QUESTIONS/ANSWERS AND CLARIFICATIONS:

1 Question Are doors 101 and 102 to be abated or are they to remain and be repainted?
Answer The doors in question, 101 and 103 (listed in Table 1 of the Hurt and Proffitt asbestos report as entering the control room and entering the greenhouse) were presumed to contain asbestos based on their labeling as “fire doors”. The work anticipated for these doors is limited to cleaning, preparing, and refinishing the outer surfaces of the doors. The potential asbestos containing material will not be disturbed. The doors will remain and be refinished as indicated on the drawings.
2 Question Spec 004100-5 item #01 notes bid withdrawal or modification 30 days after bid opening. 004100-6 – 1.05.A notes that the bids are irrevocable for 45 days. Please confirm which is correct.
Answer Change the 30 days to 45 days.
3 Question 015000-1 sect 1.04 notes requirements for construction barriers to prevent unauthorized entry to construction areas and to see drawings

for limits. This is not shown on the plans currently, will this be required inside of Door 101 at the existing horticulture classroom? (Exterior areas would be protected with construction fencing)
Answer No interior construction barriers are required, only exterior fencing.
4 Question 017000-1 sect 3.01.A-B notes to verify that existing site conditions and substrates are capable of supporting new work. Please verify if this is to be included by GC.
Answer Clarification- The intent of this section is to make sure that any items that are damaged, rotted, rusted or otherwise not capable of supporting new work is not used. Example would be rusted metal roof deck. We would not want the roofer installing new work on this. These relate to hidden conditions and would most likely result in a change order for repair/replacement.
5 Question 033000-1 sect 2.01.D notes synthetic fiber reinforcing for concrete. Please confirm reinforcing with fiber vs WWF.
Answer Synthetic fiber reinforcing for concrete is to be used.
6 Question 040100 sect 1.01.B notes masonry repairs to include replacement of CMU at interior of greenhouse that have dislodged. Can the architect provide a quantity or indicate locations on plans?
Answer This requirement for repairs/replacement to CMU is not required. We have included in addendum the modification of detail which shows condition at the columns, using a clean/true saw cut and cement parging at columns. Any other masonry repairs will be a change in contract.
7 Question 040100 sect 1.01.D notes repointing of mortar joints that are greater than ¼” deep eroded. Exterior elevations on A2.1 notes to repoint masonry as required. Can a total quantity be provided with unit price on bid form for additional work?
Answer Repointing requirement has been deleted. (cleaning of masonry remains) Any masonry repairs will be a change in contract.
8 Question Floorplan 1/A1.1 notes to daylight new drain piping to outer wall. South Elevation 1/A2.1 indicates drain piping to tie into new downspout. Please clarify which is correct.
Answer This is correct. This drain is turned into the new metal downspout. The PVC pipe size has been resized to 3” diameter in this addendum, and will drop into a metal conductor that Y connects to the downspout.
9 Question Appendix B of Hurt & Proffitt’s Asbestos report included a bid sheet/form. Will this need to be submitted with bid package?

Answer No. This is a form between the general contractor and their asbestos abatement contractor.
10 Clarification All doors and frames within Vestibule will be refinished (painted or stained).
11 Clarification There will be no repointing of masonry on this project.

NCHS Greenhouse Pre-Bid Meeting Notes

LOCATION: NCHS Greenhouse
The following were items discussed at the Nelson County High School Greenhouse Pre-Bid Meeting.
1. Introduction and Sign-in was required due to attendance was mandatory for bidders. See attached Sign-In sheet. Introductions were made by all.
2. Announced issue date of Addendum No1 for Pre-Bid meeting notes, Sign-In sheet, questions /answers/clarifications and any RFI's submitted by email to date. Intent for a Monday, May 17th issue was noted.
3. Project description was given by architect. Some items of concern were noted with the ability of bidders to hold their Lump Sum bid for 45 days due to market conditions being instable. There was no answer given. Bidders will be issue bids as deemed allowable by their own business practices.
4. Discussed schedule and the bid form that request the number of weeks for construction. Since there is a possible long lead time for delivery of the greenhouse package, it was discussed to submit a schedule vs. the number of construction weeks. The bid form will be revised under 1.06 to allow for bidder to attach a GANTT or other scheduling outline that shows pertinent dates.
5. Discussed the greenhouse column base connection to the existing concrete foundation wall. Points noted are that the column will set in the same location as the removed column. Coordinate the anchor bolt installation as to not conflict with any anchor bolts that are not removed when demolition takes place. Also, the CMU shall be cut and parged to create a clean condition. The structural drawing has been clarified to show this. No toothing-in CMU is required.
6. Items noted by Architect:
6.1. Generator is existing to remain including the transfer switch.

6.2. A new LED light will be added to the Vestibule and will be noted in Addendum.
6.3. It was uncertain as to how many propane fired unit heaters would be installed. (Architect recommended contractors to ask the greenhouse supplier since they will be the designer of the environmental controls and units).
6.4. Architect noted that the existing grade beam depth was not verified and could be in conflict with the drain lines. (Note: Architect excavated to find the grade beam and notes that it is 16” below the floor line. See attached photo. This will not conflict with plumbing systems and the existing concrete walkways are independent and were measured as 4” thick concrete slab on approximately 4”-6” of stone aggregate base course).
6.5. Noted that there will be a change in the Greenhouse spec where the LED lights mounted in the trusses will be removed from that specification since it is already designed and specified in 22-65100 and drawing E0.2.
6.6. Some electrical work takes place at the panels adjacent to the main corridor inside the school building. (Walk-thru took place). Some questions arose as to alternative methods to bring power into the vestibule. No decision was made to change design and architect noted that any questions or suggestions made should be in written form.
6.7. Liquid tight electrical connections are only required in the greenhouse, not the Vestibule area.
6.8. Noted that all device color is grey with stainless steel cover plates.
6.9. Noted that existing drawings were included in the design submittal, but there are visible differences between designed and as-built. Most visible is the concrete wall as designed was built in CMU.
7. Masonry pointing was discussed and some concern over the quantity to be determined. SF and LF unit pricing suggested, however, since the quantity reviewed showed very small number of repairs, the architect decided to delete the repoint/repair of brick and retain only the masonry cleaning specification.
8. Permits and Fees were discussed, and Les Campbell will ask the County what is required. (Les emailed-on Friday and said the County will require both a business permit and a building permit w/ fees- See the County's website for business fee and application. https://www.nelsoncounty-va.gov/business/business-license/)

9. Bidding Procedures were discussed, and Shannon Irvin added that several Code of Virginia forms will be included in the bid submission. These forms will be included in the addendum.
10. A confirm of the bid date/time/location were announce and any changes will be through the official website.
11. Discussed Owner supplied equipment and/or work. Only items identified were the greenhouse planting benches will be removed before contractor starts work. Also, that the connection of any data related links and IT interface will be by the Owner. The owner will connect to the contractor's provided environmental control panel for the tie-in to the school's server system.
12. Owner and Architect's role in project was identified. Owner will provide access to interior of building and will view site conditions for meeting expectations of cleanliness and order. Architect will be the contact for the project and issue all documents and pay application approvals.
Architect and Owner will be present at progress meeting 1x/month.
Owner will turn-around the pay application for payment in 2 weeks after receipt of approved application from the architect.
13. Discussed the working conditions- restrictions, staging, parking and limits of construction. Construction limits are shown on the drawings. If the area in front of the roll up door is needed by the contractor, this is fine if, with notice by the Owner that the access can be opened for limited use (ie. equipment delivery).

§ 2.2-4312. Drug-free workplace to be maintained by contractor; required contract provisions.
All public bodies shall include in every contract over $10,000 the following provisions:
During the performance of this contract, the contractor agrees to (i) provide a drug-free workplace for the
contractor's employees; (ii) post in conspicuous places, available to employees and applicants for
employment, a statement notifying employees that the unlawful manufacture, sale, distribution,
dispensation, possession, or use of a controlled substance or marijuana is prohibited in the contractor's
workplace and specifying the actions that will be taken against employees for violations of such
prohibition; (iii) state in all solicitations or advertisements for employees placed by or on behalf of the
contractor that the contractor maintains a drug-free workplace; and (iv) include the provisions of the
