Dear Members of the Board of Education:

The undersigned, doing business under the name of _______________________________

of the proposed work, the local conditions of the place where the work is to be done, the Notice to

Bidders, the General Conditions, the Instructions to Bidders, the Plans and Specifications, and all

other Contract Documents for the proposed installation services associated with the Roofing

(“Project”), and having accurately completed the Bidder’s Questionnaire, proposes to perform all

work and activities in accordance with the Contract Documents, including all of its component parts,

and to furnish all required labor, materials, equipment, transportation and services required for the

construction of the Project in strict conformity with the Contract Documents, including the Plans and

Specifications, as follows:

SCOPE OF WORK –

RESTORATION COATING SYSTEM

OFCI

PART 1 – GENERAL

1.1 SCOPE OF WORK

A. Provide all labor, equipment, and miscellaneous materials to install District purchased

and furnished roofing materials over the properly prepared substrate

*ALL products listed in 2.01, D will be furnished by the District. All products not

listed in 2.01, D are to be furnished by the Contractor. All products listed in 2.1, D

will be manufactured by The Garland Company and purchased by Oceanside

Unified School District.

The environmental asbestos test results are provided as separately posted documents.

Asbestos test results are posted under Bids at https://www.oside.us/fiscalservices. You

can copy & paste the link to go to the site.

The contractors is responsible for the removal of the roof system in code compliance

based the test results.

B. Restoration Coating Scope of Work:

• Oceanside HS M

• El Camino HS D

• King MS MPR / Gym

• King MS K

1. Roof drains to be flood tested prior to any roof construction. Internal drain leaks or

clogged piping are to be notified to the District.

2. Power wash the existing roof system with water mixed with simple green. Remove

any dirt and debris. Ensure no moisture on the roof prior to proceeding with

additional installation.

3. Prep Work:

a. Basic Field Repairs:

1) Cut, repair, and three course all blisters and splits with KEE Mastic and

mesh.

2) All vents and penetrations to receive three course application of White

Knight Plus WC and mesh.

b. Remove all existing walkpads.

c. El Camino HS D / King MS K Ponding Areas:

1) Apply taper insulation cricket to ensure positive drainflow. Insulation to

be adhered with insulation adhesive or hot asphalt. Contractor to ensure

positive drainflow with taper system.

2) Install ¼” Densdeckprime coverboard over new taper insulation.

3) Prime the existing roof system on wall flashing and 9” onto the roof field.

Allow the primer to cure for 6 hrs.

4) Torch apply HPR Torch Base sheet extending 6” onto the roof field and

extending up the wall flashing.

5) Torch apply Stressply IV Mineral cap sheet extending 9” onto the roof

field and extending up the wall flashing. Flashing plies to be terminated

with a termination bar set in butyl tape and fastened every 6” o.c. Caulk

above the termination bar.

6) Scupper Overflows: Re-install new scupper flashing with 22 gauge

galvanized metal. Follow manufacturer detail requirements.

7) King MS: Install 22 gauge, galvanized skirt metal. Oceanside HS: Allow

shingles to counterflash the termination bar.

4. Apply Title 24, polyurethane coating – White Knight Plus WC – at 3 gal per sq.

Embed Grip Polyester Soft into the coating.

5. Allow the coating to cure for 18 hrs.

6. Apply Title 24, polyurethane coating – White Knight Plus WC – at 2 gal per sq.

7. Taper Insulation Waterways / Ponding Areas / Drain Sumps: Apply silicon

coating at a rate of 2.8 gal per sq. Allow urethane coating to cure for 24 hrs prior

to silicon coating application.

8. Set satellite frame on walkpad over the coating.

9. Coping Cap Metal: Tape seams with structural tape. Apply urethane coating at a

rate of 2 gal per sq.

10. Place all conduit on rubber blocks.

11. MLK Gymnasium Upper Deck Section: Repair drain on the underside of the deck.

Ensure proper drain flow. Water test upon completion of the repair.

12. Remove all existing walkpads. Do not re-install.

C. Restoration Coating Scope of Work:

• Palmquist ES P24-29

1. Powerwash the existing roof system with water mixed with simple green. Remove

any dirt and debris. Ensure no moisture on the roof prior to proceeding with

additional installation.

2. Prep Work:

a. Caulk all backed out fasteners.

b. Remove loose polyester at existing perimeter repairs.

c. Remove any rusted out panels on the perimeter. Install new, 24 gauge panels.

Set in butyl tape and pop rivet every 2” o.c. If panel is not severely rusted.

Wire brush and remove rust.

d. Gabel Roofs: Install structural tape at the edge metal and gutter interface.

Ensure secure bond.

e. Install new, 24 gauge, galvanized gutters with 4”x4”x4” box design. Do not

install new gutters on Portable 29.

3. Prime the roof at .25 gal per sq with Rust Go Primer. Allow the primer to cure

for 4-6 hrs.

4. Apply Title 24, polyurethane coating – White Knight Plus WC – at 1.5 gal per sq

on uncrimped panel side laps and expansion joint. Embed Grip Polyester Soft into

the expansion joint coating. Three course with White Knight Plus WC and mesh

panel end laps.

5. Allow the material to cure for 18 hrs.

6. Apply Title 24, polyurethane coating – White Knight Plus WC – at 2 gal per sq.

1.2 QUALITY ASSURANCE

A. Installer Qualifications: Installer (Roofer) shall be specializing in modified

bituminous roof application with minimum 10 years’ experience. Installer shall

provide proof of certification to install Garland Company’s roofing system within

the past three (3) years. Roofing Contractor to submit minimum at time of awarding

the contract a letter from Garland Company stating the Installer is a certified installer

in good standing and approved to install the roofing system. The issuance date of

the above addressed letter shall be maximum fifteen (15) days prior to this project’s

bid date. This letter shall be provided to the District prior to award of the contract.

B. Installer's Field Supervision: Require Installer to maintain a full-time

Supervisor/Foreman on job site during all phases of bituminous sheet roofing work

and at any time roofing work is in progress, proper supervision of workmen shall be

maintained. A copy of the specification shall be in the possession of the

Supervisor/Foremen and on the roof at all times.

C. It shall be the Roofing subcontractor's responsibility to protect all exposed buildings

(affected by roofing activities) from any possible weather damages, until completion

of this scope of work.

D. Disqualification of Bidders: A bidder can be disqualified by LBUSD for any of the

following reasons, but not limited to:

1. Lack of proficiency as shown by past work or incomplete work under other

contracts which, in the judgment of LBUSD might hinder or prevent the

prompt completion of additional work if so awarded or any involvement in

any legal actions which relate to past or present performance. This includes,

but is not limited to lawsuits, court appointed actions, and/or ongoing

litigation.

2. Not providing proof of all required qualifications by the time of award of the

contract.

E. Roofing Pre-installation Meeting: Before scheduled commencement of modified

bitumen roof system installation and associated work meet at project site with

installer of each component of associated work, installers of deck or substrate

construction to receive roofing work, installers of rooftop units and other work in the

around roofing must precede or follow roofing work (including mechanical work if

any), LBUSD, Garland Company’s representative, and other representatives directly

concerned with performance of the Work, including (where applicable), test

agencies and governing authorities.

1. Objectives to include:

a. Review foreseeable methods and procedures related to roofing work.

b. Tour representative areas of roofing substrates (decks), inspect and

discuss condition of substrate, roof drains, curbs, penetrations and other

preparatory work performed by other trades.

c. Review structural loading limitations of deck and inspect deck for loss of

flatness and for required attachment.

d. Review roofing system requirements (drawings, specifications and other

contract documents).

e. Review required submittals both completed and yet to be completed.

f. Review and finalize construction schedule related to roofing work and

verify availability of material is, Installer's personnel, equipment and

facilities needed to make progress and avoid delays.

g. Review required inspection, testing, certifying and material usage

accounting procedures.

h. Review weather and forecasted weather conditions and procedures for

coping with unfavorable conditions, including possibility of temporary

roofing (if not mandatory requirement).

i. Record (contractor) discussion of the meeting including decisions and

agreements (or disagreements) reached and furnish copy of record to

each party attending. If substantial disagreements exist at conclusion of

conference, determine how disagreements will be resolved and set date

for reconvening conference.

j. Review notification procedures for weather or non-working days.

1.3 DELIVERY, STORAGE AND HANDLING

A. Contractor responsible for materials upon delivery. Any lost or stolen material must

be replenished by the General Contractor / Installer. District is absolved of any

liability in regards to material delivery or material storage.

B. Store and handle roofing sheets in a dry, well-ventilated, weather-tight place to

ensure no possibility of significant moisture exposure. Store rolls of felt and other

sheet materials on pallets or other raised surface. Stand all roll materials on end.

Cover roll goods with a canvas tarpaulin or other breathable material (not

polyethylene).

C. Do not leave unused materials on the roof overnight or when roofing work is not in

progress unless protected from weather and other moisture sources.

D. It is the responsibility of the Contractor to unload and secure all material and

equipment on the job site. If any material or equipment is stored on the roof, the

Contractor must make sure that the integrity of the deck is not compromised at any

time. Damage to the deck caused by the Contractor will be the sole responsibility of

the Contractor and will be repaired or replaced at his expense.

1.4 PROJECT CONDITIONS

A. Weather Condition Limitations: Do not apply roofing membrane during inclement

weather or when a 40% change of precipitation is expected.

B. Do not apply roofing insulation or membrane to damp deck surface.

C. Do not expose materials vulnerable to water or sun damage in quantities greater than

can be weatherproofed during same day.

D. Proceed with roofing work only when existing and forecasted weather conditions

will permit unit of work to be installed in accordance with manufacturer's

recommendations and warranty requirements.

1.5 SEQUENCING AND SCHEDULING

A. All work must be fully completed on each day. Phased construction will not be

acceptable. Phased construction to be defined as the cap sheet not being applied

over the installed base sheet within the same 12 hour workday.

1.6 WARRANTY

A. Upon completion of the project, contractor shall provide the following:

1. Provide minimum five (5) year labor warranty to District and Garland

Company at no charge.

2. Coating: Executed Garland Company Fifteen (15) Year warranty covering

LABOR AND MATERIALS. This warranty shall be provided by Garland

Company. Contractor is responsible to achieve this warranty by all needed

coordination with Garland Company.

PART 2 - PRODUCTS

2.1 GENERAL

A. The design is based upon roofing systems engineered and manufactured by The

Garland Company:

B. District has no responsibility to provide any equipment for handling and / or loading

the materials to the Contractor’s trucks.

C. Upon signature of receiving the materials, Contractor assumes full responsibility for

all received materials. Any materials lost or stolen are the responsibility of the

Contractor to replace.

D. Contractor must provide all labor to install District supplied materials as part of their

bid. All materials not specifically included in section will be the responsibility of the

contractor to provide and install. Roofing Contractor to be responsible for all

Garland materials in excess of District purchased and furnished amount. District to

provide material quantities matching the specified amount below. Any additional

Garland material required to complete the project is the responsibility of the roofing

contractor. Roofing Contractor responsible for purchasing additional materials

required, including all freight and tax charges.

E. Maximum quantity of the OFCI materials to be provided for all roofing (075216 &

075700) which will be provided to the Contractor is as follows:

2.2 RELATED MATERIALS

A. Nails and Fasteners: Non-ferrous metal or galvanized steel, except that hard copper

nails shall be used with copper; aluminum or stainless steel nails shall be used with

aluminum; and stainless steel nails shall be used with stainless steel, r addition plates

should be used. Fasteners shall be self-clinching type of penetrating type as

recommended by the manufacturer of the deck material. Nails and fasteners shall be

flush-driven through flat metal discs of not less than one (1) inch diameter. Omit

metal discs when one-piece composite nails or fasteners with heads not less than one

(1) inch diameter are used.

B. Butyl Tape: 100% solids, asbestos free and compressive tape designed to seal as

recommended and furnished by the membrane manufacturer. Butyl tape is required

at all terminations.

PART 3 - EXECUTION

3.1 EXAMINATION

A. The Contractor shall submit request for inspection to the Inspector minimum 48

hours prior to inspection. A copy of the request shall be sent to the District’s

Representative.

B. Examine substrate surfaces to receive modified bitumen sheet roofing system and

associated work and conditions under which roofing will be installed. Do not

proceed with roofing until unsatisfactory conditions have been corrected in a manner

acceptable to Roof System Manufacturer and Installer.

3.2 GENERAL INSTALLATION REQUIREMENTS

A. Cooperate with Garland, inspection and test agencies engaged or required to perform

services in connection with installing the roof system.

B. Insurance/Code Compliance: Where required, install and test the roofing system to

comply with governing regulation and specified insurance requirements.

C. Protect other work from spillage of roofing materials and prevent materials from

entering or clogging drains and conductors. Replace or restore other work damaged

by installations of the modified bituminous roofing system work.

D. Substrate Joint Penetrations: Prevent bitumen from penetrating substrate joints,

entering building, or damaging roofing system components or adjacent building

construction.

E. Apply roofing materials as specified herein unless recommended otherwise by

Garland’s instructions. Keep roofing materials dry before and during application.

Do not permit phased construction. Complete application of roofing plies, modified

sheet and flashing in a continuous operation. Begin and apply only as much roofing

in one day as can be completed that same day.

F. Keep an ABC rated fire extinguisher in a central location where all workers know

where it is and how to operate in properly.

PART 4 - APPLICATION PROCEDURES

4.1 INSTALLATION

A. Application of Coating

1. Coating

a. Prior to any surfacing, the roof shall be water power washed per Garland

Company product installation requirements.

b. Reinforce the roof field and perimeter, and perform repairs per 1.1, B.

c. Coating to be applied per manufacturer application guidelines. Coating can

be spray or roll applied. If spray applied, contractor is responsible for

overspray application.

d. Apply Title 24, polyurethane coating – White Knight Plus WC – at 3 gal

per sq. Embed Grip Polyester Soft into the coating.

e. Allow the coating to cure for 18 hrs.

f. Apply Title 24, polyurethane coating – White Knight Plus WC – at 2 gal

per sq.

g. Note: Rates differ for metal portable applications. Follow 1.1, C

instructions.

PART 5 - CLEANING

A. Remove drippage of bitumen from all walls, windows, floors, ladders, HVAC units,

ducts, vents, conduits, poles and all finished surfaces.

B. In areas where finished surfaces are soiled by asphalt or any other sources of soiling

caused by work of this section, consult manufacturer of surfaces for cleaning advice

and conform to their instructions.

PART 6 - FINAL INSPECTION

A. At completion of roofing installation and associated work, meet with Installer,

installer of associated work, LBUSD, Garland’s representative, and other

representatives directly concerned with performance of roofing system.

B. Walk roof surface areas of the building, inspect perimeter building edges as well as

flashing of roof penetrations, walls, curbs and other equipment. List all items

requiring correction or completion and furnish copy of list to each parting attending.

C. District and Garland reserve the right to request a water test of the roof during final

inspection to determine if any damp or wet materials have been installed. The water

test shall be provided by the Contractor.

D. If core cuts verify the presence of damp or wet materials, the Contractor shall be

required to replace the damaged areas at his own expense.

E. The Contractor is to notify the District upon completion of corrections.

F. Following the final inspection, acceptance will be made in writing by Garland.

MODIFIED BITUMINOUS MEMBRANE ROOFING

PART 1 GENERAL

1.1 SCOPE OF WORK

A. Provide all labor, equipment, and miscellaneous materials to install District purchased

and furnished roofing materials over the properly prepared substrate

*ALL products listed in 2.01, D will be furnished by the District. All products not listed

in 2.01, D are to be furnished by the Contractor. All products listed in 2.1, D will be

manufactured by The Garland Company and purchased by Oceanside Unified School

District.

B. Roofing Membrane Installation:

• Ivey Ranch ES Admin

• Oceanside HS D

1. Remove the existing roof system to the structural deck. Comply with abatement

report.

2. Repair any damaged decking as required. Contractor to include 7% deck replacement

in the base bid. If the amount of deck replacement exceeds 7%, the contractor is to

receive a change order equal to the unit price for deck replacement per sq ft multiplied

by the sq ft in excess of the base bid amount. If the amount of deck replacement is less

than 7%, the contractor is to provide a credit to the District equal to the unit price of

deck replacement per sq ft multiplied by the sq ft less than the base bid amount.

3. Mechanically fasten Type II base sheet with rosin paper. At any metal deck location,

install ¼” Densdeckprime coverboard.

4. Apply Stressbase 80 in hot asphalt at rate of 25 lbs per sq.

5. Apply Title 24, UV resistant, Stressply Plus FR Mineral P-80 in hot asphalt at rate of

30 lbs per sq.

6. Flashings:

a. Apply SBS-modified flashing ply in all flashing areas – Stressbase80. Flashing

ply to extend min 6” onto the roof field. Apply Stressply Plus FR Minral P-80

flashing cap ply in all flashing areas extending a min 9” onto the roof field.

b. All flashing plies to be terminated with a termination bar set in butyl tape and

fastened every 6” o.c. Caulk above the termination bar.

c. HVAC / Equipment / Roof Hatch: Flashing plies to be terminated with a

termination bar set in butyl tape. Fasten every 6” o.c. Caulk above termination

bar. Install 22 gauge, galvanized skirt metal to the existing counterflashing metal.

d. Existing Counterflashing Metal: Flashing plies to be terminated with a

termination bar set in butyl tape. Fasten every 6” o.c. Caulk above termination

bar. Install new, 22 gauge, galvanized 3” skirt metal to the existing

counterflashing metal. Remove existing caulking above counterflashing metal.

Install new caulking material and ensure water tight condition.

e. Existing Coping Cap Metal: Remove the existing coping cap metal. Install wood

nailer if needed. Flashing plies to extend up and over the parapet wall and 2”

onto the exterior side. Install new, 22 gauge, kynar coping cap metal. District to

determine color.

7. Ponding Area Surfacing: Apply silicon coating at a rate of 3.1 gal per sq in one pass.

a. Ivey Ranch Admin: Apply over non flood and gravel sections.

8. No pitch pockets on roof. Lead flash all penetrations. Roofing contractor to supply

and install all lead flashings. Install umbrella cover over all caulked clamps. Caulk

umbrella.

9. Seal scupper drains on the interior and exterior side.

10. All conduit to be placed on rubber walkpads.

11. Remove all existing walkpads.

12. All vents to be replaced with new vent covers.

13. All drains to receive new drain rings and drain covers.

14. Duct Work: Seal the duct work and wall intersection with liquid flashing. Tape all

joints of the duct work. Coat the duct work as well as the metal pan at a rate of 2.5

gal per sq with urethane coating.

15. Ivey Ranch Admin:

a. Replace damaged skylight glass with new matching glass.

b. Install new PVC boot flashings for all standing seam penetrations. Liquid flash to

ensure water tight condition.

c. Standing Seam to Coated Flat Metal Section Interface: Unfasten existing coping

cap metal. Flash 1’ underneath the existing standing seam metal system. Re-

install metal and coping metal. Tape the seams and caulk all fasteners. Existing

white coping metal at non-standing seam locations to be removed and replaced.

16. Oceanside HS D: Replace rusted roof hatch cover.

17. Contractor to be responsible for any ponding water. Contractor to ensure positive

drainage.

1.4 DESIGN / PERFORMANCE REQUIREMENTS

A. Perform work in accordance with all federal, state and local codes.

B. Exterior Fire Test Exposure: Roof system shall achieve a UL, FM or WH Class rating for

roof slopes indicated on the Drawings as follows:

1. Factory Mutual Class A Rating.

2. Underwriters Laboratory Class A Rating.

C. Energy Star: Roof System shall comply with the initial and aged reflectivity required by

the U.S. Federal Government's Energy Star program.

D. Roof System membranes containing recycled or bio-based materials shall be third party

certified through UL Environment.

1.5 SUBMITTALS

A. Submit under provisions of Section 01300.

B. Product Data: Manufacturer's data sheets on each product to be used, including:

1. Preparation instructions and recommendations.

2. Storage and handling requirements and recommendations.

3. Installation instructions.

C. Shop Drawings: Submit shop drawings including installation details of roofing, flashing,

fastening, insulation and vapor barrier, including notation of roof slopes and fastening

patterns of insulation and base modified bitumen membrane, prior to job start.

D. Design Pressure Calculations: Submit design pressure calculations for the roof area in

accordance with ASCE 7 and local Building Code requirements. Include a roof system

attachment analysis report, certifying the system's compliance with applicable wind load

requirements before Work begins.

E. Manufacturer's Certificates: Provide to certify products meet or exceed specified

requirements.

F. Test Reports: Submit test reports, prepared by an independent testing agency, for all

modified bituminous sheet roofing, indicating compliance with ASTM D5147. Testing

must be performed at 77 deg. F. Tests at 0 deg. F will not be considered.

G. Test Reports: Submit test reports, prepared by an independent testing agency, for all

modified bituminous sheet roofing, indicating compliance with ASTM D5147.

H. Manufacturer's Fire Compliance Certificate: Certify that the roof system furnished is

approved by Factory Mutual (FM), Underwritters Laboratories (UL), Warnock Hersey

(WH) or approved third party testing facility in accordance with ASTM E108, Class A

for external fire and meets local or nationally recognized building codes.

I. Closeout Submittals: Provide manufacturer's maintenance instructions that include

recommendations for periodic inspection and maintenance of all completed roofing work.

Provide product warranty executed by the manufacturer. Assist Owner in preparation and

submittal of roof installation acceptance certification as may be necessary in connection

with fire and extended coverage insurance on roofing and associated work.

1.6 QUALITY ASSURANCE

A. Perform Work in accordance with NRCA Roofing and Waterproofing Manual.

B. Manufacturer Qualifications: Company specializing in manufacturing products specified

with documented ISO 9001 certification and minimum of twelve years of documented

experience and must not have been in Chapter 11 bankruptcy during the last five years.

C. Installer Qualifications: Company specializing in performing Work of this section with

minimum five years documented experience and a certified Pre-Approved Garland

Contractor.

D. Installer's Field Supervision: Maintain a full-time Supervisor/Foreman on job site during

all phases of roofing work while roofing work is in progress.

E. Product Certification: Provide manufacturer's certification that materials are

manufactured in the United States and conform to requirements specified herein, are

chemically and physically compatible with each other, and are suitable for inclusion

within the total roof system specified herein.

F. Source Limitations: Obtain all components of roof system from a single manufacturer.

Secondary products that are required shall be recommended and approved in writing by

the roofing system Manufacturer. Upon request of the Architect or Owner, submit

Manufacturer's written approval of secondary components in list form, signed by an

authorized agent of the Manufacturer.

1.7 PRE-INSTALLATION MEETINGS

A. Convene minimum two weeks prior to commencing Work of this section.

B. Review installation procedures and coordination required with related Work.

C. Inspect and make notes of job conditions prior to installation:

1. Record minutes of the conference and provide copies to all parties present.

2. Identify all outstanding issues in writing designating the responsible party for

follow-up action and the timetable for completion.

3. Installation of roofing system shall not begin until all outstanding issues are

resolved to the satisfaction of the Architect.

1.8 DELIVERY, STORAGE, AND HANDLING

A. Deliver and store products in manufacturer's unopened packaging with labels intact

until ready for installation.

B. Store all roofing materials in a dry place, on pallets or raised platforms, out of direct

exposure to the elements until time of application. Store materials at least 4 inches

above ground level and covered with "breathable" tarpaulins.

C. Stored in accordance with the instructions of the manufacturer prior to their application

or installation. Store roll goods on end on a clean flat surface except store KEE-Stone

FB 60 rolls flat on a clean flat surface. No wet or damaged materials will be used in the

application.

D. Store at room temperature wherever possible, until immediately prior to installing the

roll. During winter, store materials in a heated location with a 50 degree F (10 degree

C) minimum temperature, removed only as needed for immediate use. Keep materials

away from open flame or welding sparks.

E. Avoid stockpiling of materials on roofs without first obtaining acceptance from the

Architect/Engineer.

F. Adhesive storage shall be between the range of above 50 degree F (10 degree C) and

below 80 degree F (27 degree C). Area of storage shall be constructed for flammable

storage.

1.9 COORDINATION

A. Coordinate Work with installing associated metal flashings as work of this section

proceeds.

1.10 PROJECT CONDITIONS

A. Maintain environmental conditions (temperature, humidity, and ventilation) within

limits recommended by manufacturer for optimum results. Do not install products

under environmental conditions outside manufacturer's absolute limits.

1.11 WARRANTY

A. Upon completion of the work, provide the Manufacturer's written and signed NDL

Warranty, warranting that, if a leak develops in the roof during the term of this

warranty, due either to defective material or defective workmanship by the installing

contractor, the manufacturer shall provide the Owner, at the Manufacturer's expense,

with the labor and material necessary to return the defective area to a watertight

condition.

self-clinching type of penetrating type as recommended by the deck manufacturer.

Fasten nails and fasteners flush-driven through flat metal discs not less than 1 inch (25

B. Walkway Pads - Commercial Innovations Walkway Pads: As recommended and

furnished by the membrane manufacturer set in approved adhesive to control foot

PART 3 EXECUTION

3.1 EXAMINATION

A. Do not begin installation until substrates have been properly prepared.

B. Inspect and approve the deck condition, slopes and fastener backing if applicable,

parapet walls, expansion joints, roof drains, stack vents, vent outlets, nailers and surfaces

and elements.

C. Verify that work penetrating the roof deck, or which may otherwise affect the roofing,

has been properly completed.

D. If substrate preparation and other conditions are the responsibility of another installer,

notify Architect of unsatisfactory preparation before proceeding.

3.2 PREPARATION

A. General: Clean surfaces thoroughly prior to installation.

1. Prepare surfaces using the methods recommended by the manufacturer for

achieving the best result for the substrate under the project conditions.

2. Fill substrate surface voids that are greater than 1/4 inch wide with an acceptable

fill material.

3. Roof surface to receive roofing system shall be smooth, clean, free from loose

gravel, dirt and debris, dry and structurally sound.

4. Wherever necessary, all surfaces to receive roofing materials shall be power broom

and vacuumed to remove debris and loose matter prior to starting work.

5. Do not apply roofing during inclement weather. Do not apply roofing membrane to

damp, frozen, dirty, or dusty surfaces.

6. Fasteners and plates for fastening components mechanically to the substrate shall

provide a minimum pull-out capacity of 300 lbs. (136 k) per fastener. Base or ply

sheets attached with cap nails require a minimum pullout capacity of 40 lb. per nail.

7. Prime decks where required, in accordance with requirements and

recommendations of the primer and deck manufacturer.

B. Wood Deck:

1. Dimensional wood deck shall be minimum 1 inch (25 mm) thick, knotholes and

cracks larger than 1/4 inch shall be covered with sheet metal. All boards shall be

appropriately nailed and have adequate end bearing to the centers of beams/rafters.

Lumber shall be kiln dried.

2. Plywood shall be a minimum 15/32 inch (11.9 mm) thick and conform to the

standards and installation requirements of the American Plywood Association

(APA).

3. If no roof insulation is specified, provide a suitable dry sheathing paper, followed

by an approved base sheet nailed appropriately for the specified roof system, with 1

inch (25 mm) diameter caps and annular nails unless otherwise required by the

applicable Code or Approval agency.

4. Insulation is to be mechanically attached in accordance with the insulation

manufacturer's recommendations unless otherwise required by the applicable Code.

5. In all retrofit roof applications, it is required that deck be inspected for defects. Any

defects are to be corrected per the deck manufacturer's recommendations and

standards of the APA/Engineered Wood Association prior to new roof application.

6. Light metal wall ties or other structural metal exposed on top of the wood deck shall

be covered with one ply of a heavy roofing sheet, such as HPR Glasbase Base

Sheet, extending 2 inches to 6 inches (51 mm to 152 mm) beyond the metal in all

directions. Nail in place before applying the base ply.

C. Re-Roofing Applications:

1. Remove existing roof flashings from curbs and parapet walls down to the surface of

the roof. Remove existing flashings at roof drains and roof penetrations.

2. Remove all wet, deteriorated, blistered or delaminated roofing membrane or

insulation and fill in any low spots occurring as a result of removal work to create a

smooth, even surface for application of new roof membranes.

3. Install new wood nailers as necessary to accommodate insulation/recovery board or

new nailing patterns.

4. When mechanically attached, the fastening pattern for the insulation/recovery board

shall be as recommended by the specific product manufacturer.

5. Re-roofing over coal tar pitch requires a mechanically attached recovery board or

insulation and a base sheet prior to the application of roofing system.

6. Existing roof surfaces shall be primed as necessary with asphalt primer meeting

ASTM D 41 and allowed to dry prior to installing the roofing system.

3.3 INSTALLATION - GENERAL

A. Install modified bitumen membranes and flashings in accordance with manufacturer's

instructions and with the recommendations provided by the National Roofing

Contractors Association's Roofing & Waterproofing Manual, the Asphalt Roofing

Manufacturers Association, and applicable codes.

B. General: Avoid installation of modified bitumen membranes at temperatures lower than

40-45 degrees F. When work at such temperatures unavoidable use the following

precautions:

1. Take extra care during cold weather installation and when ambient temperatures are

affected by wind or humidity, to ensure adequate bonding is achieved between the

surfaces to be joined. Use extra care at material seam welds and where adhesion of

the applied product to the appropriately prepared substrate as the substrate can be

affected by such temperature constraints as well.

2. Unrolling of cold materials, under low ambient conditions must be avoided to

prevent the likelihood of unnecessary stress cracking. Rolls must be at least 40

degrees F at the time of application. If the membrane roll becomes stiff or difficult

to install, it must be replaced with roll from a heated storage area.

C. Commence installation of the roofing system at the lowest point of the roof (or roof

area), working up the slope toward the highest point. Lap sheets shingle fashion so as to

constantly shed water

D. All slopes greater than 2:12 require back-nailing to prevent slippage of the ply sheets.

Use ring or spiral-shank 1 inch cap nails, or screws and plates at a rate of 1 fastener per

ply (including the membrane) at each insulation stop. Place insulation stops at 16 ft

o.c. for slopes less than 3:12 and 4 feet o.c. for slopes greater than 3:12. On non-

insulated systems, nail each ply directly into the deck at the rate specified above. When

slope exceeds 2:12, install all plies parallel to the slope (strapping) to facilitate

backnailing. Install 4 additional fasteners at the upper edge of the membrane when

strapping the plies.

3.4 INSTALLATION HOT APPLIED ROOF SYSTEM

A. Mechanically fasten per wind uplift requirements rosin paper and Type II base sheet to

the structural deck.

B. Base/Felt Ply(s): Install Stressbase 80 in twenty five (25) lbs (11.3kg) per square of

bitumen shingled uniformly to achieve one or more plies over the entire prepared

substrate. Shingle in direction of slope of roof to shed water on each area of roof. Do

not step on base rolls until asphalt has cooled, fish mouths should be cut and patched.

1. Lap ply sheet ends 8 inches (203 mm). Stagger end laps 2 inches (304mm)

minimum.

2. Install base flashing ply to all perimeter and projection details after membrane

application.

3. Extend plies 2 inches beyond top edges of cants at wall and projection bases.

4. Install base flashing ply to all perimeter and projection details.

5. Allow the one ply of base sheet to cure at least 30 minutes before installing the

modified membrane. However, the modified membrane must be installed the same

day as the base plies.

C. Modified Cap Ply(s): Solidly bond the modified membrane to the base layers with

specified material at the rate of 25 to thirty 30 lbs. (11-13kg) per 100 square feet.

1. Roll must push a puddle of hot material in front of it with material slightly visible at

all side laps. Use care to eliminate air entrapment under the membrane. Exercise

care during application to eliminate air entrapment under the membrane.

2. Apply pressure to all seams to ensure that the laps are solidly bonded to substrate.

3. Install subsequent rolls of modified membrane as above with a minimum of 4 inch

(101 mm) side laps and 8 inch (203 mm) end laps. Stagger end laps. Apply

membrane in the same direction as the previous layers but stagger the laps so they

do not coincide with the laps of the base layers.

4. Apply hot material no more than 5 feet (1.5 m) ahead of each roll being embedded.

5. Extend membrane 2 inches (50 mm) beyond top edge of all cants in full moppings

of the specified hot material.

D. Fibrous Cant Strips: Provide non-combustible perlite or glass fiber cant strips at all

wall/curb detail treatments where angle changes are greater than 45 degrees. Cant may

be set in approved cold adhesives, hot asphalt or mechanically attached with approved

plates and fasteners.

E. Wood Blocking, Nailers and Cant Strips: Provide wood blocking, nailers and cant strips

1. Provide nailers at all roof perimeters and penetrations for fastening membrane

flashings and sheet metal components.

2. Wood nailers should match the height of any insulation, providing a smooth and

even transition between flashing and insulation areas.

3. Nailer lengths should be spaced with a minimum 1/8 inch gap for expansion and

contraction between each length or change of direction.

4. Nailers and flashings should be fastened in accordance with Factory Mutual "Loss

Prevention Data Sheet 1- 49, Perimeter Flashing" and be designed to be capable of

resisting a minimum force of 200 lbs/lineal foot in any direction.

F. Metal Work: Provide metal flashings, counter flashings, parapet coping caps and thru-

wall flashings. Install in accordance with the SMACNA "Architectural Sheet Metal

Manual" or the NRCA Roofing Waterproofing manual.

G. Termination Bar: Provide a metal termination bar or approved top edge securement at

the terminus of all flashing sheets at walls and curbs. Fasten the bar a minimum of 6

inches (203 mm) o/c to achieve constant compression. Provide suitable, sealant at the

top edge if required.

H. Flashing Base Ply: Install flashing sheets by the same application method used for the

base ply.

1. Seal curb, wall and parapet flashings with an application of mastic and mesh on a

daily basis. Do not permit conditions to exist that will allow moisture to enter

behind, around or under the roof or flashing membrane.

2. Prepare all walls, penetrations, expansion joints and surfaces to be flashed with

required primer at the rate of 100 square feet per gallon. Allow primer to dry tack

free.

3. Adhere to the underlying base flashing ply with specified hot material unless

otherwise noted in these specifications. Nail off at a minimum of 8 inches (203

mm) o.c. from the finished roof at all vertical surfaces.

4. Solidly adhere the entire sheet of flashing membrane to the substrate.

5. Seal all vertical laps of flashing membrane with a three-course application of

trowel-grade mastic and mesh.

6. Coordinate counter flashing, cap flashings, expansion joints, and similar work with

modified bitumen roofing work as specified.

7. Coordinate roof accessories, miscellaneous sheet metal accessory items, including

piping vents and other devices with the roofing system work.

I. Flashing Cap Ply: Install flashing cap sheets by the same application method used for

the cap ply.

1. Seal curb, wall and parapet flashings with an application of mastic and mesh on a

daily basis. Do not permit conditions to exist that will allow moisture to enter

behind, around or under the roof or flashing membrane.

2. Prepare all walls, penetrations, expansion joints and where shown on the Drawings

to be flashed with required primer at the rate of 100 square feet per gallon. Allow

primer to dry tack free.

3. Adhere to the underlying base flashing ply with specified flashing ply adhesive

unless otherwise specified. Nail off at a minimum of 8 inches (203 mm) o.c. from

the finished roof at all vertical surfaces.

4. Coordinate counter flashing, cap flashings, expansion joints and similar work with

modified bitumen roofing work as specified.

5. Coordinate roof accessories, miscellaneous sheet metal accessory items with the

roofing system work.

6. All stripping shall be installed prior to flashing cap sheet installation.

7. Heat and scrape granules when welding or adhering at cut areas and seams to

granular surfaces at all flashings.

8. Secure the top edge of the flashing sheet using a termination bar only when the

wall surface above is waterproofed, or nailed 4 inches on center and covered with

an acceptable counter flashing.

J. Surface Coatings: No surface coating required.

K. Roof Walkways: Provide walkways in areas indicated on the Drawings.

3.5 INSTALLATION EDGE TREATMENT AND ROOF PENETRATION FLASHING

A. Fabricated Flashings: Fabricated flashings and trim as needed per scope of work. .

1. Fabricated flashings and trim shall conform to the detail requirements of

SMACNA "Architectural Sheet Metal Manual" and/or the Copper Development

Association "Copper in Architecture - Handbook" as applicable.

B. Manufactured Roof Specialties: Manufactured copings, facia, gravel stops, control

joints, expansion joints, joint covers and related flashings and trim are provided as

specified in Section

1. Manufactured roof specialties shall conform to the detail requirements of

SMACNA "Architectural Sheet Metal Manual" and/or the National Roofing

Contractor's Association "Roofing and Waterproofing Manual" as applicable.

C. Counterflashing / Skirt Metal Flashing.

1. Minimum flashing height is 8 inches (203 mm) above finished roof height.

Maximum flashing height is 24 inches. Prime vertical wall at a rate of 100 square

feet per gallon and allow to dry.

2. Set cant in bitumen. Run all field plies over cant a minimum of 2 inches (50 mm).

3. Install base flashing ply covering wall set in bitumen with 6 inches (152 mm) on

to field of the roof.

4. Install a second ply of modified flashing ply in bitumen over the base flashing

ply, 9 inches (228 mm) on to the field of the roof. Apply a three-course

application of mastic and mesh at all vertical seams and allow to cure and

aluminize.

5. Apply butyl tape to wall behind flashing. Secure termination bar through flashing,

butyl tape and into wall. Alternatively use caulk to replace the butyl tape.

6. At existing reglet counterflashing, mechanically fasten new 22 gauge, galvanized

skirt metal to the existing counterflashing metal.

7. Where new reglet metal ins required, cut reglet in masonry one joint above

flashing. Secure reglet counterflashing with expansion fasteners and caulk reglet

opening.

D. Curb Detail/Air Handling Station:

vertical at a rate of 100 square feet per gallon and allow to dry.

6. Set equipment on neoprene pad and fasten as required by equipment

E. Pre-manufactured Curb For Equipment Support:

1. Minimum curb height is 8 inches (203 mm) above finished roof height. Prime

vertical at a rate of 100 square feet per gallon and allow to dry.

2. Run all field plies over cant of the pre-manufactured equipment support a

minimum of 2 inches.

3. Install base flashing ply covering pre-manufactured curb with 6 inches (152 mm)

on to field of the roof.

4. Install a second ply of modified flashing ply installed over the base flashing ply, 9

inches (228 mm) on to field of the roof. Attach top of membrane to top of wood

curb and nail at 8 inches (203 mm) o.c. Apply a three-course application of mastic

and mesh at all vertical seams and allow to cure and aluminize.

5. Install pre-manufactured cover. Fasten sides at 24 inches (609 mm) o.c. with

fasteners and neoprene washers. Furnish all joint cover laps with butyl tape

between metal covers.

6. Set equipment on neoprene pad and fasten as required by equipment

manufacturer.

F. Exhaust Fan:

3. Run roof system plies over drain. Cut out plies inside drain bowl.

4. Set lead flashing (30 inch square minimum) in 1/4 inch bed of mastic. Run

lead/copper into drain a minimum of 2 inches (50 mm). Prime lead/copper at a

rate of 100 square feet per gallon and allow to dry.

5. Install base flashing ply (40 inch square minimum) in bitumen.

6. Install modified membrane (48 inch square minimum) in bitumen.

7. Install clamping ring and assure that all plies are under the clamping ring.

8. Remove drain plug and install strainer.

I. Plumbing Stack:

1. Minimum stack height is 12 inches (609 mm).

2. Run roof system over the entire surface of the roof. Seal the base of the stack with

elastomeric sealant.

3. Prime flange of new sleeve. Install properly sized sleeves set in 1/4 inch (6 mm)

bed of roof cement.

4. Install base flashing ply in bitumen.

5. Install membrane in bitumen.

6. Caulk the intersection of the membrane with elastomeric sealant.

7. Turn sleeve a minimum of 1 inch (25 mm) down inside of stack.

J. Heat Stack:

1. Minimum stack height is 12 inches (609 mm).

2. Run roof system over the entire surface of the roof. Seal the base of the stack with

elastomeric sealant.

3. Prime flange of new sleeve. Install properly sized sleeves set in 1/4 inch (6 mm)

bed of roof cement.

4. Install base flashing ply in bitumen.

5. Install modified membrane in bitumen.

6. Caulk the intersection of the membrane with elastomeric sealant.

7. Install new collar over cape. Weld collar or install stainless steel draw brand.

K. Liquid Flashing:

1. Mask target area on roof membrane with tape.

2. Clean all non-porous areas with isopropyl alcohol.

3. Apply 32 wet mil base coat of liquid flashing over masked area.

4. Embed polyester reinforcement fabric into the base coat of the liquid flashing.

5. Apply 48-64 wet mil top coat of the liquid flashing material over the fabric

extending 2 inches (51 mm) past the scrim in all directions.

6. Apply minerals immediately or allow the liquid flashing material to cure 15-30

days and then install reflective coating.

L. Coping Cap:

1. Minimum flashing height is 8 inches (203 mm) above finished roof height.

Maximum flashing height is 24 inches (609 mm). Prime vertical wall at a rate of

100 square feet per gallon and allow to dry.

2. Set cant in bitumen. Run all field plies over cant a minimum of 2 inches (50 mm).

3. Attach tapered board to top of wall.

4. Install base flashing ply covering entire wall and wrapped over top of wall and

down face with 6 inches (152 mm) on to field of roof and set in cold asphalt. Nail

membrane at 8 inches (203 mm) o.c.

5. Install a second ply of modified flashing ply in bitumen over the base flashing ply,

9 inches (228 mm) on to the field of the roof. Apply a three-course application of

mastic and mesh at all seams and allow to cure and aluminize.

6. Install continuous cleat and fasten at 6 inches (152 mm) o.c. to outside wall.

7. Install new metal coping cap hooked to continuous cleat.

8. Fasten inside cap 24 inches (609 mm) o.c. with approved fasteners and neoprene

washers through slotted holes, which allow for expansion and contraction.

3.6 SURFACING

A. No surfacing over the UV resistant, Title 24 cap sheet.

B. Silcon coating to be applied at ponding areas at a rate of 3.1 gal per sq. in one pass.

Clean the area prior to coating.

3.7 CLEANING

A. Clean-up and remove daily from the site all wrappings, empty containers, paper, loose

particles and other debris resulting from these operations.

B. Remove asphalt markings from finished surfaces.

C. Repair or replace defaced or disfigured finishes caused by Work of this section.

3.8 PROTECTION

A. Provide traffic ways, erect barriers, fences, guards, rails, enclosures, chutes and the like

to protect personnel, roofs and structures, vehicles and utilities.

B. Protect exposed surfaces of finished walls with tarps to prevent damage.

C. Plywood for traffic ways required for material movement over existing roofs shall be not

less than 5/8 inch (16 mm) thick.

D. In addition to the plywood listed above, an underlayment of minimum 1/2 inch (13 mm)

recover board is required on new roofing.

E. Special permission shall be obtained from the Manufacturer before any traffic shall be

permitted over new roofing.

3.9 FIELD QUALITY CONTROL

A. Inspection: Provide manufacturer's field observations at start-up and at intervals of

approximately 30 percent, 60 percent and 90 percent completion. Provide a final

inspection upon completion of the Work.

1. Warranty shall be issued upon manufacturer's acceptance of the installation.

2. Field observations shall be performed by a Sales Representative employed full-time

by the manufacturer and whose primary job description is to assist, inspect and

approve membrane installations for the manufacturer.

3. Provide observation reports from the Sales Representative indicating procedures

followed, weather conditions and any discrepancies found during inspection.

4. Provide a final report from the Sales Representative, certifying that the roofing

system has been satisfactorily installed according to the project specifications,

approved details and good general roofing practice.
