Summary
Connected Places Catapult is seeking partners to develop a response to the
GovTech Catalyst challenge designed by the London Borough of Waltham
Forest. Launched on the 4th of March 2019 as part of the GovTech Catalyst
Round 4 challenge, final details are set to be announced on 15th July 2019.
The challenge specified is ‘Accelerating the building of new housing using
better Geospatial Intelligence’.
The initial phase of the SBRI competition seek bids from businesses wishing
to explore and prove the technical, scientific and commercial feasibility of
solving the challenge. The successful bidder will receive funds to conduct
Discovery research. The second phase will involve those successful in phase
1 bidding for funds to develop an Alpha product, with businesses then being
supported to take their products to market.
Partners Capabilities Sought
Connected Places Catapult has significant experience in understanding the
opportunities for digital transformation of the planning system that are very
relevant to this proposal but is seeking other partners to complement our
capabilities, in particular a lead partner who has the capability to take the
resulting product to market, in line with the requirements of SBRI.
We are seeking partners that have the capability to understand geospatial
data and analytics within the planning system and have the infrastructure to
take any Alpha product resulting from the discovery work to market including
the following capabilities –
• Database Management
• Data Analytics
• Data and software architecture
• Software development
• Software sales and marketing

Bid Concept
Connected Places Catapult has conducted discovery research and created
speculative prototypes in several projects which use geospatial data to
accelerate the process of developing homes through better use of data and
analytics to improve market information in the site allocation and monitoring
processes. The relevant projects are –
• Land Information Platform – How might the plan making process be
conducted within a geospatial platform? Instead of a human call for
sites, could we use machine learning to help identify potential
development sites?
• Small Developer De-risking tool – How might we bring together
different geospatial and local authority data-sets to provide greater
certainty to developers about the constraints of specific sites?
• Monitoring Housing Delivery – How might we use traditionally silo-ed
datasets to cross-check the quality of data and improve reporting
accuracy in monitoring housing?
• FuturePlan – How might we be able to use geospatial data from
planning application to measure the cumulative impact of
development?
We would like to find a partner with whom we can share our learning. We
would propose taking a leading role in any Discovery phase of the process,
drawing on our digital planning and city data knowledge. We would then
expect the selected partner take a leading role in the Alpha phase as the
concept moved closer to being a market-ready pilot

Registering Your Interest
Connected Places Catapult are currently seeking to partner with organisations
that are interested in the Bid concept, have the capabilities outlined above
and are interested in joining a consortium with the Connected Places
Catapult.
Connected Places Catapult are undertaking a formal process of selection for
interested organisations. All organisations interested in joining the consortia
are requested to register their interest by emailing Nathan Whittaker at
[email protected] with the following:
• Two examples of recent, previous work which demonstrates the
organisation’s capability in providing the services required within this
project. Including explanation of the work carried out and the outcome
and achievements of the project (Maximum ½ page per example)
• An explanation of your understanding of and contribution to the bid
concept (Maximum ½ page)
Submission of the above information will be considered an expression of your
organisation’s interest to join the consortia. All registrations of interest must
be submitted by email by July 17th, 2019. The submissions will be reviewed by
Connected Places Catapult based on experience, capability and suitability and
you will receive a response on the outcome of your submission by no later
than July 20th 2019.
