The structure and the application of the AD 2000 Code and the procedural guidelines are covered by AD 2000-Merk- blatt G 1. The AD 2000-Merkblätter contain safety requirements to be met under normal operating conditions. If above-normal loadings are to be expected during the operation of the pressure vessel, this shall be taken into account by meeting special requirements. If there are any divergences from the requirements of this AD 2000-Merkblatt, it shall be possible to prove that the standard of safety of this Code has been maintained by other means, e.g. by materials testing, tests, stress analysis, operating experience. Contents 0 Foreword 1 Scope 2 Welding supervisors 3 Welders 0 Foreword The AD 2000 Code can be applied to satisfy the basic safety requirements of the Pressure Equipment Directive, principally for the conformity assessment in accordance with modules “G” and “B + F”. The AD 2000 Code is structured along the lines of a self- contained concept. If other technical rules are used in accordance with the state of the art to solve related prob- lems, it is assumed that the overall concept has been taken into account. The AD 2000 Code can be used as appropriate for other modules of the Pressure Equipment Directive or for differ- ent sectors of the law. Responsibility for testing is as specified in the provisions of the relevant sector of the law. 1 Scope This AD 2000-Merkblatt deals with the requirements for supervision in welding and the qualification test to be passed by welders as conditions which have to be met in the manufacture of welded pressure vessels or pressure vessels components. 2 Welding supervisors 2.1 General requirements 2.1.1 Manufacturers shall employ their own welding supervisors. The manufacturer shall make the supervisors' names known to the relevant third party. 2.1.2 The welding supervisor shall have all the necessary qualifications in both technical and personal terms to deal with the matters within his range of responsibility. Above all, he shall have practical experience in the field of weld- ing engineering which applies to the manufacture of ves- sels at the works concerned. 2.1.3 The welding supervisor's tasks and responsibilities are given in DIN EN ISO 14731. The welding supervisor shall ensure that the relevant provisions in the HP series of AD 2000-Merkblätter are adhered to. 2.1.4 If a manufacturer designates several welding su- pervisors, their individual spheres of responsibility shall be clearly defined. 2.2 Grades of welding supervisors Welding supervisors shall be persons who, by virtue of their training, experience and ability, are considered suit- able for the job after an adequate training period. 2.2.1 Welding supervisors (welding engineers) with com-prehensive technical knowledge in accordance with 6.2a of DIN EN ISO 14731 can be employed without any limita-tion on their range of duties.

2.2.2 Welding supervisors (welding technicians) with special technical knowledge in accordance with 6.2b of DIN EN ISO 14731 can be employed with limitations as supervisors of the welding of certain materials.

2.2.3 Welding supervisors (welding specialists) with basic technical knowledge in accordance with 6.2c of DIN EN ISO 14731 can be employed as supervisors in the welding of components which are easy to fabricate and do not require heat treatment.

2.2.4 Other personnel suitable for welding supervisors, but not possessing proof of suitable qualification may, for those particular areas of work in which they have achieved experience, be employed as appropriate in the same way as the persons named in 2.2.1 to 2.2.3.

3 Welders

3.1 Qualification test principles

3.1.1 Qualification tests for welders are based on DIN EN 287-1 in the case of steel and DIN EN ISO 9606-2 in the case of aluminium and aluminium alloys. For copper and copper alloys DIN EN ISO 9606-3 applies, for nickel and nickel alloys DIN EN ISO 9606-4 applies and for titanium, zirconium and their alloys, the test is carried out as de-scribed in DIN EN ISO 9606-5. Other materials shall be similarly classified under these standards in a manner appropriate to their properties.

A test of welders' job knowledge in accordance with the relevant annex of the standards is necessary.

Mechanized welding appliance operators are approved on the basis of a welding procedure test, a pre-production welding test, or a production test in accordance with DIN EN 1418.

3.1.2 Other test conditions

The scope specified in 5.5.2 of DIN EN 287-1 for the par-ent metal can be applied with the following exceptions.

(1) A test on materials of Group 7 does not include Groups 4, 5, 6 and 9.1.

(2) A test on materials of Groups 8 and 10 includes 9.2 and 9.3 only if these are welded using weld metals of Group 8 or 10.

3.2 Training

The training of welders shall take place at centres where welders are trained systematically and where all the nec-essary conditions are met to ensure that the welders are trained according to the requirements for qualification tests.

3.3 Initial qualification testing of welders

The testing is carried out by

– the relevant third party.

Testing for welders employed at a works may be carried out by that works' welding supervisor, trained as stated in 2.2.1, with the agreement of the relevant third party. The approval is issued by the relevant third party.

Conditions for testing carried out by the manufacturer shall be that the welders have undergone training as sta-ted in 3.2, and that personnel qualified to conduct the testing and suitable equipment are available.

The test results shall be recorded in writing and be kept available.

3.4 Renewal of the qualification testing of welders

In addition to the requirements of the particular test stan-dards, the result of fracture tests shall be submitted for the renewal of qualification testing of welders using meth-ods 131, 135, 311 and 136 (metal powder flux-cored wire electrodes only).

3.5 Test certificates

Test certificates shall be kept at the welder's place of work.
