CONCEPTS DE LA SÉCURITÉSUR LES AIRES DE TRAFIC

11.0 INTRODUCTION

« L'avion est le moyen de transport le plus sûr. » Cette expression commune fait, à juste titre, la fierté de l'industrie de l'aviation. La sécurité et la sûreté de notre système de transport aérien ne sont pas fortuites. Depuis les débuts de l'aéronautique, la sécurité est une priorité absolue. Si la plupart des usagers sont convaincus que l'aviation est sûre, les personnes extérieures au secteur sont rarement conscientes de l'ampleur des moyens mis en œuvre par les exploitants d'aéroport, les compagnies aériennes, les pilotes, les avionneurs, les instances de contrôle aérien et les prestataires de services pour préserver le niveau de sécurité et travailler sans cesse à l'améliorer.

Cet engagement pour la sécurité est manifeste dans l'ensemble du secteur de l'aviation, tant dans les progrès considérables de la conception aéronautique, notamment l'électronique des aéronefs et la fiabilité des réacteurs et des systèmes, que dans des domaines moins visibles, telles les normes dimensionnelles applicables à l'aménagement des terrains d'aviation. La culture de la sécurité fait partie intégrante de l'industrie et revêt différentes formes : normalisation des procédures, introduction de nouvelles technologies et placement de la sécurité au cœur des opérations aéroportuaires. L'ACI est convaincue que la sécurité trouve son fondement dans notre nature et dans nos actions, jour après jour.

1.1 CERTIFICATION DES AÉROPORTS

Dans l'Annexe 14 – Aérodromes, Volume 1, Conception et exploitation technique des aérodromes,l'OACI présente les normes et pratiques recommandées qui fixent les caractéristiques physiques et les surfaces de limitation d'obstacles à prévoir dans les aéroports, ainsi que les infrastructures et services techniques normalement fournis par l'aéroport. Elle précise également des spécifications relatives aux obstacles en dehors des surfaces de limitation. L'annexe 14 – Aérodromes, Volume 1, Conception et exploitation technique des aérodromes ne contient aucune spécification concernant la planification globale des aéroports et son impact sur l'environnement, ni concernant les facteurs économiques ou non techniques qui doivent être pris en compte dans le développement d'un aéroport. Les informations et/ou conseils sur ces sujets sont présentés dans le manuel de planification d'aéroport de l'OACI, partie 1 et partie 2 , respectivement..
