SPEAKER FACULTY (Surname in Alphabetical Order)

Special Presentation

Rick McDonell Executive Director ACAMS Former Executive Secretary Financial Action Task Force (FATF) Mr. McDonell is well known for his previous role as the Financial Action Task Force (FATF) Executive Secretary. The FATF was established in July 1989 by a G-7 summit in Paris, and examines and develops measures to combat money laundering and terrorist financing. Among Mr. McDonell’s many accomplishments at the FATF was the development of a new, standardized country assessment “methodology.” This expanded the focus of assessments beyond the initial implementation of FATF standards to examine their actual effectiveness in terms of supporting a reduction to financial crime levels-a dramatic change, which has enabled the strength of AML regimes to be clearly determined. Under Mr. McDonell’s leadership, the FATF Global Network also expanded to nine FATF-Style Regional Bodies (FSRBs), an important accomplishment for ACAMS as the Association has members in over 160 countries, most of those in one of the nine regions. Mr. McDonell’s many years of direct experience working with the regional bodies has given him a unique global perspective on AML and financial crime challenges facing ACAMS’ members. Mr. McDonell is a lawyer by training and has had extensive experience as a federal prosecutor and in conducting complex investigations including being in charge of many multidisciplinary investigation Task Forces into organized crime cases both nationally and internationally. He also has had experience in private legal practice and as a university lecturer.

Quantum Data Engines Building Algorithms of Trust. Quantum Data Engines is a young company building intelligent technology solutions for enterprises. Leveraging superior algorithms and deep domain expertise, we have built advanced technology products that help financial institutions understand customer and transaction data completely and accurately. Our products help financial institutions stay ahead of pressing regulatory and compliance requirements, while also enabling them to compete better. In 2011, Quantum Data Engines started building a financial crime monitoring and management platform with a first of its kind approach that segregated data, insight and action in the financial crime management process. The purpose was to accurately identify potentially suspicious entities and transactions and enable financial institutions to investigate and report them confidently and effectively to regulators around the world. We focussed on Speed, Scale and Performance across the Data, Insight and Action processes while focussing on the investigators, their daily routines and ultimately the regulatory reporting requirements. From a technology standpoint, detecting a suspicious customer or a transaction from a sea of data is extremely difficult - like a drop in an ocean. On top of this, launderers and fraudsters are constantly evolving and adapting while improving techniques, staying ahead and blurring the lines of what is criminal and suspicious. The platform has been designed to meet these challenges head-on. So, how do we do this effectively? We have analyzed billions of customer and transaction instances and vast streams of data coming from a multitude of sources in all sorts of circumstances. The platform hosts a set of powerful algorithms allowing it to detect, prevent and report transaction anomalies by analyzing numerous flags buried in data. This is beautifully wrapped with tools that enhance productivity of transaction monitoring teams through the detection, investigation, reporting and audit process. Our approach combines speed, scale, performance and sophistication to deliver a comprehensive and adaptive solution that allows financial institutions to accurately distinguish between the customers that they can TRUST, and those they can’t. Smart financial institutions use this knowledge to focus on improving the experience of trusted customers, while keeping launderers, fraudsters and criminals at bay. Through the interaction of our products, we are enabling enterprises achieve what human beings have been able to do easily for centuries now – understand data intuitively and respond precisely in real-time. Our mission is to help build a world where financial crime, money laundering and theft are impossible; where trust and verifiability are easy without compromising individual privacy. [email protected]
