Tripar덛�te Pla뉚�orm on Medical Council of Hong Kong (MCHK)
As you may be aware, the Government has recently convened a Tripar덛�tePla뉚�orm to look into the composi덛�on of MCHK and its complaint inves덛�ga덛�onand disciplinary inquiry mechanism. The Pla뉚�orm comprises representa덛�ves ofdoctors, pa덛�ent groups and Legisla덛�ve Council Members, and a representa덛�vefrom HKAM was invited to join the Pla뉚�orm. The Academy Council hasnominated our elected Council Member Dr Luk Hung‐to to represent HKAMand serves as a member in this Pla뉚�orm, with its first mee덛�ng to be held on 15November 2016.

CME/CPD Reminder
The current CME/CPD cycle for Academy Fellows will end on 31 December2016. All Fellows who are on the Specialist Register (SR) of the Medical Councilor Dental Council will need to fulfil the requirements of the Academy to remainon the SR. Fellows, except those exempted for CME/CPD due to re덛�rement, arealso required to fulfil the requirements to maintain the Academy Fellowship.Fellows are reminded to make sure they will obtain the required number ofCME/CPD points before the end of this year, and to catch up if the points theyhave obtained so far falls behind greatly of the requirements.
CME/CPD Principles & Guidelines 2017 ‐ 19
Fellows may wish to note that the CMECPD Principles & Guidelines for the nextcycle 2017 ‐ 19 will remain unchanged i.e. no more than 75 points can beawarded for passive par덛�cipa덛�on in a 3‐year cycle. Fellows are strongly advisedto maintain a balanced CMECPD profile with a mix of different ac덛�vi덛�es, inorder to capture the full benefit of different types of CMECPD ac덛�vi덛�es.

(Note: Individual Colleges will have their own set of guidelines based on whathave been agreed at the Academy level. There may be specific rules orrequirements that the Colleges determine to be relevant for their special덛�es.)

The Academy some덛�mes gets error messages when sending messages toFellows' registered emails, which may be caused by full mailboxes, invalidaddresses, etc. A valid email address is an essen덛�al detail for Fellows to gainaccess to iCMECPD account and view the CME/CPD profile. In order to help usmaintain an up‐to‐date database, please keep us informed whenever there arechanges to your email address, mailing address or contact number by logginginto your account of iCMECPD (h��p://www.icmecpd.hk). Please also bereminded to keep your registered emails ac덛�ve by ensuring there is sufficientmailbox capacity.
Collec덛�on of Fellowship Diplomas
A number of Fellows have le� their fellowship diplomas uncollected at theSecretariat office for years. A final no덛�fica덛�on will be sent to them soon.Diplomas can be picked up from the Secretariat office, by 16 December 2016(Friday), on Monday to Friday during office hours (8:30 a.m. ‐ 12:30 p.m. / 1:30p.m. ‐ 5:30 p.m.). Any diplomas uncollected a�er the deadline will be disposedwithout further no덛�ce.
Council Dinner with Dis덛�nguished Young Fellows, 22 September 2016
The Academy organised a Council Dinner with Dis덛�nguished Young Fellows torecognise their achievements in respec덛�ve special덛�es. Honorary Fellow Prof.Rosie Young, Past President Dr. David Fang, Officers, Council Members andCollege representa덛�ves joined the dinner to congratulate the young Fellows.President welcomed the young Fellows, and gave an introduc덛�on to theAcademy's work and upcoming ac덛�vi덛�es. In Prof. Young's speech, shehighlighted the importance of con덛�nuing medical educa덛�on in building asuccessful career. She hoped the young Fellows would contribute not onlylocally to their College, the Academy and the medical profession in Hong Kong,but also interna덛�onally. Three young Fellows were drawn out by HonorarySecretary Dr. C.C. Lau to share their experience and feelings. It was anenjoyable dinner with a lot of sharing among the par덛�cipants.

Co‐organised by the Hong Kong Jockey ClubDisaster Preparedness and Response Ins덛�tute(HKJC DPRI) of the Academy and the Hong KongCollege of Community Medicine (HKCCM), the
2nd Annual conference on DisasterPreparedness and Response 2016, 덛�tled"Building a Resilient Health System", was held successfully on 8 October 2016,a��rac덛�ng over 320 local and overseas par덛�cipants.
The Opening Ceremony was held at the Run Run Shaw Hall and was officiatedby the Honourable Lai Tung‐kwok, Secretary for Security of the Government ofthe HKSAR; Mr. Patrick Nip, Permanent Secretary for Food and Health (Health)of the Government of the HKSAR; Mr Anthony Chow, Deputy Chairman of theHong Kong Jockey Club; Dr. Bernhard Schwartländer, WHO Representa덛�ve in
China; Prof. Fung Hong, President of the Hong Kong College of CommunityMedicine and Dr. Donald Li, President of the Hong Kong Academy ofMedicine.The officia덛�ng guests kicked off the Conference by introducing thefive elements to build a resilient health system: Crisis Leadership and Planning,Primary Health Care, Hospital Infrastructure and Opera덛�onal Planning,Community‐based Ac덛�ons, and Mul덛�‐sectoral Ac덛�ons. These five elementscons덛�tuted the five sub‐themes of the Conference.
Following was the Opening Keynote Address delivered by Dr. BernhardSchwartländer introducing the features of resilient health system and the workof the WHO Emergency Medical Teams Ini덛�a덛�ve; and the two sessions ofKeynote Speech delivered respec덛�vely by Prof. Gabriel Leung, Dean of Li KaShing Faculty of Medicine of The University of Hong Kong and Prof. E.K. Yeoh,Director, the Jockey Club School of Public Health and Primary Care of TheChinese University of Hong Kong.
The Conference also included a pre‐conference workshop덛�tled "Mobile Surge Capacity Teams for Medical and PublicHealth Emergencies (local and global)" held on 7 October2016. At the Conference, dis덛�nguished local and overseasspeakers presented on a wide range of topics highligh덛�ng theessen덛�als of the development, maintenance and promo덛�onof a preven덛�ve safety and health system towards building
interna덛�onal and na덛�onal capacity for disaster risk management, conducted inconcurrent sessions. Poster and free paper sessions were also held during theConference. Before the Closing Ceremony and Award Ceremony of the BestPapers, panelists from different sectors shared their views at the round tablediscussion on mul덛�‐sectoral contribu덛�ons to a resilient health system. The
Conference ended with the Networking cum HKCCM's 25th anniversaryrecep덛�on, featuring a music jamming session performed by Prof. Fung Hongand Dr. Thomas Tsang.
A�er the Conference, President and Officers of theAcademy hosted a networking dinner at the HongKong Golf Club, Deep Water Bay, with dis덛�nguishedoverseas guest speakers including Dr. BernhardSchwartländer, Prof. Pratap Prasad, Dr. Zhang Bike,Dr. & Mrs. Darren Walter and Prof. JenniferLeaning. Under Secretary for Food and Health ofthe HKSAR Government Prof. Sophia Chan alsojoined the dinner.

President officiated at the White Coat Inaugura덛�on Ceremony for MedicalFreshmen 2016 of the Faculty of Medicine, The Chinese University of HongKong. Doctors are facing uncontrollable factors than ever including terrorism,epidemics, or natural disasters. President gave advice to the freshmen on howto equip themselves in his inspiring remarks.

"Medical Regula덛�on ‐ making a difference", it a��racted over 500 par덛�cipantsfrom more than 42 different countries. The theme was explored throughplenary sessions, workshops, oral and poster presenta덛�ons focusing on needsand expecta덛�ons of the community, global challenges in medical educa덛�on andprofessional regula덛�on, the evidence on what is effec덛�ve in regula덛�on, the
training of doctors of the future, how regulators respond to changes anddevelopments in medical prac덛�ce, etc.

President par덛�cipated in the inauguralPhilanthropy for Be��er Ci덛�es Forum organizedby The Hong Kong Jockey Club. President a��ended the Forum organised by the Royal College of Physicians andSurgeons of Canada (RCPSC) in Ontario. He par덛�cipated in a full dayprogramme which focused on the Lancet Commission's Report ‐ Healthprofessionals for a new century: transforming educa덛�on to strengthen healthsystems in an independent world. There were several roundtable discussionscovering wide range of topics from professionalism and humani덛�escompetencies, recommenda덛�ons for global collabora덛�ons to interprofessionaland transprofessional educa덛�on, etc. President also joined the Convoca덛�on ofRCPSC and a Past President's dinner hosted by President of RCPSC, Dr. KevinImrie as well as a lunch with delegates of Asia Pacific region.

President and Vice‐President (Educa덛�on andExamina덛�ons) a��ended the award presenta덛�onceremony of the Mul덛�media Campaignlaunched by the HKJC DPRI.
En덛�tled "Community Campaign on DisasterResilience", the aim of the campaign was to enhance the community resiliencethrough a range of public educa덛�on ac덛�vi덛�es. Compe덛�덛�on theme for Year2016 was "Disaster Commander Wanted!". The compe덛�덛�on featured twocategories, "Mini‐Film Produc덛�on" targe덛�ng the secondary school students and"Drawing Contest" targe덛�ng the primary ones.

WHO Health Dialogue with U.S. Ac덛�ng Deputy Secretary for Health andHuman Service Mary Wakefield, 18‐19 October 2016
President par덛�cipated in the Health Dialogue organised by the World HealthOrganiza덛�on China Country Office in Beijing. The theme of the Health Dialoguewas on "Building high quality primary health care that the popula덛�on uses andtrusts: challenges and lessons from China and the United States". It wasmoderated by WHO Goodwill Ambassador for Sustainable Development Goalsand Health Mr. James Chau, and also par덛�cipated by 2 other panelists, Dr. ZengYixin, Chairman of General Prac덛�덛�oner Educa덛�on and Training SpecialistCommi��ee of Chinese Medical Doctor Associa덛�on and Dr. Han Zhengzheng,Director of Beijing Desheng Community Health Centre. The panelists sharedtheir thoughts about the challenges and solu덛�ons for the delivery of primaryhealth care.

The Academy's Editor a��ended the Health Exhibi덛�on organised by the MedicalSociety of the Hong Kong University Students' Union as a Guest‐of‐Honor.En덛�tled "Ma��er of Life and Breath", Editor shared his insights on issues inrela덛�on to respiratory disease. The Exhibi덛�on featured a series of health talks,free health checks health counseling, etc.

A delega덛�on from the U.S.‐based Na덛�onal Academy of Medicine (NAM), led byPresident Prof. Victor Dzau, visited the Academy on 28 October 2016.A��ending the lunch mee덛�ng included Vice‐President (Educa덛�on andExamina덛�ons) and Honorary Secretary of the Academy as well as President andVice President of the Hong Kong College of Community Medicine. UnderSecretary for Food and Health of the HKSAR Government Prof. Sophia Chanwas also invited to join the mee덛�ng and share views. The discussions exploredthe poten덛�al collabora덛�ons and partnerships between the Academy and NAMon different areas such as joint academic events and coopera덛�on on policylevel.

To further enhance the online services for CMECPD, theAcademy has developed a mobile applica덛�on for capturinga��endance ‐ iCMECPD App. It is now available at Apple's AppStore and Google's Play. Fellows may download the App byscanning the respec덛�ve QR code below (or search "icmecpd"
from App Store/Google Play) and install it in their smartphone with opera덛�ngsystem in iOS (7.1 or above) or Android (3.0 or above).

2015 Impact Factor

This ar덛�cle reviews different methods ofscreening including grading used to detect theseverity of sight‐threatening re덛�nopathy andthe newer screening methods. Medical Prac덛�ce Opioid therapy for chronic non‐cancer pain:guidelines for Hong Kong
This paper reviews the current literature toinform Hong Kong prac덛�덛�oners about thera덛�onal use of chronic opioid therapy in chronicnon‐cancer pain. Dissemina덛�on reports are concise informa덛�ve reports ofhealth‐related research supported by funds administered bythe Food and Health Bureau, for example, the Health andHealth Services Research Fund and the Research Fund for theControl of Infec�ous Diseases (which was consolidated intothe Health and Medical Research Fund in December 2011). Inthis edi덛�on, 10 dissemina덛�on reports of projects relatedto cancer, cardiovascular disease, mental health, neurology,and physical ac덛�vity/obesity are presented. The Core Standards for Day Procedure Centres is developed by the Project SteeringCommi��ee on Standards for Ambulatory Facili덛�es (PSC) set up by the Hong Kong Academyof Medicine and the Department of Health (DH). The document sets out the basicstandards for the opera덛�on and management of day procedure centres, which areambulatory facili덛�es where high‐risk medical procedures or prac덛�ces are performed. Itserves to provide guidance to the facility operators in an덛�cipa덛�on of a new regulatoryregime and to provide a framework for the medical and dental professionals within whichthey plan and organise their private prac덛�ces.
In December 2014 to March 2015, the Government of the Hong Kong SpecialAdministra덛�ve Region conducted a public consulta덛�on on regula덛�on of private healthcarefacili덛�es, proposing the introduc덛�on of a statutory licensing system for three classes ofprivate healthcare facili덛�es namely private hospitals, day procedure centres (DPCs), andmedical clinics. The Academy and DH set up the PSC in May 2015, co‐op덛�ng members frommedical facul덛�es of universi덛�es, private hospitals and professional associa덛�ons, to developthe standards. Seven Task Forces are formed under the PSC to draw up the Core Standards,
which apply to all DPCs, and Procedure‐specific Standards, which apply to specific classesof DPCs. The la��er will be rolled‐out in phases following the Core Standards.
The Government has announced in the Consulta덛�on Report the plan to introduce a bill tothe Legisla덛�ve Council in the 2016/17 legisla덛�ve session. It is an덛�cipated that the CoreStandards and Procedure‐specific Standards will be adopted as part of the regulatoryrequirements when the statutory licensing system comes into force.
