Considerations for Adapted In-Person Board of Education Presentation - February 22, 2021
Our Objectives
2
Address the Board of Education’s Interest in Full-Time, In-Person Options for Students:
● Review D34’s Plan & Path for 2020-2021● Outline Considerations for Adapted In Person
What Is Adapted In Person?
3
“A majority of students attend school in person daily with recommended safety measures. Online options are available for those who need them.”
We cannot yet plan for a return to a pre-pandemic environment

Adapted In-person(Full in person, with health & safety protocols)
Approved at the July 27, 2020 meeting, this plan set a framework for the learning environment based on:
● Regional Health Data ● Staffing Availability
○ Teachers and associates○ Custodial Staff○ Food Service Staff○ Bus Drivers
● Substitute Pool: Subs available for in-person and remote learning
● Supplies: PPE, cleaning/sanitizing supplies on hand● Executive Orders
Adaptive Pause Introduced
● School guidance from Illinois Governor on August 20
● Purpose: To react to COVID-19 outbreaks in schools/community

The Path of the Plan
Health & Safety: #1 Priority In All Decisions
Decisions based on guidance from: ● Illinois State Board of Education (ISBE)● Centers for Disease Control & Prevention (CDC)● Illinois Department of Public Health (IDPH)● Cook County Department of Public Health (CCDPH)
Health & Safety Protocols
10
Daily Self Assessments
Contact Tracing Protocols
Daily Cleaning am/pm
Ventilation/Air Circulation
Registered Nurses
Infirmaries
D34 & Township Dashboards
Health & Safety Protocols
11
Mandatory mask wearing
Distancing (6’)
- Scrubs/gowns for 1:1 instruction - Face shields
Washing hands
Plexiglass dividers in some spaces Dividers for middle school lunch
12
3If physical distancing of at least 6 feet among all students, teachers, and staff within a class, cohort, or pod is not possible at all times, schools should ensure physical distancing between classes, cohorts, and pods.
● Protocols don’t change with new CDC guidance released 2-12-2021
● Language on distancing stronger from CDC in some places, but remains inconsistent
13
Updated CDC Guidance (Feb. 12) Community Transmission Dictates Mitigations
● Use Cook County (Region 10) or “other community” data (township/township plus)
● When measures are at different levels, use the higher threshold
We are currently in Substantial Transmission (85 new cases per 100K)
14
From CDC’s Operational Strategy for K-12 Schools Through Phased Mitigation:
● “Required”● “Essential”● “Greatest extent possible”● “If it’s not possible…”
6’ Distancing Inconsistency
Within the guidance inconsistency of when/how to
implement social distancing, there was one constant
- 6 feet. We consistently implemented 6 feet social
distancing as the standard in our buildings.
15
Schools Are Open
Hybrid Observations● Staff and students working hard● Data shows progress:
○ AIMSWEB for 1st & 2nd grade○ NWEA (MAP)
● No transmission within schools● Have not closed a school or grade due to outbreak ● GOAL option provides consistency
16
17
18
Schools Are Open
Hybrid Observations
● Social-emotional impact (students, staff, families)● Impact on families’ financial state and daily schedules● Asynchronous science, social studies, arts● Only all-class connections on Wednesday● Supporting students in quarantine● Staff quarantines/substitute shortages● District financials
19
Schools Are Open
More In-Person Time Prioritized ➔ Kindergarten in-person: 4 half days per week ➔ EL / Dual Language: Approximately 25% of this population ➔ Student Services (504/IEP): Approximately 50% of this population➔ Students At Risk: Majority of students that receive intervention are
receiving it in person: < 25% are virtual

The Distance Impact
● Current Increased Attendance Models○ Kindergarten = 6’ distancing○ EL / Dual Language = 6’ distancing○ Student Service = 6’ distancing○
● All-In Models with No Staffing/Class Changes○ 85% of 1-5 classrooms would not meet 6’ distancing ○ 90% of 6-8 classrooms would not meet 6’ distancing○ Distances approximately between 3’6” - 4’
○
■ Depending on the exact square footage■ Depending on the exact room configuration■ Assumes all students remain seated
26
Transportation
● Can have up to 49 passengers on a regular route
● Will need to switch routes of some students
● Conduct contact tracing for anyone within 6 feet
● More students on a bus = more close contacts
27
Lunch
● Current middle school lunch in classrooms with dividers
● Max 50 people in a space
● Adapted in person requires increased meal service:
○ Additional space and scheduling to achieve 6’ distance for eating with
mask off (Gym, Cafeteria, Classroom, LRC)
○ Increased lunch supervision needs
○ Students and staff would clean area before/after, no time for
custodians to disinfect

Decisions for the Board
▪ A percentage of students in each grade (1st - 5th) would need to be assigned to new teachers. How are these students selected? How are these students grouped?
▪ We could reduce the number of teachers we need to hire by “re-purposing” current staff. Which staff members would assume teaching responsibilities and thus not deliver their current role’s services? Would this result in eliminating some subjects?
▪ Need to find other teaching spaces. We could do this by keeping some subjects remote only or eliminating subjects all together. Which subjects?

Implementing Adapted In-Person & Maintaining 6’
Middle Schools
34
Class size target for Grades 6-8 is 29 ± 3
Staffing / Space
Maintaining 6’ distancing for adapted in person:● Additional 34 classroom teachers for Grades 1-5
● Additional 34 learning spaces:○ GG - 7 LY - 3○ HE - 3 PR - 8○ HO - 10 WB - 3
● 74 Additional teachers & spaces for Grades 6-8

Impact to Staff
36
Next Steps
37
Staff Vaccinations
38
Vaccinate Effort High -- Vaccine Supply Low467 (44% of 1051) staff/subs/drivers have started the vaccination process:● 331 first dose only ● 116 fully vaccinated● 20 upcoming appointments
Opportunities on the Way! Northwest Community Healthcare designated doses for D34 staff
39
COVID Testing
Is Testing Part of Our Plan? If so: ● Define Purpose & Desired Outcomes● Develop Frequency Schedule ● Determine Groups, Priorities
○ Students, Staff, Specific Grades○ Symptomatic, Asymptomatic
● Staffing/Cost & Logistics
40
Reduce Distancing?● Can accommodate all students currently in the Hybrid
model (EC-5) using 3.5 - 4’ range●
● Fewer additional classrooms/teachers would be required (but not eliminated completely)
● Fine Arts/PE classes could remain online or, if in-person, teachers would travel to homeroom classrooms (K-5)
● Increased cleaning measures, student/staff cleaning required
● Decreased social distancing increases potential close contacts and quarantines
41
Continue Planning
Determining Path for Adapted In Person● Establish Timeline, Considering:
○ Parent Communication/Webinar/Q&A/Selection○ Transportation○ Food Service/Lunch Logistics & Setup○ Scheduling/Placements Considering Balance & Social-Emotional Impact○ Staffing○ Classroom Furniture/Setup/Supplies
● Refine Staffing Model ● Confirm Space Needs● Continue/Adjust Remote Option● Maintain Health & Safety ● Listen
