CITY OF HAMMOND, LOUISIANA The following additions, clarifications, deletions, and/or revisions to the original Specifications and Contract Documents for Gateway to Hammond, Phase I are specifically made a part of the Specifications and Contract Documents with the same force and effect as though listed in the original Specifications and Contract Documents. Any contradictions shall be immediately made known to the Designer so that a decision and/or clarification can be made. 1—Revised Table of Contents Delete the originally issued Table of Contents and insert the revised Table of Contents (i.e. Addendum 2—Attachment A) included herein. 2—Revised Specifications Delete the originally issued Specifications & Contract Document Pages 01 10 00 - 2 and 01 10 00 - 3 and insert the revised Specifications & Contract Document Pages 01 10 00 - 2 and 01 10 00 - 3 (i.e. Addendum 2—Attachment B) included herein. 3—Revised Drawings Delete the originally issued Drawings Page 3—Const. 1.6 ACCESS TO SITE
A. General: Contractor shall have full use of Project site for construction operations during construction period. Contractor's use of Project site is limited only by Owner's right to perform work or to retain other contractors on portions of Project.
1. Rights-of-Way: Coordinate all work outside of construction limits with those entities controlling the right-of-way and connections.
2. Architect will prepare a Certificate of Substantial Completion for each specific portion of the Work to be occupied prior to Owner acceptance of the completed Work.
3. Obtain a Certificate of Occupancy from authorities having jurisdiction before limited Owner occupancy.
4. Before limited Owner occupancy, mechanical and electrical systems shall be fully operational, and required tests and inspections shall be successfully completed. On occupancy, Owner will operate and maintain mechanical and electrical systems serving occupied portions of Work.
5. On occupancy, Owner will assume responsibility for maintenance and custodial service for occupied portions of Work.
1.7 WORK RESTRICTIONS
A. Work Restrictions, General: Comply with restrictions on construction operations.
1. Comply with limitations on use of public streets and other requirements of authorities having jurisdiction. a. Truck aprons may be used to facilitate dropoffs, however the aprons shall not be
used for parking or staging.
b. Single-lane closures of less than 20 minutes (e.g. for dropoffs) shall be permitted be-tween 9:00 a.m. and 11:00 a.m.
c. Single-lane closures of more than 20 minutes (e.g. for painting) shall be permitted be-tween 7:00 p.m. and 6:00 a.m.
d. Notice of planned lane closures of any duration shall be submitted to the Louisiana Department of Transportation & Development at least 10 days prior. Notice shall be made by calling the Hammond District at 985-375-0100. Lane closures shall not be permitted without Hammond District approval.
e. Notice of planned lane closures shall also be submitted to the Designer and Owner at least 10 days prior.
B. Noise, Vibration, and Odors: Coordinate operations that may result in high levels of noise and vibration, odors, or other disruption to Owner occupancy with Owner.
1. Notify Owner not less than three days in advance of proposed disruptive operations.
C. Employee Screening: Comply with Owner's requirements regarding drug and background screening of Contractor personnel working on the Project site.
1. Maintain list of approved screened personnel with Owner's Representative.

1.8 SPECIFICATION AND DRAWING CONVENTIONS
A. Specification Format: The Specifications are organized into Divisions and Sections using CSI/CSC’s “MasterFormat 2004 Edition” numbering system.
B. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations. These conventions are as follows:
1. Imperative mood and streamlined language are generally used in the Specifications. Requirements expressed in the imperative mood are to be performed by the Contractor. Occasionally, the indicative or subjunctive mood may be used in the Section Text for clarity to describe responsibilities that must be fulfilled indirectly by the Contractor or by others when so noted.
a. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.
2. Abbreviated Language: Language used in the Specifications and other Contract Documents is abbreviated. Words and meanings shall be interpreted as appropriate. Words implied, but not stated, shall be inferred as the sense requires. Singular words shall be interpreted as plural, and plural words shall be interpreted as singular where applicable as the context of the Contract Documents indicates.
3. Specification requirements are to be performed by Contractor unless specifically stated otherwise.
C. Division 1 General Requirements: Requirements of Sections in Division 1 apply to the Work of all Sections in the Specifications.
