TheHigh-LevelConferenceonAviationSecuritysawover700participantsfrom132MemberStatesand23international

regionalandindustryassociationsAttendeesgatheredtoacknowledgethevitalroleplayedbyaviationinglobaleconomicdevelopmentandtherealthreatsposedbyterrorismIampleasedtoreportthattheeffortsthatACIstaffandmembershaveexertedtoprovideinformationandanalysestothevariouspanelsandworkgroupsthatinputtotheConferenceborefruitTheConferenceresultedinagreementonglobalmeasurestobothsecureandfacilitatetheflowofpassengerandcargotravelConferencedelegatesadoptedthejointACIIATArecommendationthatICAOexerciseleadershipinfindingsustainablesolutionsforthefutureofscreeningbyenergisingtheTechnicalAdvisoryGrouponNextGenerationScreening

Over400participantscametogetherfortheICAOrsquosPerformance-basedNavigation(PBN)SymposiumrepresentingallsegmentsofindustrypilotsairnavigationserviceprovidersairlinessystemmanufacturersregulatorsandofcourseairportsACInotedtheneedforPBNtodevelopasahighpriorityforaviationtoincreasecapacityimprovesafetyandreducecommunitynoiseexposureWealertedtheassemblythatwhilePBNresultsinmorereliableapproachanddepartureroutesitcanalsoresultincreatingnewalbeitsmallernoiseexposureareasACInotedthatcollaborationwithairportoperatorsandtheirconnectiontotheneighbouringcommunitiescanplayavitalroleintheimplementationofPBNapproachesanddepartureroutesOtherspeakerspointedoutthatinadditiontotheimmediatebenefitsofPBNitisalsoanecessarymilestonetoairtrafficmodernisation

AtICAOrsquos12thAirNavigationConferencetheemphasiswillbeonAviationSystemBlockUpgrades(ASBUs)systemthatwasintroducedattheICAOGlobalNavigationIndustrySymposiuminSeptember2011ICAOdevelopedASBUswhichintegratecommunicationsnavigationsurveillanceavionicsandaeronauticalinformationmanagementinasingleglobalarchitecturetoharmonizeandimprovetheefficiencyoftheglobalairnavigationsystemTheoverallobjectiveoftheConferenceistoseekagreementonanintegratedcost-effectiveglobalairtrafficmanagementsystem(ATM)ACIisingeneralagreementontheprinciplescontainedhereinhavingparticipatedonthehigh-levelFutureAviationChallengeTeam(FACT)lastyearWewillaccordinglysupportICAOrsquosglobalconceptforaninteroperableldquosystemofsystemsrdquoforABSUsandpromoteAirportCollaborativeDecisionMaking(A-CDM)toimproveairportcapacityandefficiencyWewillalsotaketheopportunitywithsomanycountriesrepresentedattheConferencetoinformcivilaviationauthoritiesabouttheACIAirportExcellence(APEX)inSafetyProgramme

AnotherareaofcautionisthathoweverwellPBNapproachesanddepartureroutesaredesignedtheyareworthlessiftheyarenotusedForexampleinamixedfleetenvironmentnonPBNcapableaircraftflyingtheconventionalapproachmaymakeitimpossibleforthePBN-capabletraffictoflyPBNapproachesSolutionscanbeforthePBNandnon-PBNroutestooverlayormergeonfinalapproachasseveralcasestudieshavedemonstratedWeneedtoincentivizetheairlinestoupgradeavionicsoftheirolderaircraftthroughmandatesorldquobestequippedbestservedrdquorules
