1. BACKGROUND Water is one of the most essential requisites that nature has provided to sustain life on earth. Without water there would be no life. Population growth, rapid development and indiscriminate and excessive use of water have resulted in great depletion and deterioration of water resources. Water bodies are being polluted by discharge of sewages, industrial effluents and run-off water of the catchment area. Therefore, it is a clarion call to take necessary initiatives to maintain & restore the sanctity of water bodies. In Bihar, Ganga traverses a distance of 445km from Chausa (Buxar) to downstream of Kahalgaon (Bhagalpur). Average flow of river Ganga during lean period (February, March and April) at the exit point of Bihar has been reported approximately 4 times (1600 cusec approximately) to that of flow of entering point (400 cusec) in Bihar. Main tributaries of Ganga are Gandak, Budhi Gandak, Ghaghra, Bagmati, Kamla-Balan, Koshi, Mahananda, Karmnasa, Son & Punpun. These tributaries contribute to the flow of Ganga in Bihar stretch and play significant role in maintaining wholesomeness (Nirmal Dhara and Aviral Dhara) of the holy river. North Bihar is a flood prone area and suffers damages almost every year. The issues of silting in river Ganga and construction of Farakka Baraj in addition to sudden discharge of water from the rivers originating from Nepal during rainy season have been taken up by the State at National and International level. The ground water of few areas of Ganga Basin in Bihar are reported to be Arsenic affected. This may be due to geological reasons. Ganga is the lifeline of Bihar. Its basin is highly fertile and it sustains a large population dependent on agriculture and fisheries for its livelihood. A variety of horticultural crops are grown in this belt which is intensively farmed. Government is determined to develop this zone as hub of organic farming. The agricultural output of state has important contribution to make towards the food security of our country. In view of the above, a comprehensive programme/ action plan has been formulated to maintain the water quality of River Ganga and its tributaries in Bihar. 2. BIHAR: AN OVERVIEW Bihar is bounded by Nepal in north, Jharkhand in the south, West Bengal in the east and Uttar Pradesh in the west. The Bihar plain is

divided into two unequal halves by Ganga which flows from west to east. It occupies a total geophysical area of 94,163km2 and is extended from 483km from east to west and 345km from north to south. It has a population of 10.41Crores (10,40,99,452) as per census 2011. Out of total population of Bihar, 11.29% people live in urban areas and 88.71% in rural areas. There are no significant industrial establishments on the main stem of river Ganga. Water quality of Ganga in Bihar indicates the presence of higher value of bacteriological population (Total Coliform and Faecal coliform) indicating the sewage/domestic waste water as the main

source of its pollution. Restoration of water quality of Ganga includes laying of sewers, interception and diversion of sewage flowing through drain and setting up of sewage treatment plants (STPs), river front development, catchment area treatment (including plantation) construction and improvement of bathing ghats, setting of electric crematoria and low cost sanitation facilities. The desired results have not been achieved so far due to slow-implementation of sewer line and setting up of STPs in the towns located on the bank of River Ganga. 3. THE RIVER GANGA The entire Ganga River has been divided into four segments by CPCB considering its pollution load. Bihar stretch lies in segment IVA.

Ganga water in Bihar is not suitable for drinking purposes and outdoor bathing without treatment. This is mainly due to discharges of sewage/ domestic waste water from cities located on the bank of river Ganga. The other parameters viz. pH, Dissolved oxygen, and BOD have been observed within the prescribed limit indicating that water is fit for aquatic life and wild life propagation. The same status has been observed in case of tributaries of River Ganga in Bihar. 4. TRIBUTARIES OF THE RIVER GANGA The main tributaries of river Ganga are Gandak, Budhi Gandak, Ghaghra, Bagmati, Kamla-Balan, Koshi, Mahananda, Karmnasa, Son & Punpun. These tributaries contribute to the flow of Ganga in Bihar stretch and play significant role in maintaining wholesomeness (Nirmal Dhara and Aviral Dhara) of the holy river.

Gandak The Gandak River (also known as the Narayani in southern Nepal) is one of the tributary of the Ganga River. The river Gandak originates at an altitude of 7620m above MSL in the north of Dhaulagiri in Tibet near Nepal border at Latitude 29018'N and Longitude 83058'E, in the snowy peaks of the Himalyas. The river enters the Indian Territory near Triveni town in Nepal. Thereafter the river flows in southerly direction and forms boundary between Utter Pradesh and Bihar at the upper stretch in Indian territory. It flows through the West Champaran, East Champaran, Gopalganj, Saran, Muzaffarpur and Vaishali Districts of Bihar. It outfalls in Ganga near Hazipur. Tht total length of the river is 640km. The river Harha joins, the Gandak river after Bagha in West Champaran district.
Budhi Gandak The Budhi Gandak River System is a tributary of the Ganga. The Budhi Gandak originates from the hilly area of West chamapran district of Bihar in Indian territory and enters in Chautarwa Chaur near Bisambharpur, West Champaran, Bihar. The river flows through West Champaran, East Champaran, Muzaffarpur, Samstipur, Begusarai and Khagaria districts of Bihar. It outfalls in the Ganga river near Khagaria. It is also known as Sikrahana in its upper stretch of West Champaran and East Champaran districts. The total catchment area is 12021sq.km, out of which 9601 sq.Km lies in Bihar and rest in Nepal. The total length of the river is 320km. The Ramrekha, Harbaura, Sirsia and Bagmati (partially) are the tributaries of the Budhi Gandak.
Bagmati The Bagmati River is a perennial river. It originates from the Shivpuri range of hills in Nepal at latitude 270 47’N and longitude 850 17’E., 16km North-East of Kathmandu at an elevation of 1500m above MSL. It enters in villages of Shorwatia in Sitamarhi district, nearly 2.5km north of Dheng railway station in Indian Territory. The total range of river is 589 km. It traverses nearly 195km in Nepal and rest 394km in Bihar. The Lakhandei river joins the Bagmati river near Katara (Muzaffarpur district). The Bagmati is divided into streams near Haighat, Railway Station at approx. 10km south of Laheriasarai (Darbhanga district). The right side stream joins the Budhi Gandak near Sindhia village (Samstipur). The left stream is (calso called Kareh River) joins the Kamal river. The Kamla river outfalls in Kosi river near Badalaghat. The Kosi river finally joins the Ganga river near Kurshela in Katihar district.

Kamla Balan The Kamla river originates from Mahabharat range of hills in Nepal near Sindhuliagarhi at an elevation of 1200m at the latitude 27015'N and longitude 85057'E. It enters in Indian territory in the district of Madhubani in Bihar,3.5km upstream of Jainagar town. A barrage known as Kamla barrage has been constructed by the state Government near Jainagar. It joins the river Kareh (Bagmati) at Badlaghat and the combined stream flows into the Koshi. The total length of the river Kamla–Balan is 328 Km of which 208 Km is in Nepal and the remaining 120 Km is in India. The river Kamla–Balan drains a total catchment area of 7232 Sq Km. Out of this 4488 Sq Km lies in Bihar in India and the rest 2744 Sq Km in Nepal.
Kosi The river Kosi originates at an altitude of over 7000m above MSL in the Himalayas. The upper catchment of the river system lies in Nepal and Tibet. The highest peaks in the world, the Mount Everest and the Kanchenjunga are in the Kosi catchment. It is known as Saptakosi in Nepal. It enters the Indian territory near Hanuman Nagar in Nepal. It joins the Ganga near Kursela in Katihar district. The Kosi drains a total catchment area of 74030sq.km, out of which only 11410sq.km lies in India and the rest 62620sq.km lies in Tibet and Nepal. Total length of the main river in Bihar is 260km. Bagmati, Kamala Balan etc. are the tributaries of the Kosi river.
Lakhandei The Lakhandei River originates in in the Sivalik Hills of Nepal and the river enters in India in the Sitamarhi district of Bihar. It flows through the Sitamarhi town. It enters the Muzaffarpur district, and joins the Bagmati at Katra. The Lankhandei is known for flooding.
Ramrekha The Ramrekha originates from hilly area and enters in the plains of West Champaran district at Ramangar (Harinagar) and joins Sikrahana just down-stream to Lauria. It is a very small river.
Harbaura The Harbaura originates from hilly area and enters in the plains of West Champaran district of Bihar near Gaunaha-Manguraha. It passes though Narkataiganj town and joins with Balaur and finally outfalls in Sikrahana river just down-stream to Lauria.

Sirisia The Sirisia river originates in Nepal and enters East Champaran district of Bihar at Raxaul in Indian territory. It finally outfalls in Sikrahana river in East Champaran district. It is a tributary of Sikrahana.
Manusmar The Manusmar river originates in Nepal and enters in Sitamarhi district of Bihar near Mohani Mandal and afrer travelling a distance of approx. 25 km. It merges in the low lying area near Belsand.
Ghaghara The Karnali or Ghaghara is perennial transboundary river originating on the Tibetan Plateau near Lake Mansarovar. It cuts through the Himalayas in Nepal and joins the Sarda River at Brahmaghat in India, together they form the Ghaghra River, a major left bank tributary of the Ganga with a length of 507km. It is the largest river in Nepal. The total length of Ghaghara River up to its confluence with the Ganges at Doriganj in Bihar is 1,080km. It is the largest tributary of the Ganges by volume and the second longest tributary of the Ganges by length after Yamuna.
Karmnasa The Karmanasa originates at a height of 350m on the northern face of Kaimur range in Kaimur district of Bihar. The Karmanasa river is a tributaries of the Ganga. It divides the boundary of UP and Bihar and at many places passes through the districts of Sonbhadra, Chandauli, Varanasi and Ghazipur on its left (UP side); and the districts of Kaimur and Buxar on its right (Bihar side). It finally joins the Ganga near Chausa. The length of the river is 192 kilometres, out of which 116 kilometres lies in Uttar Pradesh and the rest 76 kilometres forms the boundary between Uttar Pradesh and Bihar. Total drainage area of the Karmnasa along with its tributaries is 11,709sq.km.
Son The Son originates near Amarkantak in Madhya Pradesh/ Chhatisgarh), just east of the headwater of the Narmada River. It flows through MP, UP, Jharkhand and Bihar states to join the Ganga just above Patna (near Maner). It is a major tributary of the river Ganga. The Son river (784km long), is one of the largest rivers of India. Its chief tributaries are the Rihand and the North Koel.

Punpun The Punpun River is a tributary of the Ganga. It originates in Palamu district of Jharkhand and flows through Aurangabad, Jahanabad and Patna districts of the Bihar. The Punpun originates on the Chota Nagpur Plateau, at an elevation of 300m. The river mostly flows in a north-east direction and joins the Ganga at Fatuha, 25km downstream of Patna. The 200km long river is mostly rain fed and carries little water in the dry season. However, during rains, the Punpun often causes heavy flood damages east of Patna city. The catchment area of the Punpun is 8,530sq.km.
Falgu
The Niranjan (Lilajan) and the Mohana rivers joins together below Bodh Gaya and the common river is called Falgu. The united stream flows through Gaya where it attains a breadth of over 900 yards. The Vishnupad temple is located on the bank of Falgu river in Gaya. The Mohana originates on Korambe Pahar on the Hazaribagh plateau.
Mahananda
The Mahananda River is a trans-boundary river that flows through the Indian states of West Bengal and Bihar and Bangladesh. The Mahananda originates in the Himalayas: Paglajhora Falls on Mahaldiram Hill near Chimli east of Kurseong in Darjeeling district at an elevation of 2,100m. It flows through Mahananda Wildlife Sanctuary and descends to the plains near Siliguri. It touches Jalpaiguri district. It enters Bangladesh near Tentulia in Panchagarh District, flows for 3km after Tentulia and returns to India. After flowing through Uttar Dinajpur district in West Bengal and Kishanganj and katihar district in Bihar, it enters Malda district in West Bengal. It joins the Ganga at Godagiri in Nawabganj district in Bangladesh. The total length of the Mahananda is 360km, out of which 324km are in India and 36km are in Bangladesh. The total drainage area of the Mahananda is 20,600sq.km out of which 11,530sq.km are in India. The main tributaries of the Mahananda are Balason, Mechi, Ratwa, Kankai. 5. INITIATIVES FOR CONSERVATION OF THE RIVER GANGA MoEF, Govt. of India has constituted Bihar State Ganga River Conservation Authority (BGRCA) vide notification no. S.O.287(E), dated-08.02.2010. Bihar State Ganga River Conservation Programme Management Society (BGCMS) is a registered society under The

Societies Registration Act, 1860 to co-ordinate and implement the various activities of the NGRBA Programme including the World Bank assisted National Ganga River Basin Project at the State Level. 6. SOURCES OF POLLUTION OF RIVER GANGA IN BIHAR The main sources of pollution of river Ganga are discharges of untreated/partially treated sewage/domestic waste water from the towns located on the banks of river Ganga and its tributaries and disposal of solid wastes such as Pujan Samagri, etc. The important towns located on the banks of river Ganga in Bihar are Buxar, Chapra, Dighwara, Sonepur, Maner, Danapur, Patna, Fatuha, Bakhtiyarpur, Barh, Mokama, Begusarai, Khagaria, Lakhisarai, Manihari, Munger, Jamalpur, Sultanganj, Bhagalpur and Kahalgaon. A. Sewage/Domestic Waste Water Discharge along the River Ganga A total number of 42 drains with discharge of 730MLD have been identified in Bihar stretch which discharge untreated sewage/domestic waste water into the River Ganga. This includes 5 drains at Buxar, 23 drains at Patna, 1 drain at Munger, 1 drain at Sultanganj, 6 drains at Bhagalpur and 4 drains at Kahalgaon. One drain from Chapra (Khanua Nala) joins Ghaghara river which is a tributary of the Ganga river. One drain from Sonepur also joins Gandak river which is a tributary of the Ganga river. The details of the drains with its flow, pollution load and quality are attached as Annexure-1. B. Sewage Treatment Plants Status (STP) Department of Urban Development & Housing, Govt. of Bihar and Bihar Rajya Jal Parishad, Patna are the Nodal and executive agencies respectively for the installation and operation & maintenance of STPs for treatment of sewage/untreated domestic sewage generated from different cities in Bihar. Urban Development & Housing Department, Govt. of Bihar/ Bihar State Ganga River Conservation and Programme Management Society is in process of capacity expansion of existing STPs and setting up of new STPs with sewerage network. Recently, Board had issued CTE for establishment of five (5) proposed STPs at Buxar, Begusarai, Hajipur, Rajgir, and Munger. Details of the existing STPs and sanctioned sewerage projects are attached as Annexure-2 (a & b).

In addition, action plan for treatment of sewage of 20 ULBs has been submitted to Central Pollution Control Board. An abstract of action plan of 20 ULBs (frontline towns) is attached as Annexure-2 (c). C. Industrial Pollution Along The River Ganga Bihar State Pollution Control Board has identified 84 Grossly Polluting Industries and 43 Highly Polluting Industries (identified as 17 Categories) in the Ganga basin in Bihar. The major operational industries located on the banks of the River Ganga in Bihar stretch are M/s Barh Super Thermal Power Station, NTPC, Barh, Dist.-Patna; M/s Kahalgaon Super Thermal Power Station (KhSTPS), NTPC, Kahalgaon,Dist.- Bhagalpur; M/s Barauni Oil Refinery, IOC Ltd. Barauni, Dist.-Begusarai; Barauni Thermal Power Station (BTPS), Begusarai; M/s Indian Tobacco Company Ltd., Dist.-Munger. List of 17 categories of industries is attached as Annexure-3. D. Industrial Pollution Status Out of the 84 Grossly Polluting Industries identified along Ganga or its tributaries, 16 have closed on their own while 17 have been closed as per directions of CPCB. Ten industries have developed the facility for maintaining Zero Liquid discharge (ZLD). ETPs have been installed in all operating industries. Regular inspection is carried on to ensure that effluents discharged into the river system meet the prescribed standards. Online Continuous Effluent Monitoring System has been installed by 25 industries. List of 84 GPIs with details is attached as Annexure-4(a), those with closure directions as Annexure-4(b) and abstract as Annexure-4(c). 7. COMMON EFFLUENT TREATMENT PLANT (CETP) The State is contemplating to have Common Effluent Treatment Plant for the industrial areas (Patliputra & Fatuha in Patna; Barari, Bhagalpur; Hajipur, Vaishali; and Bela, Muzaffarpur). BIADA has prepared DPR for the aforesaid CETPs and in process of further action. 8. WATER QUALITY & MONITORING NETWORK OF THE GANGA Water quality of River Ganga indicates the presence of higher value of bacteriological population (Total Coliform and Faecal Coliform).

Therefore, it is not suitable for drinking purposes without treatment and outdoor bathing. This is mainly due to discharges of sewage/domestic waste water from cities located on its bank. The other parameters viz. pH, Dissolved oxygen, and BOD have been observed within the prescribed limit indicating that water is fit for aquatic life and wild life propagation. Water Quality Criteria for various uses is given in the table attached as Annexure-5. Bihar State Pollution Control Board is regularly monitoring the water quality of river Ganga at 21 different locations (recently 6 more stations having added) in addition with the its tributaries at 41 locations and ground water at 70 locations in the State of Bihar. Water Quality monitoring is carried out under National Water Quality Monitoring Program (NWMP) sponsored by CPCB. There are total 136 water quality monitoring stations under NWMP. 11. CONCLUSION
Bihar through its river system augments the flow of Ganga. Most of the pollution is because of discharge of untreated sewage/domestic waste water. There is no any direct industrial discharge into the River Ganga in the Bihar stretch. Towns located on the banks of River Ganga are required to set up STPs for treatment of sewage/domestic waste water before letting into the River. Installed STPs need to be operated at full capacity with efficient performance. The treated water is also required to be used/ re-used effectively instead of letting into the common drain/the river system. The significant drains which are discharging sewage/domestic waste water into the River Ganga are urgently required to be diverted for its treatment. Public Awareness has to be generated to dissuade cattle bathing and throwing of pujan-samagri etc into River Ganga.

Ghat & Crematoria work have also been sanctioned for Bhagalpur, Sultanganj, Kahalgaon and Barauni. Works on these are to be started soon by NMCG. Moreover, one electric crematorium has been constructed by BRJP at Bans Ghat, Patna. One additional crematorium is under construction at Gulbi Ghat, Patna which is part of RFD, Project Patna. D. Trash Skimmer in Patna: One floating trash skimmer machine was deployed by M/s Cleantec Infra Pvt. Ltd., New Delhi for river surface water cleaning of River Ganga under Namami Gange along Patna Town. The machine is collecting around 10-12 tons of waste daily, which is disposed at Gai Ghat from where Patna Municipal Corporation is collecting the wastes nearly every day and it is transferred to the dumping ground at Ramchak Bairiya, Patna.

The public water supply systems consist of tube wells, pumping water directly to distribution mains on an intermittent basis, across the entire town in addition with private tube wells. There is proposal of water supply from river Ganga for the area of northern side of railway line and hence a WTP of 220MLD is proposed to meet the demand of year 2026. The southern area of the railway line shall be continued supply ground water from tube wells. Drainage/Sewerage System & STP: The sewerage system has not been developed presently. The storm water drainages are carrier of sewage and mostly flow from south to north and fall into river Ganga. There is a proposal to develop proper sewerage system in the city and then entire sewage will be diverted to STPs through respective network for treatment. It has been assessed that Patna city requires STPs of around 233 MLD capacities. Presently, city has four STPs of 109 MLD capacity (Beur-35 MLD, Saidpur-45 MLD, Pahari-25 MLD and Karmalichak-04 MLD). These are under-utilized and treating all together only 64MLD of sewage. This is due to the lesser inflow of sewage from sewerage network due to improper repair and maintenance resulting in silting, dumping of garbage/ solid waste debris, damage pipes & main holes. Only 25% urban area are covered with underground sewerage system and the rest depend on individual/ household/septic tank or direct disposal into open storm water drains. The proposed Patna sewerage system has been divided into six different Zones, such as Digha, Beur, Kankarbagh, Saidpur, Pahari and Karmalichak. After implementation of sewerage schemes of these zones entire 75 wards of PMC will be covered. The description and time schedule for completion of work is enumerated below:

The proposed STP will be constructed at one location with sewerage network.

It is proposed to intercept the outfall and divert into STP site for further treatment using gravity and pumping station. The proposed sewerage system & STP will be constructed near Gas Godown Road of 10.6 MLD capacity on Sequential Batch Reactor Technology. The project DPR (Rs. 70.56 crore) has been sent to NMCG for approval. Work will be completed by June, 2020.
11. Munger Municipal Council, Munger
Munger Municipal Council, Munger (Area: 17.5Sq KM, Population: 213301 as per Census, 2011, No. of Wards: 45, Length: 5 Km along the Ganga river, Water supply source: Ground water) is located on the southern bank of river Ganga. Drainage/Sewerage System & STP: There are mainly 3 major drains falling into river Ganga directly out of which the Chandi Sthan drain discharge the waste water generated by the households of approximately 20 wards out of 45 wards. Rest of 25 ward's waste water is discharged by the Chuaa Baag main drain and Sojhi Ghaat outfall drain. At present, there no STP in Munger. There is proposal of construction of STP of 30 MLD capacity with sewerage network of 166 Km along with construction of 05 intermediate sewage pumping stations and 01 main pumping station. The project (Rs. 187.89 crore) was sanctioned by NMCG, but, due to non performance of the contractor a revised estimate of Rs. 384.35 crore and bid documents has been prepared and it is to be sent to NMCG through SPMG for approval. Work will be completed by June, 2020.

Ganga River (17.27 MLD) and Ground water (11.08 MLD) from 51 nos. of tube wells are the source of water supply. Present, demand is 60 MLD. The water supply is managed by PHED, BRJP and BMC. Drainage/Sewerage System& STP: There are mainly 15 outfall drains in Bhagalpur town which discharge waste water as well as storm water into the river Ganga from West to East. Presently, there is no sewerage system. All the sewages outlet into the drain or ultimately to the low lying area and water bodies. There is proposal of construction of 2 STPs of 77.93 MLD capacity based on SBR Technology with sewerage network along with construction of 10 sewerage pumping stations. The project DPR (Rs. 404.37 crore) has been submitted to NMCG for approval. Work will completed by Dec., 2020.
