Registration is on a first-come, first-served basis.When paying for MFRC and PSP programs/services: cash, debit or credit card accepted (during normal business hours). Cancellation Policyif you cancelFull refunds will be processed by contacting the MFRC at 250-363-2640 and PSP at 250-363-1009 a minimum of three days prior to program start date for MFRC and five days prior to start date for PSP. Under medical or emergency circumstances, prorated refunds for workshop series may be

granted. MFRC payments made by credit card are credit-ed to your account. All other refunds are made by cheque (please allow two weeks for processing).

if we cancelFull refunds are issued when the MFRC/PSP cancels a program. Every effort is made to cancel courses in a timely manner (3 days prior to start date).

Albert Head Confidence CourseThe Albert Head Confidence Course is available for training by DND units and groups. Confidence Course training serves several purposes such as: exposure to chal-lenges service personnel may encounter under operational conditions; improve cardio-respiratory efficiency; muscular strength and endurance; as well as develop speed, agility, self confidence, will-power, determination, initiative and team work, all of which are important morale build-ing qualities. Requesting units must have a qualified supervisor attend an orientation in order to request access to and con-duct training on the Confidence Course. Orientations are conducted by PSP fitness staff covering course protocol, procedures, and obstacle demonstrations focusing on technique and safety. Orientations are held in the Fall and Spring each year, or as required. Requirements for supervisors include a minimum rank of MS/MCpl and nomination by the Unit Training Of-ficer/NCO. User groups must request an orientation and the use of the Confidence Course through Range Control by calling 250-391-4128.

Colwood Pacific Activity Centre (CPAC)2610 Rosebank Road, Colwood (off Ocean Blvd)CPAC is a community driven multi-purpose facility designed to accommodate our military and civilian communities. imagination LibraryThe Imagination Library, funded through donations, is offered as a way to enhance literacy and develop resilience in children as they experience the challenges of the mili-tary lifestyle, and to show community sup-port to parents in caring for their children. Families with babies born in 2015 (and until January 31st for babies born in 2014) to serving regular force members and class B/C reservists at CFB Esquimalt are eligible

to register. Children will receive one book per month by mail until their fifth birthday (depending on continued funding). Please contact the MFRC for more information.

MFRC 24-Hour information LineMFRC staff members are ready to take your call - 24 hours a day, 7 days a week. They can answer your questions, provide assistance in an emergency or do the research to find the information you need. Call 250-363-2640 (toll free: 1-800-353-3329).

Military Family iD CardIt takes just 15 minutes to get this valuable ID card. The card is available to all regular and reserve military family members age 13 years and up. Use this nation-ally recognized ID here and at your next posting. Use it to access base services and to receive discounts from local businesses. The CAF member must be present to sign the card at the time of issue. If your military spouse/partner is deployed or on course, contact the MFRC to make special arrangements. The MFID is available at Signal Hill MFRC and CPAC MFRC.

Some families care for children with special needs, some include partners with health concerns and some help support their aging parents. Casual Child Care is available for infants to school age Tuesday to Friday giving the “at home” parent a break from the challenges of parenting while a military member is deployed. Families must follow established child care regu-lations and guidelines. Eating healthy and buying local doesn’t have to be expensive. There is a new vegetable box program

called www.vegetablesonline.ca being of-fered to military families and their friends. Natasha Beardsley and a group of military

families have developed an online program where families in the Victoria and surround-ing areas can order fresh produce. The goal is to provide nutritious food at a lower cost. “We do our very best to buy local and

support our economy on the Island,” says Beardsley. “The vegetables are bought and divided between the members of the group. There is no fee to join.”

There are two pick-ups per month, which are held at the Pacific Fleet Club. The cost of the box is $55. There is a variety of fresh fruit, vegetables, and local eggs. On average, each box receives 24

items. On pick-up day, extra veg-etables are sold, and these proceeds

go to purchase pre-packed boxes for nominated families in the community. “We started this part of the program be-

cause you never know when you are going to need this service. We want other families to know we are here,” says Beardsley. “We have helped military, non-military, and families with children who have disabili-ties.” Currently, the group has 250 members.

Some order on the first pick-up or second pick-up, and others twice per month. There is room for more families to participate. The most popular comment that

Beardsley gets is that families are “sav-ing money, and that they can offer healthier meals to their families.”

ing Program is a component of the morale and welfare services delivered by CFMWS to the CF community; this includes current members and their families, as well as former members and their families. BMO is a committed partner to this Pro-

gram and is focused on continuing to work with CFMWS to evolve the Program to meet the needs of our members. This is a valuable relationship for our community, through which:1. collectively, our members save more

Crocodile (W15AQu307) - ages 3-6Your preschooler will learn how to swim unassisted and is comfortable in deep water. They will work on increasing their distance up to 10 metres as well as introducing front crawl.

Whale (W15AQu308) - ages 3-6These preschoolers, who are very comfortable with the water, will be challenged to increase distance on front and back swim and learn the sitting dive! Endurance swim is 15 metres.

Swim Kids Level 1 (W15AQu309) - ages 5+ This level provides an orientation to the water and the pool area. Activities are based in shallow water. Children will be introduced to floats, glides and kick.

Swim Kids Level 2 (W15AQu310)This level helps the child build skills in front and back swims. Children are introduced to deep water activities and proper use of a Personal Flotation Device (PFD). Endurance is built on flutter kicking with assisted glides.

Swim Kids Level 3 (W15AQu311)Flutter kick is built upon to increase endurance while front swim is improved upon, recovering the arms above water and swimming 15 metres continuously.

Swim Kids Level 4 (W15AQu312)Front craw is further developed, back glides have shoulder rolls and breathing comfortably to the side is worked on to help the child swim 25 metres. A better understanding of self-safety is developed.

Swim Kids Level 5 (W15AQu313)Back crawl, sculling, and whip kick on the back are introduced. Your child will learn stride dives and receive an introduction to safe boating skills. Endurance is increased to a 50 metre continuous swim.

Swim Kids Level 6 (W15AQu314)Front crawl and back crawl are refined, as the elementary backstroke is introduced. Swimmers learn about basic lifesav-ing rescues with throwing assists and treading water. Endurance is built through a 75 metre swim.

Swim Kids Level 7 (W15AQu315)Endurance and technique for front crawl, back crawl, and elementary backstroke are further developed. Whip kick on the front is introduced. Airway obstructions and breathing problems are taught. The swimmers’ endurance will be challenged with a 150 metre swim.

Swim Kids Level 8 (W15AQu316)Breaststroke and foot first surface dives are introduced along with the dangers of open water. The endurance swim is 300 metres.

Swim Kids Level 9 (W15AQu317)In this level swimmers are encouraged to try a combination of strokes and kicks for fitness to complete the 400 metres endurance swim. Strokes are refined and participants learn side-stroke and head-first shallow dives.

Swim Kids Level 10 (W15AQu318)Strokes are further refined, butterfly is improved upon, scissor kick and side stroke are introduced as a warm up/cool down for fitness. An endurance swim of 500 metres will help prepare them for advanced lifesaving courses such as Bronze Medallion.

Formation SportsFormation Esquimalt Sports organizes sports teams, leagues, and tournaments from the community level to international competition. The programs offered are:• IntersectionSports• FormationTeams(PacificRegionalandCF National Championships)• CISM

intersection Sports A variety of sports are included as options in the intersection league. Beach Volley-ball and Slo-pitch usually occur between May and August while Ice Hockey runs from September to April. These leagues are made up of various formation units or sections. Those eligible to participate are military members (Regular Force, Class B or C Reservists), DND civilian employ-ees, full and part-time NPF employees of CFB Esquimalt and integral/lodger units. Military personnel undergoing or awaiting training must be posted to CFB Esquimalt and have authorization from the unit CO to be eligible to participate in a league.

Formation Teams (Esquimalt Tritons) Formation Esquimalt sports teams are a combination of Base and Fleet athletes. The Tritons represent Formation Esqui-malt at the Pacific Regional Champion-ships, and if successful represent the Pacific Region at the National Championships. Military personnel (Regular Force and Class B or C Reservists) are eligible to play on the Formation Teams. Full time DND or NPF civilian personnel may coach, manage, or officiate with appropri-ate documentation. For more information contact the Formation Sports Cell at 250-363-4068/4069.

CiSM (Conseil international du Sport Militaire/international Military Sports Council)CISM is an international sports associa-tion composed of and open to the armed forces of member nations. The funda-mental aim of CISM is to promote sport activity and physical education between armed forces across the globe as a means to

Badminton/SquashThe Formation Badminton/Squash teams use the drop-in sessions at noon hour at the Naden Athletic Centre to prepare for the Regional Championships that take place on March 24-27, 2015.

Ball HockeyThe Formation Esquimalt Tritons Ball Hockey Team is always looking for interested players to join the team. The Esquimalt Tritons begin practice in late April and compete in the Regional Cham-pionships in June 2015. Keep an eye on the MARPAC Notice Board and posters around the gym for practice times and dates in mid-March of 2015.

BasketballThe Formation Esquimalt Men’s Triton Team begin practicing in December 2014 at the Naden Athletic Centre to prepare for the Pacific Regional Championships from the February 24-27, 2015.

ice HockeyThe Esquimalt Tritons Men’s, Women’s, and Old-timer’s teams practice November through March in preparation for the Pacific Regional Championships held in January 2015. The winner of the Regional Championship will represent the Pacific Region at the National Championships in February/March 2015.

Running Formation Esquimalt military male and female runners are to participate in sanctioned 5km, 10km, half and/or full marathon runs in order to qualify for the CF Running Nationals. Runners must meet specific qualifying times available at the Formation Sports office within one year of Nationals. The Canadian Forces National Running Championship takes place in Ottawa in May 2015.

Slo Pitch - Men’s and Women’s The Esquimalt Tritons Men’s and Women’s Slo-Pitch teams practice late February to June. The Formation Teams are always looking for interested players. The teams compete in Regional Championships held in the summer months with the winners representing the Pacific Region at the National Championships.

Soccer - Men’s and Women’s The Formation Men’s and Women’s Triton Soccer Teams begin practicing in late March. The Men’s and Women’s teams are always looking for interested military soccer players to join the team. The teams will compete in Regional Championships and the winners will represent the Pacific Region at the Na-tional Championship at CFB Borden from

August 11-14, 2015. CISM Men’s Soccer is ongoing throughout the year. Interested athletes should submit their resume to the Sports Office for consideration.

SwimmingFormation Esquimalt Triton Swimmers practice Monday, Wednesday and Friday Mornings from 6-7:30am at the Naden Athletic Centre Pool. The team also par-ticipates in the Master’s Swim Program, in both local and regional meets. Formation swimmers may submit a resume including times in sanctioned meets for consider-ation to participate at Nationals.

Taekwondo Formation athletes may submit a resume to participate at the CF Nationals Tae-kwondo Championship.

Early Saturday morning, the pool at the Naden Athletic Centre is filled with laugh-ing, crying, sleeping and smiling children who are learning how to swim. My four-month-old son, Oliver, is one of them. At first, he was a little unsure. Then he

decided it was awful. Fortunately, daddy was able to prevail and soon enough Oli-ver settled down. Although he looked very concerned for the remainder of the lesson, he didn’t cry anymore. Despite his expression, sometime between

crying and the end of the lesson, Oliver de-cided that swimming was not so bad after all. He let us know he changed his mind during his next bath time by giggling and splashing water all over the floor insteadof looking up at us with big tear-filled eyes while he tried to decide if we’ll heed his whimpers and end bath-time sooner. Now he starts smiling when we put his swimsuit on and he doesn’t stop until after the les-sons are over. As a former lifeguard and swim instruc-

tor, it’s important to me that my son knows how to swim and how to stay safe in and around the water. Especially because ac-cording to the Lifesaving Society’s 2014 Annual Drowning Report, eight out of 10 drowning victims are male, and I don’t want my son to be a part of that statistic. The report also covers how the drowning

rate in British Columbia is still higher than the national average. Between the years of 2007 and 2011, there were 389 drownings in British Columbia, and while that is a 14 per cent decrease from the previous five-

year period, it is still a higher number than I would hope for. While the high number of water-related

fatalities can be explained in part by the coastal nature of the province as well as the large amounts of other natural bodies of water in the province, it is still something I would like to prepare my son for and pro-tect him from if at all possible. And that brings us back to swimming les-

sons. While he is in the Starfish level, Oli-verwilllearnhowtofloatandblowbubbles

with Daddy’s help. As he gets older, he will learn how to swim by himself and about water and boat safety. When he engages in recreational activities on or near the water he’ll be better able to protect himself and, with his knowledge, help his friends stay safe too. For more information about swimming

The MARPAC Health & Wellness Team is a group of helping professionals who work collaboratively to address health and wellness concerns in the MARPAC community. Our primary initiative is the MARPAC Health & Wellness Strategy - an ambitious project involving over 70 people determined to create a culture of health and wellness within the defence team in five priority areas:

(1) Active Living

(2) Addictions Free Living

(3) Healthy Nutrition and Weight Wellness

(4) Organizational Wellness

(5) Social and Mental Wellness

The Strategy is a collaborative initiative that includes military, civilian and family members. Six Working Groups meet regularly to identify ways in which our community health outcomes can be positively impacted. For instance, the Healthy Nutrition and Weight Wellness Working Group conducted fleet galley surveys and the outcome has been the

rearrangement of unhealthy foods (duff) and the prominent display of fresh, cut fruits and vegetables. Healthy environ-ments greatly affect people’s food choices. When healthy foods are more readily available, their consumption increases.

Ashley Tulloch had experienced three to four month deployments before but 2014 brought a longer challenge. Her husband, Leading Seaman Max Tulloch, was away for seven months with HMCS Regina be-fore returning for a course in August. Dur-ing that time apart, the casual child care service at the MFRC had a real positive impact in Ashley’s life. “It’s such a valuable service,” says Ashley

of the respite care for her two-and-a-half year old daughter Brianna. “It made the deployment easier. I can’t imagine the deployment without it.”Ashley was able to figure out the shorter

deployments but this longer one put a lot of pressure on her young family. It was a large number of days straight of solo par-enting. For her, this respite care was the best way to deal with this deployment. “I found it really tough this time,” says Ashley. “You are the sole person takingcare of your child.”From January to August, she brought

her little one to casual child care two times a week for three hours per visit. It gave Ashley a break from parenting and

it gave Brianna the opportunity to social-ize with other children in a mommy-free environment.

“(It’s) six hours a week to think about yourself,” says Ashley of the weekly mental break. She has used those hours to connect with friends, complete grocery shopping in peace or take some time for herself. Ashley was also pleased to see an improve-ment in the mood of her daughter from socializing with other children. She describes her experience with the

MFRC staff there as “just awesome” and “very supportive.” “With the respite child care, it kind of

normalizes you,” she continues. “They tell you how well your toddler is doing, how they are developing, and that you are do-ing a good job. (That) Brianna is doing great and you’re doing fine.”

Model Railroad ClubThe Model Railroad Club started as an N Scale (1/160) NTRAK modular layout in December 1997. Currently the NTRAK layout is 30 feet by 36 feet. These mod-ules are updated as new techniques and experiences are gained including Digital Command Control systems. The HO Scale (1/87) modular layout is also 30 feet by 36 feet featuring both Digi-tal Command Control and Direct Current Control systems. Some modules depict a logging operation, mining operation and a locomotive servicing facility. Both of these layouts have been on public display and have won multiple awards as “Best Operating Layout”, “Favourite Operating Layout”, and “Best Module” at train shows in Victoria and Nanaimo. Our layout at “Christmas in the Village” is the perennial favourite display at the Saanich Historical

The epidemic of childhood obesity is ris-ing globally. Although the risk factors for obesity are multifactorial, many are related to lifestyle and may be amenable to inter-vention. These factors include sedentary time and non-exercise activity thermo-genesis, as well as the frequency, intensity, amounts and types of physical activity. All Canadians need a physically active,

healthy lifestyle, beginning in their early years. Unfortunately, poor nutrition, in-activity, childhood obesity and declining fitness are common. The prevalence of obesity has nearly tripled over the last 25 years, with up to 26 per cent of young peo-ple (two to 17 years of age) overweight or obese, and 41 per cent of their Aboriginal peers. Health consequences of childhood obesity include insulin resistance, type 2 diabetes, dyslipidemia, hypertension, ob-structive sleep apnea, nonalcoholic ste-atohepatitis, poor self-esteem and a lower health-related quality of life. The etiology of obesity is multifactorial but key causes include excessive caloric intake, sedentary behaviour patterns, inadequate physical activity and lack of exercise. Youtharemoresedentarythaneverwith

the widespread availability of television, videos, video games, computers and mul-timedia phones. Social networking and entertainment through newer technolo-gies also play a role. Early childhood sed-entary behaviour patterns worsen with age. Children logging more than two hours of screen time/day are twice more

likely to be overweight or obese than peers watching fewer than one hour a day. inadequate physical activityCanadian youth fitness has declined sig-

nificantly and adiposity (fat) has increased since 1981. The CHMS demonstrated that only 7 per cent of Canadian youth ac-cumulate at least 60 minutes of moderate-to-vigorous physical activity six or more days/week. Childhood moderate-to-vigor-ous physical activity decreases over time. Although participating in organized sport or recreation programs increases physical activity, issues of cost, accessibility and parental time commitment often reduce participation. Local parks and recreational facilities are often underutilized because of maintenance or safety issues. Sedentary behaviours and insufficient

unstructured free-play in the early years have negative impacts on healthy growth and development. Older children spend most of their daytime hours in schools where academic programming has gradu-ally displaced physical activity, a trend driven by the perceived negative effect of non-academic time on scholarly perfor-mance. However, research suggests that school-based physical activity and physical education do not interfere with, and may improve, student grades. Only 24 per cent of young Canadians ac-

tively commute (example, bicycle or walk) to school daily. All age groups have played less outdoors after school over the past decade.

School sports participation drops by an estimated 14 per cent (for boys) and 26 per cent (for girls) between grades six and 12.Benefits of aerobic physical activityRegular aerobic physical activity can help

to reduce weight, visceral/subcutaneous abdominal fat and systemic blood pressure in obese youth. It can also improve early markers of atherosclerosis (example, re-duced arterial stiffness), insulin resistance, type 2 diabetes, non-alcoholic fatty liver disease, sleep disordered breathing and cardiorespiratory fitness. Aerobic exercise is associated with positive self-concept and psychological well-being, as well as reduced anxiety/depression.Ten minutes of moderate-to-high impact

activities (such as running and jumping) performed two to three days/week can have a modest positive effect on bone min-eral density. Age-appropriate sedentary and physical activity guidelinesCanadian guidelines recommend that

infants accumulate supervised physi-cal activity several times a day, especially through floor-based play: tummy time,reaching, pushing, pulling and crawling. Children one to four years old should have both structured and unstructured activity (free play) for at least 180 minutes/day at any intensity. Activities should include play, games, transportation, recreation and physical education in a variety of environments.

Exposure to screen-based activities in children younger than two years should be discouraged. Toddlers two to four years old should be limited to educational pro-gramming of less than one hour/day.Canadian guidelines recommend that

recreational screen time (TV, computer, video games, multimedia phones) be lim-ited to no more than two hours/day for children aged five to nine. Children re-quire daily activity through play, games, sports, transportation, recreation, physi-cal education, or by exercising with fam-ily, or in school and community settings. Children should be accumulating more than 60 minutes of moderate-to-vigorous physical activity /day, including vigorous-intensity activities more than three days/week, and muscle/bone strengthening ac-tivities more than three days/week above and beyond the incidental physical activ-ity of daily living. More daily physical ac-tivity provides greater health benefits.The “passport to health” program, a tool

created to promote five servings of fruit or vegetables, two hours of screen time, one hour of physical activity, and zero sugar-sweetened drinks every day, can increase in-office detection of childhood obesity and engage families in behavioural change.Healthy active living is the goal for all

youth. Reducing sedentary time and rein-forcing individual, non-competitive and life-long involvement with sports or recre-ational physical activity are essential steps toward achieving this goal.Source: Canadian Paediatric Society

In 2006, Olga Minko made a short-term move to Victoria from her home in the Ukraine but fate extended her stay. Olga was here for two months as a visiting re-searcher doing graduate work on distance learning. Her work was her life. However, during those two months, something life changing happened – she met her future husband at salsa dancing. The big challenge came when she de-

cided to immigrate to Canada. In the first 18 months, Olga couldn’t work until the immigration process was complete. She went from being very work-oriented to doing nothing. Her husband Robert told her about the Military Family Resource Centre (MFRC) and encouraged her to see what it had to offer.“In my first two years, the MFRC was

my saviour,” says Olga Minko, thankful that her husband referred her to the or-ganization. “The MFRC helped me to get through that (process) because it was really hard.”Olga would stay busy volunteering her

time at the centre in roles from child care to special events. Those 18 months were a huge adjustment for her. Volunteer-ing helped Olga get through those tough times.When it came to the military lifestyle,

she had no military experience to draw upon and didn’t know anyone else in the military. Being connected to the MFRC, gave her access to resources on the subject. Olga understood the “ups” and “downs”

of the military lifestyle, and the changes, transitions and emotions that come along with it. She was proactive in learning as much as

she could about it. Olga felt that it was important to “know what you’re com-mitting to” when she married into the lifestyle. She absorbed all the knowledge available at the MFRC – be it courses, training or books. She talked with military family members for their insights and she

talked with MFRC staff regularly to stay up-to-date on what might be helpful for her. “It made my life so much easier,” says

Olga of the MFRC resources. She says the lifestyle has a “constant uncertainty” and “you have to adapt all the time.” A little

help went a long way for her.Olga decided to take her experiences

adapting to Victoria and the military life-style as inspiration for her latest venture. In 2013, she started the Newcomers Con-nect group to help people new to Victoria that want to make new friends and learn more about the community. The group uses the Meetup.com website to organize hikes, tours, picnic trips and other social activities, and now boasts over 300 mem-bers after less than a year in operation. “Getting out prevents isolation,” says

Olga, who believes that military families can also benefit by networking. “The best way to learn is to get information.”

In 2013, HMCS Regina families had to get know each other. The ship had swapped out 100 percent of their crew. There were several families brand new to the lifestyle. The ship was headed for a busy Fall in preparation for a lengthy 2014 deployment. When the ship’s coxswain started in June of 2013, she knew she needed to connect with the families. She set up a meeting with staff at the MFRC.“If we hadn’t established the relationship as

early as we did (with families), the deploy-ment wouldn’t have been as successful as it was,” says CPO1 Janet Graham-Smith, who acted as ship’s coxswain until August of 2014.One of the first things they did was com-

municate the ship’s plans months in advance and give people an idea of what to expect. With the support of the MFRC, the com-mand team wrote a letter to families that outlined expectations around the deploy-ment. Later that summer, the crew and the

families got together for a barbeque. Fami-lies starting going to MFRC coffee nights and began to make connections. People

got to know each other before the actual deployment. During the deployment, families would

continue to connect at weekly or monthly meet-ups. A popular part of the deployment activities were the Commanding Officer’s monthly presentations to families at the MFRC’s Sunday Information Sessions. “The C.O.’s briefings were awesome,” says

military spouse and Regina’s family network representative Tina Weatherell. “They would go out of their way to get photographs for families attending.” To keep the connection, family members

would work on crafts at these meet-ups and the MFRC would send them to the ship. For Valentine’s Day, the coxswain, with the help of some of the other sailors, decorated the canteen flats with hearts and the crewsearched the space to find their heart. “The adult men loved it,” says the coxswain

of the gesture. They would return to search for Easter egg crafts and father’s day kites in the coming months. The crew responded by creating fun vid-

eos and sending them back to the MFRC to share with families. The “100 days” video struck a chord with people by pairing pho-

tographs submitted by family members of life at home with pictures of the crew on the ship. The final product included hundreds and hundreds of photographs, and a lot of heartfelt messages. The ship reached out to the families and that small interaction helped open up communication lines even further. “That little video gave people permission to

email me,” says Janet. Families and members of the crew felt comfortable asking her for small favours. “Without that connection with the MFRC,

we wouldn’t have had a connection with fam-ilies,” she says. “It was huge for the families that there is the connection back and forth. The relationship made everything easy.”There were plenty of unknowns with the

deployment from when they were leaving, when they were coming back, an unexpected death, the change in mission and subsequent changes to leave. But according to Janet, that “as of August,

there was high morale on the ship.” “People felt like they were part of the de-

ployment from the beginning,” says Janet. “Youareonly as successful as your familiesare. If they are looked after, then I can do my job.”
