Welcome to our latest issue of the ACC eNews. This “eNews” has been developed in an effort to reach out to the residents of Abingdon.
Our purpose is to provide you an opportunity to become more informed and to encourage more participation at
our monthly meetings! Please share this “eNews” with your neighbors. Why not plan to join us at our next
meeting on Monday, April 28, 2014 from 6:30pm -7:30pm at the Abingdon Public Library, 2510 Tollgate

Broadview The Community of Broadview (Latitude: 39-29'35'' N, Longitude: 076-18'20'' W) is located off Laurel Bush Road, just
south of the intersection of St. Mary’s Church Road and Laurel Bush Road. Regal Drive is the only thoroughfare to enter
and exit the community. There are currently 237 single family homes in Broadview
that was developed in 3 phases.
In 1983, Ryland Homes® began developing a large tract of land, which very likely
was a parcel from the original “Constant Friendship” owned by Colonel Thomas
White (1704–1779), the largest colonial landowner in Harford County.
At the time, Broadview consisted of a handful of homes which later came to be known
as Section 1. Ryland first developed property along Amy and Parliament Drives
forming Section 2. Sections 1 and 2 later formed a social community association that
planned children’s holiday parties and yard sales with a $5 per year dues.
Some years later, Ryland Homes® developed Section 3. They extended Regal and Parliament Drives and added a few
additional roads to develop and complete the new section.
Section 3 has developed the Broadview III Homeowners' Association which is a separate entity from the Broadview
Community Association - a voluntary social group for the entire Broadview community (sections I, II and III).
The entire Broadview Community mourned the death of Barry Winston Wood; a Senior Flight Officer for the Baltimore
City Police Department. He was killed November 4, 1998 when the helicopter he was piloting crashed during the chase of a
stolen vehicle. His widow, Martha, donated the community sign at the entrance in his memory. Martha still resides in
Broadview.
Children from Broadview, at one time, attended Ring Factory Elementary School, then Emmorton Elementary School after
its construction. They moved on to Bel Air Middle School then Bel Air High School. With redistricting, currently
Broadview’s children attend Homestead – Wakefield Elementary School and then Patterson Mill Middle/High School.
Broadview is a family oriented community.

Walk MS 2014 April 6, 2014

The Bureau of Highways Engineering is a major division within the Department of Public Works. Its responsibilities are
to provide engineering design and technical support for roadway and bridge projects throughout
Harford County.
In addition, the Bureau of Highways Engineering provides the review/design and subsequent
approval of subdivision/related roadways, traffic analysis, including but not limited to
intersection improvements, future roads, speed studies, traffic calming measures, storm drains, and bridge facilities, which
when completed, become part of the Harford County infrastructure.

I applaud the efforts made by many to have secured significant support for capital improvements in our
County. Nevertheless, we continue to overlook schools that need “significant support for capital improvements!”
What about William Paca Old Post Road Elementary School? I guess we still, unfortunately,
operate/react/support new improvements, by the “squeaky wheel”, syndrome! Therefore, a plea to the new administration, whomever it may be, please stop, turn around and take another look , for the very first time, at the tremendous needs for students in this area of our county!

Carrabba's is an American casual dining restaurant chain that features Italian American cuisine. Carrabba's is owned and
operated by Bloomin' Brands, headquartered in Tampa, Florida. As of December 31,
2011, there were 231 company-owned locations along with one franchised location.
Many of the recipes for the dishes on Carrabba's menu are those of Damian's mother
Grace and his sister Rose. These recipes were featured on the PBS cooking show Cucina Sicilia, which is hosted by
Carrabba and Mandola.
Carrabba's Italian Grille will break ground on their 5,800 sq. ft. restaurant soon and plan to open by early summer 2014.

Harford County Public Schools Launches
Partnership Network Website
Harford County Public Schools (HCPS) recently launched a Partnership Network website in an effort to maximize
opportunities for relationships between HCPS and local businesses and community agencies. The site is
designed to streamline the process of identifying mutually beneficial matches, establishing official
partnerships and addressing any questions about organizational matters.
“Schools in Harford County have a strong history of support from area businesses and civic and non-
profit organizations,” said Mary Beth Stapleton, coordinator of grants, business and community
partnerships. “The Partnership Network will build on this great foundation by providing a ‘one stop
shop’ website that connects potential volunteers and donors with the needs of teachers and administrators, ensuring all of
our children and youth are successful in school.”

Do You Have This Year’s Most Beautiful Baby?

The search is on for Harford’s Most Beautiful Baby of 2014! Harford Family House will host the fifth annual “Celebree
Presents Harford’s Most Beautiful Baby” contest. All proceeds will benefit Harford Family House,
which this year is celebrating its 25th anniversary of providing transitional housing for homeless families
in Harford County.
“Harford Family House serves a most basic need in our community: providing shelter and support for
families in need and allowing homeless families to remain intact,” says Harford Family House Executive
Director Joyce Duffy. “Due to the lack of funding and resources, the number of requests Harford Family
House has to turn away has increased dramatically over the years from 435 in 2011 to 775 in 2013. The
Beautiful Baby Contest is a fun way to raise money for, and awareness of, Harford Family House’s vital role in our

Drug Take Back Tuesday Harford County, MD

In an effort to provide regularly scheduled and convenient times for citizens to turn in unused or expired
prescription medications the Sheriff’s Office has launched a new initiative to make it easier
for residents to drop of old medications and at the same time discuss any community
problems or issues with deputies. The new program, Take Back Tuesday, was designed and
will be coordinated by the Sheriff’s Office Community Policing Unit. They will partner with

Harford Implements 'Closest Unit' Policy for Ambulance
Dispatching Change is a radical departure from long-standing policy of territorial responses

Harford County public safety officials, working with the county's volunteer fire and ambulance companies, implemented
a "closest unit" strategy for ambulance dispatching earlier this week.
The move could result in people seeing ambulances from
neighboring jurisdictions in their communities if the crews happen to be
close by, because the goal is to shorten the time between when people
call 911 and when an emergency crew arrives.
The adoption of the new policy is a major shift to way things have been done in the county's fire and ambulance service and
the culmination of several years of debate about how best to provide faster responses to medical emergencies.

Lawrence M. Jehnert Named 2014-15 Harford Teacher of
the Year
Edgewood Elementary Third Grade Teacher to Vie For State Title
Lawrence M. Jehnert, third grade teacher at Edgewood Elementary School and 12-year educator with Harford County
Public Schools (HCPS), was named the 2014-15 HCPS Teacher of the Year during a surprise announcement at
the 20th Annual Harford County Teacher of the Year Banquet. The dinner banquet for 150 guests, provided by
Lou Ward, owner of the Bayou Restaurant in Havre de Grace, and HAR-CO Credit Union, was held on
