Executive SummaryThe Addiction Technology Transfer Center (ATTC) Network is in its fifth year of

supplemental funding from the Substance Abuse and Mental Health Services Administration’s Center for Substance Abuse Treatment for the NIDA Initiative. The ATTC Network utilizes these funds to disseminate and promote NIDA research-based protocols to addictions treatment, public/mental health personnel, institutional and community corrections professionals, and other related disciplines through NIDA/SAMHSA-ATTC Blending Teams. The purpose is to assist those working with individuals and families impacted by substance use disorders to maximize treatment efforts by adopting research to fit their system of care. This document includes an executive summary of the NIDA-related activities of the fourteen ATTC Regional Centers and the National Office. For a detailed report of these activities, please refer to the individual Quarterly Reports from the Regional Centers and the National Office.

Introduction NIDA and CSAT convened five separate Blending Teams to accomplish the

goals of the NIDA Initiative as follows: Buprenorphine Treatment: A Training for Multidisciplinary Addiction Professionals (Buprenorphine Treatment), Treatment Planning MATRS: Utilizing the Addiction Severity Index (ASI) to Make Data Collection Useful (Treatment Planning), Motivational Interviewing Assessment: Supervisory Tools for Enhancing Proficiency (MIA: STEP), Short-Term Opioid Withdrawal Using Buprenorphine: Findings and Strategies from a NIDA Clinical Trials Network Study (Buprenorphine Detoxification) and Promoting Awareness of Motivational Incentives (PAMI). All ATTC Regional Centers participated on one of the five Blending Teams. Now that all the products are developed, the ATTC Network is concentrating on disseminating the Blending packages. Although the National Office was not directly a part of any Blending Team, as the coordinating center of the ATTC Network, it facilitated the efforts of all five Blending Teams and continues to develop special projects, such as The Training Point, which support the Initiative as a whole.

Product DisseminationAll Blending Teams have products currently in dissemination. During the

reporting period, the MIA:STEP Team, in collaboration with the National Office, held a second training-of-trainers event on its package. Feedback from the post-event performance monitoring forms indicated that the participants were satisfied with the event overall. In addition, the National Office began discussions with the PAMI Team for its first TOT. Please see the charts beginning on page 6 for a summary of all of the ATTC dissemination efforts.

The Network anticipates an influx of requests for Blending Initiative products. During this reporting period, the National Office maintained the NIDA Dissemination Tracking database. This web-based database, which is hosted on the Network intranet site, tracks ATTC dissemination efforts and helps the Network monitor our capacity to meet demand for Blending Initiative packages. The National Office makes various reports based on the data entered into the tracking system available to the Network, CSAT and NIDA. For example, the National Office used the data from this database in order to create a map which shows the states in which Blending events of 3 hours or more have occurred.

In addition to disseminating the actual Blending Team products, the ATTC Network draws on its expertise in technology transfer to extend the reach of the Blending Initiative by re-packaging the approved information and materials in creative

and innovative ways.  For example, Michael Flaherty of the Northeast ATTC continued his work with the Pennsylvania State Department of Health and providers across the State to address Buprenorphine adoption and regulatory barriers. Buprenorphine materials (including NIDA products) were shared at the meetings as ideas for resources to support later training and implementation of strategies to deal with opioid addiction.

CTN and other Infrastructure ActivitiesRegional Centers also work to build and maintain lines of communication with

CTN Nodes and NIDA researchers. All but four of the Regional Centers have CTN Nodes in their region. Those Regional Centers with a CTN Node participate in regular conference calls and meetings with representatives from their regional Nodes, and sit on CTN workgroups and committees. For example, representatives from the Central East ATTC attended the Mid-Atlantic CTN Node’s semi-annual RRTC meeting with Clinical Treatment Providers (CTPs) to discuss current and future plans for collaboration. In addition, Daniel Squires of the New England ATTC has become a co-investigator for the Northern New England Node of the CTN, and is a member of both the dissemination workgroup and the executive committee. Dr. Squires will be coordinating Blending Team trainings directly with the NNEN of the CTN, which has 5 of the 6 New England states within its jurisdiction. Those Regional Centers without CTN Nodes in their regions have created linkages with NIDA-funded researchers in their regions; for some Regional Centers these linkages have grown into dynamic relationships.

The Network has also found the need to prime the field on the evidence based practices presented in the Blending packages before actually disseminating the official products. Several Regional Centers have had to hold trainings on Blending topics, such as motivational interviewing. Developing this infrastructure will set the appropriate context for introducing the Blending packages. For example, the Mountain West ATTC has planned for two ASI 101 applications courses for Billings and Missoula, MT in October 2007 to supplement the Treatment Planning M.A.T.R.S. Blending Initiative.

Finally, ATTC Regional Centers are key partners with NIDA in support of NIDA’s Blending Conferences. In the past, the Southern Coast and Northwest Frontier ATTCs have helped NIDA with these conferences. The Great Lakes ATTC will be working with the Ohio Valley CTN as they host the 2008 Blending Conference in Cincinnati, OH.

National Office

1. Blending Team Activities: While the National Office is not directly a part of any Blending Team, as the

coordinating center of the ATTC Network it strives to facilitate the efforts of all five Blending Teams. Mary Beth Johnson, MSW, Director of the National Office, participates in the ATTC NIDA Initiative Workgroup.

The National Office engaged in email correspondence and phone calls with the CSAT Project Officer regarding ways to revise the NIDA quarterly reports to make them more useful for NIDA, CSAT and the Regional Centers.

NIDA has requested that the National Office include an United States map displaying where the ATTC Network has delivered Blending Initiatives events of three or more hours each quarter. During this reporting period, the National Office researched how to produce such a map and the possibility of linking the map electronically to the dissemination tracking database.

2. Dissemination Activities Related to Blending Team Product/Packages:

During this reporting period, the National Office maintained the NIDA Dissemination Tracking database. This web-based database, which is hosted on the Network intranet site, tracks ATTC dissemination efforts and helps the Network monitor our capacity to meet demand for Blending Initiative packages. The National Office makes various reports based on the data entered into the tracking system available to the Network, CSAT and NIDA. For example, the dissemination data found in the Executive Summary for this reporting period was drawn from the tracking system.

The National Office planned the logistics for the MIA:STEP Training-of-Trainers (TOT) event that was held as part of the roll-out of that Blending package in May in Kansas City. The National Office secured the meeting space and hotel room block and made other logistical arrangements. The National Office paid for all of the travel expenses for the TOT trainers and provided on-site support for the training.

The National Office is also in the planning stages for another MIA:STEP TOT and a PAMI TOT to be held in the near future. The National Office is working with the Blending Teams to put together the logistical arrangements for those events.

3.    CTN and Other Infrastructure Activities:

Training

Treatment providers will be more likely to understand and adopt NIDA research-based practices if they are trained on those practices by an experienced trainer using research grounded educational techniques. Therefore, as part of the Blending Initiative, the National Office developed the curriculum, The Training Point: an uncommon learning exchange for addiction trainers to ensure that trainers of Blending Team packages utilize adult learning principles to present and facilitate

quality trainings. The National Office and Regional Centers encourage attendees of Blending Initiative TOTs to take the course.

The Training Point has been extremely successful. As a result, the National Office is now consulting with several Regional Centers to roll out the curriculum to the Network. The Northeast ATTC held the course in May and June, 2007. The National Office provided logistical support, the online learning system, and a “master trainer” mentor for this regional roll out.

Cyber Media

The National Office maintains an electronic discussion list for those members of the ATTC Network that participate in the ATTC Blending Initiative Workgroup.

The ATTC Network Web site (www.nattc.org), which is maintained by the National Office, continues to highlight the NIDA/SAMHSA-ATTC Blending Initiative under the “About Us” section. The section offers a thorough description of the Blending Initiative as a whole, as well as more comprehensive descriptions of each Blending Team. It also offers the ability to download portions of the packages that have been released to the public.

The National Office maintains the NIDA/SAMHSA-ATTC Blending Initiative Web page on the Network Intranet site. Minutes to all NIDA Initiative meetings and conference calls are posted on this Web page so that they are available to the ATTC Network and CSAT. Also, the National Office continues to maintain the NIDA Initiative reports on the Network Intranet site so that they are available to the ATTC Network, CSAT and NIDA.

The National Office includes Blending Team updates in its weekly electronic internal bulletin, kNOw Notes.

**As part of an ongoing collaboration with the AZ Department of Behavioral Health Services, the PSATTC is providing a statewide training cycle in Motivational Interviewing (MI) to clinical supervisors. Adolescent treatment program supervisors in three rural locations throughout Arizona are attending a series of three one-day seminars on MI theory, practice, and supervision. Each cohort will receive a total of 21 hours of training. The three-part training series will be followed by a three-month assessment and mentoring period (where training participants will submit videotapes for scoring/feedback and participate in a series of technical assistance conference calls). The curriculum for the MI training cycle has been heavily infused with materials from the MIA: STEP blending package (at least 3 hours of each training series will include MIA:STEP content). Additional details are available in the PSATTC’s April-June 2007 NIDA quarterly report.

Other Dissemination Activities Informational brochures for each of the Blending Team products are a standard

component of the PSATTC display table, and are disseminated at all events in which the PSATTC display is featured.

During fall 2007, the PSATTC will distribute approximately 150 Treatment Planning M.A.T.R.S. Curriculum Infusion Packages (CIPs; developed by MWATTC) to addiction educators working in CA. The PSATTC is waiting for MWATTC staff to make revisions to the CIPs and get them ready for distribution (event #95).

3. CTN and Other Infrastructure ActivitiesTrainings/Technical Assistance

On July 5, 2007 in Los Angeles, CA, Mark Oyama conducted Addiction Severity Index (ASI), Risk Behavior Survey (RBS), and Biomeasures training for four (4) CTN-affiliated staff.

On July 10, 2007 in Los Angeles, CA, Thomas Freese presented a 4-hour Good Research Practice/Good Clinical Practice (GRP/GCP) Full Training. Sixteen individuals participated in the training.

On July 15, 2007 in Honolulu, HI, Thomas Freese presented a 4-hour Good Research Practice/Good Clinical Practice (GRP/GCP) training for 75 staff affiliated with the multi-site NIDA/VA Modafinil Study.

On July 15-16, 2007 in Honolulu, HI, Thomas Freese conducted Cognitive Behavioral Therapy (CBT) training for 20 staff affiliated with the multi-site NIDA/VA Modafinil Study.

One July 16-17, 2007 in Honolulu, HI, Thomas Freese and Valerie Pearce conducted two-day Addiction Severity Index (ASI) training for 40 staff affiliated with the multi-site NIDA/VA Modafinil Study.

On September 19-20, 2007 in Los Angeles, CA, Mark Oyama conducted two-day Addiction Severity Index (ASI) training. A total of 11 individuals participated.

NIDA Conferences/Meetings/Presentations July 14-18, 2007, Honolulu, HI. Richard Rawson and Thomas Freese

participated in the multi-site NIDA/VA Modafinil Study kick-off meeting. This study is part of the Methamphetamine Clinical Trials Group (MCTG) effort.

NIDA Liaison Conference Calls July 31, 2007, Los Angeles, CA. Thomas Freese facilitated a NIDA Blending

Initiative/Liaison conference call with staff from each of the ATTC regional centers.

which is a part of the Buprenorphine rollout package, through the Dialogue newsletter, the Central East ATTC website, conference exhibiting, and other appropriate venues.

The Central East ATTC continued dissemination of NIDA blending package brochures at various conferences and events attended by Central East ATTC staff.

Print Media The Central East ATTC continues to disseminate the publication entitled: An

Overview of Evidence-Based Practices: Implementing Science-Based Interventions in Practical Settings at addiction training summer school sessions and other venues in our region. This document discusses in detail the MIA:STEP and PAMI blending packages as well as, provide information on implementation of evidence-based practices.

The Central East ATTC continued distribution of its bi-weekly bulletin, The Dispatch, which contains current information on research findings. This publication is sent to over 1,000 subscribers.

Cyber Media The “NIDA/CSAT” section of the Central East website continues to be updated

and developed. This section has subsections including “Science and Practice,” “Best Practices Resources,” “Addiction Research Centers,” and a blackboard section for ongoing dialogue and discussions about best practices. Marketing of this section of the website is ongoing.

Liaisons The Central East ATTC continued e-mails, meetings, and conference calls to

state SSAs and state training coordinators to further develop a strategic plan for the dissemination of all blending team packages.

The Central East continued discussions with other members of the Network over possible improvements of activities and services related to blending initiatives.

Orrick. In addition, training consultants, James Bradley and Liz Coccia assisted in the delivery of Treatment Planning Trainings.

All meetings this period where conducted on conference calls with team members: Deni Carise, Pat Stilen, Nancy Roget, Richard Spence and Phil Orrick. Primary activities were the planning, scheduling, and editing of new software that will be the companion of the M.A.T.R.S. training curriculum.

The product development role and tasks this period:o Development of Feedback Protocol for Training and Software:

Trained site staff will be asked to provide feedback in the form of focus groups or on a Software Log (monthly) for approximately 3 months post training. We will develop this feedback protocol including a software feedback log on the acceptability of training content and methods, the functionality and content of the software and the usefulness of the software.

o Initial Modifications to the ASI Treatment Planning Software. Ongoing software modifications will continue throughout the project based on counselor feedback on the implementation, use and value of the software.

1. Blending Team Activities: Nancy Roget, Project Director, serves on the ASI/Treatment Planning Blending

Team Part II. In August of 2007, Ms. Roget participated in two telephone conference calls with

Mid-America ATTC Director, Pat Stilen, & Gulf Coast ATTC Director, Dick Spence to discuss the upcoming ASI/Treatment Planning Blending Team Part II Initiative.

Due to the product title change and the corresponding curriculum changes, MWATTC Staff spent a total of 70 hours revising the name and content of the Treatment Planning M.A.T.R.S. online course and CD-ROM product. This product is awaiting final revisions in order to include new material produced by Deni Carise of the Treatment Research Institute.

Participation in Blending Package Training-of-Trainers Events MWATTC sponsored travel and lodging accommodations for two approved trainers

to attend the MIA STEP TOT Training scheduled for September 2007 in Kansas City, MO. Due to this sponsorship, the MWATTC region has two certified MIA STEP trainers.

Other Dissemination Activities MWATTC is sponsoring two ASI 101 applications courses for Billings (35

participants are scheduled to attend) and Missoula, MT (25 participants are scheduled to attend) in October 2007 to supplement the Treatment Planning M.A.T.R.S. Blending Initiative done in July 2007. This event was rescheduled from July 24 (Missoula, MT) & 26 (Billings, MT), 2007 due to trainer unavailability.

The MWATTC collaborated with Sue Przekwas, Colorado Department of Health, to negotiate logistics for a series of Motivational Interviewing trainings for HIV. These trainings are considered preparation trainings for the MIA:STEP Blending Initiative. Implementation of this series began on July 16-17, 2007 (30 participants attended this 12 hour event) and another training was conducted on August 6-7 2007 (30 participants attended this 12 hour event).

The MWATTC distributed 50 Buprenorphine and 50 Detox CIP CD-ROMs at the Utah Fall Conference in Saint George, UT September 26-28, 2007. In addition, the MWATTC distributed 50 of each of the five NIDA/SAMHS- ATTC Blending Initiative

The MWATTC distributed packets containing the five NIDA/SAMHSA-ATTC Blending Initiative brochures and the MWATTC supplemental informational flyer at the Treatment Planning M.A.T.R.S. trainings in Missoula and Billings, MT July 2007.

MWATTC sponsored an Addiction Educator’s meeting on September 29, 2007 with 16 Nevada academic face-to-face and online course instructors in which upcoming Blending Initiative products and CIP CD-ROMs (Buprenorphine and Detox CIP CD-ROMs) were discussed and distributed.

In addition, the MWATTC distributed packets containing the five NIDA/SAMHSA-ATTC Blending Initiative brochures and the MWATTC supplemental informational flyer at Addiction Educator’s meeting in September 2007.

Due to the product title change and the corresponding curriculum changes of the Treatment Planning M.A.T.R.S. ASI Blending Initiative, MWATTC Staff revised the name and content of the Treatment Planning M.A.T.R.S. Curriculum Infusion Package (CIP) for addiction educators. This CIP revised version is awaiting final edits pending updates from Dr. Deni Carise of the Treatment Research Institute.

3. CTN and Other Infrastructure:

Cyber Media Ms. Norland regularly updates the Mountain West ATTC Website (mwattc.org) to

include and reflect the shorter URLs for the Blending Teams that link directly to information about each team on the ATTC Network web site. MWATTC e-links to the NIDA Blending Initiative Products are located at the website: http://casat.unr.edu/mwattc/attcnidainitiatives.php. All available NIDA Blending Team Products can be accessed electronically through the MWATTC website. During this reporting period, MWATTC Staff updated the MWATTC website to reflect the shorter URLs for the Blending Teams that link directly to information about each team on the ATTC Network web site.

Training/TA MWATTC sponsored Behavioral Family/Couples Therapy in Reno, NV on

September 6, 2007 (24 participants attended this event) and in Las Vegas, NV on September 7, 2007 (18 participants attended this event).

Liaisons Ms. Woods and Ms. Norland participated in the NIDA Workgroup call on July 31,

2007. Ms. Roget is scheduled to facilitate a NIDA Blending Initiative Workgroup call on

Denise Hall, LPC, NCC is a member of the Motivational Interviewing Blending Team.

Ms. Hall and Paula Horvatich have engaged in email, phone calls with the other ATTC members of the team and CTN representatives regarding status of MIA: STEP, particularly preparing for September’s TOT.

Mid-Atlantic ATTC pressed 2000 CD’s; 500 with package documents and PowerPoint presentations, and 500 of each demonstration tape (2 English, 1 Spanish). Also, we purchased 3-hole punched CD holders for all binders. Mid-Atlantic was responsible for 500 custom made binders for MIA: STEP; 250 were delivered to Northwest Frontier ATTC.

Participation in Blending Package Training-of-Trainers Events Ms. Hall served as one of three trainers at the second TOT on MIA:STEP conducted

9/19- 9/21/07 in Kansas City. Ms. Hall will continue to collaborate with co-trainers, Steve Martino and Chris Farentinos on the preparation of activities and materials. Ms. Hall served as ATTC representative at the event.

Another MINTee, Worth Bolton, was accepted and completed the second round on TOT, bringing the total to three MINTees sponsored by the Mid-Atlantic ATTC.

Ms. Hall has been coordinating with Christine Higgins(May 07- MIA:STEP TOT) sponsored by Mid-Atlantic CTN Node to provide training of MIA:STEP to the two Virginia CTP’s. Denise Hall presented a 90 minutes overview of MIA:STEP at Virginia’s Transformation Conference on September 11, 2007.

Missy Barker presented two 90 minute sessions on PAMI at Virginia’s Transformation Conference on September 11, 2007.

The Mid-Atlantic, Mountain West, Prairielands and Northwest Frontier ATTC directors presented a 90 minutes session on July 9th at the 2007 SAAS Annual Conference on clinical supervision. MIA:STEP was highlighted as a new product in support of improving clinical supervision for EBPs.

Dr. Horvatich and Ms. Hall are continuing to meet with local CTN CTP SA Director, Ned Snead from Chesterfield CSB to develop a research proposal on coaching and supervision through video-taped and live supervisor feedback for MI.

We have received 12 requests for the entire MIA:STEP binder and CD’s since September 2007 when we made them available on-line.

Mid-Atlantic ATTC stand-alone products from MIA: STEPo Mid-Atlantic ATTC has continued to receive requests for MI rulers through our

website and via phone. A total of 209 were distributed. 100 additional requested from Walter B. 3. CTN and other Infrastructure Activities

NIDA Blending Conferences/Presentations: Denise Hall presented overview of NIDA MIA:STEP package at the annual NAADAC

conference during a 90 minute plenary, along with Dr’s Gallon and Martino speaking on supervision and CTN results.

Liaisons: Denise Hall continues to confer with Aaron Williams of Central East ATTC and Steve

Gallon of Northwestern Frontier ATTC on Blending Initiatives. Denise Hall continues to collaborate via phone and e-mail with the dissemination

coordinator of the Mid-Atlantic Node of CTN to provide roll-outs for VA’s CTP’s. Dr. Horvatich corresponded with CTN Node PI Eugene Somoza of the Ohio Valley

Node, who will host the 2008 Blending Conference. Mid-Atlantic ATTC plans to work with Ohio Valley to address CTP’s needs within our region.

Participation in Blending Package Training-of-Trainers Events CBHATTC did not send a trainer to participate in the MIA: STEP TOT event. Actually,

the center is waiting a MIA: STEP training activities as a part of Blending Team Activities to send a trainer to train in the Model.

Other Dissemination Activities CBHATTC translated in Spanish Language a Buprenorphine booklet product. The CBHATTC distributed Buprenorphine booklet product in Spanish-language in the

training “Biopsychosocial Approach to Opioid Dependence Treatment” on August 25, 2007.

CBHATTC Buprenorphine Power Point slides to 78 service providers (doctors in medicine and other health professional) of community based organizations, state agency and private practice that participated in training Buprenorphine: A Biopsychosocial Approach to Opioid Dependence Treatment.

During this quarter the CBHATTC coordinated with the Human Resources Development Director and a Clinical Consultant for the State Agency on the development of M.A.T.R.S. Treatment Planning Technical Assistance. As a result, M.A.T.R.S. Treatment Planning Manual in Spanish-language was disseminated to 61 technical assistance participants of the state agency (ASSMCA).

M.A.T.R.S. Treatment Planning Manual in Spanish-language was disseminated to 45 technical assistance participants of the community based organizations.

During this quarter, the CBHATTC coordinated with Directors of the state agency ASSMCA to introduce a training of trainers for their service provider participants in the M.A.T.R.S. Treatment Planning Technical Assistance. First, this activity was coordinated to September 27 and 28, 2007 but the date was change to November 29-30, 2007.

CBHATTC coordinated with two trainers to develop a Motivational Interviewing Demonstration in Spanish Language to disseminate in a DVD format.

3. CTN and Other Infrastructure: As part of the CTN, Florida Node follows the BSFT protocol. The CBHATTC

participates in the national conference calls relevant to this specific protocol as well as Florida’s conference calls. The lead NIDA investigator for this protocol is Dr. José Szapocznik. Another NIDA researcher who participates in this protocol is Dr. Varda Shoham. Dr. Shoham also functions as the principal investigator for a NIDA funded research project that is using Brief Strategic Family Therapy (BSFT) as the platform.

Blending product brochures were distributed at conferences for the “Northwest Institute of Addiction Studies” in Portland, OR on July 23-25, 2007 and at “NAADAC Life-Long Learning Series” in Edmonds, WA on July 17, 2007.

Blending Team members Steve Martino, Denise Hall and Steve Gallon presented a plenary on MIA:STEP at the annual NAADAC conference in Nashville, TN on Sept 7.

Chair Steve Gallon introduced MIA:STEP during a clinical supervision workshop presented by the ATTC Network at the national SAAS conference in Chicago, IL on July 9.

Challenges Related to Idaho Northwest Frontier has not yet held an official Blending Initiative event of

three hours or more in Idaho. The rationale for this is as follows:o Most of our effort in ID was on their statewide infusion of

observation-based clinical supervision.o The state does not use the ASI and requested that we not introduce

the Treatment Planning MATRS workshop until a uniform assessment was endorsed by the state. 

o PAMI was not available.o MIA:STEP implementation requires skills in both clinical supervision

and MI.  As state above the state's priority was building supervisory skills prior to introducing MIA:STEP.

o There are no medication-assisted (read Methadone clinics) approaches to opiate dependency treatment within the state funded treatment system.  Until recently there were only a few physicians listed on the CSAT physician locator list for Buprenorphine.  Decision was made to wait until a critical mass of approved physicians was available.  Currently there are 17 physicians on the locator list. 

3. CTN and Other Infrastructure: National Research Utilization Committee (NRUC): Steve Gallon, the MI Blending

Team chair, is a member of the MI Dissemination Subcommittee of the NRUC. Other members include Dr. William R. Miller, Dr. Jeff Seltzer, Dr. Harold Perl, Dr. Steve Martino, and Dr. Christianne Farentinos.

CTN Node Involvement: o OR/HI NODE: NFATTC is a standing member of Training and

Dissemination Subcommittee and a frequent collaborator regularly with PI Dennis McCarty and Node Coordinator Lynn Kunkel.

o WA NODE: NFATTC attends bi-monthly Steering Committee meetings, is assigned to participate in planning for dissemination and training activities related to NIDA research. NFATTC assists in writing The Bridge, an internal WA Node newsletter.

Contacts July 17: Attended the South Carolina Adolescent grant committee (SAMI).

Committee discussed various projects that were taking place in the community. Presentations were done by Dr. Nancy Brown concerning techniques on how to work with adolescents with substance abuse issues. The CTN was in attendance and discussed collaborative efforts with the committee concerning their research.

August 14: SC Training Consortium meeting. Reports from the different committees were discussed; reports consisted of the South Carolina school, Clinical Services committee, new and old business. Ms. Haynes (CTN) was in attendance and shared information concerning MUSC’s collaborative efforts.

Training/TA Southeast ATTC continues to offer Technical Assistance to the DAODAS

committee that is developing a Center for Evidence-Based Practices, and will support the State’s efforts to disseminate and help providers implement NIDA Blending Team products for agency use.

3. CTN and Other Infrastructure:

Contacts ATTC-NE PI Daniel Squires, PhD, MPH has become a co-investigator for the

Northern New England Node of the CTN, and is a member of both the dissemination workgroup and the executive committee. Dr. Squires will be coordinating Blending Team trainings directly with the NNEN of the CTN, which has 5 of the 6 New England states within its jurisdiction.

Training/TA The ATTC-NE is continuing the Science To Service Laboratory in New

Hampshire, working with the Single State Authority to teach agencies how to adopt new clinical practices through implementation of CBT at 4 agency sites.

Liaisons The ATTC-NE participated in the July 31, 2007 ATTC/NIDA conference call.

States with no Blending Team Activities for 2006-2007Two New England States (Vermont and Maine) did not host any Blending Team trainings within their boundaries during the previous 12-month period. However, both states were represented among the participants in the Blending Team trainings offered across other New England states, and were also represented in trainings offered through Distance Learning. Distance learning is particularly attractive to participants located in rural, northern New England, where both Maine and Vermont are located. In addition, the geographic proximity of all New England States facilitates interstate travel for training events. For example, trainings in New Hampshire or Massachusetts are within 1-2 hours drive for many participants in both Maine and Vermont.

Despite these circumstances, we are working to insure that at least 1 Blending Team Training will be geographically located within each of the 6 New England States for the 2007-2008 fiscal year.

Wisconsino At the request of the SSA presented a 2 hour PAMI workshop at

Wisconsin’s 2nd Annual Mental Health/Substance Abuse statewide conference. This pilot workshop should serve as a precursor for Prairielands ATTC that is now responsible for Wisconsin.

MIA:STEPo Selected and sponsored two trainers for the Training of Trainers. Both have

successfully completed the TOT. o Next Steps: 1) Great Lakes has trained all Clinical Supervisors in the state of

Michigan. That state is also trained using Motivational Interviewing as its primary evidence-based practice. Plans are underway to identify and select appropriate Clinical Supervisors to go through the MIA:STEP program; 2) As part of a system change initiative in Lorain County, Ohio clinical supervisors will be trained in MIA:STEP; 3) Working to identify and recruit 2-4 additional trainers from the Great Lakes region to attend the next Training of Trainers

PAMI o This product originally designed for a 1.5 awareness package. At least 6

presentations, less than 3 hours have been presented. Additionally, at the request of the Illinois and Ohio SSAs a full day workshop was developed to help providers further consider using motivational incentives/contingency management. These longer workshops utilize all materials included in the PAMI product.

o National PAMI presentations: At the request of NIDA and/or SAMHSA, PAMI presentations have been made at the Blending Conference, NASADAD, NAADAC (2006-07 conferences) and SAMHSA’s Jan 06 ATR Grantees meeting.

3. CTN and Other Infrastructure: Ongoing discussion occurs with the Ohio Valley Node (OVN) conference planning

committee regarding GLATTC collaboration on the 2008 NIDA Blending Conference. Planning activities to date include: regional marketing, recommendation and recruitment of presenters, scholarships for clinicians from across the Great Lakes region, liaison with other ATTCs whose regions are compatible with the OVN and the Tri-State Node.

Prairielands

1. Blending Team Activities: Dr. Skinstad and Ms. Peters are the representatives for this Blending Team. Promoting Awareness for Motivational Incentives (PAMI) was released in June of

2007. Dr. Anne Helene Skinstad and Ms. Candace Peters continue collaboration with

GLATTC and NEATTC on the plan for dissemination of the PAMI project, especially the development of a TOT for this project.

2. Dissemination Activities Related to Blending Team Product/Packages:

Other Dissemination Activities Motivational Interviewing Assessment: Supervisory Tools for Enhancing

Proficiency (MIA:STEP) was discussed with the Single State Authorities (SSA) from all five Prairielands ATTC states. Single State Authorities indicate interest in this product and request more information and continued planning.

Candace Peters met with the Iowa Substance Abuse Directors Association, July 17th and August 14th to provide current information related to NIDA research and blending products. She further updates PATTC state coordinators on a monthly basis during regularly scheduled meetings.

Brochures were distributed to approximately 300 participants at the Upper Plains Summer Institute, July 31-august 2, 2007, in Sioux Falls, South Dakota.

NIDA Best Practice Training Series: Motivational Interviewing (MI). Candace Peters continues to work collaboratively with the Minnesota Best Practices Committee (MnBPC), which includes Metropolitan State University, Minneapolis Community and Technical College, Veterans Administration and the Minnesota Department of Human Services (Chemical Health, Mental Health, and Corrections), focusing on the development and implementation of the Minnesota Motivational Interviewing Training Series. MnBPC members oversee the series implementation and offer support to the Motivational Interviewing Network of Trainers (MINT) members, including Carl Isenhart, PhD, MnBPC committee member. This set of trainers will further support Minnesota trainers as they implement MI throughout the state of Minnesota. The two-year training implementation plan began in May, 2006, with scheduled follow-up trainings and clinical supervision throughout 2007.

3.    CTN and Other Infrastructure: Dr. Skinstad has continued to collaborate with representatives from the CTN

Dissemination committee, on how to disseminate the PAMI products to CTPs within the CTN network. The conference calls have been initiated by Dr. Dace Svikis.

Dr. Mackey, PATTC coordinator for Native American projects, has continued to collaborate with Dr. Eugene Somoza, PI for the Ohio Valley CTN node, on including substance abuse community providers within the Aberdeen Area Indian in clinical trials.

Contacts Dr. Skinstad, and Candace Peters continue to meet with the Single State Agents

regularly to discuss the implementation of NIDA activities. Prairielands ATTC continue to collaborate with Professor Ken Winters at the

University of Minnesota, Department of Psychiatry. Prairielands ATTC has continues collaborations with Professor Paul Moberg,

University of Wisconsin School of Medicine and Public Health, Department of Population Health Sciences and Deputy Director, UW Population Health Institute. The goal of our collaboration is to plan the dissemination of results from the NIDA funded project on Recovery High Schools.

Dr Skinstad continues to collaborate with Dr. Rob Philibert at the University of Iowa, Department of Psychiatry, Genetics Laboratory. This lab has been funded by NIDA for a long time.

Training/Technical Assistance Candace Peters continues to offer technical assistance to the members of the

Aberdeen Area Alcohol Treatment Program Directors (AATPA) regarding the first implementation of the PATTC Toolbox Training for Native American Helping Professionals, based on SAMHSA’s Addiction Counseling Competencies (TAP 21) and the National Institute on Drug Abuse Principles of Effective Drug Treatment. Efforts are in collaboration with North Dakota Department of Human Services Division of Mental Health and Substance Abuse Services, United Tribes Technical College, and the Aberdeen Area Substance Abuse Treatment Directors Association. Per the request of the AAATPD the process has begun for the series to be offered as college credit.

In Iowa, PATTC Toolbox Training: A Substance Abuse Educational Series for “Mental Health” Professionals, a 12-module series based on SAMHSA’s Addiction Counseling Competencies (TAP 21) and the National Institute on Drug Abuse Principles of Effective Drug Treatment, was presented September 12-13, 2007, in Des Moines. This is in collaboration with the Iowa Consortium on Mental Health to disseminate substance abuse best practice from a co-occurring perspective to Iowa mental health clinicians.

Promoting the NIDA principles and offering technical assistance Candace Peters, Director of Training, Martin Goransson, Problem Gambling Project Manager and Dr. Speck, PATTC Nebraska Coordinator, serve as lead agent for the Midwest Consortium on Problem Gambling and Substance Abuse Consortium (MCPGSA) represented by Nebraska, Iowa, Missouri, Kansas and Oklahoma. PATTC serves as administrative agent for the 21st Annual Conference on Problem Gambling Prevention, Research, Recovery, and Treatment: Improving Practice and Managing Consequences for Problem Gambling, Substance Abuse, and Co-occurring Disorders, a collaborative effort between NCPG and MCPGSA.

Participation in Blending Package Training-of-Trainers Events Amy Shanahan participated in and completed the Mid-Atlantic ATTC 4-week online

offering of the Treatment Planning M.A.T.R.S. training on July 30, 2007. The NeATTC plans to offer the face-to-face and online course in the near future. Due to changes in job responsibilities the two original trainers for the NeATTC are no longer available to train in our region. Amy will provide trainings on this blending package in the future.

Other Dissemination Activities On June 19, 2007 the New York office of the NeATTC provided web-based

dissemination of the Promoting Awareness of Motivational Incentives (PAMI) product through the following New York list serves:  ASAP (Addiction Service Providers of New York State), the Board of the Institute for Professionals in Addiction (IPDA)  , and the AAPNY Forum (Association for Addiction Professionals of New York). The New York office also disseminated the PAMI packet electronically to the following listservs generated by NeATTC staff housed at IPDA:  Evidence Based Practice listserv, Latino listserv, LGBT listserv, Client Retention Strategies listserv, NY State College listserv, Co-Occurring listserv.

Dr. Michael Flaherty, the PI of NeATTC, continued his work with the Pennsylvania State Department of Health and providers across the State to address Buprenorphine adoption and regulatory barriers. Buprenorphine materials (including NIDA products) were shared at the meetings as ideas for resources to support later training and implementation of strategies to deal with opioid addiction.

3. CTN and Other Infrastructure: On July 31, 2007 Amy Shanahan participated on a NIDA Blending Initiative

conference call (formerly “NIDA Liaison” calls) with the ATTC Network. On August 9, 2007, Amy Shanahan offered technical assistance to clinical

supervisors of the Community Treatment Providers (CTPs) of the Appalachian Tri-State node. In this 3-hour meeting, Amy participated in the strategic planning of Motivational Incentive implementation for 2 or 3 programs. A follow-up training on Motivational Incentives for the entire staff is scheduled for October 19, 2007 (see above).

On August 23, 2007, Susan Storti, Ph.D., Blending Initiative Project Director for NIDA, visited the NeATTC for a day of consultation.

The NeATTC maintained ongoing contact with all 4 NIDA CTN Nodes in the region to discuss potential application for a grant to foster knowledge adoption.

Dr. Flaherty is leading a national effort with recovery leaders to build an agenda for recovery research. Numerous researchers from NIDA and NIAAA are involved and are working together to develop a National Recovery Symposium to be held in Philadelphia, PA on May 1 & 2, 2008.

The NeATTC maintains monthly contact with our 4 NIDA CTN nodes through distribution of the NeATTC electronic newsletter.
