodist Church in Highland Park, Michigan. On July 1, 2005, Dr. Hood was appointed to serve as pastor of the “Historic” Scott Memorial United Methodist Church in Detroit, Michigan.
Dr. Hood has a passion for imparting the Word of God simply and clearly. He patterns his preaching style after his grandfather, the late Rev. Jolly Turner, Sr. of Gadsden, Alabama. He is a featured speaker for revivals, workshops and conferences. He has served the Detroit Annual Conference in the following capacities: Vice Chairman for the Detroit Annual Conference Board of Global Ministries, President of the United Methodist Black Clergy Group of Michigan, Board Member of the Urban Alliance, Board member of the Detroit West District Leadership Team and as a Trustee for The United Methodist Union of Greater Detroit. Currently, Dr. Hood is serving on the Board of Ordained Ministry. He is also a proud member of the Alpha Phi Alpha Fraternity, Incorporated.
Dr. Hood is the proud father of one daughter, Ayanna Hope Hood. He lives by the words found in Galatians 2:19-20 NIV:

Iowa Conference
Rev. Katie Dawson is the field coordinator for Imagine No Malaria in the Iowa Conference. A graduate of the United Methodist affiliated Simpson College, Katie also received her M.Div from Vanderbilt Divinity School.
She served the First United Methodist Church of Marengo before joining the Imagine No Malaria adventure on a full time basis in October 2012. They are completing their campaign to raise $2 million for Imagine No Malaria. She is moving to Des Moines, Iowa with her husband, Brandon to take a new appointment as the lead pastor at Immanuel United Methodist Church.
She has a passion for helping churches to engage their local communities as they work together to transform the world. In her free time, she likes to play disc golf, knit and watch television.
DeAnn currently serves as the Lead Pastor for Indian River United Methodist Church but is transitioning to be the Lead Pastor of Genesis United Methodist Church, Grand Rapids, MI effective July 1st. DeAnn began her pastoral career in 1994 and has been blessed to experience the pastorate as both a Licensed Local Pastor and now as an Ordained Elder. She has served the West Michigan Conference on several different boards and committees and currently serves on the Board of Ordained Ministry as well as the Commission on Equitable Compensation. DeAnn has served both the West Michigan and Detroit Annual Conferences by leading both the Albion and Blue Water Districts in rethinking the administrative structures of each district.
DeAnn holds a Bachelor of Business Management degree from the University of Phoenix and a Master of Divinity degree from Methodist Theological School in Ohio.
ImagineNO Malaria Guest Speaker

The Detroit and West Michigan Conferences have established a shared goal of $1.5 million ($10 for every member in Michigan) for Imagine NO Malaria, our denominational effort to eliminate
deaths from malaria in sub-Sahara Africa. Hopefully, your local church has already participated or is planning to participate in this exciting, life-saving endeavor. Please download the Imagine No Malaria commitment card from the MInoMalaria website, and be ready to present It, along with any additional gifts, as a part of our Ingathering at the conclusion of the Thursday afternoon plenary time with our special guest, Rev. Katie Dawson. Make checks payable to “West Michigan Conference Treasurer” with “No Malaria” in the memo.
Sharing the offering during Opening Worship will be this non-profit agency based in Grand Rapids that has a mission to increase the ability of children, youth, adults and families to succeed in a diverse community. UMCH offers a nationally accredited Child Development Center with before and after school programs, tutoring, mentoring, recreational activities, sports and more for at risk children, a Center for Family Development and transitional housing for young people. It also has a large Senior Development Center with meal programs, transportation, health education and outreach. Your support of this superb program is a wonderful way to support ministry actively engaged with an at-risk community.
Fundraising is underway to support Michigan Area Youth & Young Adults in their mission to Haiti which begins June 16th.
The team will spend several days working at the Soisson Methodist Church in greater Port au Prince, then travel to HAPI (Haitian Artisans for Peace International) in the mountain top community of Mizak to continue work on the maternal health clinic. Your support will help our youth team get to Haiti, grow in mission and service, and change lives in this community.

This process allows for all members of Annual Conference to be part of the process in more ways than simply voting yes or no. Debate in legislative committees allows for more members to speak and offer amendments. It also ensures that all legislation is addressed. All legislative petitions and their response petitions will be assigned to a legislative committee. Each committee will have both lay and clergy represented.
Rules of Order petitions are not reviewed by legislative committees. Rules of Order changes will be presented by the Committee on Rules of Order for adoption at the beginning of the legislative session.
Please be familiar with Rule 22.C.3 (2013 Journal page 258) and Rule 23 (2013 Journal pages 259-260). (The Rules of Order are posted as a separate document online, in the AC section of the Conference website.)
The Legislative Committee can take three actions with a petition:
How do I know what committee I’m on?
The Program Committee assigns members to a Legislative Committee and the assignment (committee number) is listed on the member’s name badge. The assignments are done by alphabetical groups and the groups are randomly assigned to a committee. Committee assignments cannot be changed, but the committee should not include two people from the same church. Reassignments will be done by the Conference Facilitator. Committee numbers and locations will be posted online and available at the Annual Conference registration desk.
One representative of a petition is granted the privilege of voice only during discussion of the specific petition.
What procedures do the committees follow?
Discussion, voting, making amendments and time limits on debate follow Robert’s Rules of Order and the Rules of the Conference. A helpful Parliamentary Motion Chart can be found in your Decision Items Book on page 217. The petition representative has voice, but not vote.
The officers (Chair, Vice Chair and Secretary) of each committee will need to report exact numbers on the final votes to translate to percentages. Exact numbers on amendments or other non-final actions are not required. It will be important to note and keep a running total, as people arrive late, leave early and abstain from voting. Any vote count needs to include members present and voting. Abstentions are noted as “present and not voting” and are not a part of the computations.

What actions can the committee take on the petitions?
Consent Calendar: If a petition reviewed by the committee passes by 90% or more, the petition is reported as Concurrence and it is placed on the Consent Calendar. All items on the Consent Calendar are presented as one motion for vote with no discussion unless removed for separate consideration as described below.
Concurrence by Less than 90%: If a petition reviewed by the committee passes by less than 90%, the vote is reported to the Conference and the petition is scheduled for debate on the floor. Concurrence with Amendment: If a petition reviewed by the committee passes with amendments, the vote is reported to the Conference and the amended petition is scheduled for debate on the floor.
Non-concurrence: If a petition reviewed by the committee does not receive a majority concurrence vote, the vote is reported to the Conference as non-concurrence. This petition will not be considered for debate on the floor unless 10% of the Conference votes for consideration.
Items Related to the Plan of Organization, the Budget or Pension
Petitions with budget implications or which affect the Plan of Organization will have been reviewed by the Council on Finance and Administration (CFA) or Committee on Rules of Order before coming to the legislative committee. If committee amendments have financial implications, changes to policy and practice or pensions, they must be reported to the Conference with the vote so that CFA and Pensions can review the amendments prior to the Conference voting. CFA is required to share their recommendations prior to any final action. The same is true for any additions, corrections and/deletions to the list of Advance Specials which must be reviewed by the Board of Global Ministries prior to a Conference vote.
Conference Action
Consent Calendar: Any item placed on the Consent Calendar by a Legislative Committee may be removed for debate on the floor. A member of Annual Conference may do this by submitting a written request to the Conference Secretary by Noon on Friday, June 13.
Non-concurrence Items: Any item receiving a non-concurrence vote in committee may be brought to the floor if consideration is supported by a 10% vote of the Conference members.

Who can vote for Annual Conference business?
Annual Conference business is best defined as those items listed in the Decision Book, any Response Petitions, as well as any items that may come up during conference business. Basically, for this year, anything but electing General and Jurisdictional Conference delegates is considered Annual Conference business.
Lay personsIf you are a lay person, elected by your congregation, as a district member-at-large, or if you have a position under our rules of order or plan of organization, you are a member of the West Michigan Annual Conference and you have right to voice and vote. (Diaconal ministers and deaconesses also vote as lay persons.)
ClergyIf you are clergy (defined as local pastors under appointment, deacons, provisional members, associate members, affiliate members, and elders), you have the right to voice and vote.
Student pastors, local pastors without appointment, retired local pastors and elder members from another conference have voice but no vote.
Who can vote for General and Jurisdictional Delegates?
Beyond Annual Conference business, there are further qualifiers for who may vote for delegates:
Lay Members: Lay members of the annual conference may vote for lay delegates and not clergy delegates (¶602.6 of The 2012 Book of Discipline). Certified candidates for licensed and ordained ministry serving as lay members may vote for lay delegates as long as they are not licensed as local pastors.
Diaconal Ministers and Deaconesses: Diaconal ministers and deaconesses vote as lay members of the annual conference (¶602.4 of The 2012 Book of Discipline).
Clergy Members: The following categories may vote for clergy delegates (¶35, Article IV of The 2012 Book of Discipline):
