D. ASSESSMENT

The City of Talisay will continue to be a progressive and peaceful City in the province of Cebu. However, with the implementation of RA 9344, it is expected that crime against person and property will

increase as minors in conflict with the law knows that they don’t have criminal liability when they commit

crime because they were released after the period of 1 – 3 days reorientation by DSWD. After eachdetention / confinement they are free again and commit the same offense in this community.

E. RECOMMENDATION

1. It is therefore respectfully recommended that higher authorities consider for the amendment on

the said law.

2. Increase the personnel strength and reduced the police population ratio.
