KEYNOTE ADDRESS
Dr. Allen Atkins
Vice President of The Boeing Company (retired)
Dr. Atkins grew up in Western Kentucky and studied at Tennessee
Technological University where he earned a BS-Electrical
Engineering (1970), MS-Systems Engineering (1971), and PhD-
Engineering (1975). He served as a civil servant in the US Air Force,
Aeronautical Systems Division at the Wright Patterson Air Force
Base in Ohio and later at Defense Advanced Projects Agency (DARPA) in
Virginia. Dr. Atkins is considered a pioneer of stealth technology.
Dr. Atkins later moved into the private sector where he held executive positions at
McDonnell Douglas Corp., then McDonnell Douglas Technologies, Inc. and the
Boeing Co. He retired as Vice President of Technology and Processes for Boeing
at their Phantom Works in St. Louis, MO and returned to live in Warrenton, VA.
The national science, technology, engineering, and
math competition for U.S. 6th, 7th, and 8th graders, the
Broadcom MASTERS (Math, Applied Science,
Technology, and Engineering for Rising Stars), a program
of Society for Science & the Public, inspires and encourages
the nation's young scientists, engineers and innovators.
The Intel International Science and Engineering Fair
(Intel ISEF), is the world’s largest international pre-college
science competition, providing an annual forum for more
than 1,600 high school students from over 70 countries,
regions, and territories to showcase their independent
research and compete for more than $4 million in awards.
VSSEF, Inc. is a non-profit organization designed to
support the Virginia State Science and Engineering Fair.

SPECIAL GUESTS Mayor Powell Duggan
Powell Duggan has been with Walker Jones Law Firm, where he is
partner, for 35 years. He was elected Mayor of Warrenton in 2014.
He and his wife Nancy have lived in Warrenton during that entire
time. They have a Pug named Buddy who considers the Duggans
to be “staff.”
Hannah Small graduated from Kettle Run High School and
Mountain Vista Governor’s School for Science and Technology in
2014. She is currently attending the University of Richmond on a
full scholarship as a Robins Science Scholar. She intends to major
in biology with a concentration in neuroscience. This summer, she
will be participating in potassium ion channel research at the
university.
As the Grand Prize winner of last year’s fair, Hannah represented
Fauquier County for the first time in the 59-year history of the International Science
and Engineering Fair. In addition to the $1,500 prize, Hannah won a weeklong, all
-expenses paid trip to Los Angeles.
Jonathan Maxwell is a professional chess instructor who has
recently brought chess programs to the local community. As
an ardent believer in chess as an academic tool, Mr. Maxwell
established himself as one of the premier coaches in the New
York City school system, during which time he gained a
United States Chess Federation Candidate Master title and
authored the critically-acclaimed chess treatise "Blitz Theory."
He currently has multiple academic programs launched both
within the local public and private school systems, teaching a wide range of age
groups from kindergarten to high-school seniors. As an official USCF Tournament
Director, he is in the process of founding a USCF Affiliated "Warrenton, VA Chess

Teen Magician Bryce Moore
Bryce Moore is a 13-year-old student at Warrenton Middle school
with a passion for magic, roller hockey and solving complicated
Rubik's Cubes. His love of magic started one year ago. He has a
natural talent for amazing audiences with a comedic flare. He is a
self-taught magician who loves to perform street magic around town
and on boardwalks, often drawing a large crowd.

Sharp Science Students Foundation -The Sharp Science Students
Foundation was founded to help highly intelligent and motivated
students achieve the Educational and Technical growth of which
they are capable. The Foundation expects to help, and sometimes
support, STEM students to gain admittance to college and

Dr. David C. Collins, Chairman and CEO of Learning Tree
International, Inc. earned a Ph.D. in electrical engineering in
1969. He holds degrees from Stanford University and the
University of Southern California, all of which was funded through
full scholarships. Teamed with his wife Mary, the Collins’ own
Learning Tree Farms, which has provided free educational
experiences to over 42,000 children in the area through their
“Adventures in Learning” program. Dr. Collins’ goal is to make a
difference, and his motto is Veritas Vincit “Truth leads to Success.”
Linda and John Suter live on their farm in
Delaplane, VA with their rescued animal family.
John is retired Air Force and both he and Linda
are also recently retired from the defense –
intelligence industry where they worked on remote
sensing, collection, and processing systems. John
is an avid amateur photographer and has won
several awards. He also is on the Board of
Directors of Fauquier Habitat for Humanity and
you can find him on many Saturday mornings swinging a hammer helping build a
Habitat home. Linda is a passionate sewer, quilter, and embroiderer, and loves
volunteering at Middleburg Humane Foundation. They a daughter and son and
three grandchildren. They divide their time between their farm and travelling.

JUDGES Gregory L. Adams, P.E. With a B. Eng. (Electrical), Carleton (Honors), and an M. SC. (Computer Science), Queens, Mr. Adams has over 35 years of experience as a professional engineer, software developer, course author and instructor, and corporate executive. Continuously refreshing his computer science skills, Mr. Adams holds certifications as a Registered Professional Engineer, PEO, Ontario, Canada; Instructional Methods Certified Professional Trainer,
GC/IMC; Certified Object Oriented Software Developer; and Certified Java Developer. He also professionally maintains associations as a member of IEEE, APEO, and ACM. He worked for Transport Canada and Digital Equipment Corporation, before he followed his passion and started his own consulting company dedicated to excellence in software development, instructional technique and curriculum design. With expertise in C++, C#, Java, OO design and Agile/Scrum, Mr. Adams has undertaken numerous projects including those in approximately 50 of the fortune 500 companies. He currently serves as Chief Operating Officer, Learning Tree International, Inc. He is passionate about teaching and especially enjoys mentoring young learners as they enter the exciting world of engineering and software development.
Mr. Adams lives in New Bern, North Carolina with his wife. Their two grown children are both in the medical field. He is building a single-seat jet aircraft called a BD-5J.
Allen Atkins, Ph.D., Head Judge Allen Atkins grew up in Western Kentucky and studied at Tennessee Technological University where he earned a BS-Electrical Engineering (1970), MS-Systems Engineering (1971), and PhD-Engineering (1975). He served as a civil servant in the US Air Force, Aeronautical Systems Division at the Wright Patterson Air Force Base in Ohio and later at Defense Advanced Projects Agency (DARPA) in Virginia. Allen is considered a pioneer of stealth technology. His success with mini-Remotely
Piloted Vehicles (RPVs) led to the development of other low observable technologies and stealth vehicles such as the Have Blue Stealth Demonstrator which became the F-117 Stealth Fighter. Among the 37 RPVs that Allen helped to develop was the first solar powered version, the smallest RPV, and the first one that was truly stealthy. His technical breakthrough contributions have made possible aircraft such as the B-2, F-22, the F/A18E/F, and the Comanche attack helicopter. Allen later moved into the private sector where he held executive positions at McDonnell Douglas Corp., then McDonnell Douglas Technologies, Inc. and the Boeing Co. He retired as Vice President of Technology and Processes for Boeing at their Phantom Works in St. Louis, MO and returned to live in Warrenton, VA. He is kept busy with his family (4 children, 7 grandchildren, and 1 great granddaughter), guest lecturing at various Universities, woodworking, motorcycle riding, and “honey do” projects.
Heather Bolden, Chemistry Teacher, Liberty High School Heather Bolden received her undergraduate degree from the University of Virginia at Wise. She earned her Master’s in Education from Marymount University with teaching license endorsements in Chemistry and Middle School Science. Prior to joining the faculty at Liberty High School, Ms. Bolden taught middle school science for several years. While there, she coordinated and supervised science fairs in which she enlisted
scientists, medical professionals, and university academics as esteemed judges. She also gained sponsorship from a major regional medical institution. Several of her science students excelled in the program and went on to earn regional awards at advanced fairs.
Sara E. Byers, Ph.D. Dr. Byers loves people and all the interactions of which life is made – from gluons and prions and thymine-thymine heterodimers to cheetahs so lacking in genetic diversity. She began her life in Mainz, Germany and traveled the world learning and teaching - from schools in the University of California, Davis, to Emory University, to KAIST, Dae Jon, South Korea. After working on the effects of prenatal cocaine use on fetuses, and a prokaryotic endosymbiont,
Wolbachia on the Arthropod hosts, she has retired from research and teaching. She now enjoys working with organisms seeking abodes …. as a Realtor in Warrenton and the surrounding areas.
Paul Cooper, Ph.D. Dr. Paul Cooper investigates the chemistry of planetary and interstellar ices and the formation of radicals and hydrogen-bonded molecular complexes in rare gas matrices. In collaboration with NASA and JPL, research is ongoing in the area of understanding how molecules are formed on the surfaces of icy planetary bodies in the outer solar system and in the interstellar medium. He also studies how radicals and molecules can bond with water in relation to studies of Earth’s atmosphere. Dr. Cooper received his doctorate in chemistry
from The University of Western Australia, where he studied infrared matrix-isolation spectroscopy. He then came to the United States for a postdoctoral fellowship at NASA s Goddard Space Flight Center, where he began investigating how conditions on icy satellites in the outer solar system affect the production and stability of oxidants such as oxygen and hydrogen peroxide. He is now assistant professor in the Department of Chemistry and Biochemistry at George Mason University, Fairfax, VA. Originally from Australia, Dr. Cooper resides in Fauquier County with his wife and two young sons.
Bill Davidson Bill Davidson spent over 20 years working in industry designing scientific and medical laboratory equipment, electric light, gas guns and anti-terrorist security barriers. In 2008, he decided it was time to share all the knowledge he had gained with future engineers. He currently teaches CAD, Technical Drawing and Design, and Engineering Design at the high school level.

Marcia Nowell, Ed.S., NCSP - School Psychologist
Marcia is one of the six school psychologists working in Fauquier
County Public Schools, and she is in her third year with the county.
She appreciates the sense of community FCPS has to offer. She
earned her M.A. in Psychology and Ed.S. in School Psychology from
Radford University. Outside of work she enjoys running and spending
time with family and friends.
Pam Pulver, FCPS Supervisor of Science, Health & PE
Pam received her Bachelor’s degree in Chemistry from the State
University College at Potsdam, N.Y. She received her Master of
Teaching degree from the University of Richmond. Pam has taught
in Cohoes, N.Y. and Southampton County, VA, as well as at
Liberty High School in Bealeton. She has been employed as the
Science Supervisor and Health and PE Supervisor for Fauquier
County Public Schools since 2012. Pam enjoys cooking and
sewing, quilting, and walking. She and her husband Rick live in Bealeton with their
dog Heidi. They have 3 children and 4 grandchildren.
Linda J. Suter, Retired Engineer, Science Fair Advocate &
Community Outreach
Linda Suter was born and raised in Delaware County, PA just
outside of Chester, PA, and earned her BS in Engineering from
Widener University. Her career progressed along a long and
winding path starting as a metallurgical engineering technician for
Westinghouse Electric, moving onto General Electric Aerospace
as a system engineer for remote sensing. Upon moving to
Virginia, Linda worked for both Lockheed Martin and Northrop Grumman in
various system engineering roles in support of the intelligence community. In
retirement, Linda has once again moved in several new directions. She is an avid
embroiderer, stitcher, and quilter. She serves as a VP of the Winchester Chapter of
the Embroidery Guild of America, and is an active member of the Berryville Apple
Valley Needle Threaders. Her spare time is spent volunteering for Middleburg
Humane, an at risk Shelter in Marshall, VA, and, together with her husband, John,
as an advocate for the Fauquier County Science Fair. Linda and John live on a
small farm in Delaplane, VA that they share with their dog, Samantha, three indoor
-outdoor cats, and a feral cat or so. Linda and John both love to travel and
experience the world, and in addition to having visited almost all of the US
National Parks, they have been to Tanzania, Ukraine, Poland, Germany, England,
Scotland, Belgium, France and will be spending several weeks in Morocco this
Spring.
Michael E. Grosso, D.D.S. Dr. Grosso graduated with a Bachelor of Science in Biology from Virginia Polytechnic Institute and State University in 1993. Dr. Grosso then went on to the Medical College of Virginia School of Dentistry where he received a Doctorate of Dental Surgery in 2003. Dr. Grosso also serves as a part-time professor at MCV School of Dentistry. Dr. Grosso practices dentistry in Falls Church VA.
John W. Harre, D.D.S. Dr. Harre graduated from the United States Military Academy at West Point, NY. He was a communications officer in Airborne and Special Forces units, including a tour in Viet Nam, prior to being honored as one of ten students selected for an accelerated program at the University of Maryland Dental School. Following graduation and General Practice Residency, Dr. Harre served as a U.S. Army dentist at Vint Hill Farms Station. Since 1982 he has maintained a private practice in Warrenton
Professional recognition includes earning Fellowships in the Academy of General Dentistry and the International College of Oral Implantologists. He is a Life Member of the American Dental Association and has been voted by his peers as a “Top Dentist” in Virginia Living Magazine’s annual poll every year since 2010. Dr. Harre has been a member of the Warrenton Planning Commission for over 20 years and currently serves as chairman. Dr. Harre and his wife have two adult children and two grandsons.
John A. Schreifels, Ph.D. Dr. Shreifels is the Chairman of the Department of Chemistry & Biochemistry at George Mason University. He earned his Ph.D. in Analytical Chemistry, specializing in Surface Science. His doctoral work was conducted at the University of South Florida, followed by postdoctoral research at the University of Texas. In addition to a stellar track record in research and publications, Dr. Schreifels has been recognized with awards for excellence in teaching. Using the
prize money from the awards, Dr. Schreifels seeded and developed an endowed scholarship.
Catherine Swanwick, Ph.D. Dr. Swanwick earned a BS in Biology from Duke University and a Ph.D. in Neuroscience from UVa. She conducted 5 years of biomedical research at the National Institutes of Health, followed by 3 years of autism research at the nonprofit MindSpec. Her laboratory research focused on the formation and regulation of synapses in the hippocampus, a brain region important for learning and memory. She worked on defining protein interaction networks underlying autism spectrum disorders (ASD) and
performed network analysis of ASD risk genes in order to further the development of new ASD drug treatments. As the Director of Outreach Program for MindSpec, Dr. Swanwick led efforts to educate parents, caregivers, and public policy makers about advances in autism research. She joined Ideaventions, a science and technology enrichment center located in Oakton, VA, in the Fall of 2013 and serves
as Director of Life Sciences Programs. At Ideaventions classes are taught, labs are conducted, and science camps are held in an environment where no idea is too crazy and where children, the adults of tomorrow, learn that anything is possible with a little creativity. An advocate of inculcating a Science, Technology, Engineering, and Math (STEM) mindset in our schools, she is passionate about transforming science education, starting at the preschool level. Dr. Swanwick believes that science should be taught as inquiry-based, hands-on learning that brings cutting-edge scientific ideas to the classroom. Recently, she and a team started Catlilligames. Dr. Swanwick resides in Warrenton, VA with her husband and two young children.
Dorothy Tepper, M.S., Head Special Awards Judge Dorothy Tepper grew up in Silver Spring, Maryland. She graduated from the University of Maryland in 1972 with a Bachelor of Science Degree in Earth Science Education. In 1980, she graduated from the University of Maine with a Master’s Degree in Geological Sciences. She has worked as a Hydrologist for the Water Resources Division of the U.S. Geological Survey (USGS) for her entire professional career, which started in 1980 and ended with her retirement in 2010. Dorothy has continued to work with USGS as a Scientist Emeritus
in the Branch of Eastern Region Research since she retired. In addition, she has done volunteer work with the Appalachian Trail Conservancy. Dorothy is an avid landscape and nature photographer. She has lived in Culpeper County for the last 14 years.
John P. Williams, MD Medical Director, Novant Health Breast Center, Haymarket, VA Dr. Williams is a breast cancer surgeon and is the medical director of the Novant Health Breast Center. His passion for breast cancer care led him to create the nationally accredited Novant Health Breast Center in Haymarket, Virginia. He considers it his duty to become each patient's advocate throughout their cancer diagnosis and treatment. He feels the relationships he develops with his
patients are the most rewarding part of being a breast cancer surgeon.
Dr. Williams attended Duke University and graduated with distinction in Psychology. Later, he received his medical degree at the University of North Carolina School of Medicine. After training in General Surgery at Baylor College of Medicine, he has practiced breast surgery in Northern Virginia. He lives in Warrenton, Virginia with his wife and two children. A third generation physician, he has offices in Manassas, Haymarket, and Warrenton.
COMBINED SCIENTIFIC &
INSTITUTIONAL REVIEW BOARD
The Combined Scientific Review Committee and the Institutional Review Board
reviews project proposals before research commences and again before competition
in the Regional Fair to ensure adherence to Intel ISEF Rules. These rules, as
stipulated in the Intel ISEF International Rules and Guidelines 2015:
• protect the rights and welfare of the student researcher
• protect the rights and welfare of human participants
• protect the health and welfare of vertebrate animal subjects
• ensure adherence to federal regulations
• ensure use of safe laboratory practices
• protect the environment
• determine eligibility for competition in the Intel ISEF
Joseph David, M.D.
Dr. David is an Internal Medicine physician practicing in
Warrenton since 1992. He and his wife have had three children
come up through the Fauquier County public schools. Over the
years he has been active with the Fauquier Hospital board, the
Fauquier Free Clinic, youth soccer coaching, Liberty HS Band
boosters as well as youth mission trips through Warrenton UMC.
He most recently has been a regional challenge master for
Destination Imagination.
Robert J. Fryman, Ph.D., Chair
Dr. Robert Fryman holds a Ph.D. in Forensic Anthropology from the University of
Pittsburgh and currently teaches Physical Science at Warrenton Middle School. To
help his students become more involved in experiencing the science of everyday
life, Dr. Fryman initiated the “Warriors on the Water” project where the students
will be involved in the construction of a small sailboat helping them to understand
the basic principles of Physics. Prior to coming to Fauquier County he served on
the faculties of Kent State University and Georgia State University he taught class
in Biological Diversity among Native Americans, Forensic Anthropology, and
Archaeology. Dr. Fryman is a former member of the United States Coast Guard
and is still active as an Auxilarist. He lives in New Market, Virginia and is actively
involved in research on the archaeology of the American Civil War.
Chris Johnston, Assistant Principal
Chris Johnston serves as the Assistant Principal at Warrenton
Middle School and s the administrative representative on the
Institutional Review Board. Prior to his administrative positions,
he was a high school history teacher in Chesapeake, VA. He is a
father of five and current doctoral student at Virginia Tech. Serving
on the IRB has brought back memories of growing bacteria in petri
dishes and burning “stuff” for his science fairs. He has enjoyed
seeing the variety and quality of the projects submitted for this year’s Science Fair.
