PROPOSED CHANGES

Proposed Changes:

Create a Social Emotional and Mental Health (SEMH) provision for a maximum of 8 referral pupils across Key Stage 3 (Years 7-9).

Why the need?

There is a lack of provision in Solihull for suitable SEMH provision and we are committed to contributing to the Local Authority aim of providing high quality provision for students with SEND within their local community.

Currently, many students are not able to access suitable provision and are being placed in extremely expensive, out of borough, places or not accessing suitable education at all.

We have been working with Solihull Borough Council on the initial plans and it is their view that provision at Tudor Grange Academy Solihull could potentially contribute to the LA SEND strategy, building more local capacity to reduce reliance on independent special provision.

What type of student is the provision for?

Students with SEMH needs, specifically those who have emotionally based school avoidance and are not attending school

Students who have had a prolonged period of absence and who require a gentle transition back to mainstream provision

How will students access the ARP?

Referrals will be made by the home school

A specialist panel with clear criteria for admission will oversee the referral process

Students will remain on the roll of the home school and the aim would be to transition students back to their home school at the end of the placement at TGAS.

The bespoke provision will be developed within the old LRC (between Chestnut and Maple) which has been unused this year

There will be a separate entrance and parking

Students in the ARP will be educated separately from the mainstream provision

The provision will be carefully designed with the student in mind

Rooms will be designed to meet the sensory needs of these students

Staffing

Specialist staff will be appointed to run the ARP

Intention is to utilise some existing staff with expertise within the Trust

The purpose of this consultation document The purpose of this document is to collect the views of all stakeholders on the proposed changes at Tudor Grange Academy Solihull (TGAS). This feedback will be used to guide the actions of the Trust and the Local Authority. Proposed changes are: Create a Social Emotional and Mental Health (SEMH) provision for a maximum of 8 referral pupils across Key Stage 3. Objectives of the proposed changes 1. enhance Quality First Teaching and inclusive practice at Tudor Grange Academy Solihull Background Tudor Grange Academy Solihull was initially founded in 1957 as a boys’ grammar school before merging with the girls’ grammar in 1974 to form Tudor Grange School. Becoming an Academy in 2011, it has earned a national reputation for excellence through its outstanding academic achievements and commitment to high standards, innovation and support. As a high performing Academy, TGAS supports students with a range of additional needs within an inclusive environment. Create an SEMH provision for a maximum of 8 referral students across Key Stage 3 We recognise that there is a lack of provision in Solihull borough for suitable SEMH provision and we are committed to contributing to the Local Authority aim of providing high quality provision for students with SEND within their local community. Currently, many students are not able to access this provision and are being placed in extremely expensive, out of borough, places or not accessing suitable education at all. Why? Tudor Grange Academy Solihull is an extremely successful Academy with an excellent track record of supporting students to achieve strong outcomes at Key Stage 4. Students attending TGAS receive excellent pastoral and academic support and have access to a broad, ambitious and equitable curriculum. Students with significant SEMH needs are amongst the most vulnerable of learners and these students require access to the best support and education available. Tudor Grange Academy Solihull is well placed to provide this.

How is this possible? The Trust is committed to us investing in a multi service hub, allowing us to provide a wide and varied curriculum with experienced staff, whilst still maintaining our outstanding school status. This is made possible by sharing staffing resources across the Trust. Whilst the base will operate in a separate building within the school and will maintain its own identity, it will allow us to run two provisions within our existing staffing structure. For example, specialist teachers will teach both within the mainstream school and in the SEMH base, ensuring that all students access specialist teaching. Students will be placed in the provision following consultation and this will be overseen by a specialist panel with clear criteria for admission. Students will remain on the roll of the home school and the aim would be to transition students back to their home school at the end of the placement at TGAS. This would be a short term provision (normally up to two terms). The proposed base will be in a separate building to the main school with its own entrance and car parking; it will offer students their own provision in bespoke accommodation. A carefully designed provision means that we are able to ensure that students’ sensory needs are considered and that every room has the student in mind. The school community will be deliberately small; it will be designed to provide for those children who learn and achieve best in a smaller environment, coupled with a strong sense of community. Specialist staff and teachers will be able to ensure that all students are supported to make progress and, ultimately, transition successfully to their home school or suitable alternative provision. We have been working with Solihull Borough Council on the initial plans and it is their view that provision at Tudor Grange Academy Solihull could potentially contribute to the LA SEND strategy, building more local capacity to reduce reliance on independent special provision. Expertise Tudor Grange Academies Trust (TGAT) currently run a successful 8 place Mild Autism Base (MAB) at our school in Redditch. A further base at Tudor Grange Academy Redditch opened recently. Tudor Grange Primary Academy Yew Tree joined the Trust in September and runs a successful SEMH Additional Resource Provision similar to the model we are proposing at TGAS. Our intention is to utilise the expertise of existing staff within the Trust and our trusted expert partners to develop a provision at TGAS; we will also employ additional specialist staff for this new provision. Timeline The period of consultation for the proposed changes and development plans at Tudor Grange Academy Solihull will run from Monday 27th January 2020 until 12 noon on Monday 24th February 2020. This consultation document outlines the proposed changes and development plans at Tudor Grange Academy Solihull and the benefits and opportunities it could offer. We will make every effort to give everybody an opportunity to hear about what this might mean for the school and to share their comments. Stakeholders (including parents) are invited to attend a meeting at the Academy, where the Local Authority will also be represented, on Tuesday 4th February at 6pm.

We would like you to respond to this consultation using any of the options outlined later in this document. Your views are important to us and the Trustees will not make a final decision about the provision until the consultation has finished at 12 noon on Monday 24th February 2020. Please read this consultation document and tell us what your views are. The questions on the ‘Consultation Response Form’ are provided to help you do so, but you do not have to respond to all of them. Paper copies of the form are available in the reception area of the Academy. If you prefer not to use this form, you can also put your views in an email or letter. Letters and forms should be returned in a sealed envelope to Tudor Grange Academy Solihull. Please write ‘SEMH Provision consultation response’ on the back of the envelope. Emails should be sent to [email protected] with the subject of SEMH CONSULTATION RESPONSE. The Trustees will use the feedback from the consultation to inform their next steps.
