In the matter before the Hon’ble NGT Order O.A No.118 of 2018 i.e. Aryavart

Foundation V/s Jaytex Silk Mills & Anr.

1) Major points in complaint:

a. Discharging untreated coloured chemical liquid in to Bhedwad Khadi through

SMC drain which finally falls in to Arabian Sea.

b. Emitting black and toxic smoke which is causing Air Pollution.

2) Direction:

“Fatual and action taken report in the matter from the Gujarat State PCB.”

3) Latest status of the Industry:

Regional Office-Surat has visited this unit with reference to verification on dated

04/02/2020 Salient features of inspection report are as follows:

Industrial unit is in Red Category and small scale

It is textile industry having valid consent, i.e. up to Date: 13/08/2023.

Unit is engaged in Dyeing & Printing of Art Silk Fabrics - 41933 Meter/day

During visit production plant is observed in operation, out of 03 nos. of Stenter

machine , 1 no. of stenter machine is found in operation.

WATER PART:

Generated wastewater from the process is treated into provided ETP units

consisting of Primary Plant and secondary Plant and finally from the final

outlet of ETP treated wastewater is being discharged in to Surat Municipal

Corporation underground drain. Unit is also reusing part of treated

wastewater in water scrubber and Printing Belt washing.

One waste water sample is collected from final outlet of ETP.

Analysis report of treated wastewater sample collected from Final Outlet of

ETP shows concentration of main parameters COD = 80 mg/lit ( Prescribed

Limit=100 mg/lit,) BOD =22 mg/lit ( Prescribed Limit=30 mg/lit), Colour = 20

units (Prescribedlimit= 100 units).

AIR PART:

Unit has provided one Steam Boiler (capacity 6 TPH) and one Thermic Fluid

Heater (TFH-Capacity 2000 U) attached to common stack. Unit has provided

Treema cyclone (twin)+Bag filter followed by water Scrubber as APCMs with

Stack attached to Steam Boiler and MCS + Bag filter followed by multifuel

single stage water scrubber as APCMs attached to TFH.

Use of imported coal as fuel is going on and auto fuel feeding system is found

in operation.

During visit, all the provided APCMs on Steam Boier and TFH are found in

operation.

Separate Energy Meter is provided for Air Pollution Control Measures &

reading noted as: 66042.4 KWH.

One flue gas stack emission sample is collected from the port hole of

common stack attached to Steam Boiler & TFH.

Stack emission is observed normal. General Housekeeping and Ambient Air

Quality is observed normal.

Analysis report of air sample collected from common stack attached to

Steam Boiler and TFH through APCM shows concentration of PM=91

mg/Nm3( Prescribed limit=150) SO2=61.64 ppm ( Prescribed limit=100ppm),

NOx=21.62 ppm ( Prescribed limit=50 ppm)

Compliance status during visit. 1. Unit has provided primary and secondary Effluent

Treatment Plant (ETP) units for treatment of generating industrial waste water. Primary, secondary treated waste water is being discharged in to Surat Municipal Corporation (SMC) drain leading to Bhedwad khadi.

2. Unit has provided Treema cyclone (twin)+bag filter followed by water scrubber with Boiler of 6 TPH capacity & MCS+bag filer followed by multi fuel single stage water scrubber with Thermic Fluid Heater (TFH) of 2000 U capacity as Air Pollution Control Measures (APCM). Unit has provided common stack attached to the boiler and the Thermic Fluid Heater.

Other Relevant Information Unit is engaged in production of Dyeing & Printing of Art Silk Fabrics - 41933 Meter/day. CCA is valid up to 13-08-2023. During visit production plant is found in operation, out of 03 nos of stenters during visit 1 stenter is found in operation. Source of water supply is from bore well.
