Slide 2 According to: KATHLEEN M. EISENHARDT Building theories from case study research We put in place the following framework Slide 3 Slide 4 Slide 5 RESEARCH QUESTIONS 1) WHY DO MEGAPROJECTS PERFORM BEHAVE LIKE THEY DO? (BADLY) 2) WHAT CAN WE DO TO MAKE THEM PERFORM BETTER? Slide 6 CRITERIA INDICATORS CAUSES Slide 7 A PRIORI CONSTRUCTS Slide 8 Fulfilling the purpose makes project successful???? YES What about the tiangle? For who? - FOR ALL! Slide 9 INDICATORS Project acceptance is driver (indicator) for project performance CRITERIA Fulfilling the purpose Cost, time, specification Benefits CAUSES Stakeholder number and relationships influence on how project is performed Environment influence external risks Slide 10 Definition Project acceptance is defined as acceptance by two major external stakeholder groups that are outside the government: A) Industrial acceptance - industry/industrial association/business associations and B) Social acceptance - citizens, environmentalist, NGOs, etc. Slide 11 ITERACTIVE WAY (maybe one cycle) DEDUCTIONINDUCTION Slide 12 Megaproject behaviour HOW? Megaproject behaviour WHY? Megaproject behaviour WHAT TO DO? Purpose Cost Time Spec. Benefits Stakeholder network External Risks Slide 13 Two groups Energy and transport Cases with enough information 10 Criteria for selection Project acceptance The method for case selection (Eisenhart) Looking for similarities Looking for diversities Slide 14 Industrial acceptance Institutional acceptanceSocial acceptance Motorway A2#NAAcceptedNot Accepted ROVIGO Liquefied Natural Gas (LNG) TERMINAL#NAIndifferentNot Accepted EDINBURGH TRAM NETWORK PROJECTAccepted#NAAccepted Flamanville 3 Nuclear Power Plant#NAAcceptableNot Accepted Greater Gabbard Wind FarmAcceptedIndifferentAccepted The High-Speed Project in PortugalIndifferentAcceptedNot Accepted High-Speed Train in Spain: Madrid-Barcelona- French frontier (Figueres)AcceptedIndifferentNot Accepted High-Speed train in Spain: Seville-MadridIndifferentAcceptedNot Accepted Norra Lnken (the Northern Link)Accepted Not Accepted MOSE project (Modulo Sperimentale Elettromeccanico in English, Experimental Electromechanical Module)#NAAcceptedNot Accepted Slide 15 ITERACTIVE WAY (maybe one cycle) DEDUCTIONINDUCTION Slide 16 Industrial acceptance Institutional acceptanceSocial acceptance Motorway A2#NAAcceptedNot Accepted ROVIGO Liquefied Natural Gas (LNG) TERMINAL#NAIndifferentNot Accepted EDINBURGH TRAM NETWORK PROJECTAccepted#NAAccepted Flamanville 3 Nuclear Power Plant#NAAcceptableNot Accepted Greater Gabbard Wind FarmAcceptedIndifferentAccepted The High-Speed Project in PortugalIndifferentAcceptedNot Accepted High-Speed Train in Spain: Madrid-Barcelona- French frontier (Figueres)AcceptedIndifferentNot Accepted High-Speed train in Spain: Seville-MadridIndifferentAcceptedNot Accepted Norra Lnken (the Northern Link)Accepted Not Accepted MOSE project (Modulo Sperimentale Elettromeccanico in English, Experimental Electromechanical Module)#NAAcceptedNot Accepted Slide 17 Slide 18 Slide 19 WE DONT GO INTO DETAIL WE CUT Slide 20 Project acceptance The typology of contract doesnt affect the project acceptance. Stakeholder network complexity always occurs (megaprojects are complex by definition), but seems to have no so much impact on project acceptance. Project output performance (understood as Time, Cost, Quality) seems to be always weak but have no so significant impact on project acceptance Environment conditions (understood as legal, political as economic) have not much impact on project acceptance. Slide 21 Enablers Effective legal and political support EU support and Green politics (GG) Strategic planning process and legislative preventive measures, PPP law (HSP-P) Disablers Nonsupportive and ineffective legal environment (F) rigid framework, (E) delays in regulatory approvals due to too many regulatory entities, legislative change Slide 22 Enablers Green politics, EU support energy strategy "Energy 2020(GG) Disablers Change of political party canceled whole project (HSP-P) governed by the following Legal and Regulatory frameworks - 7 entities (E) Slide 23 Enablers EU fundings (GG) (HSP-P) Emploiment developement (E) Disablers Recession (GG) Slide 24 In terms of Project acceptance all variables considered seems to be no much effective. If we take the project acceptance as mesure of project performace: a substantial rethinking must be put in place about the perspective from wich we are regarding the megaprogect
